ADVERT NO.3/2020, - CHIEF SUPERINTENDING ENGINEER (STRUCTURAL) JOB GROUP P


ONE (1) POST

Terms of Service : Permanent


Salaries and other Benefits
Basic Salary Scale : Kshs. 85,110 p.m. – Kshs. 82,330 p.m.
House Allowance : Kshs. 16,800 p.m.
Commuter Allowance : Kshs .12,000 p.m.

a) Requirements for Appointment


For appointment to this grade, a candidate must have:
(i) Served in the grade of Senior Superintending Engineer (Structural) or comparable
and relevant position in the Public Service for a least three (3) years;
(ii) A Bachelor’s Degree in Civil Engineering or its equivalent and relevant
qualification from a recognized institution;
(iii) Attended a Strategic Leadership Development Programme lasting not less than six
(6) weeks from a recognized Institution; and
(iv) Demonstrated general administrative ability required for direction, control and
implementation of structural programmes including supervision of professional and
technical staff; and shown merit and ability as reflected in work performance and
results.
(v) Been registered with Engineer Board Of Kenya (EBK)
(vi) A Current valid annual practising license from Engineer Board Of Kenya (EBK)
(vii) Corporate membership with the institution of Engineers of Kenya (IEK)
b) Duties and Responsibilities

Duties will involve:


(i) Design, detailing, site supervision and maintenance of sewerage drainage, roads
and paved areas pertaining to public buildings and checking and monitoring
projects designed by consultants.
(ii) Design and Supervision of structural, civil and marine works prepared by the
Department and consulting engineers;
(iii) Enforcement of specifications, compliance with engineers’ drawings, conditions of
contract, quality control, approval and measurement of completed works, progress
reports and guidance of the structural engineers on all technical aspects of the
work.
(iv) Design, detailing, site supervision of structures in various materials and forms of
construction; liaison with Architects, Local authorities and other Ministries and
Departments on project development; checking and monitoring projects designed
by consulting engineers; and direction control of engineers and structural Assistant
working in the specific project.

For appointment to this grade, a candidate must have:

(ix) A Bachelor’s Degree in Building Economics/Quantity Surveyor or its equivalent and
relevant qualification from a recognized institution;
(x) Been registered with the Board of Registration of Architects and Quantity
Surveyors of Kenya as a Quantity Surveyor (BORAQS) ;
(xi) Corporate Membership of the Institute of Quantity Surveyors of Kenya (IQSK) or
Architectural Association of Kenya (AAK);
(xii) Attended a Strategic Leadership Development Programme lasting not less than six
(6) weeks from a recognized Institution; and
(xiii) Demonstrated a high degree of professional competence and administrative
capability required for effective planning, direction, control and coordination of
quantity surveying function.

b) Duties and Responsibilities


An officer at this level may be deployed as a head at the Headquarters. Specific duties
at the Headquarters will entail:
(i) Coordination, checking and recommending for approval of tender documents
including Bills of Quantities prepared by Quantity Surveyors in the unit to
ensure professional standards and accuracy;
(ii) Counter checking of site measurements and valuations, variation orders,
calculation of fluctuations and preparation of final accounts.
(iii) Preparation of cost estimates, Bills of Quantities, monthly valuation on site, site
measurements, preparation of variation orders and final accounts involving the
implementations of development projects for various departments and
agencies;
(iv) Supervise Quantity Surveying services in the County;
(v) Administration and Supervision of all staff working under him/her.

(ii) Preparation of specifications;
(iii) Site measurements, preparation of payment certificates and final accounts;
(iv) Compilation of tender and contract documentation; staffing of functional units
relating to fees and cost planning.

The officer will be deployed under guidance of a senior officer. Work entails:

(i) Interpretation of Architects sketches and preparation of finished drawings; and


(ii) Reading and interpreting engineering drawings in relation to the architects sketch
and incorporating these details in the finished drawings.

