1. GENERAL
1.1 Scope
This work instruction (WI) defines the qualification Approval process for Contractor quality personnel,
General Inspection Services (GIS) contract and service providers personnel conducting inspection activities
on behalf of Saudi Aramco, Joint Ventures, and/or its Contractors/Subcontractors. The work instruction will
govern the inspector approval processes for Project Inspection Divisions (PIDs) and Vendor Inspection
Division (VID) including Saudi Aramco Responsible Inspection Offices (RIOs).
Exception: This work instruction does not cover the approval processes for Non Destructive
Examination that are governed by Saudi Aramco applicable SAEPs.

1.2 Conflicts
Any conflict between this document and any contractual requirements, the contractual requirements shall
have precedence.

1.3 Purpose
The purpose of this WI is to establish a standardized methodology for qualifying project and vendor
inspectors.

agency to provide inspection services during the procurement and construction phases of Aramco projects
and/or Joint Venture projects.
Assistant Inspector: A Saudi National employee qualified to perform inspection services under the
supervision of a qualified full-time inspector. An Assistant Inspector may be utilized in place of an Inspector
if there is more than one QC Inspector of a particular discipline required under the Contract.
GIS Assistant Inspector Development Program: The program initiated by Inspection Department with
set of on Job tasks to enable GIS agency acquiring essential Inspection knowledge for Saudi National
Assistant Inspector Candidates who graduated from technical institutes recognized by Saudi Aramco.
GIS: General Inspection Services is a service, inspection agency providers, who are contracted by Aramco
to provide supplementary inspection manpower to act on behalf of Aramco Inspection Department.
CBT Portal: A system operated by CBT Service Provider for conducting inspection exams worldwide.
Work Location: Location of the Agency or Contractor Office.

1.7 Roles and Responsibilities

1.7.1 QMU (VID inspectors Qualification)


• QMU SAIR is responsible for pre-evaluating Contractor/TPI inspectors and Assistant
Inspector proposed candidates to assure they meets schedule Q requirements for the
project procurement phase, and coordinate with RIO for the inspector interview.
• Coordinate with the RIO/QMSG for the qualification of the candidates, SAIR should
submit the application (Appendix I-A) to QMSG/RIO utilizing the responsible Aramco
entity E-mail based on candidates proposed geographical work location.

1.7.2 QMSG (VID inspectors Qualification)


• Responsible personnel shall create or/and update SAO Vendor Inspector and Assistant
Inspector in SAP.
• Communicate CBT and interview result to SAIR and GIS Agency accordingly.
• Responsible to coordinate CBT examination and interviews of GIS and TPI/Contractor
Inspector candidates.
• Coordinate with QCS for the inspector interview

1.7.3 RIO (VID inspectors Qualification)


• Responsible personnel shall create or/and update Vendor Inspector and Assistant
Inspector in SAP. RIO should communicate the result to SAIR and GIS Agency
accordingly.
• Responsible to coordinate CBT examination and interviews of GIS and TPI/Contractor
Inspectors.
• Responsible to appoint interviewers that are capable to perform the pre-qualification
review, and interviews for any proposed inspectors (GIS and/or Contractor/TPI
inspectors).

1.7.4 PIUS
• Reviewing inspector application package for GIS and Contractor/Subcontractor inspector
and qualification.
• Chairing the interview committee for GIS and Contractor/Subcontractor inspectors.

1.7.5 PQM
• PQM shall ensure that all qualification and approval processes are in compliance with
this WI.

• Chairing the interview committee for GIS supervisor and Contractor/Subcontractor


QA/QC manager.

1.7.6 PIEU
• PIEU will support PID in providing CBT testing results for applicants.
• PIEU Supervisor or his delegate is the single point of contact with the CBT service
provider.

1.7.7 Technical Committee (TC)


• TC is chaired by PIEU Supervisor and TC members are from PID, VID and
ISSD/Systems Support Group for IT support.
• TC is responsible for annual exam evaluation, update and review of service provider’s
CBT annual analysis report for improvement opportunities.
• Technical requests should be forwarded to TC’s Chairman for proper corrective action.
• TC’s Chairman is responsible for managing and coordinating access requests to CBT test
platform.

