1.0 SCOPE, PURPOSE & OBJECTIVE


1.1 SCOPE
The scope of this method statement is to define the procedure to be adopted for the
testing and commissioning of Fire Fighting Pumps

1.2 PURPOSE
The purpose of the documents is to ensure that quality control objectives are
maintained and accurate records are established for all testing and commissioning-
related activities.
1.3 OBJECTIVE
The objective is to ensure that the testing & commissioning plan is executed,
controlled, and documented strictly in compliance with the contract drawings and
specifications.

3.0 HEALTH AND SAFETY HAZARDS

All work will be undertaken in full accordance with safety procedures specified in the
contractor’s HSE Plan.
Prior to commencing any activity, the labor force shall receive a toolbox on the project
site as per safety regulations.
The general safety guidelines are given below:
1. Ensure the work area is safe & clean.
2. All employees shall adopt safe working practices.
3. Safety equipment (for example, hard hats, safety shoes, coveralls, gloves, goggles, and
face masks as applicable) is to be worn at all times.
4. When working at a high level, the appropriate safety harness shall be used and secured
whilst working-extra care shall be taken whilst using tools at a high level to prevent
dropping.

5. Ensure sufficient lighting is available during all stages of testing and commissioning.
6. Report all accidents no matter how small to the safety officer on duty.
7. Ensure any electrical isolation permit is obtained if required, for the testing and
commissioning activities.
4.0 RESPONSIBILITIES (Sub-Contractor)

4.1 Project Manager


• Project manager shall be responsible for overall project execution.
• Project manager will be responsible for the overall timely completion of the project
in accordance with all contractual requirements.
• Project manager shall coordinate with the main contractor, and shall be responsible
for progress monitoring, attending rev meetings, and resource management.

4.2 Senior Mechanical Manager


The senior mechanical engineer is responsible for implementing this method of
statement and planning for the required manpower and tools for all activities.
Senior Mechanical Engineer should ensure that:
• Coordination with the consultant, site Engineer, safety engineer, and other
subcontractors for the safe and proper execution of the work.
• Setting out for the Testing and commissioning are carried out according to the
specifications, drawings, and approved method statement.
• Work progress is carried out according to the planned program and all the equipment
required to execute the works are available as per the project plan and are in good
condition.
• Specific attention is paid to all safety measures and quality control in coordination
with the safety engineer and QC engineer and in line with the HSE plan and quality
plan.

4.3 Mechanical Site Engineer

Mechanical site engineer coordinates all site activities required for the testing and
commissioning as per specification, manufacture datasheet, and approved drawing.
He should ensure to:
• Obtain a work permit if required.
• Coordinate and explain the work to be carried out to the supervisors.
• Coordination with the safety engineer to ensure that the works are carried out in a
safe working atmosphere.
• Coordination with the QC engineer for tests to be carried out and initiate IR for the
inspection of the finished works.

• Preparing daily progress reports/site reports and supervising every individual


activity.
• Ensure to apply the related method statement for each job.

4.4 Mechanical Supervisor

He should ensure that:


• The carrying out of the work and the proper distribution of all the available resources
in coordination with the site engineer daily.
• Daily reports of the works are achieved and coordinated for future planning with the
site Engineer.
• Incorporate all the QC and Safety requirements as requested by the concerned
engineer.
• Meeting with any type of unforeseen incident or requirement and reporting the same
to the site engineer immediately.

4.5 QA/QC Engineer


He should ensure that:
• To carry out the material inspection to ensure that materials received on site are
approved materials.
• Monitor the execution of works according to the approved drawings, method
statement, and quality control procedure.
• Inspection of the completed works, prepare the checklist of the completed work and
request for the consultant’s approval.
• Coordinate with a consultant to carry out an inspection of the completed works.

4.6 Safety Engineer


He should ensure to:
• The implementation of all safety measures in accordance with the HSE plan.
• Ensure that all necessary permits shall be obtained from a consultant.
• Ensure that good housekeeping is implemented at the work site, to maintain the site
in a clean and tidy manner.
• Ensure that all necessary personnel protective equipment will be provided as per
the requirement of the job. whether each worker is using the necessary PPE.
• Inspection of all the site activities and training personnel in accident prevention and
proper reporting to the Project Manager and the Consultant.

