e-Tender Evaluation: Total 08 nos. e-tender document sold and 06 nos. submitted within the deadline
24-Jun-2015 12:00 PM for submission under the contract package and Tender ID mentioned above. TOC opened
the submitted e-tenders on 24-Jun-2015 13:00 PM (refer to TOR 1&2). During preliminary examination of the
received tenders, all the members of the TEC checked, scrutinized and found that 06 nos. e-tenders continue to
exist as eligible (refer to TER 1). As regards to the technical responsiveness, the members of TEC intensely
examined and found that 05 nos. tenderer’s complied with the qualification requirements and other required
documents (refer to TER 2) and 01 No. tender’s [M/S Lokman ahmad loton, Zam-ea-mosjid road.Jamalpur] not
complied with the qualification requirements and other required documents (refer to TER 2) due to Liquid Certificate
not Genuine. In order to determine the lowest evaluated tender, the members of TEC followed the system generated
financial evaluation and price comparison among the substantially responsive tenders. It has been observed that the
e-GP system selected e-tender submitted by lowest evaluated tenderer MD. ASHRAFUL ALAM, KALIR BAZAR
BOTTALA SHERPUR TOWN SHERPUR at their quoted total Tender Price BDT: 48,42,488.61 and ranked as L1
(refer to TER 3). Thereafter TEC carried out post qualification of the system selected lowest evaluated tenderer and
found qualified. Following that e-GP system finally selected and recommended for award MD. ASHRAFUL ALAM,
KALIR BAZAR BOTTALA SHERPUR TOWN SHERPUR (refer to TER 4).

Decision: In back of all the discussions and information the following decision was made in the meeting
unanimously:

(1) The committee recommends to accept e-tender submitted by substantially responsive lowest evaluated
tenderer MD. ASHRAFUL ALAM, KALIR BAZAR BOTTALA SHERPUR TOWN SHERPUR at their
quoted total Tender Price BDT: 48,42,488.61 (Taka Forty eight lacs forty two thousand four hundred
eighty eight point Six one) only which is 22.10% less than the approved estimated cost. So, considering
above circumstances all the members of the TEC unanimously decided that the amount of Performance
Security may be imposed 10 (Ten ) percent of the contract price.
(2) The meetings decided to send the Tender Evaluation Report to the approving authority.
