STATEMENT OF PROBABLE CAUSE

Comes now, Kami Nelson, an Officer with the Chillicothe Police Department and upon their
oath and under the penalty of perjury swears as follows:

1. My name is Kami Nelson, I am employed by the Chillicothe Police Department and I

have probable cause to believe that Crystal Dawn Tanner (OCN-) has committed one or
more criminal offenses in Chillicothe, Livingston County, Missouri, based upon the
following facts.

A. On 02/26/2023 received a report from Deputy George Turner with Daviess County Sheriff's

Office about a sex offender violating conditions in the city of Chillicothe. Deputy Turner's report
stated that he located a Facebook page he identified as belonging to Crystal Tanner who is a
registered sex offender. On the Facebook page, Crystal had marked "attending" on 07/05/2022 to
a Birthday Party in Simpson Park, Chillicothe, MO. She also marked "attending" on 07/23/2022 for
Popsicles and Pool Party at Chilli Bay Water Park, Chillicothe, MO. During Deputy Turner's
interview with Crystal she advised she could not remember if she had attended the event on
07/05/2022 at Simpson Park and denied attending the event on 07/23/2022 at Chilli Bay Water
Park even though she marked it as "attending".
B. Deputy Turner supplied three photographs he advised he had received from the Facebook
search warrant. All three photographs include photographs of children and areas of Simpson Park
can be identified in the background. Two of those photographs appear to be at birthday parties or
similar events. was advised by Deputy Turner that the Facebook page had since been taken

down. A copy of these photographs and his report will be attached.

2. I believe a Criminal Summons will not suffice to secure the attendance of this suspect
because:

A. Crystal failed to comply with restrictions set by the Sex Offender Registry RSMO
566.150 Public Park Loitering Restriction by attending events in Simpson Park.

B. Crystal has the following convictions:

Arrested 04/25/2019 Stealing, guilty 05/22/2019- Chillicothe Police Department
Arrested 02/22/2023 Fail to Register as a Sex Offender pursuant to 589.400,
guilty 08/16/2023- Daviess County Sheriffs Office
