Proposal for Sub-Vendor List Change for ACCF

During the tender stage, for Mechanical Engineering Support and Fabrication of Pressure Vessels, we proposed to take
the support of M/s. Swetha Engineering, Chennai and accordingly we submitted their credentials and IPRC approved the
same. After receipt of IPRC work order, we reviewed the sub-vendor list once again and based on the present pandemic
situation and dislocation, we tried to get the confirmation from all the sub-vendors. All of them reconfirmed their
commitment except, the following sub-vendors.

2. Vamaja Engineers – L&T Dealer.

In the case of Swetha engineering, the owner is 75 + Plus years old. He had some health problems during the pandemic
and could not concentrate on his business. For engineering also they had some consultants, who had also had the same
problems. When we analysed the ground level problems, we came to a conclusion that they will not be able to support
us on timely basis and we may land in trouble by going with them. Hence, from the point of view of the executing the
project without any hick ups, we decided to look at alternatives and have identified senior freelance consultants for
Mechanical design & co-ordination, pressure vessels design, piping, layout and isometrics and 3D drafting. They will be
supporting RAM E&I Systems for all the mechanical work. However, RAM E&I will be responsible for supervision of their
work and RAM E&I will be answerable to IPRC for their actions.

Regarding fabrication of pressure vessels, the design, data sheets, GA and fabrication drawings, preparation of bill of
quantities will be done by the consultants and will be submitted to IPRC for approval. Once, approved, we will get the
fabrication done by Raji Engineering. Co, Tirunelveli or Gomathi Engineering Constructions, Tuticorin (Under the same
management of Raji Engineering Co, Tirunelveli. Raji, Engineering Co is in the approved list of IPRC for Command Bottles.
We, have enclosed the credentials of Gomathi Engineering for IPRC, review. Since tanks are rated for 5 bar, we propose
getting it fabricated at places closer to IPRC. We propose for interstage inspection by IPRC and the fabrications will be
supervised by Third Party Inspector approved by IPRC. Also, once the isometrics, layout plans and fabrication drawings
are approved, we get fabrication of tanks and pipes in easily transportable sections by truck, so that the installation
work at site will be kept to the minimum. We now, seek the kind approval of IPRC for our proposal for us to expedite
the work.

Regarding Manual Isolation Valves, E/P Valves and Check Valves, during the tender stage, we proposed to source from
L&T and accordingly submitted their credentials and catalogues. Now, after the award of contract, when we approached,
Vamaja Engineers (L&T Dealer), they expressed their in ability to support and asked as to approach L&T directly. When,
we approached L&T, we noticed their reluctance (may be because the quantities are small) and we learned from the
market that they are overbooked and delivery problems are there. So from the point of view of the executing the project
without any hick ups, we decided to look at alternatives and we now propose to consider Mascot Gujarat and Intervalve
Pune also apart from L&T. We understand, Mascot and Intervalve Pune, have already supplied to IPRC. We now, seek
the kind approval of IPRC for the same.

Apart from these two changes, we will be sticking to the sub vendors suggested by us during the tender stage and a
consolidated sub-vendor list is enclosed for your ready reference.