1.7.8 Inspection Services Support Division (ISSD)


ISSD/C&JVSU is responsible for CBT contract administration functions including renewal of CBT
contract, modification on CBT contract and review of invoices.

2. QUALIFICATION REQUIREMENTS FOR VENDOR INSPECTORS


2.1 General Qualification Requirements
2.1.1 As a minimum, all GIS Vendor Inspectors assigned to perform vendor inspection activities shall meet
the qualification, certification (or equivalent) and experience requirements of GIS Schedule-B, and
pass applicable commodity examination and/or interviews as per Qualification Matrix Table 2.
2.1.2 As a minimum, all Contractor/TPI Vendor Inspectors assigned to perform vendor inspection activities
shall meet the qualification, certification (or equivalent) and experience requirements of Contract
Schedule-Q, and pass applicable commodity examination and/or interviews as per Qualification
Matrix (Table 2).
2.1.3 Committee interview and CBT exam can be performed in any sequence. In case committee interview
was performed prior to the CBT exam, Inspector may work under a two (2) months probation period.
If the inspector failed to perform the CBT exam during the probation period, RIO shall update the SAP
registry with “DISQUALIFIED” status.
2.1.4 Saudi National Candidates who are not meeting the minimum years of experience but show good
knowledge and potential for the job, can be approved after passing CBT and interview.
2.1.5 In case CBT exam is not available/required for any discipline, inspector shall pass as minimum the
committee interview.
2.1.6 Saudi National Candidates who graduated from technical institutes recognized by Saudi Aramco and
completed inspection department development program with showing good knowledge and potential
for the job, can be approved as Assistant inspectors.
Commentary Note:
The RIO head can extend the probation period If the inspector failed to perform CBT exam during the
probation period due to reasons contributed by CBT portal provider or any emergency subject to RIO
head evaluation and discretion.

2.2 Qualification Process


Inspectors are selected and approved by the RIO at their geographical area where the work location
determines the applicable RIO. RIO shall follow the approval process as stipulated in Table (1).

2.2.1 Inspectors Pre -Qualifications


• Prior to issuing any SAP number, RIO/QMSG or his delegate must check if the candidate has an
existing SAP number by using transaction MK03. The search can be conducted using one of the
following information: First, or last name, Birthdate, and Passport number or any identifications
no.
• RIO/QMSG Shall evaluate the application form and create SAP registration (when required) to
allow the inspector to take the CBT exams and interview. The SAP registration shall be completed
using MK01 (Create Vendor) transaction according to Table (4) with below minimum
requirements:
o Register official name according to Passport or National Identification.
o Register the date of birth (for SAO Inspectors only).
o Complete the communication fields i.e. (contact numbers, e-mails, etc.).
o Register Identity Number (Such as National ID, Iqama, Passport, or Driving License). (For
SAO Inspectors only).
o RIO/QMSG shall attach the application form in Appendix I (A) and applicable attachments to
SAP.
o If inspector application package is satisfactory, RIO/QMSG or his delegate shall create a SAP

number with “Waiting CBT exam” status for new candidate and respond to the application of
the TPI / GIS representatives to proceed with the CBT examination.
• The following documentations should be attached to the application and SAP:
o The Applicant latest CV with personal photo or format developed for specific use in RIO.
o Copy of Certificates.
o Copy of Photo Identification such as passport, iqama, driving license, residential permit or
national ID (For SAO Inspectors only).
o Data privacy agreement form signed by the candidate inspector.

Exceptions: - RIO/QMSG shall ensure that the legal requirements and government policies
supersede this WI requirements.
Exceptions: - Saudi National Assistant Inspectors are exempted from CBT and minimum years of
experience, qualified Saudi Nationality Assistant Inspectors shall obtain CBT and required
certificates within two-year time frame.

