The Technical Assistance Mechanism Flow is a structured process for providing


technical assistance (TA) to different entities (DOs - Division Office or Schools)
in order to support their development and improvement efforts. The flow
consists of several stages, each with specific activities and objectives. Let's go
through each stage step by step:

I. DIAGNOSIS

At this stage, the focus is on understanding the TA needs of the entities (DOs
or Schools) and gathering relevant data to inform the assistance provided.

A. TA Needs Assessment Stage

For RQ-TA (Rapid Quality Technical Assistance): Assess inputs from DEDP
(Department of Education Development Plan) Implementation Results, QAA
(Quality Assurance and Assessment) – M&E (Monitoring and Evaluation) Report,
and BEIS (Basic Education Information System) Data (both qualitative and
quantitative data).

For DO-TA (District Office Technical Assistance): Assess inputs from SBM
(School-Based Management) Readiness Assessment Results, School AIP (Annual
Implementation Plan) Implementation Results, QAA – M&E Report (Qualitative
& Quantitative), and BEIS Data.

II. STRATEGY FORMULATION


At this stage, a plan is developed to address the identified TA needs.

B. Planning Stage

Prioritize the assessed TA needs for each DO/School based on their significance
and urgency.

Prepare the TA Plan for each DO/School, outlining the specific interventions
and activities to be undertaken.

Establish agreements on performance targets, which define the expected


outcomes or results that the TA interventions aim to achieve.

III. STRATEGY IMPLEMENTATION


This stage involves the actual implementation of the TA plan and monitoring
progress.

C. Implementation Stage

Execute the TA Plan interventions as outlined in the plan.

Conduct Progress Monitoring to track the implementation of interventions and


assess their impact on the identified needs.

Analyze the Progress Monitoring Results as a team and plan for feedback to
improve the interventions if necessary.

D. Feedback

Discuss the progress with the target group (DO/School) in a quarterly manner.

Adjust performance targets if needed based on the progress and feedback


received.

E. Adjustment of Quarter Plan/Targets

Discuss the results of "Stage D" (Feedback) with the team.

Adjust the TA plan if required to align it with the revised performance targets
and feedback.

IV. MONITORING AND EVALUATION


This stage involves evaluating the effectiveness and impact of the TA
interventions.

F. Evaluation of TA Stage

Discuss the accomplishment versus the performance targets with the target
groups (DOs/Schools).

Discuss the overall results compared to the TA Plan to understand the extent of
success and areas for improvement.

Prepare inputs to the Annual Report, which documents the outcomes and
lessons learned from the TA interventions.

G. Progress/Annual Report to Management Stage

Consolidate progress and summative results from all the TA interventions.

Analyze the TA results to assess the overall effectiveness of the Technical


Assistance Mechanism.

Prepare the Quarter/Annual Report, summarizing the achievements,


challenges, and recommendations for future improvement.

assistance (RFTAT - Resource Faculty for Technical Assistance Team).
2. Prepare Strategic TA Plan:
 Develop a comprehensive plan to address the identified technical
assistance needs and priority improvement areas.
3. Implement the TA Plan:
 Execute the planned technical assistance interventions and activities.
4. Give Feedback to clientele / School Division Offices:
 Provide feedback on the progress of the technical assistance
interventions to the entities receiving the assistance (clientele) and the
School Division Offices.
5. Make adjustments in TA Plan:
 Review the effectiveness of the technical assistance plan.

 If necessary, make adjustments or modifications to the plan to improve


its impact.
6. Evaluate TA provided:
 Assess the effectiveness and outcomes of the technical assistance
provided.
7. Prepare Progress / Annual Report:
 Create reports that document the progress and outcomes of the technical
assistance initiatives.
 This report can be used to track improvements and inform future
planning.
