 None  All county Executives had an increase in budget
ceilings.

GENERAL COMMENTS
1. The Forum is aware that County Assembly Budget ceilings for the recurrent expenditure for FY 2022/23 have not factored in
the extra funds needed to support the transition of County Assemblies the from 2 nd Assembly to the 3rd Assembly. County
Assemblies funds will be stretched as they try to facilitate the transition effectively. Extra resources will be needed to induct
the newly elected members of the County Assemblies and ensure they are able to carry out their constitutional mandate
effectively.
2. The Forum believes that with the rising cost of living and the high inflation rate witnessed in the country, reducing the County
Assemblies Budget ceilings on recurrent expenditure is unreasonable. This reduction will stall the requisite salary increment
and appraisals of County Assembly staff at a time when every coin is important.