2.2.2 Inspectors Qualification (interview and examination)


• After the application acceptance IA or contractor may apply for commodity exams without
restriction such as prerequisites.
• The minimum passing score of each exam 70% out of 100%.
• Failed applicant can retake the test after one (1) month for the 1st attempt and three (3) months
for the subsequent attempts. RIOs head shall decide whether an applicant can continue to have
further attempts after the second failure based on his performance.
Exceptions: - the retesting requirements will be evaluated by the RIO for certain business cases
and with the final approval of RIO head. (Such as Urgent Request to expedite the exam or Urgent
Business needs)
• Saudi National Assistant Inspector Candidates to be interviewed and examined toward the
completed development program tasks.
• Interview may be conducted remotely through video conferencing provided that candidate shall
show his identification to confirm his identity.
2.2.3 Committee Interview Evaluation Requirements
• Contractor/TPI and GIS inspector(s) shall be interviewed and evaluated by RIO internal
committee for QMs approval request. As required by Table 1 and/or Table 2.
• The RIO committee shall consist of 3 members including 1 Unit Supervisor.
• The committee shall solely consist of Saudi Aramco personnel without any involvement of GIS
personnel in the entire qualification process.
• SMP employees might be members in the committee with prior approval/appointment by
Division Head.
• Upon completion, the committee/ shall document the interview results through utilizing the
interview and approval form in Appendix II (A) or OOK RIO specific form.
• In case that SME’s are not available within one RIO, support can be requested from the other
RIO for interview.
Note: RIO/ Section Head signature on Interview and approval form in Appendix-II (A) is required.

2.3 Inspectors Approval

2.3.1 RIO/QMSG shall update the inspector SAP record after the examination and interview with the result
as required in paragraph 2.3.4.

2.3.2 Inspector approval is registered and maintained in SAP by RIO/QMSG based on the examination and
interview results.

2.3.3 RIO/QMSG shall communicate the approval results to the Inspection agencies (GIS) and to the SAIR
for Contractor/TPI inspectors.

2.3.4 The SAP records shall include the followings documentations:


• Applicant latest CV with personal photo (unless legally prohibited in RIO geographical
area).
• Copy of Certificates.
• Copy of Identity (Passport, National ID/Iqama, or Driving License) (unless legally
prohibited in RIO geographical area).
• CBT Exam Result(s).
• The Interview & Result Form in Appendix II (A) or OOK RIO specific form.
• The SAP records shall be completed by using BP SAP transaction according to Table (4)
with below minimum requirements:
o Register the date of examination.
o Complete the final decision (Approval/Disapproval) status and QM Classes, QM
characteristics, country & region.

2.3.5 The qualification status shall be changed to (INACTIVE) when IA informs RIO of the non-availability
due to long assignment more than twelve (12) months or due to change in employment until updating
the information in SAP.

Table (3) lists the criteria for Creating, maintaining and/or Changing Inspector Status.

2.3.6 When requested by RIO Head inspector Re-evaluation shall be conducted by the IA. IA needs to
submit the re-evaluation result to RIOs. IA Inspector with “INACTIVE” status for more than two (2)
years shall be disqualified and all qualified QMs shall be permanently revoked. RIO will perform the
re-evaluation of inspectors in accordance with Table (3).

2.3.7 Disqualification shall be categorized as (REMOVED/DISQUALIFIED) in SAP. A clear note in SAP


must be added to indicate the reasons for disqualification. Disqualified inspectors may be re-qualified
given the reasons for their disqualification are corrected and that it was NOT ethical. Inspectors
disqualified for ethical or any adverse reasons shall be marked as REMOVED/DISQUALIFIED and
BLACK LISTED in SAP and should not be accepted for re-qualification.

2.3.8 Saudi National Assistant Inspector Candidates to be classified as (Assistant Inspectors) in SAP. A
clear note must be added in SAP to indicate that they are approved with condition until CBT and
required certifications are obtained.
Commentary Note:
o Any ethical behavior shall be reported to CRC.

All documents will be recorded in SAP as per this WI.

