NEW CHALLENGES AND EMPOWERMENT (1966 – 1975)
• Since the creation of the WPC Board of
Trustees, later named Executive
Board, the policy was for all
shareholders to assemble annually
during the summer term prior to the
opening of classes.
DR. ABELARDO B. PEREZ
• In 1966, elected chairman of the
Executive Board. The position was
subsequently changed to chairman and
president on a concurrent capacity.
• doctor of medicine fresh from his
residency and specialty training at the
New York Polyclinic and Medical Center,
he assured the college of better
facilities, improved sanitation and health
services.

assisted Dr. Abelardo B. Perez

o Miss Aurora Untalan – first

• The bar and CPA examinees continued
their impressive performance. Hence,
the confidence of parents and students
on WPC were the factors responsible for
the enrolment to soar every school year.

an all-college orchestra was organized

• School year 1968-1969 proved to be a
very successful year when 700 college
and high school graduates received the
fruits of their toils during the graduation
program with the National Anthem
played by the WPC Band.

• For the first time, two college graduates,
received the Magna cum laude awards
• There were also three Cum laude
graduates
MRS. CONRADA B. PEREZ
• School year 1968-1969 was the initial
year of the 20-year service, widow of
Atty. Francisco G. Perez
• Even before the appointment to the
Board, she had played the prominent
role of raising the much-needed money
during the difficult and trying days of
WPC
• Like her predecessor, Mrs. Aurora L.
Velasquez, she was spend-thrift who
considered a single centavo as hard-
earned money
MRS. JOSEFINA V. JAVIER
• the second wife of founder Juan Y.
Javier, played a very significant and
relevant role in the realization of the
mission of the WPC
• spiritual guardian of both the Board of
Trustees and the faculty, as well as of
the students

• president of WPC and the president of
the Batangas Private Schools

• Private Schools Association was
elected Board Member in the 10th

• In 1969-1970, the services of Josue
Arceo and company was sought to
ensure a systematic accounting of the
finances of the institution. The system
introduced the use of control numbers
for all students.
• In the same year, the mini-bus was
purchased
• In SY 1970-1971, the four-storey edifice
for the High School worth half a million
pesos at Hilltop was completed.
• It was named Francisco Perez Hall in
the early 1980’s.
• On June 25, 1970, the Nursery and
Kindergarten classes were started at the
newly-opened building.

MRS. DOLORES H. SOLIS – registrar from
1971 to her retirement in September 14, 2006
MRS. CARMEN DE CASTRO – became the
officer-in-charge of the Property Office and later
on became the Property Custodian until her
retirement in 2010
ATTY. VICENTE A. MAYO – elected chairman of
the Board of Trustees
DR. ANTONIO JAVIER
– appointed dean of the Graduate Studies and
Research (1972-1984)
– he strove to add major courses such as
English, Social Sciences, Filipino, and
Educational Administration to the Graduate
School programs; hence, increasing the
enrolees to 253 students.
DR. ABELARDO B. PEREZ
• In June 1974, was again elected college
president after a lull of five years. Since
then, he held the position until his death
on April 18, 2007.
MR. DOMINGO RAMIREZ
• WPC focused its vision on the opening
of the Technical Vocational department
in SY 1973-1974
• director operating under a government
permit for special vocational courses
MISS LUCITA BAROJA
• WPC hired as head counselor
• Government Recognition No. 148 s.
1975 was granted to WPC for the
Kindergarten classes

• the enrolment continued to increase
especially in the College of Education
• a permanent stage was constructed at
the Hilltop Campus on February 7, 1977
followed by the Gymnasium also at the
Hilltop Campus on June 11, 1978 to
protect the PE students from the

GROWTH OF WPC
• The chairmanship of the Board of
Trustees had been restored and was
passed from Dr. Perez to Atty. Juan V.
Ramos. Eventually, the position was
handed to Atty. Vicente A. Mayo who
held the position from June of 1973 up
to the present.
• Dr. Abelardo lost the position to Mrs.
Flordeliza Arguelles during the next
election.
• Dr. Abelardo was once again elected as
President of WPC in June of 1974. He
held this position up to his untimely
demise on April 18, 2007.
• The former DOJ Secretary, Dr.
Hernando B. Perez, succeeded him.
UB IN THE 21st CENTURY AND BEYOND
• from 1946, WPC had metamorphosed
to UB. From the wooden and semi-
permanent building at MH Del Pilar
campus, it had grown into several
campuses:
o Mh Del Pilar Campus
(Elementary)
o Hilltop Campus
o Pallocan Campus (UB
Foundation & UB Waldorf
School Int’l.)
o Pallocan West (future site of
UB High School)
o UB Lipa Campus
• UB had grown towards becoming a top
performing school in the licensure
examinations in Engineering, Education,
Allied Medical Sciences, Business and
Accountancy, and Law.
• At times, UB garnered 100% passing
score in Civil and Electrical Engineering,
Midwifery, and Physical Therapy Board
Exams.
• UB offers programs like the Doctoral
Program, distance learning or open
university (ETEEAP), review center,
finishing courses for call center agents
and caregivers.

