INTRODUCTION
A famous writer always challenged young people with these words: " Do not ask what your
nation has done for you but ask yourselves what you have done for your natio."
To solve several problems including unemployment, emigration and financing of projects
financing in our country, the youths have understood the economic stakes that awaits them
through Camas-Youth community to take their destiny in their hands and join the camas-youth
project of for the creation of 500 companies of local production, transformation and consumption
in 5 years with the sold objective of reducing importations, foreign investment which they affect
our economy negatively and a consequent increase in the costs of living since most goods
consumed in our nation are imported goods. For this reason, a platform has already been created
to regroup skills, know-how, talents, finances and many others. All these put together can permit
us through communal entrepreneurship to boost our economic growth and development.

Youth
Young Africans in general and Cameroonians in particular

must be aware of the current economic challenges and
stakes of the world. They must be able to make things
happen and take more risks in life and not remain in their
zones of comfort while waiting for the government or
foreign investments to develop their community. We must
learn to predict, to build, to forget the notion of immediate
gain or profits and individualism for the benefit of living
together. Moreover, no country in the world has ever
developed without the mutualisation of efforts of it’s
population as a whole.
Finally, I urge youth to radically change their mentalities and join Camas-Youth community so
that together we define and trace our own path for true wealth is found in Africa, we just have
to be aware and conscious. For a solid foundation, "let's produce what we consume and
consume what we produce" thank you.

It's not what happens to us that determines our future, it's what we
do with what happens to us.
For things to change for us, we must change.
We, young people, stop complaining and let’s put ourselves together
to work because neither our complaints, nor the IMF, nor the
international NGOs will come to build our country for us, but it is up
to us to do it. We must be united in order to put together our real
values, so as to create a favourable living environment for our own
wellbeing. We should no longer think that the best is abroad, we
should no more think that salary is the most important thing for a
better life because through camas-youth project, we can create our
own structures or enterprises and become investors with less effort.
This is possible, we just have to understand the concept of pooling or
mutualisation of efforts, integrate and promote it in order to buil a
solid and productive community around us. In a few words, let's stop
begging or searching for jobs and become job creators for us and for
future generations.

1– PRESENTATION OF CAMAS-YOUTH COMMUNITY AND IT4S GENESIS

1-1 PRESENTATION OF CAMAS-YOUTH COMMUNITY
The Camas-Youth community (Cameroon Assistance Youth) is an association aimed at overcoming
the difficulties identified in our society. In fact, individualism and limited means of development do
not facilitate the success of youth in our society. In order to find solutions to these difficulties faced
by youths in the socio-professional integration, we found it important and an opportunity for us to
gather around Camas-Youth community to regroup and pool our human resources , intellectual,
relational, financial resources and many others. The Association of Camas-Youth owns the operating
license N879 / 2015 / RDA / C19 / SAAJP of 29 September 2015.
1 – 2 GENESIS
The adventure of Camas-Youth began in early 2015 when a group of young Cameroonians and
holders of diplomas from universities and other higher institutions of the nation in diversified fields
of study. They faced the problem of professional integration and due to this, they decided to come
together with different skills and experiences to better withstand the challenges of the society and
thus, the putting in place of the association of camas-youth. Progressively, the number of young
Cameroonians interested in this project would evolve in the social and entrepreneurial aspects
through the dynamism of all it’s members. Members with better projects without any financing
capacity would find their projects financed with technical assistance to lead them till the realization
of their projects.
In this perspective of collective efforts, skills and the quest for a durable solution for our touths, we
were inspired since June 2018 to launch a revolutionary project in Cameroon (camas-youth project)
with the sold aim of creating at least 500 local productive enterprises in 5years through the auto
financing of our structures with a maximum number of young entrepreneurs given the fact that the
only way to succeed is to have as many individuals as possible interested in this famous project.
To realize this project, we have created a platform capable of registering every Cameroonian who is
interested in this project and the platform takes in to account skills, know-how, talents, financial and
human resources. For the launching of this project, the objective is to have a minimum number of
1million people registered in the platform able and capable of contributing a minimum amount of
1000fcfa every month and a minimum yearly registration/contribution of 12000fcfa for each
individual which is equivalent to a share in all the enterprises to be created. Our predictions shows
that with a minimum of 1million individuals registered in the platform who are capable and able to
buy shares worth 1000fcfa every month, we are able to raise a capital of 1billion francs every month
which can be used to financed our various projects and equally redistribute dividends to each
individual depending on his/her contribution as a shareholder.