(ii) A Diploma in Mechanical Engineering or Mechanical Technician Certificate Part III
or equivalent and relevant qualification from a recognized institution;
(iii) Attended a Supervisory Management Course lasting not less than four (4) weeks
from a recognized Institution; and
(iv) Shown merit and ability as reflected in work performance and results.

b) Duties and Responsibilities


Specific duties will involve:
(i) Supervision of Inspections;
(ii) Maintenance of mechanical installations in public buildings, hospitals and
institutions;
(iii) Undertaking field activities including surveys, installations, commissioning and
acceptance of mechanical equipment;
(iv) Assessment of equipment performance and making recommendations where
necessary for replacement of unserviceable equipment.
(v) Supervise the staff working under him/her.

The officer may be deployed in a design office where work will involve preparation of
design drawings and specifications; Prepare estimates for mechanical installations in
consultation with Mechanical Engineer.

relevant position in the Public Service for a least three (3) years;
(ii) A Diploma in Electrical Engineering or Electrical Technician Certificate Part III or
equivalent and relevant qualification from a recognized institution;
(iii) Attended a Supervisory Management Course lasting not less than four (4) weeks
from a recognized Institution; and
(iv) Shown merit and ability as reflected in work performance and results.

b) Duties and Responsibilities


(i) Supervision of Inspectors;
(ii) Maintenance of electrical installations in Public and Government buildings;
(iii) Commissioning, testing and maintenance of electrical controls related to fire-
detection, equipment, cookers, water-heaters, general domestic appliances,
power generating plants and machinery, catering equipment and low/medium
voltage distribution system;
(iv) Undertaking field activities including surveys, commissioning and acceptance of
electrical equipment;
(v) Assessment of equipment performance and making recommendations where
necessary for replacement of unserviceable equipment. The officer will also
supervise staff working under him/her.

The officer may be deployed in a design office where work will involve preparation of
design drawings and preparing estimates for electrical installations for supply of power
to public buildings, hospitals and other institutions in consultation with Electrical
Engineer.

(i) The supervision of inspections;
(ii) Repair and maintenance of mechanical installations including power
generating engines, boilers, fire-fighting equipment, refrigeration and air-
conditioning, catering and laundry equipment in public buildings,
hospitals, complex conference centres and institutions; and
(iii) The officer will also supervise the officers working under him or her

(i) Preparation of design drawings and specifications;
(ii) Making estimates for mechanical installations in public buildings, hospitals and
other institutions under direction of Mechanical Engineer (BS).

Specific duties will entail:
(i) Preparation of structural survey and civil works drawings including detailing of
steel and concrete structures, layouts and details of drainage schemes, roads
and paved areas;
(ii) Production of bar bending schedules.

In addition, the officer will:


(i) Work under the guidance of more experienced officer in preparation of
scheme drawings and details pertaining to the design of sewerage disposal
systems, paved areas and allied Engineering Structures;
(ii) Taking-off quantities for simple projects;
(iii) Carrying out elementary survey, and
(iv) Levelling for Civil Engineering Schemes.

Part III, or its equivalent and relevant qualification from a recognized institution;

b) Duties and Responsibilities
An officer at this level will be deployed as a Clerk of Works for buildings under
construction or as a Supervisor of maintenance works.
(i) Reading and interpreting architectural and engineering drawings, comparing
their details with work on site and compiling site weekly reports;
(ii) Assisting in planning a building programme for a group of buildings, ensuring
that construction work in progress is in accordance with specifications and
taking details of provisional items.
(iii) Maintenance works at a depot – supervision of artisans carrying out repairs and
alteration of existing buildings;
(iv) Preparation of cost estimates and schedule of materials.

b) Duties and responsibilities
The officer at this level will be deployed as Clerk of Works for buildings under construction or
as a Supervisor on alterations/repairs of existing buildings.
Work entails:
(i) Reading and interpreting Architectural and Engineering drawings;
(ii) Comparing their details with work on site; and
(iii) Compiling site weekly reports and monitoring work progress.

In addition, duties will involve supervision of artisans carrying out maintenance work at a
depot.
