A6 : SUBMITTALS

PART I : GENERAL

A. SUBMITTALS

Submit product data, brochures, photos, including installation drawing and temporary work, shop drawings,
samples, and other items as requested within each specification Section.

B. ARCHITECT’S APPROVAL

The architect’s approval will only general in nature and shall not be construed as permitting any departure from
contract requirements, or as relieving the Contractor of responsibility for any errors, including details, dimension
and characteristic of materials. If submittals show variations from Contract requirements, the Architect may
approve any or all such variations, subject to a proper adjustment in the Contract. If the Contractor fails to
describe such variation and call it to the Architect’s attention, he shall not be relieved of the responsibility for
executing the work in accordance with the Contract Document, even though such submittals have been
approved.
Submittals of certifications test reports, qualifications data, manufacturer’s instructions and other similar data are
for Architect’s information and do not require Architect’s responsive action.

C. CONTARCTOR’S APPROVAL

1. Before submitting shop drawings, product data, or samples for approval, the Contractor shall check them for
accuracy, shall ascertain that all work continuous with and having bearing on other work is accurate and
sees that the work shown is in conformance with the Contract requirements. All submittals at the time of
submission must bear the Contractor’s stamp of approval as evidence that the Contractor has checked
such submittals. Any submittals forwarded without such executed stamp of approval or whenever it is
evident (despite the stamp) that the submittals have not been checked, they will be returned to the
Contractor for resubmission without further consideration; in such event, it will be deemed that the
Contractor has not complied with this requirement and the Contractor shall bear the risk of all delays to the
same extent as if no submittals at all had been forwarded.
2. Before submitting samples to the Construction Manager and the Architect for approval, the Contractor shall
assure himself that the material represented thereby conforms to Contract requirement and is readily
available in quantity required.

D. IMPROPER CHECKING OR COORDINATION

The Contractor, if any, of changes in the work necessitated by improper checking or improper coordination
shall pay for the cost.

E. THE PHRASE “BY OTHER” , BY SPECIALIST

Where the phrase “By Others” (or a similar expression) appears on a submittal and refers to any of the
Contract Work, it shall be construed to mean “By the Contractor in other section of Work”. The Architect’s
approval of any submittal containing such phrase shall not be considered permission to delete any work
from the Contract.

F. COMPOSITE SHOP DRAWING AND FIELD INSTALATION LAYOUTS

The Contractor shall prepare composite shop drawings and field installation layouts. Such drawings shall
consist of dimensioned plans, section details and elevations and must give complete information,
particularly as to size and location of sleeves, inserts, attachments, openings, conduits, ducts, boxes and
structural interfaces. The composite shop drawings, and field installation layouts shall be coordinates in field
by the Contractor and involved sub-contractor for proper relationship to the work of other trades, based on
field conditions, and shall be checked and approved by the Contractor before submission to the Architect for
his final review. The Contractor shall have competent technical personnel readily available for such
coordinating and checking, as well as for the supervision of the field installation of the work in accordance
with the approved shop drawings and field installation layout.

G. TIME FOR MAKING SUBMISSION

1. Within two weeks after award of the Contract, the Contractor shall provide a formal complete schedule of
the dates that each shop drawing, product data and sample of materials, colors and finishes will be
submitted to the Construction Manager for review and forwarding to the Architect for approval. The
sequence of the Contractor’s submittals shall permit orderly review by the Construction Manager prior to the
Architect and his consultants, and the schedule shall allow reasonable added time according to the number
of complexity of drawings in each submittal, for the rechecking of corrections, as well as for return of
approved or rejected shop drawings and samples to the Contractor, and in turn, to any sub-contractor.
2. The submittal schedule shall allow not less than 15 working days from the date of forwarding by the
Construction Manager to the Architect, for the Architect and his consultants to review any shop drawing or
sample submittals.
3. The Contractor shall be responsible for coordinating the schedule for submittal of shop drawings, product
data and samples in accordance with the requirements of the Contract Schedule.
4. The Contractor shall be held responsible for any delay in the progress of the Work which may be due to his
failure to make submittals as required herein.

H. DELIVERY OF SUBMISSION

Submittals will be made to the Construction Manager. Submittals may either be hand carried to the
Construction Office or delivered to the Construction Office prepaid by Contractor. The Contractor shall
forward submittals only, unless he has authorized sub-contractor to make submissions and has notified the
Construction Manager.

I. MANUFACTURER’S CERTIFICATE

Where required by the specifications, submit manufacturer’s affidavit certifying that material furnished for
this project complies with contract requirements.