5.0 PROCEDURE / METHOD TO BE EMPLOYED

5.1 Pre-requisites to Procedure

Below is a step-wise guide for conducting the testing and commissioning of the firefighting
pump set i.e. electric pump/jockey pump and diesel pumps.
Before starting the commissioning or testing make sure the below requirements are met:

1. Visual inspection of pump assembly to check for no visible sign of cracks, damages,
rust, etc, if any problem do not start the pump until the supplier is aware of the problem.
2. Ensure that all mechanical and electrical installations are as per the approved drawing.

3. Pumps assembly base securely anchored with foundation bolts in the concrete
floor, and theassembly base should be grouted sufficiently to absorb any vibration.
4. Pump assembly base is smooth leveled and aligned with all connecting piping.

5. Ensure that pumps rotate freely when rotated by hand.

6. Pump is installed in the proper direction of flow in relation to the system and the
suction and discharge are connected correctly and are supported with a rigid stand
independent of the pump assembly.

7. Eccentric reducer installed on the pump suction side (if required)

8. OSY gate valve installed on the suction side of the pump.

9. Control valve installed on the pump discharge line.

10. Check valve is installed in the discharge line and is the in proper direction

11. The following accessories are to be checked for installation:

° Casing relief valve before check valve.


◦ Drain pipe for stuffing box.
◦ Automatic air release valve.
◦ Compound vacuum suction gauge.
◦ Discharge gauge.
◦ Pressure relief valve for diesel pump.
◦ Sensing lines are connected to their respective controllers
according to NFPA 20 standards.

◦ All motors and control wirings are connected.


◦ Water tank is filled.
◦ Diesel tank is filled.
◦ Battery filled with acid.
◦ Oil level in engine crankcase is verified.
◦ Engine cooling system is filled with coolant.
◦ Cooling water inlet and outlet are connected.
◦ Cooling loop waste outlet is piped to drain.
◦ Exhaust pipe is connected according to NFPA20.
◦ Fuel line is connected to the engine.
◦ Air inlet filter is installed in the engine.
◦ Fresh air supply is adequate for engine combustion and room ventilated.
◦ Flow meter is installed with two butterfly valves before and after.

5.2 Starting Up For Electric Pump

1. Open suction valves


2. Check that pump is full of water and that all air contained in the pump been escaped
through the air release valve.
3. Compress the packing evenly with the gland (i.e. hand tight)
4. Lower the setting of the pressure switch to prevent pump from starting
5. Check incoming voltage for all phases
6. Place the isolator and breaker in the “ON” position and check “Power On” light is illuminated
7. Press start then stop to check the direction of rotation and adjust
8. Bleed the system to create a pressure drop
9. When the pump starts check if the full load current value is within the electric motor
name plate rating
10. Check packing adjustment to obtain a slight leak.
11. Stop the pump and allow the jockey pump to pressurize the system again

5.3 Start-up Procedure for Diesel Pump

1. Open suction valves


2. Check that pump is full of water and that all air contained in the pump been escaped
through the air release valve
3. Compress packing evenly with gland (hand tight)
4. Close the pressure relief valve using maximum spring pressure
5. Lower setting of starting pressure
6. Start the engine manually on either battery
7. adjust the relief valve to open the at tested pressure of the system
8. stop the engine and another open system valve.
9. bleed the system to create a pressure drop
10. when the pump starts check:
 Engine speed
 Oil pressure
 Fuel pressure
 Abnormal noise or vibration
 Cooling water drain
 Check packing adjustment to obtain the slight leak
 stop the pump by putting the selector switch to the “Off” Position and allow
the jockey pump to pressurize the system again

5.4 Start-Up / Flow Test for Electric Pump

1. Close the system valve


2. Open the gate valve and the for-flow meter discharge valve and the keep butterfly valve
of the after-flow meter fully close
3. Press the start button to start the pump
4. Adjust flow by butterfly valve after the flow meter
5. Take suction and discharge pressure and ampere readings at shut off, rated,150% of
rated flow and another intermediate flow
6. Plot the pump curve and match it with the factory test curve

5.5 Start-Up / Flow Test for Diesel Pump


1. Close the system valve
2. Open the gate valve for the flow meter discharge valve and the keep butterfly valve after
the flow meter is fully closed.
3. Press the start button to start the pump
4. Adjust flow by butterfly valve after the flow meter
5. Take sectional discharge pressure and RPM of the engine at shut off, rated, 150% of
the rated flow and another intermediate flow
6. Plot the pump curve and match it with the factory test curve