3. QUALIFICATION REQUIREMENTS FOR PROJECT INSPECTORS


3.1 General Qualification Requirements
3.1.1 Qualification requirements for Contractor/Subcontractor and GIS inspection personnel shall be in
accordance with Schedule-Q of the project contract and Schedule-B of GIS contract respectively.
3.1.2 Contractor/Subcontractor and GIS inspector shall only be approved when passing the CBT exam and
committee interview. In case CBT exam is not available/required for any discipline, inspector shall
pass as minimum the committee interview.
3.1.3 Committee interview and CBT exam can be performed in any sequence. In case committee interview
was performed prior to the CBT exam, Inspector may work under a two (2) months probation period.
If the inspector failed to perform the CBT exam during the probation period, PID shall update the SAP
registry with “DISQUALIFIED” status.
3.1.4 Saudi Candidates not meeting the minimum years of experience but show good knowledge and potential
for the job, can be approved after passing CBT and interview.
3.1.5 Saudi National Candidates who graduated from institutes recognized by Saudi Aramco and completed
inspection department development program with showing good knowledge and potential for the job,
can be approved as Assistant inspectors.
Commentary Note:
o The PQM can extend the probation period If the inspector failed to perform CBT exam
during the probation period due to reasons contributed by CBT portal provider or any
emergency subject to PQM evaluation and discretion.
o Saudi assistant inspector candidates are not required to take CBT.

3.2 Qualification Process

3.2.1 Inspector Pre -Qualification


• Contractor and GIS representative shall submit the inspector application package (CV,
IDs and Certificates, Privacy notice and consent form and code of conduct form, CBT
Non-Disclosure Agreement form) to responsible PIU along with Qualification Approval
Request Form- Appendix I (B).
• PIUS or his Saudi Aramco delegate shall check the candidate current status/historical
records in SAP (MK03) to avoid duplication or hiring blacklisted personnel prior
completing the pre-qualification steps.
• PIUS shall review the pre-qualification application package as per Schedule (Q or B).
• If inspector application package is satisfactory, inspector shall be interviewed by the
responsible inspection project committee.
• PIUS or his delegate shall create a SAP number with “Waiting CBT exam” status for new
candidate and share the Qualification Approval Request Form with the Contractor and
GIS representatives.
Note: Inspectors who failed in committee interview might be considered for interview by
another project committee.
Exceptions: - Saudi National Assistant Inspectors are exempted from CBT and minimum years of
experience, qualified Saudi National Assistant Inspectors shall obtain CBT and required
certificates within two-year time frame.

3.2.2 Committee Evaluation Requirements


• Contractor/Subcontractor and GIS inspector shall be interviewed and evaluated by an
internal committee within PIS/PIU.
• Saudi National Assistant Inspector Candidates to be interviewed and examined toward
the completed development program tasks.
• The committee shall consist of two SMEs and chaired by:
o PQM for GIS supervisor and Contractor/Subcontractor QA/QC manager.
o PIUS for GIS Inspectors and Contractor/Subcontractor supervisors and inspectors.
Note: PQL might chair the committee in behalf of PIUS after obtaining approval from
division head.
• The committee shall solely consist of Saudi Aramco personnel without any involvement
of GIS personnel in the entire qualification process.
• SMP employees might be members in the committee with prior approval/appointment by
Division Head.
• Interview may be conducted remotely through video conferencing provided that
candidate shall show his identification to confirm his identity.
• Upon completion, the committee shall document the interview results through utilizing
the Candidate Interview & Result form in Appendix-II (B).
Commentary Note:
In case that SME’s are not available within the PIS, support can be requested from the other
PID/PIS.

3.2.3 Computer Based Test (CBT)


• Upon receiving of the Qualification Approval Request Form, Contractor and GIS
representative can schedule for the required examinations through CBT provider website
as per Appendix V.
• CBT exam consists of multiple choices. Applicants scoring should follow the following
criteria:
o PASS: if the applicant passes the committee interview and scores 70% or more on the written
exam.
o FAIL: if the applicant fails the committee interview or scores less than 70% on the written
exam.
• CBT exam results will be sent by CBT service provider upon completion of the exam to
PIEU.
• PIEU will share the exam result with the applicant responsible PIU.
• Contractor and GIS representative will receive an exam completion receipt when
applicant complete the exam.
• Failed applicant can retake the test after one (1) month for the 1st attempt and three (3)
months for the subsequent attempts. The PQM shall decide whether an applicant can
continue to have further attempts after the second failure based on his performance.
Commentary Note:
It is at PQM discretion to decide minimum years of experience and CBT requirements for
projects without schedule Q.

