EXECUTIVE ORDER No. 03

Series of 2023

REORGANIZING OF BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN

(BCPC)
WHEREAS, Republic Act No. 7160 otherwise known as the Special Protection of Children
Against Child Abuse Exploitation and Discrimination Act provides for stronger difference and special
protection against child abuse, exploitation and discrimination, and its corresponding penalties;

FURTHER, Article 356 and 360 of the Civil Code of the Philippines provides that “The
Government shall establish Councils for the Protection of Children”;

LIKEWISE, Article 87 of PD 603 otherwise known as the Children and Youth Welfare Code
states that “every barangay council shall encourage the organization of a Local Council for the Protection
of Children (LCPC) and shall coordinate with the Council for the Welfare of Children (CWC) in drawing
and implementing plans for the promotion of child youth and welfare’;

WHEREAS, Memorandum Circular No. 2002-21 of the Department of Interior and Local
Government further reiterates the organization and strengthening of LCPCs at all levels;

NOW THEREFORE, by authority vested in me by law, the Barangay Council for the Protection
of Children of Barangay Lumbaan-Bicbica, Pinili, Ilocos Norte is hereby order:

Section 1: Organization. The Barangay Council for the Protection of Children of Brgy. Lumbaan-Bicbica,
Pinili, Ilocos Norte is hereby organized:

Section 2. The BCPC shall have the following functions:

a.) Foster education of every child.
b.) Take step to prevent juvenile delinquency and assist parents of children with behavioral
problems;
c.) Adopt measures for the health of children.
d.) Conduct capability building projects to increase knowledge and skills in handling children’s
programs.
e.) Encourage the proper performance of the duties and responsibilities of parents and provide
learning opportunities on the adequate rearing of children and positive parent-child
relationship.
f.) Promote wholesome entertainment in the community, especially in movie houses.

g.) Prepare Annual Work and Financial Plan for children and recommend appropriations to the
sanggunian;
h.) Provide coordinative linkages with other agencies and institutions in the planning, monitoring
and evaluation of plans for children’s;
 i.) Establish and maintain a database on children in the barangay;
j.) Advocate for the establishment and maintenance of playgrounds, day care centers, and other
facilities for child and youth development;
k.) Advocate for the passage of barangay resolutions/ ordinances responsive to child-related
issues and concerns and ensure the inclusion of children’s program in the executive agenda;
l.) Protect and assist children in need of special protection, amd refer cases filed against child
abuser to proper agencies;
m.) Monitor situational reports on children, prepare quarterly updates; and
n.) Perform such other functions and other child related laws especially in matters of child and
parent education, health, entertainment, etc.

Section 3. Effectivity: this order shall take effect immediately its approval.
