1. Pusa Krishi App


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ About: Pusa Krishi App was launched to work towards empowerment of farmers and
development of villages. The app design is neat and offers a user-friendly interface.

➢ Aim: To disseminates information about the latest technologies developed by the Indian
Agricultural Research Institute.

➢ Services/Information:

• Details of 185 technologies are available on Pusa Krishi Mobile App.


• The app will provide farmers with information related to new varieties of crops
developed by Indian Council of Agriculture Research (ICAR), resource conserving
cultivation practices as well as farm machinery and its implementation will help in
increasing returns to farmers.

➢ Languages: It is available in two languages, Hindi, and English.

➢ Developed: Department of Agriculture & Cooperation, Ministry of Agriculture and Farmers


Welfare.

2. Kisan Suvidha App


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Developed by: Department of Agriculture & Cooperation, Ministry of Agriculture and Farmers
Welfare

➢ About: It is an omnibus mobile app developed to help farmers by providing relevant


information to them quickly.

➢ Aim: To provide all information at a common place that a farmer or agriculture stakeholder in
agriculture sector may require.

➢ Services/Information: The following services and information are available on the application:

• Weather Forecast
• Extreme Weather Alert
• Market Price of commodities
• Dealers – Fertilizer, Seeds, Pesticide, Seeds etc.
• Plant protection for 12 major crops
• Agro advisories
• Soil Health card
• Soil testing labs
• Cold Stores &Godowns
• Vet Labs & Diagnostic Centres
• Crop Insurance
• Government Schemes
• A farmer can also get extreme weather alerts like hailstorms or unseasonal rains.

➢ Availability: Kisan Suvidha Mobile application which was available in 9 languages viz. English,
Hindi, Tamil, Gujarati, Oriya, Punjabi, Marathi, Bangla, and Telugu.

3. Deen Dayal Upadhyay Unnat Krishi Shiksha Yojana


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implemented by: Education wing of ICAR

➢ About: The initiative under Unnat Bharat Abhiyan is envisioned to transform rural
development processes by partnering with knowledge institutions.

➢ Objective:

• To build skilled Human Resource at village level relevant to national needs towards
organic farming and sustainable agriculture.

• Provide rural India with professional support in the field of Organic Farming/Natural
Farming/Rural Economy/Sustainable Agriculture.

• To extend other activities of Pandit Deen Dayal Upadhyay Unnat Krishi Shiksha Yojana
at village level through these established centres

➢ Beneficiaries: The designated Centres may select the farmers for this initiative, subject to the
conditions that:

• The farmers must be assessed in terms of their interest in organic farming, natural
farming, and cow-based economy prior to their selection.

• Priority must be attached to the farmers who are currently practising organic farming,
natural farming, or cow-based economy.

• Farmers of all communities must be given a fair representation.

• The selection should not involve any gender discrimination.

➢ Scope of Implementation:

• A total of 100 centres across the country would be engaged in implementing the
scheme.

• These centres were selected on the basis of their knowledge, skill, ability, and
experience connected with organic and natural farming.

• A team of coordinators numbering to four has been appointed for coordinating the
various activities of the scheme.

• Some of these activities include the provision of training on issues connected with
organic farming, natural farming, and cow-based economics as per the designed
modules, the selection of beneficiaries in consultation with nodal agencies, ensuring
the welfare of the participants, etc.

➢ Themes: The scheme is based on the themes of cow-based economy, natural farming, and
organic farming.

4. National Agriculture Market Scheme (e-NAM)


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implementing Agency: Small Farmers Agribusiness Consortium

➢ About: e-NAM or the e-trading platform (online trading portal) for the National Agriculture
Market (NAM). The purpose of e-NAM is to create a network of existing mandis on a common
online market platform as 'One Nation, One Market' for agricultural commodities in India.

➢ Aim: It aims to facilitate farmers, traders, buyers, exporters and processors with a common
platform for trading commodities.

➢ Objectives:

• To integrate markets first at the level of the States and eventually across the country
through a common online market platform, to facilitate pan - India trade in
agricultural commodities;

• To streamline marketing / transaction procedures and make them uniform across all
markets to promote efficient functioning of the markets;

• To promote better marketing opportunities for farmers / sellers through online access
to more buyers / markets, removal of information asymmetry between farmer and
trader, better and real-time price discovery based on actual demand and supply of
agri-commodities, transparency in auction process, prices commensurate with quality
of produce, online payment etc. that contribute to marketing efficiency;

• To establish quality assaying systems for quality assurance to promote informed


bidding by buyers; and

• To promote stable prices and availability of quality produce to consumers

➢ Vision: To promote uniformity in agriculture marketing by streamlining of procedures across


the integrated markets, removing information asymmetry between buyers and sellers and
promoting real time price discovery based on actual demand and supply.