3.3 Inspector Approval


3.3.1 Based on the applicant final approval, PIUS or his delegate shall change the SAP status from “Waiting
CBT result” for new inspector to “Approved” or “Not approved” as per table (5).
3.3.2 Approved inspector working in project shall remain qualified until completion of his current project
assignment. Upon completion, inspector shall be re-qualified once in accordance with the requirements
of this WI (CBT and Committee Interview).
3.3.3 When inspector demobilized to other PID, receiving PIUS or his delegate shall reflect the new division
name in SAP registry.
3.3.4 Re-qualification should not be required for inspector approved in accordance with the requirements of
this WI (CBT and Committee Interview) when transferred/demobilized to another SA Project.

3.3.5 Disqualification of inspectors shall be categorized as REMOVED/DISQUALIFIED in SAP. A clear


note in SAP must be added to indicate the reasons for disqualification. Disqualified inspectors may be
re-qualified given the reasons for their disqualification are corrected and that it was NOT ethical.
Inspectors disqualified for ethical or any adverse reasons shall be marked as
REMOVED/DISQUALIFIED and BLACK LISTED in SAP and should not be accepted for re-
qualification.
Commentary Note:
o Any ethical behavior shall be reported to CRC.
o PIUS has the right to revoke the approval if the inspector performance was found
dissatisfactory.
3.3.6 Prior to issuing any SAP number, PIUS or his delegate must check if the candidate has an existing
SAP number by using transaction MK03. The search can be conducted using one of the following
information:
• First, or last name.
• Birthdate
• Passport number or any identifications no.
3.3.7 Mandatory SAP fields shall be completed by PIUS or his delegate in accordance with Table (4).
3.3.8 PIUS/his delegate should select the correct SAP QM description in accordance with Table (6)
3.3.9 Inspector approval attachments should be added and maintained in SAP by PIUS or his delegate. The
SAP attachments shall include the following, as a minimum:
• Scanned copy of Qualification Approval Request Form for Project Inspector- Appendix
I (B)
• Applicant’s latest CV with personal photo.
• Valid identifications (Iqama, passport, etc.).
• Academic/Professional and Work Experience Certificates.
• Data privacy agreement form signed by the candidate inspector.
• CBT Exam Result.
• Scanned copy of Candidate Interview & Result Form- Appendix II (B).
• CBT Non-Disclosure Agreement signed by the candidate inspector.

an as needed basis;

Handling of Your Personal Data


Please note that Saudi Aramco has limited the access to the personal data that you provide to only the individuals within
Saudi Aramco, and its affiliates and service providers that need to know and need to have access to carry out their own
function. In order to safeguard your personal data, Aramco has agreements in place with the aforementioned service
providers that have access to the data.
All Saudi Aramco and/or Affiliates and its affiliate personnel who have access to your personal data operate under strict
corporate guidelines to ensure the protection of the data and compliance with local data security regulations.
International Transfers
By continuing with this registration, you acknowledge that you are aware that the data th at you provide might leave
Saudi Arabia and be stored and available in other jurisdictions outside the Saudi Arabia. In order to transfer the personal
data in compliance with applicable laws, Saudi Aramco has Data Transfer Agreements with its affiliates.
Retention
Information of (potential) inspectors will be kept on file by Saudi Aramco and affiliates as long as it serves a (potential)
commercial purpose. After this purpose has ended Saudi Aramco and affiliates will retain the information for a period of
time as may be required by law and/or to protect Saudi Aramco and affiliate’s legal interests. Saudi Aramco will not keep
any information for longer than is necessary and when Saudi Aramco or affiliates no longer need the information, Saudi
Aramco will securely destroy it in accordance with Saudi Aramco internal policies or anonymize it.
You may request earlier deletion by contacting Saudi Aramco in writing at the address above.
