RESOLUTION NO. 003 s. 2023

RESOLUTION AUTHORIZING THE SANGGUNIANG KABATAAN (SK) CHAIRPERSON TO

ENTER INTO TRANSACTION WITH LANDBANK OF THE PHILIPPINES-SAN FERNANDO
BRANCH AND THE APPOINTMENT OF MR. MARK ANGELO S. CASTRO AS SK
TREASURER.

WHEREAS, with the result of the recently concluded synchronized BARANGAY and SK
ELECTIONS (BSKE) last October 30, 2023 and the subsequent assumption into office
of the HON. KURT WENDEL E. SABLAN as SK Chairperson of this barangay;

WHEREAS, the Sangguniang Kabataan has authorized HON. KURT WENDEL E.

SABLAN, SK Chairperson to enter any transaction with Landbank of the Philippines-
San Fernando Branch;

WHEREAS, the Sangguniang Kabataan Council has appointed MR. MARK ANGELO S.
CASTRO, as SK Treasurer of this barangay on DECEMBER 01, 2023 as per Resolution
No. 01;

WHEREAS, the appointment of SK Treasurer is mandatory per RA 10742 to represent

the barangay to any transaction the authorized depository bank of this barangay;

WHEREAS, Barangay SK Chairperson and SK Treasurer are the principal signatories

to the transactions to Authorized Depository Bank which is the Land Bank of the
Philippines-San Fernando Branch;

WHEREAS, Section 13 (d) of Republic Act No. 10742, otherwise known as the
Sangguniang Kabataan (SK) Reform Act of 2015 mandates the SK Chairperson to sign
all documents and warrants form the SK funds for all expenditures in the
implementation of the Comprehensive Barangay Youth Investment Plan (CBYIP) and
Annual Barangay Youth Investment Program (ABYIP).

NOW THEREFORE, on motion of all, duly seconded, be it.

RESOLVED FINALLY, that this resolution be transmitted to DILG, Landbank of the

Philippines-San Fernando Branch and other institutions for information purposes.

A RESOLUTION CONCURRING THE APPOINTMENT OF MR. RALPH BRYAN A.

PANGAN FOR THE POSITION OF SANGGUNIANG KABATAAN (SK)
SECRETARY.

WHEREAS, with the result of the recently concluded synchronized BARANGAY and SK
ELECTIONS last October 30, 2023 and the subsequent assumption into office of the HON
KURT WENDEL E SABLAN as elected SK Chairperson of this Barangay in this Municipality;

WHEREAS, the position of SK Secretary is mandatory position specified in Republic Act No.
10742, otherwise known as the SK Reform Act of 2015.”

WHEREAS, with the term of office of the newly elected BARANGAY OFFICIALS 2023-2025
the position of SK SECRETARY is essential;

WHEREAS, MR. RALPHN BRYAN A. PANGAN possesses all the qualification for a SK SECR
as provided under Section 10 of RA No. 10742;

WHEREAS, SK Kagawad HON. ERIZA M. DUNGCA designated as the Interim Secretary;

WHEREFORE, on motion of and SANGGUNIANG KABATAAN OFFICIALS present, this body

hereby concur/s the appointment of MR. RALPH BRYAN A. PANGAN to the position of SK
TREASURER until the end of the term of appointing authority unless sooner removed.

RESOLVED FURTHER, that copy of this resolution be given to MR. RALPH BRYAN A.
PANGAN for his file and copy furnish the DILG and LYDO offices for their information and
record purposes.