J. MANUFACTURER’S INSTRUCTION

Where required by the specifications, submit manufacturer’s printed instructions for assembly, installation,
adjusting, finishing, and other pertinent data. Include delivery, storage, handling, and safety instructions as
applicable.
Identify in written conflicts between manufacturer’s instruction and requirements of Contract Documents.

K. SUBMISSIONS FOR MECHANICAL AND ELECTRICAL WORK

In accordance with requirements specified for the mechanical and electrical work of the project, (plumbing,
fire protection, mechanical, electrical work,) the Contractor shall submit a complete list of material and other
required information, as specified under respective Mechanical and Electrical Specification sections. No
consideration will be given to partial lists submitted from time to time.

L. APPROVAL OF PRODUCTS

Work of all trades (especially those which when finished will be permanently visible or must function faultlessly)
will be subject to the following sequence of approval by the Architect:
1. Each trade shall submit one complete list of all materials proposed for use on the Project, which shall be
approved by the Architect. The list shall include all necessary information to show compliance with
requirements of the Specification.
2. The Architect shall submit required product samples for approval.
3. Before work or any portion thereof is started and if requested by the Architect, representative in-place
samples of any specified work shall be installed for the Architect’s review. In-place samples, when approved
by the Architect, shall become the standard for all similar on the Project.

During construction and through the warranty period, the in-place sample shall be the standard for performance
of all similar work. Work not performing, as the approved in-place sample, shall be removed and replaced at no
additional cost to the Owner.

PART II : SHOP DRAWINGS AND PRODUCT DATA

A. PREPARATION AND CONTENTS OF SHOP DRAWING AND PRODUCT DATA SUBMISSION

1. Shop drawings shall be submitted in the form of 1 (one) sepia and 5 (five) prints accompanied by a letter of
Transmittal in triplicate, signed by the Contractor. Drawing shall be bound in complete sets and transmitted
in mailing tubes to the Construction Manager for review prior forwarding to the Architect. Folding of sepias
will not be acceptable.
2. Manufacturer’s brochure, product data and other descriptive information, which cannot be submitted in
sepia form, shall be submitted in five copies.
3. Shop drawings and product data shall contain the following information:
a. Project title
b. Consecutive numbering system
c. Date drawn and dates revised
d. Contractors certification that submittals have been checked by him for compliance with Contract
requirements.
e. Space for Construction Manager’s, Architects, Engineers, and Consultant’s approval stamps.
f. Working dimensions and erection dimensions
g. Arrangements
h. Sectional views
i. Details and methods of fabrication, assembly and erection
j. Details of connections with contiguous work
k. Fastenings
l. Equipment, accessories and trimmings
m. Kinds of materials
n. Finishes
o. Complete schedules

p. Information about who furnishes related work (usually noted “by other”)
q. Specification section number, including article and paragraph numbers or letters where applicable.
r. Other pertinent data.
4. Data included on manufacturer’s literature that is not applicable to this project shall be marked out.

B. SUBMITTALS MARKED “APPROVED”

Submittals, which require no corrections by the Architect, will be marked “Approved”.

C. SUBMITTAL MARKED “APPROVED AS NOTED “

Submittals that require only a minor amount of correcting will be marked “Approved as Noted”. This mark
shall mean that checking is complete and all corrections are obvious without ambiguity. Fabrication will be
allowed on work “Approved as Noted”, provided such action will expedite construction and noted corrections
are adhered to. If fabrication is not made strictly in accordance with corrections noted, the item shall be
rejected in the field and the Contractor will be required to replace such work and that of other Contractors,
in accordance with corrected submittals, at his own expense.

D. SUBMITTALS MARKED “RETURNED FOR CORRECTION” :

When submittals are marked “Returned for Correction”, details of items noted by Architect shall be further
clarified before approval can be given and noted items must not be fabricated until corrected and approved.
Unmarked items may be fabricated unless otherwise directed.

E. SUBMITTALS MARKED “DISAPPROVED”

When submittals are contrary to contract requirements or too many corrections are required, they shall be
marked “Disapproved”. No work shall be fabricated under this mark. The Architect shall list his reasons for
rejection on the submittals or in the transmittal letter accompanying their return. The submittals must be
corrected and resubmitted for approval.

F. RETURN OF SUBMITTALS TO CONTRACTOR UNCHECKED :

The Architect or Construction Manager may return submittals to the Contractor unchecked for any of any of the
following reasons, in which case the submission will not be considered official:
1. Submitted in violation of specified procedure
2. Inadequately checked by Contractor
3. Inaccurate and in substantial error
4. Does not bear the Contractor’s stamp of approval.

G. ARCHITECT’S RETENTION OF SUBMITTALS FOR FUTURE CHECKING

Where partial submissions cannot be checked until the complete submission has been received, or where
correlation is required between material submitted and material not yet submitted, The Architect will advise
the Contractor in writing, that the submission will not be checked until all pertinent information is received
and that the submission will not be considered officially, upon complete on every respect.