5.6 Testing of Automatic Operation of Fire Pumps

Open the system valve and turn all isolating valves to the fully open
position Set pressure switches to the following setting valves:
All fire pump stop pressure = fire pump shut off pressure + minimum suction pressure
Jockey pump start pressure = stop pressure – 10 PSI
Electric pump start pressure = jockey start pressure – 5 PSI
Diesel pump start pressure = electric pump start pressure – 10 PSI
Use 10 PSI for each additional pump
The final pressures should not exceed the pressure rating of the system
Place all switches for all control panels in the auto mode

5.7 Check the Applicable three modes


5.7.1 Automatic Mode:

In case of any pressure drop in the line due to the hose reel, fire hose, sprinkler opening or
any small leak in the lines, if the pressure reaches the cut-in pressure point for the jockey
pump it will start automatically and stop automatically at cut-off pressure. If the jockey
pump couldn’t maintain the pressure in the system and pressure drop to the cut-in
pressure of the duty pump it will start automatically and stop manually or automatically
after 10 minutes if the pressure reaches the cutoff point. In case of electric supply failure
or mechanical failure of the electric pump, then the diesel engine pump will start

automatically when the pressure in the system will reach to cut in pressure of the standby
pump and it should stop manually from the control panel after assuring there is no
requirement of a fire pump to keep running or automatically after 30 minutes if the pressure
reaches to the cutoff point.
5.7.2 Manual Mode Operation

In case of emergency, the pumps can run in manual mode function for the jockey pump by
placing the selector switch in “hand mode”, the electric pump by depressing the “start”
push button, and the diesel pump can start either from the control panel or engine itself by
putting selector switch in “Manual” mode and depressing “crank push button” for a few
second (i.e. for 34 seconds only just to reach firing condition of the engine) or from the
engine instrument panel. All pumps should stop manually if run in manual mode by
returning the switch to the OFF position and depressing the stop push button.

5.7.3 Emergency Start


In case of any problem in the control circuit of the Electric and Diesel Controller, Fire Pumps
can run through the emergency start handle to mechanically close the contactor

7.0 HEALTH AND SAFETY PROVISIONS


7.1 HSE PLANS
• The Ali & Sons Contracting Project HSE Plan shall be strictly complied with by all
M/s MENASCO personnel and sub-contractors under our control.
• All works shall be regularly monitored and supervised by the M/s MENASCO site
team to ensure full compliance.
• M/s MENASCO shall provide adequate resources, as appropriate to ensure the safe
execution with place.
• All work shall be carried out in accordance with all applicable UAE Laws and
Regulations, DM Regulations, Requirements, and ASC Project HSE Management
System.
• All new starters shall first receive ASC site HSE induction before entering a site.
• M/s MENASCO Site Engineer / Site Supervisors shall check and ensure all safety
precautions are taken prior to the commencement of work. Also, they shall ensure
method statement and risk assets have been communicated and a pre-task safety
briefing is conducted to personnel involved in the task daily.
• Where required, a Permit to work will be provided prior to the o commencement of
works. Permits shall be issued by suitably trained and experienced ASC HSE
personnel only. Permit to work must be obtained further om the ASC HSE
department before starting the work, e.g. Excavation Permit, Hot work, Confined
Space Entry, Energization / De-energization (LOTO), etc.
• Personal Protective Equipment – Task-specific PPE must be worn at all times during
the work, including a hard hat, gloves, safety glasses, safety shoes, adequate
respiratory mask, , and coveralls.
• All required PPE shall be issued to workers; maintained and replaced if damaged /
defective. Constant monitoring and supervision of the works shall ensure that at all
times the appropriate PPE is worn by affected operatives.
• Access and Egress - Safe access/egress shall be provided for materials and
operatives at all times. Where emergency routes are required, these shall be
determined and arranged, and instructions are given prior to the health
commencement of the work. If working on scaffolding platforms greater than 1.8m
high, personnel must ensure it is green tagged ‘safe for use’ and also don a full body
harness and observe 1tie-off procedures.
• Materials and Waste Management - Material safety data sheet must be made
available if any substances are used for works to be carried out. Any waste
materials, containers, etc. disposed of properly in the designated skips/waste points.
• M/s MENASCO supervision shall ensure that all material deliveries are coordinated
and all vehicles are parked in a position where they present no