It is clear that we Africans have been backward by considering that we are inferio which is a
vision or a perception instilled in us by foreigners and even the colonial masters through the
manipulation of images, historical facts and many others. Due to this, a Cameroonian is unable
to value the skills and the ability of his brother because he does not value himself enough.
2-1 MENTALITIES
2-1-1 Individualism
Unfortunately, the notion of community and solidarity, that was

formerly the main factors of development in Africa is losing more
and more its place, because each person is essentially focused on
his/her own personal interest and not general interest.
This behavior leads to the gradual disappearance of the spirit of solidarity which is one of the most
important engines of development in an economy. There are so many nations who developed through
the efforts of it’s citizens as a whole and some of these countries include; Brezil, Canada, Kenya and
many others. Our mentalities tilted towards the quest of personal interest and greed are huge
drawbacks for the development of our economy including the quest for a better life out of our nations
crucifies all hopes.

2-1-2 The superiority complex (comfort zone, appearance)
The superiority complexe here refers to the valorization of foreign goods than locally made goods
thus, encouraging the consumption of foreign goods on the detriment of local products which are
given little or no attention. This can be observed as we are always tempted to go for shopping in big
foreign super-markets located in our home economy and even move out of our own territory for other
purchases. These consumption habits often gives more value to foreign products or foreign brands
and as such, we love foreign brands so much that if our dresses are not of the brands of Adidas, Nike,
Zara, Gucci, and others, it is of no value to us. Due to this, for certain economic actors to attract more
customers, they make use of “Autoécole Française, Autoécole Canadienne, Restaurant Sénégalais,
Restaurant Chinoise…”
Moreover, the quest for these foreign brands have turned most of our youths useless and jobless
thus turning most of our youths to occupations like moto taximan, hawkers, and many others which
is not forcefully their domain of study but they engage in such activities just as a means of survival.
All these often makes us to wonder what is wrong with our nation full of resources and we think of
what has become of our childhood dreams that were pushing us to work harder. Due to these
challenges,our children today do not have ambitions any longer because there is no longer a
reference model and as such, a young person should ask himself the right questions that; "What is
my contribution on this earth? What should I do for my country? Etc... »,
2-1-3 The notion of job seeking and not job creation
Majority of young people now our days graduating from our higher institutions especially think of
being employed in an organization and they do not think of how to create jobs for the employment
of others and even secure a job for their children. For this reason therefore, we have thought it wise
that instead of moving from one enterprise to another in search of a job, let’s encourage
entrepreneurship thus, the wise saying that; “why looking for jobs why we can create jobs” ?

2-2 CONSUMPTION HABITS AND IMPORTATIONS
2-2-1 Over-Importation of Foreign Goods and Services
We import on a large scale of which we live in a

country where resources are present and available
in almost every part of the nation. More to this,
the soil and the subsoil of Cameroon are still quite
fertile and yet we continue to import everything
even basic products like oranges, irish potatoes
that we can provide all that and yet our schools
and universities produce talented engineers every
year.
2-2-2 The high demand of goods and services offered by foreigners at the expense
of local products
The lack of self-confidence and love of the nation makes

people to seek foreign goods and/or services. We often
hear from our citizens that this or that comes from abroad
but we hardly hear that they bought this or that which is
made in Cameroon and I wonder whether our home
products do not render the same of similar services or
satisfaction to these individuals. This act slowly kills our
nation of which we can also produce and consume our own
goods.

2-3 RURAL EXODUS AND CLANDESTINE EMIGRATION
Being all turned towards modernity, we forget the

true origin of the richness that is the earth since the
images we project represents high quality buildings
and streets of high levels, but never the farmers who
constitute the most important class of wealth.
Our youths with the hope of having a better living
standards uses all possible means to leave their
country either through the normal way or the
clandestine way at the expense of their lives. This
means often makes others to find themselves in the
deserts, Mediterranean sea and others even sold as
slaves just because they took risks of having a better
life while in abroad. Better still, others who succeed
to overcome all these obstacles and finally reach
Europe or other parts of the Western world, they
find themselves in odd jobs like domestic house
helps, guards and many others.

