MINUTES

BE IT remembered that on the 21st day of March 2022, at 9:00 A.M., the Board of

Supervisors of Hinds County met in the Board of Supervisors’ Room, Jackson, Mississippi;

pursuant to the provisions of Mississippi Code 1972, Annotated, Section 19-3-19 and

resolution heretofore adopted by the Board. This being a special meeting of said Board,

when the following were present:

Also present and attending upon said Supervisors’ Court were Chancery Clerk and

Lieutenant Stanley Thurmond; Public Works Director Charles Sims; Emergency
Management Director Joseph Perkins; County Administrator Kenneth Wayne Jones and
Board Attorney Tony Gaylor when the following business was had and done, to-wit:

INVOCATION
PRESIDENT CALHOUN called the meeting to order at 9:06 A.M. Ms. Maggie
Wade, WLBT Newscaster, offered the invocation.

RESOLVED to approve a Resolution of the Board of Supervisors of Hinds


County honoring the contribution of Ms. Maggie Wade and proclaiming the third
Monday in March as Ms. Maggie Wade Day. Document affixed hereto and
incorporated herein.

Supervisor Graham presented Ms. Maggie Wade a copy of the Resolution


recognizing her outstanding accomplishments in Broadcast Journalism. He also presented
Ms. Wade with the Above and Beyond Award. Mr. Jim Pollard, American Medical
Response, presented Ms. Wade with an award and a letter. Mr. Ted Fortenberry stated
that Ms. Wade was a great Ambassador and so deserving of this honor.
Maggie Wade remarked how proud she was of her state. She also recognized her
brother Nelson Wade, Jr. She stated that she loves WLBT’s mission of “putting people
first”. She thanked the Board for this honor.

CLAIMS
Regular Claim #2079 – Trustmark National Bank – Credit Card
There Clerk’s office advised that two items paid on this claim need to be excluded
from the payment, one which appears to be a donation ($350.25) and one that was
improperly charged to the credit card ($749.48). We request this be approved pending
removal of these two items.

Resolution American Medical Response


UPON A motion of Credell Calhoun and a second by David Archie, Vern Gavin
voting aye, Robert Graham abstaining, Bobby McGowan absent not voting, it was

RESOLVED to approve a Resolution of the Board of Supervisors of Hinds


County, Mississippi in support of Ambulance Upper Payment Limit.

There was additional discussion of Wall Time delays at hospitals where AMR
Ambulance personnel must stay at the hospital waiting for a bed for non-emergency
ambulance patients brought in through the Emergency Room. AMR staff have no choice;
they must wait with the patient until such time as a bed becomes available.

AMERICAN RESCUE PLAN


Presentation by Mr. Bill Bynum, Hope Credit Union
Mr. Bill Bynum advised that Hope Credit Union received Eighty-Eight Million
Dollars from the US Treasury to grow the Credit Union. He stated the Credit Union wants
to partner with Hinds County and leverage their funds with the county’s ARPA funds to
help small businesses, homeowners and to work with the Hinds County Economic
Development Authority. There was additional discussion on this matter.

ELECTED OFFICIALS
Sheriff’s Department – Approve MOU with Federal Bureau of Investigation for Task Force

RESOLVED to approve entering into an MOU between the Hinds County


Sheriff’s office and the FBI for Violent Crimes Task Force.

Sheriff’s Department – Approve Advertising for Body Worn Cameras

RESOLVED to approve starting the bidding process for Body Worn Cameras and
approve advertising for bids.

Sheriff’s Department – Parham Bridges Park South


Sheriff Jones discussed the Parham Bridges Park on I-55 South and the need to
have a secure gate. He stated that this Park was a haven for criminal activity

Sheriff Tyree Jones presented the February 2022 Monthly expenditure report for

Approve Interlocal Agreement with the City of Jackson to Pave and Mill Lake Trace Drive

RESOLVED to approve entering into an Interlocal Agreement with the City of


Jackson to pave and mill Lake Trace Drive at a cost of $125,000.00 to be paid
from American Rescue Plan Funds, with work to be completed by private

Approve Interlocal Agreement with the City of Jackson to Pave Lelia Drive

Jackson to pave, and mill if needed, Briarwood Drive, from Ridgewood Road to
Briarfield, at a cost of $67,000.00, to be paid from American Rescue Plan Funds,
with work to be completed by private contractor or public works.