Dr. Perez considered UB as the University of

THE LIFE OF UB FOUNDERS
MR. JUAN Y. JAVIER, SR.
• Born in Batangas on May 6, 1898. He
finished associate in arts, Bachelor
Degree in Education, Bachelor of Laws.
• He was the first Filipino graduate in the
graduate school of the University of
Arizona where he obtained his MA in
Education.
• He was known for his virtues of humility
and charity.
• He became the second president of
WPC.
• He died on January 12, 1964.
ATTY. JESUS LORENZO A. ARGUELLES
• He was the son of Mariano Arguelles
and Rita Añonuevo of Batangas City.
• He finished his Secondary Education
from Batangas National High School
and obtained his Bachelor of Arts and
Law degrees at the University of the
Philippines. As a lawyer, he handled
cases for the poor.
• He was known for his kindness and
compassion.
• He died on July 3, 1947, at the age of
47.
REV. DR. VICENTE R. CATAPANG
• He was born in the Barrio of Sambat,
Taal, Batangas (now the municipality of
Sta. Teresita) on September 11, 1888 of
a poor family.
• After learning his first alphabet, he went
on to study in the private school of Don
Benito Punzalan in Taal, Batangas.
• During the revolution, he became a
messenger of General Martin Cabrera.
• He studied at Liceo de Manila (now The
Manila Central University).
• He entered at the Seminario Central de
San Francisco Javier and also at the
Colegio Apostolico de San Jose (now
the San Jose Major Seminary).
• He was ordained on April 28, 1912 by
most. Rev. Giusseppe Petrelli, the first
bishop of the then diocese of Lipa.
• In February 1914, with the insistence of
Bishop Petrelli, he co-founded a
seminary-college first housed in the
convent of Bauan, Batangas.

• In 1916, he was sent to Tombol, where
he, as a parish priest led many people
back to Catholicism.
• In the 1920’s, he was granted
scholarship by the diocese under
Bishop Alfredo Verzosa to pursue higher
studies in the United States.
• He finished his Master of Arts degree in
1923 at Notre Dame University in South
Bend, Indiana.
• He had for his thesis “Development and
the Present Status of Education in the
Philippine Islands” (reprinted by UB –
BHC).
• He also finished his Ph.D. at Notre
Dame University.
• He taught Spanish in University of Notre
Dame and at the De Paul University in
Chicago, Illinois.
• Fr. Catapang was known as a very
good administrator who understands the
teachers and the students so well but
did not take for granted his position as
an administrator of an academic
institution.
• He also founded the Saint Mary’s
Educational Institute in Lemery,
Batangas.
ATTY. FRANCISCO G. PEREZ
• The father of the former UB president,
Dr. Abelardo B. Perez and the present
UB president, Dr. Hernando B. Perez,
was born in Batangas.
• He was known to be a self-made man.
• He was a working student but his love
for learning and his diligence brought
him to graduate as a valedictorian.
• He was the treasurer of WPC and
worked concurrently as the dean of the
College of Law.
• His fondness for children brought him to
dedicate his life in the promotion of
education in the province.
• He was a Board Member of the Province
of Batangas and was elected five times.
• Because of his integrity and his love for
the poor, Atty. Francisco came to the
point of not campaigning anymore for
the government position and yet he
would still emerge as the winner.
• He was also instrumental in the
foundation of St. Patrick’s Hospital.
• He was only 59 years old when he
passed away.

MR. ROMAN L. PEREZ
• He was the mayor of Batangas
when WPC was founded.
• He was born on November 18,
1894.
• He was the eldest of the eight
children of Francisco Perez, an
interpreter of some lawyers, and
Anaceta Lira, a simple housewife
and managed the family’s small
business, the Kumintang softdrinks.
• He was only a high school graduate
but his love for learning can very
well be attested of him.
• He loved reading books about
Abraham Lincoln and Dr. Jose Rizal.
