About the NDIS Quality and Safeguards Commission


The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The Commission is the dedicated national regulator of NDIS service providers in
Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.

The NDIS Commission’s core legislative functions are to:
 uphold the rights of, and promote the health, safety and wellbeing of, people with
disability receiving supports or services, including those received under the
National Disability Insurance Scheme
 develop a nationally consistent approach to managing quality and safeguards for
people with disability receiving supports or services, including those received under
the National Disability Insurance Scheme
 promote the provision of advice, information, education and training to NDIS
providers and people with disability
 secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation
functions conferred on the Commissioner by legislation
 promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability
 develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and
services to people with disability
 provide advice or recommendations to the National Disability Insurance Agency
(NDIA) and its Board in relation to the performance of the Agency’s functions
 engage in, promote and coordinate the sharing of information to achieve the
objects of the relevant legislation, and
 provide NDIS market oversight, including:
i. by monitoring changes in the NDIS market which may indicate emerging
risk; and
ii. by monitoring and mitigating the risks of unplanned service withdrawal.

Regulatory Policy, Insights and Review
The Regulatory Policy, Insights and Review Division supports the NDIS Commission’s delivery of
legislative functions through strategic policy development and advice, market design and oversight,
data and analysis activities, major projects and initiatives.

This includes innovative and strategic thinking, data analysis and evidence reviews, to solve
complex policy issues that facilitate upholding the rights of people with disability through
regulation of the NDIS market, to enable the provision of safe and quality supports.

The Division supports the NDIS Commission’s contributions and response to the Royal Commission
into Violence, Abuse, Neglect and Exploitation of People with Disability. It also supports the NDIS
Commissioner with inquiries and reviews, delivery of NDIS workforce initiatives and administration
of the NDIS support for providers grants program.

Data and Insights


The Data and Insights Team is responsible for the delivery of high-quality analytics that
underpins data-driven decision-making and enable the Commission to ensure people
with disability receive quality and safe supports and services under the NDIS.
Data and Insights is accountable for data management and modelling, providing
business intelligence to operational units, reporting on key metrics and trends, and
developing models to facilitate safeguarding. The team also provides regular, reliable
and accurate data to senior leadership.

Key duties
In this role you will:
 Lead the strategic direction of the Data and Insights team
 Develop and implement indicators that can inform the objectives of all Commission
functions, with a particular focus on identifying systemic issues and emerging trends
 Work with internal and external stakeholders to identify their analytic needs and to
provide authoritative advice on data analysis and interpretation of data
 Develop regular reporting on data governance approaches for internal and external
stakeholders
 Develop systems, policies, and protocols for the extraction, linkage, management,
monitoring, analysis and reporting of data. Provide expert advice on information
systems and analytical tools to achieve a whole-of-Commission approach
 Oversee statistical analyses of Commission data and associated datasets
 Undertake detailed data analysis and investigations on specific issues
 Provide data governance contributions to support development of strategy and policy,
including New Policy Proposals and strategic and corporate plans. 
 Manage competing issues to ensure deliverables, including dashboards, reports, and
ministerial briefings, are completed on time and to impeccable standards
 Provide leadership and supervision to staff within the section, including setting work
priorities and ensuring responsive delivery of data analytics and reporting.
 Provide support and guidance to others and contribute to a learning culture where
expertise can be appropriately shared
 Promote data governance within the NDIS Commission and consult with key internal
and external stakeholders to ensure ethical use of data and to foster a culture that
values its data assets. 

Engage effectively with other related bodies, including the NDIA and providers, to
ensure appropriate information sharing arrangements are developed, maintained,
and re-evaluated as needed.
 Act as an exemplar of project discipline, ensuring that analyses are robust, replicable,
and transparent

Skills, Knowledge, and Personal Attributes
Our ideal candidate will have a positive contemporary attitude to people with disability
and have the following capabilities:
 Expert knowledge and skills across a range of data-related functions, including the
statistical analysis of large datasets, systems design, data linkage and management
 Demonstrated ability to develop collaborative and productive working relationships
with a wide range of internal and external stakeholders on data analytics projects
 Demonstrated ability to elicit requirements and deliver reporting and analytics
solutions using recognised data warehousing, data management, analysis, business
intelligence and reporting tools
 Strong IT liaison and communication experience
 The ability and confidence to make sound judgements and decisions based on
thorough research, problem solving and innovation to support the Commission’s
objectives
 Proven ability to anticipate problems and develop appropriate solutions
 Ability to support and mentor junior staff including the ability to maintain high levels
of motivation and productivity, give feedback and provide support for improvement
 Highly developed organisational skills and demonstrated experience in successfully
managing competing issues to complete projects on time and on budget
 Experience in designing analytics projects which address issues around data collection,
analysis and reporting
 Demonstrated proficiency with analytics and reporting software, including R, SQL, and
Qlik Sense
 Excellent written and oral communication skills, evidenced by high-level reporting,
presentation and negotiation abilities
 Relevant experience in a related field such as the disability, health, human services,
social sciences and community services sectors
 Relevant tertiary qualifications and industry/application certifications

Our ideal candidate will also have:

 An understanding of the NDIS Quality and Safeguarding Framework and the NDIS
Act.

 Lived experience of disability and/or demonstrated understanding of disability


services in Commonwealth/State/Territory Government contexts 

Eligibility Requirements
 Postgraduate qualifications in and/or equivalent experience in a discipline such as
statistics, epidemiology, social science, psychology, or data science.

Note:
The position locations are flexible and may be performed from any of the NDIS
Commission’s locations in Penrith, Parramatta, Melbourne, Brisbane, Canberra, Adelaide,
Perth, Hobart or Darwin.

Pre-Employment Requirements
 NDIS employees are required to be Australian Citizens.
 Candidates employed by the NDIS Commission are required to undertake a Police
Records Check prior to commencement of employment. If the position involves
working with children and/or vulnerable people, the appropriate check for this will
also be required to be undertaken.
 Successful candidate(s) will be required to obtain and maintain at least a baseline
security clearance.

To be eligible to obtain a security clearance (Baseline, Negative Vet 1 or Negative Vet 2)


the successful candidate must be an Australian Citizen. Candidates must be able to
establish their background as checkable to be considered eligible for a security clearance.
Any gaps or periods of time spent overseas for 12 or more months (cumulative) that
cannot be verified by an Australian referee are typically deemed uncheckable, rendering
the candidate ineligible for a security clearance. Background history must cover 5/10 years
(Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential,
criminal history and anything else specified by the AGSVA. The successful candidate must
be willing to disclose all relevant and required information to fulfil this process.

Further assessment
The selection panel (usually 2-3 people) acquires as much information as they consider
necessary. This may include contacting referees, undertaking an interview, a work sample
test and/or psychometric testing may also be included in the assessment. The contact
