Mr Halimi Bin Ismail

Mr. Halimi Ismail has been involved in oil & gas project management and engineering for more than
25 years. He has worked in Argentina, Canada, Iraq, UK, Sudan, Tunisia, and Malaysia. He holds a
Master of Science in Gas Engineering from the University of Salford, and Bachelor of Science in
Mechanical Engineering from Heriot - Watt University. Halimi is a Professional Engineer with the
Board of Engineers Malaysia, a Project Management Professional with the Project Management
Institute, a Competent Gas Engineer with the Energy Council of Malaysia, and a member of the
Institution of Engineers Malaysia. Halimi started his professional career with PETRONAS Gas as a
Mechanical Engineer in 1987.

Later on, he also assumed responsibilities in pipeline, compression and metering, where he was
involved in all facets of the project – from tendering to commissioning. In 1995, he joined OGP
Technical Services, where he held various roles including Lead Mechanical Engineer and Engineering
Manager. In 2002, Halimi was also involved in the Muglad Basin Oil Development Project in Sudan,
where he led a multi-discipline team of engineers for detail engineering, construction and
commissioning for crude oil terminal expansion, crude oil pipeline booster station expansion and
power plant expansion.

In 2004, he rolled over to the Melut Basin Oil Development project in Sudan as client Resident
Engineer in Sulzer Pumps UK, Leeds, England and Resident Engineer at various construction sites
throughout Sudan. His areas of involvement included pumping station, power plant and storage tank
projects. In 2009, Halimi was the Staff Engineer for Static Equipment for the Sabah Oil & Gas Terminal
(SOGT) project. He was involved in technical governance to ensure all PETRONAS operating units
comply with prevailing Civil Engineering and Onshore Plant Construction 27/10/2023 maintenance
guidelines for the prevention of storage tank fires.

He was also responsible for updating the PETRONAS Technical Standards related to storage tanks and
floating roof tanks. Later, Halimi joined Petra Resources as a Project Manager, where he was involved
in Hook-up, Construction and Commissioning projects for PETRONAS Carigali. He was responsible for
the successful delivery of the Samarang In-Field Pipeline Replacement Project and Betty Revisit 4-
Phase II Project. In 2013, Halimi was the Head of Facilities Engineering for Greater Pioneer Operating
Company in Sudan. His major responsibilities included pipeline repairs, power plant rejuvenation and
water injection. Today, Halimi is attached to PetroChina Halfaya in Iraq, where he is a Team Leader
involved in the development of an onshore gas processing plant and gas lifting projects. Halimi’s
areas of expertise are in storage tanks engineering and construction, API 650, crude oil pump
stations, pipelines, project management, pressure vessels and shell & tube heat exchangers. He is
also proficient in various engineering software, including Coade Tank, HTRI, Algor, Ansys, and
Microstation.