➢ Functions of E-NAM: E-NAM provides information and trading of commodities.

• It aggregates quantity of supplies traded.


• The platform provides cashless transactions.
• It offers access to soil testing and provides elementary amenities for sorting and
packing to farmers.

➢ Key Features:
• A National e-market platform for transparent sale transactions and price discovery in
regulated markets, kisan mandis, warehouses and private markets. Willing States to
accordingly enact provision for e-trading in their APMC Act.

• Liberal Licensing of traders / buyers and commission agents by State authorities


without any pre-condition of physical presence or possession of shop / premises in
the market yard.

• One license for a trader valid across all markets in the State.

• Harmonization of quality standards of agricultural produce and provisions of assaying


(quality testing) infrastructure in every market to enable informed bidding by buyers.

• Restriction of agriculture Produce Marketing Committee’s (APMC) jurisdiction to


within the APMC market yard / sub yard instead of a geographical area (the market
area) at present.

• Single point levy of market fees i.e., on the first wholesale purchase from the farmer.

➢ Current Context:

• In May 2020, the Government of India had announced the integration of 38 new
Mandis with e-National Agriculture Market (e-NAM). With the addition of these 38
Mandis the total tally of Mandis reached the milestone of 1000 spanning across 18
states and 3 Union Territories.

• The Central Government recognised the potential of e-NAM in overcoming some of


the hurdles of the lockdown and introduced some important new software modules
in April 2020.

• A trading module allowing Farmer Producer Organisations (FPOs) to trade produce


directly from their collection centres without bringing it to mandis.

• A warehouse-based trading module.

• A logistics module offering users trackable transport facilities through aggregators


with access to 11 lakh trucks.

Farmer Produce Organization (FPO) Trading module

• About:

▪ It will enable Farmer Producers’ Organisations (FPOs) to upload the picture of their
produce and quality parameters from their premise/collection centres for bidding.

▪ Distant bidders can visualise the produce before bidding by seeing the pictures and
quality.

▪ After successful bidding, FPOs can deliver the produce from their premises or by
bringing it to mandi.

• Objective: The feature has been introduced to strengthen the agricultural marketing and
reduce the need of the farmers to visit mandi to sell their produce.

• Benefits:

▪ This will decongest mandis and also reduce the hassle.

▪ This will help FPOs by reducing logistics costs and enhance their bargaining power.

▪ Facilitates FPOs to avail online payment facility with ease of doing business.

• Significance: With the rising need to decongest mandis to fight against Coronavirus, the new
software modules offer an alternative to the farmers to sell their crops.

Negotiable Warehouse-Reciepts (e-reciepts) Module

• Warehouse (Registered with WDRA) trading module with payment feature is launched.

• It will enable small & marginal famers to directly trade their stored produce from selected
WDRA (Warehousing Development and Regulatory Authority) registered warehouses which
are declared deemed market by the State.

• Farmers will be able to place their produce in WDRA accredited warehouses.

• Already States of Telangana (14 warehouses) & Andhra Pradesh (23 warehouses) declared
designated warehouses in the State as deemed market.

• Benefits:

▪ Depositor can save the logistics expenses and will have better income.

▪ Farmers can sell the produce across the Nation at better price without the hassle of
going to mandi.

▪ Farmers with their produce in WDRA accredited warehouses can avail the benefit of
pledge loan, if required.

▪ Price stabilization by matching supply and demand through time and place utility.

Launch of Logistic Module

• To facilitate inter-mandi and inter-state trade at this juncture, enhanced version of the
logistic module has been released whereby aggregators of transport logistic platform have
on boarded which helps users to avail trackable transport facilities for transporting their
produce.

• Presently, e-NAM provides a database of individual transporters to the traders.

• Traders will be able to use the link to navigate to the logistics provider’s website and select
appropriate services.

• With these additions, more than 3,75,000 number of trucks from large logistic providers
would be added for logistic purpose.

• Benefits:

▪ This will help in seamless transportation of Agri-produce.


▪ This will promote inter-state trade by providing online transport facilities for distant
buyers.

5. Attracting and Retaining Youth in Agriculture (ARYA)


➢ Launch Year: 2015

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implemented by: Indian Council of Agricultural Research

➢ Technology Partners: Agriculture Institutes and ICAR institutes

➢ Aim: The main aim of the scheme is to turn agriculture and allied sectors into attractive and
profit-making proposition for the rural youth.

