Organisational Environment

Airservices is a government-owned organisation providing safe, secure, efficient, and environmentally


responsible services to the aviation industry. Each year we manage over four million aircraft
movements carrying more than 140 million passengers and provide air navigation services across
eleven per cent of the world’s airspace.
Airservices has two major operating centres in Melbourne and Brisbane and a corporate office in
Canberra. We operate 29 air traffic control towers at international and regional airports and provide
aviation rescue fire-fighting services at 26 Australian airports.
Airservices is currently undergoing a transformation. We have several large scale and exciting Change
Programs to meet the needs of the ever-changing airspace environment. The OneSKY and Aerospace
Change Program is the largest Change Program and will deliver next generation services including the
future Civil Military Air Traffic Management System (CMATS), a joint initiative with the Department of
Defence and the Royal Australian Air Force.
The Royal Australian Air Force (RAAF) is charged with providing Air and Space Power to the
Australian Government to achieve its national security outcomes. Within the RAAF, Number 44 Wing
is charged with providing Air Traffic Control services, operating twelve air traffic control towers and
nine approach control facilities across Australia as well as providing tactical battlefield airspace control
from deployed locations.
The OneSKY & Aerospace Change Program will replace the two current, independent civil and military
air traffic management systems with a single advanced system and improve aviation safety and
efficiency through national standardisation, modernised airspace, and transitioning aerodromes to
digital platforms.
This fundamental organisational and industry transformation will maximise the benefits and value of
the future system as described in the National Aviation White Paper 2009.

Primary Purpose of Position

As the Airspace Improvement Program Manager you will report directly to the Airspace Program
Director and be responsible to deliver transformational change programs with key benefits to the
aviation industry. Airspace Improvement projects include Dynamic Sectorisation, Continuous Descent
Operations, Aviation Resource Centre, Endorsement Modernisation and a number of CMATS benefits
Enabling Projects. This role will be responsible to manage and deliver changes on the back of CASA
Airspace Reviews and associated ATC Area and Airspace service and design changes.
You will also be required to establish strong relationships with internal and external stakeholders and
effectively manage the relationships between various groups including Board, Community, Regulators,
Owners, Department of Defence, other Government departments and agencies, and Airlines. This will

require you to be highly attuned to the political environment as well as the needs and perceptions of
the community.

Key Responsibilities
• Demonstrate safety leadership and behaviours consistent with enterprise strategies and
manage projects in accordance with Airservices Australia safety management accountability
requirements.
• Ensure alignment with strategic priorities and OneSKY & Aerospace Program outcomes
• Monitor Compliance and Performance against Stakeholder expectations (Board, Community,
Regulator, Owner, Department of Defence, other Government departments and agencies,
Airlines, Public Works Committee) liaising and working through the relevant Airservices
business units
• Oversee the Internal and External Reporting and internal and external communications
Lead and drive transformational change programs with key benefits to the Aviation
Industry through Airspace Improvement initiatives
• Implement Strategic organisational change programs that focus on delivering key benefits to
customers ensuring the programs are delivered consistently and efficiently.
• Ensure the proposed benefits to be delivered to industry through innovation and technology
are operationalised in a consistent and transparent process.
• Test feasibility of service changes with relevant SRO leaders
• Develop implementation plan for Significant Service Improvement changes incl. key
milestones, targets and monitoring approach
• Deliver the transformational OneSKY Benefits and lead the realisation of the Airspace
Program
• Work collaboratively with all stakeholders to ensure effective coordination of all activities in
support of organisational Airspace Improvement objectives
• Foster continuous improvement among employees and encourage compliant, innovative
behaviours to create safe and efficient Airspace designs.
• Manage and deliver directed change through CASA Airspace Reviews
Manage large scale implementation of Approach, Area and Air Traffic Control services
• Deliver projects that enable the provision of transformational ATM Services to existing
airspace users and new entrants in a highly regulated and complex operational environment

• Collaborate with Service Delivery and broader organisational leadership teams to ensure new
services and technologies are seamlessly introduced to ensure service continuity.
• Lead engagement and consultation with the operational workforce and their Industrial
Representatives to ensure the timely implementation of the new technology and services
associated with the organisations change programs.
• Engage with key stakeholders including Department of Defence, the Civil Aviation Safety
Authority, Airports and Customers to ensure the introduction of the organisations change
programs and the realisation of benefits to the industry.