additional risk to the general public or people associated with this project. Where
vehicles are offloaded from public areas, the activity shall be supervised and a
dedicated offloading/storage area shall be provided.
• Plant Equipment - All plant equipment associated with this activity shall be inspected
prior to the works commencing and at regular periods during the works to ensure
that all required certification is current and that the plant equipment is maintained in
a safe and suitable working manner.
• Lighting - always, appropriate and suitable lighting shall be provided to ensure the
works can be undertaken in a safe and competent manner.
• Housekeeping - At all times, M/s MENASCO supervision shall monitor the work
area, so as to reduce, as far as reasonably practical the storage of rubbish, waste
materials, and debris in the workplace. All waste materials generated during the
curse of the shift/day shall be removed from the workplace to a suitable waste
segregation area.
• Working at height - When required, and working above 1.8m and a potential fall
could arise all appropriate measures shall be enforced to ensure that operatives are
afforded a safe and proper temporary working platform. Materials will be stacked in
a safe and secure manner. Scaffolds shall be erected by competent operatives to
an agreed design. Scaffolds shall be inspected before use and at regular periods
thereafter (every 7 days).
• All lifting activities using lifting equipment and accessories must only be carried out
by third-party trained personnel, such as crane operators and riggers
(slinger/signaler). A lifting Plan and Procedure shall be developed, for both common
and critical lifting activities and in place before any work shall commence.
• Any injury/illness sustained whilst at work must be reported immediately and treated
by a trained first aider or HSE Officer. Incident escalation reporting procedure shall
be always followed.
• HSE violation in any HSE procedures whether a project or legal requirement will
result in black points being issued, as per Subcontractor Agreement, and personnel
removed from the site, if necessary.
• COVID-19 precautionary measures shall be communicated to the workforce and all
personnel under our control, including but not limited to social distancing, wearing
of face masks, regular hand washing and disinfecting of work areas, reporting
outbreaks or positive cases, as per ASC Emergency Escalation procedure, etc

• Ministerial Order No. 37/2 (1982) Regarding the Requirements Standards of Medical
Care to be Provided by the Employer for His Employees
• Ministerial Decision No. 557 of 2008, for the Executive Order of the Federal Law
No.37 of 2006 Concerning Private Security Companies.

8.0 Q.C. APPROVAL AND OTHER DOCUMENTARY REQUIREMENTS


All the quality control documentation related to this work to the sub-structure should
be approved before commencing the work. And as follows:

• Approved shop drawings


• Approved material Submittal
• Approved Installation WIRs
• Approved method of statement

9.0 RISK ASSESSMENT


Prior to the commencement of any activities, the risk assessment of testing &
commissioning (refer to attachments) shall be reviewed jointly by the construction and the
HSE team to ensure that all the risks are addressed and the required mitigation measures
are in place and remain fully implemented during operation.

1 Commissioning Procedure for Jockey Pump

1.1 Check the Pump is completely Primed.

1.2 Make sure that Suction Valve are in open position.

1.3 Switch on the Breaker of Jockey Panel and check the Panel
indicators are ON

1.4 Set the Cut in Pressure of Jockey pump at 155 PSI

1.5 Set the Cut OFF Pressure of Jockey pump at 175 PSI

1.6 Switch on the Jockey pump and check for Motor Rotation
Drain the water from at any point of the Network and test
1.7 whether the cut in and cut OFF pressure is happening as
per above mentioned pressure set points.

1.8 Once the pressure setting found satisfactory switch off the
Jockey pump.

2 Commissioning Procedure for Electrical Pump

2.1 Check the pump is completely primed.

2.2 Make sure that Suction Valve are in open position.

Run the pump for 5 minutes and monitor for any smoke or
2.8 sounds coming from pump or motor especially its coupler.
Open only the delivery valve of Electrical Pump and put all
2.9 other valve in closed position to test the performance of
fire pump.
Slowly Open the First valve in front side of Flow meter and
2.10 allow the water to flow through Flow meter.

2.11 Let the Second valve after Flow switch be in fully closed
position.

2.12 Check the Pressure in Panel at full load and make sure Flow
switch at 0% Flow.
Make sure that pressure should not be generated more

2.23 Slowly open the Second valve after Flow switch and set the
flow at 150 %
2.24 Check the pressure in Electrical Panel at 150% Flow
2.25 Make sure we are getting not less than 65% of the project

Close all the Valves and run the pump for 10 minutes and

If the Performance test of Electrical Pump found to be

Commissioning Procedure for Diesel Pump

Switch on the Breaker of Diesel Panel and check the Panel

3.4 Set the Cut in Pressure of Diesel pump at 125 PSI
Run the pump for 5 minutes and monitor for any smoke or

Check the flow of cooling water and make sure the 1" PRV
3.6 is set properly
Open only the delivery valve of Diesel Pump and put all
3.7 other valve in closed position
