1.0 Introduction

1.1 Scope

This specification is re written as an amendment to Section 8.2 of DEP 31.38.01.25 (Version 43,
February 2019) on Process Isolation and section 8.7 & 8.8 of DEP 31.38.01.24 on type of
valves/valves configuration for Process Isolation. Those clause numbers that have been amended
by this specification are mentioned as such for easy reference. All clauses of Section 8.2 of DEP
31.38.01.25 and section 8.7 &8.8 of DEP 31.38.01.24 not modified by this specification remain valid
as written in the DEPs.

This specification is revised to align with DEP 01.00.01.30-Gen for toxicity classifications for process
isolation. SP-1190-1 shall not be used as a basis for toxicity classifications to determine isolation
requirements.

1.2 Compliance with this Specification

Compliance to this specification is mandatory for all projects. Any variances to this specification
shall follow PR-2066.

The word “SHALL [PS]” is used to indicate a mandatory DEM-1 process safety requirement.

The word “shall” is used to indicate that the requirement is mandatory.

The word “should” is used to indicate that the requirement is not mandatory, but recommended as
good practice.

1.3 DEM-1 Requirements

There are no DEM-1 requirements in this specification. The user shall demonstrate compliance with
the DEM-1 requirements of the relevant DEPs referred within.

2.0 Amendments to DEP 31.38.01.25
Isolation requirements shall be established in accordance with DEP 31.38.01.25 section 8.2.2.1,
Figure 4 and Figure 5, as amended by the following sections. Section numbers in the document
refer to DEP31.38.01.25 unless otherwise stated.

2.1 Toxicity

The toxicity classification of commonly used substances in PDO as required in DEP31.38.01.25


section 8.2.2.1 is summarized in Table 2.1 along with basic isolation requirements based on toxicity
alone. Requirements based on higher pressure and flashing still apply as per DEP 31.38.01.25. To
determine toxicity of all other substances including any new chemical introduced in PDO, DEP
01.00.01.30-Gen, section 3 shall be used with the support of Health Risk Assessment.

For substances not in Table 2.1 follow DEP 01.00.01.30-Gen. Where DEP 01.00.01.30- Gen, section
3 assigns very toxic (acute), the application of SBB shall be supported by a Health Risk Assessment.

Notes:
1. Requirements for DBB based on pressure, flashing and other factors shall be determined from
the requirements elsewhere in this specification or DEP 31.38.01.25.

2.2 Flashing Fluids

For Section 8.2.2.1 (1.3.2) flashing fluids are defined as “Fluids listed in Energy Institute IP 15 –
2015 as Class 0, I, II (2) and III (2).” These are given in Table 2.2.

Simply, any stream of flammable liquid with a flash point of less than 100 deg C operating above its
flash point or boiling point shall be defined as flashing. Diesel streams operating at ambient
temperature and pressure shall not be classified as flashing due to ambient temperature exceeding
55 deg C.

DEP 31.38.01.25 Section 8.2.2.1 item 4 f i) states “Where warm/hot surfaces are within the distances
defined in API RP 505 – 2018, section 14.3, fluids listed as Class II (1) and III (1) shall also be
included.” This statement is not applicable in PDO surface facilities.

2.3 Amendments to Double Block Requirements

The following amendments to DBB requirements as stated in Section 8.2.2.1 item 5 shall be
considered.

2.3.1 SBB may be used instead of DBB isolation for systems containing very toxic (acute) fluids
that are normally non-pressurised or ‘flat’, such as:
a) LP and AP flare systems.
b) Atmospheric storage tanks vapour outlet connected to flare.
c) Drains to the closed drains considering that the associated equipment is
depressurised before being drained.

d) For permanent and temporary utility connections, that can only be used when the
equipment is depressurised.

2.3.2 SBB may be used instead of DBB as the sole isolation of equipment to be opened /removed
is permitted for the following provided they are single and any maintenance planned is after
shutdown and depressurization of the unit:
a) Relief valves.
b) Control valves.

2.4 Specific Isolation Guidelines

Valves that are used to control flow such as globe or control valves shall not be used as block valves
in isolation.

Triple offset (Eccentric) butterfly valves may be used as block valves for isolation.

Spring fail closed actuated on/off valves can be used as block valves as part of a SBB or DBB
arrangement after confirmed by the Safety review (HAZOP). In case of Spring Fail Open actuated
valves, they can be considered as part of isolation arrangement provided the valves are identified
as “non hazardous in situations of inadvertent closed condition” and provided with Hand Wheel.

Motor Operated isolation valves or Hydraulic operated isolation valves can also be used as block
valves provided they are specified as Tight Shut Off Design and provided with Hand wheel.

Contrary to Section 8.2.2.1 Clause 9: Bleeds shall be provided for DBB arrangements of 3” and
above. Bleed requirement for DBB below 3” is not required unless liquid hold up between isolations
exceed 10 liters.

Contrary to Section 8.2.2.1 Clause 9. Bleeds are not required for RV isolation associated with
Utilities system specifically for Service Water, Nitrogen and Instrument Air. Bleeds are not required
between the two isolation valves of a process connection to drains.

Contrary to Section 8.2.2.1 Figure 6: All bleeds in very toxic (acute) and very toxic (chronic) service
shall be routed to atmosphere at safe location or to a closed system.

Steam Distribution system isolation requirement shall follow DEP 30.75.10.10- Gen Section 4 in
conjunction with DEP 31.38.01.25.

SP-1125 shall not be used to determine the acceptance of existing isolation to allow tie-ins to be
made. Instead operations shall be consulted to confirm the integrity of existing isolation.

Tie – in valves provided as part of Project execution should be reviewed as part of Design for its
usage as isolation post commissioning of the facility. If not found applicable as isolation then a plan
shall be made to remove / in-operable post tie –in activity (LFI – Bahja incident 2015).

2.5 Isolation of Pig Traps

Isolation of pig trap system shall be as per toxicity, pressure, flashing and other factors determined
from the requirements in this specification or DEP 31.38.01.25.
