Subject: POLICY GUIDANCE FOR EXECUTION OF UP-GRADUATION ORDER IN FAVOUR
OF NON-GAZETTED TEACHING STAFF.

The undersigned is directed to refer to the subject cited above to state that the finance department
vide notification No. FD(R-1) VII-10/2023/2822-2922 dated 18-06-2023, up-graded various cadres/posts
of non-gazetted teaching staff of school education department subject to the following conditions.

GUIDELINE
1. That Notification No. FD(R-1)VII-13/2021/68-188 dated 24.01-2022 issued by the Finance
Department, time scale policy shall not be applicable on new recruitment in all Provincial Govt
Department w.e.f 04-10-2019
2. That concerned Drawing and Disbursing Officer (DDO) is authorized to verify the graduation degree
of their staff before submission of change form in up-gradation case.
3. That up-gradation is not admissible in case of a teacher voluntarily retired on the basis of qualifying
service but have not attained 58 years and having no requisite qualification.
4. That the teaching staff get retired or died after up-gradation notification dated 18-06-2023 have
attained age of 58 years but did not possess qualification in such cases, retired and died teachers are
deemed to be upgraded and they/ legal heir is/ are entitled for up-gradation pensionary benefits
5. That any negligence (verification of degree) or violation of rules / policy, concerned DDO will be
responsible.
