BARMM’S MORAL GOVERNANCE IMPLEMENTATION

Introduction:

“Moral governance means that the acts of the Bangsamoro Government must be legal

and legitimate; its policy-making rational and deliberative; it is responsible to its people and

ensures checks, balances and accountability to them. In other words, a government composed

of public servants- in its real sense. Servants who are prepared to sacrifice their well-being for

the well-being of the people whom they serve.”

Moral Governance has become the call of the BARMM in carrying the responsibility

of governing and serving the Bangsamoro, and towards the change that the Bangsamoro

Government aspired for its people and territory.

Chief Minister Alhaj Murad Ebrahim, said that the e-BARMM is “aligned with the

moral governance that we are advocating … it is their duty to let the people know where their

money is going.”

The new and enhanced e-BARMM features the latest technology in geo-tagging and

road mapping. It also uses drone and route shoots technology to strengthen the implementation

and monitoring of projects.

The e-BARMM can be used to avoid ghost projects and it has been of significance in planning

to avoid duplication of proposed projects. E-BARMM can also aid the ministry in combatting

issues of mismanagement and corruption that tarnished the defunct DPWH-ARMM’s

reputation, despite undergoing massive reforms.

Chief Minister Ebrahim said that the oath of moral governance gave inspiration and

sense of hope to the people that graft, corruption, and other ills of governance can be addressed

by the new government.

Dr. Nassef Manabilang Adiong, an associate professor at the Institute of Islamic Studies

of the University of the Philippines, presented the principles of moral governance in the

Bangsamoro At the outset, he stated that many people's ideas about governance are often

related to Western democracy.

He added that based on his team's research, the multilateral organizations' Western

democratic framework of good governance has seven prescriptive criteria or qualities: 1)

accountable; 2) consensus-based; 3) equitable, efficient and inclusive; 4) participatory; 5)

responsive; 6) transparent; and 7) [upholds] rule of law. These qualities and characteristics are

noble and are important to attain a just and humane society.

Body of the Essay

The reporter’s definition of Moral Governance is all about the leadership and

management, supervisors, and subordinates, candidates and voters, public servants and public

service, inclusivity and exclusivity, association and disassociation among others based in the

Qur’an and Sunnah. The reporter also discussed about some of the digitalized programs and

projects of BARMM in the realm of Moral Governance.

The MILG minister said the development tie-up took off from MILG’s Localizing e-

Governance for Accelerated Provision of Services (LeAPS) program, designed to improve

efficiency in local governance and service delivery across the Bangsamoro region.

The VSAT facilities are part of the Localizing e-Governance for the Accelerated

Provision of Services (LeAPS) Program of the MILG and UNDP. Implemented in 2020,

LeAPS aims to provide digital solutions to respond to the gaps in public service delivery

in the Moro region of Mindanao.

LeAPS is a project of the MILG supported by the UNDP geared towards the

transformation in local governance in BARMM by opening up governance, enabling

citizens to capitalize on the benefits of improved access to services and information,

community enterprise development, and skills development.

The full roll-out of the LeAPS Program will include 10 BARMM ministries and 10

municipalities in 2021 as part of the realization of the #DigitalBangsamoro roadmap.

According to Chief Minister Ebrahim, the platform was created as part of the

Bangsamoro Government’s call for moral governance and its policy to strictly implement the

merit-based hiring process and credible job placement.

“Persons with necessary qualifications, integrity, skills, [and] passion to serve the Bangsamoro

can be placed in the new bureaucracy,” he said.

Further, the Bangsamoro Job Portal is the government’s way to relieve applicants from

travelling in order to submit documents to prospect offices, thus giving them less-hassle

transactions.

However, Ebrahim stressed that applicants may still submit their applications,

personally. “The prospective applicants, who do not have access to the internet, may submit

their papers for consideration of the ministries and offices of the Bangsamoro Autonomous

Region.”

A registration on the said portal is an initial step before an applicant can access the job

postings of the different BARMM ministries. In the meantime, the portal is open only for

registration. Vacancies shall be posted anytime soon. (Bureau of Public Information).

“During the pandemic, we’ve seen the role of digitalization in our daily lives. Our

initiatives now will not only help us during this time but will also prepare ourselves to deliver

seamless services in the future,” Dr. Ramachandran said.

Conclusion :

Hence, to address the foregoing challenges, five principles of moral governance

in the Bangsamoro as the framework that is appropriate for the region's history and culture: 1)

faith, 2) freedom, 3) moral authority, 4) common good, and 5) social ethics. These principles

start at the personal/individual's acceptance of the teachings of Islam up to their application at

the Bangsa or governance level. These principles are also embedded in the articles of the

Bangsamoro Organic Law (BOL). Having said that the Bangsamoro government has

implemented some of its projects like e-governance in accordance with moral governance.

The UN, through the United Nations Development Program (UNDP), continues

working with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on

expanding networks of regional and local e-governance platforms.

Digitalization forms part of the moral governance that the BARMM leadership is

pushing, and is a continuing project that took off in 2020 from a P300 million UNDP funding

program for BARMM development.
