SUBJECT : Proposal for Enhanced Community Immersion Program

1. RATIONALE OF THE ACTIVITY/BACKGROUND

Community Immersion Program is a social strategy in public safety


education and training designed to bridge the gap between theoretical instruction
and realities of police community relations work through experiential learning.

It is one of the basic requirements allotted to all mandatory courses offered


by the National Police Training Institute through its Regional Training Center. Every
student is required to undertake the program as embodied in the NPTI Training
Guide and its Program of Instruction (POI) purposely to realized and established a
stronger police community partnership as such to establish the upbringing of alliance
among the police and the people for the peace and order in the community and to
enhance the students the basics of community and rights-based policing thrust of the
PNP.

PSJLC CLASS 2023-01 Team B has chosen the Aeta community at Sitio
Serum, Brgy. San Nicolas, Buenavista, Guimaras being one of the indigent and
vulnerable members of the community as the target area of the three-day Enhanced
Community Immersion Program on June 26 to 29, 2023 wherein related activities as
stated hereunder will be conducted.

2. OBJECTIVE/PURPOSE

a. To provide learning experience to the students giving them first-hand


exposure on the real-life scenarios of the chosen community;

b. To build trust and rapport, improve community-police relations and


familiarize the culture, customs and values of the local community to
help develop a better understanding of the community’s needs and
concerns particularly on peace, order and security to provide and
effective response when addressing community concerns;

c. To reinforce the skills of BPATs in relation to their functions of


complementing the PNP in the law enforcement efforts and
maintenance of peace and order in the community; and

d. To reach out to the vulnerable members of the community enhancing


culturally sensitive law enforcement for efficient community policing.

3. CONTENT

The activity is scheduled on July 5 to 7, 2023 at Sitio Serum, Brgy. San


Nicolas, Buenavista, Guimaras and expected to reach out to 48 Aeta families and 10
Barangay Peacekeeping Action Team (BPAT) members as beneficiaries of the
program.

The preparation of the administrative requirements such as venue, food,


billeting and other operational requirements will be properly coordinated with
Buenavista MPS, committee in-charge and other concerned units/offices.

The following are the scheduled activities to be conducted:

a. Day 1
1) Opening program;

2) Feeding (breakfast);

3) Spiritual enhancement involving their local pastor or religious


leaders;

4) Medical mission/distribution of over-the-counter medicines and food


supplements in coordination with RMDU6 and Barangay Health
Center;

5) Repair or improvement of sports facilities; and

6) Livelihood tips: “Gulayan sa Sitio”, gardening, distribution of


vegetable seeds and tree planting.

b. Day 2
1) Capability enhancement of BPATs (lecture on valid warrantless
arrest, arrest techniques and defense tactics);

2) Lecture on:
a) RA 9262 and RA 7610;

b) Crime prevention tips; and

c) Drug abuse resistance awareness.

3) Sports and parlor games for kids and adults.

c. Day 3
1) Distribution of bundle of joy (food packs/groceries, hygiene kits and
learning materials); and

2) Closing Program.

4. WEATHER FORECAST
The weather condition in the target area is expected to be cloudy with
thunderstorm throughout the duration of the ECIP program. Hence, the venue of
most of the activities such as medical mission, feeding and lectures will be held
indoor utilizing their vacant chapel and community center except for the tree planting,
gardening, sports and parlor games.

7. PROGRAM OUTCOME

This endeavor form part of the police good deeds and police-community
relations activities which provide a better understanding of the community that could
lead to an enhanced relationship, communication and collaboration between the
police and community. Consequently, this would also result in an enhanced safety
and security forging a more active and engaged community.