PUBLIC WORKS
Public Works to Repair Railing at Creek in Pocahontas
Supervisor Archie requested the Public Works Department repair the railing at the
Creek in Pocahontas on Billy Bell Road, near Cynthia Road. He also requested potholes
be filled/repaired on Jimmy Williams Road, Buck Reed Road, Edwards Road in Bolton,
and N. Davis Road. He requested cleanup of illegal dumping on St. Thomas Parkway and
Champion Hill Road and cleanup on Northside Drive from Medgar Evers Boulevard to
Watkins at Bailey. Public Works Director Sims advised that St. Thomas was cleaned up
last week. There was additional discussion on this matter.

AMERICAN RESCUE PLAN


Approve Paving Cynthia Road at a cost of $150,000.00

UPON A motion of David Archie and a second by Robert Graham, Credell Calhoun
voting aye, Vern Gavin voting aye, Bobby McGowan absent not voting, it was

RESOLVED to approve paving Cynthia Road North, off Highway 49 at a cost of


$150,000.00 to be paid from American Rescue Plan Funds, with work to be
completed by private contractor or public works.

Approve Paving Pine Ridge Road at a cost of $65,000.00

RESOLVED to approve paving Pine Ridge Road, near N. Clinton and


Pocahontas at a cost of $65,000.00 to be paid from American Rescue Plan Funds,
with work to be completed by public works. He also requested Public Works
unstop the cross drain on Buck Lane.

Approve Paving Segment of Buck Lane at a cost of $50,000.00

PUBLIC SAFETY / HARD CORE CRIME FUNDING


Funding for Additional Patrols for Jackson and Hinds County
Sheriff Tyree Jones requested Five Hundred Thousand Dollars to fund off duty
Deputies to patrol the City of Jackson and Hinds County. Administrator Jones asked
questions about the Sheriff’s plan, specifically if additional personnel would be hired.
Sheriff Jones stated that no additional personnel are proposed. There was additional
discussion on this matter. No action taken.

NORTH COUNTY LINE ROAD


Update from Attorney regarding Participation by Ridgeland and/or Madison County
Attorney Gaylor advised that Hinds County owns both sides of the Road. He stated
that regulations could be initiated to deter heavy trucks. He stated he was still waiting to
hear from the City of Ridgeland.

ELECTION COMMISSION / PRECINCT CHANGES


Move Precinct Clinton-1 at First Baptist Church
Supervisor Archie stated this Precinct must be moved by the first meeting in April.
Discussion only, no action taken.

OTHER BUSINESS – THE JACKSON FREE CLINIC


Presentation from The Jackson Free Clinic
Ms. Shantay Griffith of The Jackson Free Clinic discussed the services being
provided at the Clinic. She stated that the Jackson Free Clinic was in partnership with
UMMC, and currently the Clinic was only opened Saturdays from 10 a.m. to 4 p.m. She
invited Board members to come visit and tour the facility. There was discussion only. No
action taken.

ECONOMIC DEVELOPMENT
Discussion
Supervisor Gavin revisited Hope Credit Union representative Bill Bynum’s
comments on housing and economic development in Hinds County. Supervisor Gavin
stated he would bring a recommendation on these matters to the Board more formally in
the future.

ELECTION COMMISSION / PRECINCTS


Discussion Siwell Middle School Precinct
Supervisor Gavin advised that Siwell Middle School was closed and could not be
used a voting precinct. Discussion only, no action taken.

PUBLIC WORKS
Amend Contract with B.P. Construction for Bridge #SA25-356, Farr Road
UPON A motion of David Archie and a second by Credell Calhoun, Vern Gavin
voting aye, Robert Graham voting aye, Bobby McGowan absent not voting, it was

RESOLVED to approve an Amendment to contract HC-BR-34 to reduce the cost


of the project from $192,950.00 to $177,950.00, a reduction of $15,000.00.

These are purposes authorized for Executive Session by Section 25-41-7(4) (b) of
the Mississippi Code of 1972, as amended, which permits executive sessions for strategy
sessions or negotiations with respect to prospective litigation, litigation or issuance of an
appealable order when an open meeting would have a detrimental effect on the litigating
position of the public body.
Those entering the Executive Session were President Credell Calhoun, Supervisor