H. RESUBMISSION OF CORRECTED SUBMITTALS

The Contractor shall make no changes to the resubmitted shop drawings or product data in excess of those
corrections noted by the Architect, unless accompanied by a letter explaining the additional changes.

I. ADDITIONAL COPIES

1. The Contractor shall furnish the Construction Manager with additional copies of approved submittals as
required for coordination with other Contractors.
2. The Construction Manager shall furnish the Inspection and Testing Agency for their exclusive use, one (1)
set of prints of all “Approved” or approved as Noted” shop drawings pertaining to the work.

J. SUBSTITUTION

1. Approval required
a. The Contract is based on the standards of quality established in the Contract Documents.
b. All products proposed for use, including those specified by required attributes and performance shall
require approval by the Architect before being incorporated into the Work.
c. Do not substitute materials, equipment, or methods unless such substitution has been specifically
approved for this Work by the Architect
2. Or equal
a. Where the "phrase“ or “equal" as approved by the Architect” occurs in the Contract Documents, do not
assume the materials, or methods will be approved as equal unless the item has been specifically
approved for this Work by the Architect.
b. The decision of the Architect shall be final.

PART III : EXECUTION

A. SUBMISSION OF SAMPLES

1. Except where otherwise specified, samples shall be submitted in triplicate accompanied by a letter of
transmittal (signed by the Contractor in triplicate) any samples received without a cover letter will be
considered “unclaimed goods” and held for a limited time only. The letter shall contain the following :
a. Contractor’s name
b. Project name and number
c. List of samples being submitted
d. Trade section to which sample refers
e. Number of standard (ASTM, USASI, Commercial Standard, and Federal Spec.) if any, with which
sample complies.
f. Manufacturer’s name or source or supply
g. Trade name
h. Catalogue number
i. Type
j. Location
k. Color
l. Other pertinent information
m. Any deviation from contract requirements.
n. Contractor certification that he has checked all samples for compliance with contract requirements and
availability of material represented thereby.
2. Each sample shall be labeled with the project name, project number. Contractor’s name, trade name or
other identification related to the letter of transmittal.

B. RESUBMITTED SAMPLES

Samples, which are rejected by the Architect, must be resubmitted as soon as possible after notification or
rejection, and shall be marked “Resubmitted Sample” in addition to other information required.

C. REJECTION OF WORK NOT CONFORMING TO APPROVED SAMPLES

Samples submitted shall clearly show full range of quality, color and texture, which will be evident in
finished work. Materials, which do not conform to approve samples, shall not be used on this project and
shall be discarded immediately upon their discovery. Approval or acceptance of samples will not preclude
rejection of any material not complying with Contract requirements, which is discovered prior to end of
warranty period.

D. CONTRACTOR’S REPRESENTATION

1. By approving, stamping, and submitting shop drawings, the Contractor represents that he has verified :
a. Field dimensions.
b. Field construction Criteria
c. Materials and respective finishes
d. Catalogue numbers
e. Coordinated each drawing with the requirements of the Work and the Contract Documents.
2. When submitting shop drawings, Contractor shall notify Construction Manager and Architect, in writing, of
any deviations from Contract Documents on the shop drawings.
3. Contractor understands that Architect’s and Construction Manager’s review and approval of shop drawings
does not relieve Contractor of responsibility for :
a. Deviations from Contract Documents requirements, unless Architect is informed in writing of deviations
and approval is received in writing from Architect for such deviation.
b. Contractor understands that Construction Manager’s and Architect’s review and approval of shop
drawings do not indicate approval of changes in Contract Time or Cost.
c. Contractor understands that no work shall be started on any item requiring shop drawings until proper
approval of shop drawings has been obtained.

E. ARCHITECT’S REVIEW

1. General: Review by the Architect shall not be construed as a complete check, but only that the general
method of construction and detailing is satisfactory. Review shall not relieve the Contractor from
responsibility for errors, which may exist.
2. Authority to proceed: The notations approved or authorize the Contractor to proceed with fabrication,
purchase, or both, of the items so noted, subject to the revisions, if any, required by the Architect’s review
comments.
3. Revisions: Make all revisions required by the Architect. If the Contractor considers any required revision to
be a change, he shall so notify the Architect as provided for under “Changes” in the General Conditions.
Show each drawing revision by number, date, and subject in a revision block on the drawing. Make only
those revisions directed or approved by the Architect.
4. Revisions after approval: When a submittal has been reviewed by the Architect, resubmitted for substitution
of materials or equipment will not be considered unless accompanied by an acceptable explanation as to
why the substitution is necessary.
