(Project based)

BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an
intergovernmental organisation within the ASEAN structure that represents the interest of the
10 ASEAN Member States (AMS) in the energy sector. The Centre serves as a think tank,
catalyst, and knowledge hub within ASEAN by providing relevant information and expertise
to ensure the necessary energy policies and programmes are in harmony with the region's
economic growth and environmental sustainability.
As part of the efforts to fulfil its function as a regional centre of excellence that builds a
coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN,
ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member
States to support the implementation of the ASEAN Plan of Action for Energy Cooperation
(APAEC) 2021-2025.
ACE under Low Carbon Building (LCB) programme which supported by Federal Ministry for
Economic Affairs and Climate Action (BMWK) of Germany will develop technical tools to
promote low carbon buildings, implement pilots to facilitate the development on to support of
energy performance contracting (EPC) with small and mid-size enterprises in the building
sector (SMEs), and on-bill financing in the building sector. ACE will also align project outputs
with national and regional plans and promote knowledge sharing and capacity enhancement
on the sustainable building across ASEAN Member States to support APAEC as regional
blueprint for reducing energy intensity of the region by 32% by 2025.
To support the project implementation, ACE is seeking one (1) Administration and
Finance (ANF) Officer (project based) to support the departments and projects
activities under CEE Department/LCB Programme. The incumbents report to the
Corporate Affairs (CA) Manager. Female candidates are strongly encouraged to apply.

DUTIES AND RESPONSIBILITIES


Under the supervision of the CA Manager, Senior Officer of Finance, and Program/Project
Manager, ANF Officers will be responsible for the following tasks:
● Responsible for maintaining Financial and Accounting services of the CEE
Department and CEE projects and ensuring that the ACE financial rules and
regulations are adhered to.
● He/she will assist in preparing the annual budget, assist in current financial
controlling, facilitate the work of external auditors, administer contribution payments
of contracting parties, and interact with other organization regarding financial issues.
● In addition, he/she will prepare a financial report and produce financial documents for
presentation to the respective project donors.

Followings are the main tasks, duties and functions:

● Implement administration/financial policies, control, and procedure.


● Prepare and maintain the computerised accounting system.
● Ensure that adequate financial controls are in place to maintain propriety and proper
accountability of expenditures.
● Maintain the purchase order system, reconcile the account payable and journal
summaries.
● Maintain salary and allowance administration, payroll calculation and adjustment.
● Establish, maintain, and reconcile the general ledger and documents.
● Ensure the financial transactions are properly authorized, recorded, have adequate
supporting documentation, filed, maintained, and can be easily extracted for the
purpose of preparing financial statement and financial audits.
● Prepare income statements/Change of Net Assets Statement.
● Prepare monthly, semester and year-end closing of book (balance sheets).
● Prepare the Financial Report (Monthly, Quarterly and Annual).
● Prepare the disbursement to the donor and all supporting documents.
● Assist in the annual financial audit of PFS Projects in cooperation with external
auditor.
● Assist in the preparation and implementation of the project budget.
In coordination with CEE Manager, followings are the main tasks, duties and functions:

● Support CEE Manager in the overall implementation, coordination, and monitoring of


CEE project activities in accordance with the provisions of the Grant and
Implementation agreement, particularly on the Organisational Development of ACE.
● Conceptualise and develop the framework of the Project’s annual work plan and
budget.
● Prepare and finalise financial reports of the Project, including the final report of the
Project.
● Communicate regularly on the updates of the overall Project implementation to the
CEE Manager.
● Support Program/Project Manager to implement the project, such as conceptualise,
develop reports and other necessary financial documents concerning the associated
project activities and the progress of the Project.

QUALIFICATIONS
● A bachelor’s degree of accounting, administration, management or another
appropriate specialist discipline. Master’s degree is an advantage.
● At least of two (2) years’ experience in the application of his/her basic educational
field to Accounting and Finance Administration. Have experienced as an external
auditor is an advantage.
● Experienced in handling development project. Have experienced in one of USAID
project is an advantage.
● Demonstrated ability to carry out accounting functions and tasks.
● Excellent financial, accounting including budgeting, auditing, and reporting skill as
well as exposure in administration of project.

PERSONAL COMPETENCES
● Ability to work accurately, pay attention to detail and meet deadlines, organise work
efficiently and deal simultaneously with a wide variety of tasks.
● Demonstrated commitment to collaborative work practices.
● Able to work independently and prepare required accounting reports in English as
well as communicate Accounting and or Financials policies, plans and programmes
of PFS projects.
● Excellent interpersonal attributes, including sensitivity, sound, strong organisational
and leadership capability, able to work effectively and efficiently in a multicultural
environment.
● Promote open reporting culture that is transparent, compliant, and has integrity.
● Excellent command of written and spoken English.

REMUNERATIONS AND BENEFITS:


The successful candidates will be stationed in Jakarta, Indonesia and offered a 1-year
contract, with a probationary period of three (3) months. The contract will be extended based
on annual performance appraisal result.
The monthly salary ranged from USD 458 – USD 1,788. The compensation shall be
commensurate with the educational qualification and experience of the candidate. All other
applicable benefits shall be subject to the ACE consolidated rules and regulations.
The successful candidate is expected to be on board by Mid of November or December
2023.
