REPORT TITLE: CONSULTATIVE MEETING BETWEEN COUNTY


ASSEMBLIES’ FORUM AND KONRAD ADENAUER
STIFTUNG (KAS).

I. INTRODUCTION

This report provides a summary of the outcomes of a consultative meeting between the
County Assemblies Forum (CAF) and the Konrad Adenauer Stiftung (KAS). The meeting
aimed to explore opportunities for a partnership between the two institutions to enhance the
capacity of Members of County Assemblies (MCAs), the CAF Secretariat, CAF Women
Caucus, and Youth Caucus. The focus was on training, capacity building, and supporting
various aspects of the County Assemblies to strengthen governance and democratic processes
in Kenya.

II. DESCRIPTION OF MISSION ACHIEVEMENTS/TASKS COMPLETED

During the consultative meeting, the following achievements and tasks were completed:

1. CAF expressed its interest in partnering with KAS to build the capacity of MCAs and
various entities associated with County Assemblies.
2. The Country Director of KAS acknowledged the needs of CAF and mentioned that
Germany also operates under a devolved system of governance. KAS was already

conducting similar training with the staff of the Office of the Prime Cabinet Secretary
of Kenya, H.E Musalia Mudavadi.
3. KAS expressed its willingness to support CAF in its areas of cooperation, including
training MCAs on revenue sharing. However, due to the development of a workplan
in September, they proposed to include CAF in further programs within a five-year
framework.
4. CAF inquired about the possibility of getting an officer from KAS to be seconded to
CAF offices to build the capacity of the secretariat. The Country Director informed
CAF that KAS does not deal in recruitment for capacity-building programs.
5. The two institutions resolved to partner on various initiatives, including developing a
concept note for training MCAs on the revenue sharing process, organizing and
facilitating the "Transforming a Nation" event in Nairobi, and planning all future
trainings through a framework with KAS.

III. RECOMMENDATIONS/NEXT STEPS/FOLLOW-UP ACTIONS:

Based on the outcomes of the meeting, the following recommendations and next steps are
proposed:

1. CAF and KAS should collaborate to develop a comprehensive concept note for
training MCAs on the revenue sharing process. The concept should also include other
areas where CAF requires support, such as sector-based training according to
Schedule 4 of the Constitution of Kenya, the role of MCAs in County Assemblies,
institutional strengthening of the Executive Committee, CAF Secretariat, and County
Assemblies, as well as the basic roles of various leaders in the County Assemblies.
2. Both institutions should work together to organize and facilitate the "Transforming a
Nation" event in Nairobi. This event should focus on fostering dialogue and
cooperation between different stakeholders involved in the governance process.
3. Ensure inclusivity and regional balance in all training sessions, especially when held
in various Counties. Participants should be provided with clear lists of duties and
relevant working documents to enhance the effectiveness of the training programs.
4. Develop a detailed framework with KAS to plan all future trainings. This framework
should outline the scope, objectives, target participants, and timelines for each
training initiative.

IV. KEY OBSERVATIONS/REMARKS:

During the meeting, the following key observations and remarks were noted:

1. Both CAF and KAS share a common interest in strengthening democratic


governance and capacity-building at the county level in Kenya.
2. KAS's willingness to support CAF, despite its workplan limitations, showcases the
potential for a fruitful partnership between the two institutions.
3. The focus on inclusivity and regional balance in training programs will contribute to
a more representative and effective implementation of the capacity-building
initiatives.

V. BRIEF DESCRIPTION OF NEXT STEPS/FOLLOW-UP ACTIONS:

To move forward, the following are the next steps and follow-up actions:

1. CAF and KAS should immediately start collaborating on the development of the
concept note for training MCAs on the revenue sharing process and other identified
areas of support. This will enable timely planning and implementation of the training
programs.
2. As the "Transforming a Nation" event is a significant undertaking, both institutions
should begin the preparations and logistics for organizing and facilitating the event in
Nairobi.
3. In all training sessions, CAF and KAS should ensure that participants receive clear
lists of duties and relevant working documents, facilitating a better understanding and
application of the training content.
4. CAF and KAS should initiate the development of a comprehensive framework to
plan all future trainings, including setting specific objectives and timelines.

VI. ADDITIONAL INFORMATION, LESSONS LEARNED, AND PARTNERSHIP


POSSIBILITIES EMERGED AS A RESULT OF NETWORKING ACTIVITIES:

As a result of networking activities during the consultative meeting, the following additional
information, lessons learned, and potential partnership possibilities emerged:

1. The partnership between CAF and KAS holds significant potential for strengthening
democratic governance and capacity-building in Kenya's devolved system.
2. The inclusion of CAF in KAS's five-year framework allows for long-term planning
and sustained collaboration, leading to more impactful capacity-building initiatives.
3. Although KAS does not deal in recruitment for capacity-building programs, there
may be alternative ways to build the capacity of CAF's Secretariat through training
and knowledge-sharing activities.

In conclusion, the consultative meeting between CAF and KAS was productive and resulted
in a commitment to partner on various initiatives, including training MCAs on revenue
sharing, organizing the "Transforming a Nation" event, and planning future trainings. The
development of a comprehensive concept note and framework will guide the implementation
of these capacity-building programs, fostering inclusive and effective governance at the
county level in Kenya. The two institutions are looking forward to a fruitful and mutually
beneficial partnership in the coming years.