➢ Objectives:

• To attract and empower the Youth in Rural Areas to take up various Agriculture, allied
and service sector enterprises for sustainable income and gainful employment in
selected districts.

• To enable the Farm Youth to establish network groups to take up resource and capital-
intensive activities like processing, value addition and marketing.

• To demonstrate functional linkage with different institutions and stakeholders for


convergence of opportunities available under various schemes / program for
sustainable development of youth.

➢ Beneficiaries: Rural Youth under the age of 35 years

➢ Implementation:

• ARYA project will be implemented in 25 States through KVKs, one district from each
State.

• In one district, 200-300 rural youths will be identified for their skill development in
entrepreneurial activities and establishment of related micro-enterprise units.

• At KVKs also one or two enterprise units will be established so that they serve as
entrepreneurial training units for farmers.

➢ Goal:

• The purpose is to establish economic models for youth in the villages so that youths
get attracted in agriculture and overall rural situation is improved.

• Under the scheme, Agriculture Technology Management and Training (ATMA) will
provide training to the rural youth.

6. Paramparagat Krishi Vikas Yojana (PKVY)


➢ Launch Year: 2015

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ About: PKVY is an extended component of Soil Health Management (SHM) under the Centrally
Sponsored Scheme (CSS), National Mission on Sustainable Agriculture (NMSA).

➢ Aim: It aims at development of sustainable models of organic farming through a mix of


traditional wisdom and modern science to ensure long term soil fertility build-up, resource
conservation and helps in climate change adaptation and mitigation.

➢ Objectives:

• To promote natural resource based integrated and climate resilient sustainable


farming systems that ensure maintenance and increase od soil fertility, natural
resource conservation, on-farm nutrient recycling and minimize dependence of
farmers on external inputs.

• To reduce cost of agriculture to farmers through sustainable integrated organic


farming systems thereby enhancing farmer's net income per unit of land.

• To sustainably produce chemical free and nutritious food for human consumption.

• To protect environment from hazardous inorganic chemicals by adoption of eco-


friendly low-cost traditional techniques and farmer friendly technologies.

• To empower farmers through their own institutional development in the form of


clusters and group with capacity to manage production, processing, value addition
and certification management.

• To make farmers entrepreneurs through direct market linkages with local and
national markets.

➢ Funding pattern:

• It is in the ratio of 60:40 by the Central and State Governments, respectively.

• In case of North Eastern and Himalayan States, Central Assistance is provided in the
ratio of 90:10 (Centre: State) and for Union Territories, the assistance is 100%.

➢ Key components:

Model Organic Cluster Demonstrations:

▪ Model Organic Cluster Demonstrations aim at boosting/ promoting organic farming


among rural youth/ farmers/ consumers/ traders by creating awareness on the latest
technologies of organic farming.

▪ These are conducted at the farmer’s field in clusters of 20 ha or 50 acres under PKVY.

▪ The scheme promotes Participatory Guarantee System (PGS) for India (PGS- India)
form of organic certification that is built on mutual trust, locally relevant and
mandates the involvement of producers and consumers in the process of certification.
(PGS – India operates outside the framework of “Third Party Certification)”.

▪ Implementing Agencies (IAs) primarily are the Zonal Councils7 of National Centre for
Organic Farming (NCOF), Participatory Guarantee System (PGS) registered Regional
Councils (RCs) and other Public Sector Organisations of DAC & FW.

Model Organic Farm:

▪ The Model Organic Farm aims at demonstrating conversion of conventional land into organic
farming practices in one-hectare parcels.

▪ This is to spread the information on the latest technologies of various units of organic inputs
production through exposure visits to farmers.

➢ Approach:

• The cluster chosen for Organic Farming shall be 20 ha or 50 acres in extent and in as
contiguous a form as possible.

• Total financial assistance available for a 20 ha or 50-acre cluster shall be a maximum


of Rs. 10 lakhs for farmer members.

• It is Rs. 4.95 lakh for mobilization and PGS Certification with a subsidy ceiling of one
hectare per farmer

• Of the total number of farmers in a cluster, a minimum of 65 percent farmers should


be allocated to small and marginal category, to be fulfilled at cluster level as far as
practicable and where not possible to be satisfied at Mandal/Block/ Taluka or District
level.

• At least 30% of the budget allocations need to be earmarked for women beneficiaries/
farmers.
