    Emission Control Areas (ECAs) have been established by the International Maritime Organization to limit air pollution from ships. Within ECAs, the sulfur content allowed in marine fuel is capped at 0.1% since 2015, down from 1% between 2010-2015 and 1.5% previously. Outside of ECAs, the sulfur limit is 0.5% since 2020, down from 3.5% between 2012-2020 and 4.5% prior to 2012. Most port container throughput occurs outside of ECAs, with only 17% within ECA boundaries.