2-4 UNEMPLOYMENT OF YOUTH
Now our days, employment is extremely rare and the financing of projects is not easy which
destroys the dreams and deviates the objectives of many young people. Socio-professional
integration is now becoming a crucial problem in our nation as well. The informal sector therefore
becomes the only means of subsistence without any social security, health care and even without
pensions at old age or while on retirement.

2-5 CONCLUSION
The African mentalities lead to a complex inferiority and creates an involuntary snobbery among the
populations.
The consequence of the preceeding problems unconsciously force the population to appreciate the
goods and services offered by foreigners than the locally produced goods thus leading to mass
consumption of imported products and a consequent daily consumption expenditure in foreign
structures which has a negative impact on our national economy such as: severe foreign exchange
losses and a negative balance of trade. This leads to an unproductive economy,high costs of living
standards, a relatively decreasing and/or constant purchasing power and scarcity of money in
circulation. The following representation below illustrates the entry and exit of the currencies in the
Cameroonian territory.

3 – PROPOSED SOLUTIONS (Mutualization of efforts)
Camas-Youth, through its project to create at least 500 enterprises in 5 (five) years, calls upon
youths and recommends them to join massively the concept of mutualization of efforts in order to
achieve this goal to promte the development of our nation. For this to be achieved, we proposed a
minimum number of one million members willing and able to participate by buying shares worth
1000fcfa/month, 12000fcfa/ which is equivalent to a share for one full business year in these
structures. These contributions or purchase of shares are done online in the platform by members
and at any moment they desire to purchase more shares. Given the fact that our strength is the
community as a whole, we therefore focus on mass criterion to achieve this objective and at the
same time, we provide labor, finances and consumption as well.
3-1 CAMAS-YOUTH VISION

We have the vision of making our economy more prosperous, stronger, and also to free our
economy from all it’s challenges. This therefore gives members the full to participate fully and
actively in the development of their nation as whole.

3-2 OUR ACTION

Here, we have to come together like a community to make make people understand the goal of camas-
youth through workshops and seminars while working on the necessities and urgent radical change of
our mentalities and the promotion of the notion of living together as one. With all these taken in to
consideration, our consumption habits would change and tilted towards the encouragement of local
production and processing companies.

5 – OBJECTIVES
 Encourage, revive local production and local consummation to reduce importations
It is necessary for us to set up chain production industries of basic consumer products and later on
engage ourselves on the research and use of recent technologies. This first of all is to secure our
consumption because it is necessary to produce what we consume and consume what we produce.
Finally, one of our objectives is to secure our economy as well because one of our major objectives
is the construction of our fatherland which must be done by the protection of our currency which is
in circulation.
 The creation of enterprises to generate jobs and fight against unemployment
The goal is the creation of 500 enterprises in 5 years and an average of 100 diversified enterprises
per year. This will significantly reduce unemployment rates which would go along way to improve
economic growth and development.
 Finance national projects and scholarships to create more value added
The objective here is to give a chance to research and experimentation of results. The financing of
projects will be followed and controlled which will give a chance to new projects to take off. Finally,
the financing of scholarships for the acquisition of new skills necessary for our enterprises is not to
be neglected.
 To sustainably improve the daily lives of members by setting up social structures
The creation of social structures and commercial structures thus permitting members to access
them with a reduced price or free of charge. This is simply to facilitate the reduction of costs related
to basic needs and to solve the problem of high costs of living.
 Fight against illegal and/or clandestine emigration
This clandestine and illegal emigration which strongly affects our youths of today can be reduced
and even eliminated. We all know the negative effects of this act in our societies and as such, it is
important to retain our youths in our nation through Camas-Youth project.

6- STRATEGY
The mobilization of individuals and a modest modest contribution from
individuals constitutes the the sources of finance of this project. To effectively
contribute and achieve the desired level of economic growth, we have set up an
online platform (www.camascommunity.com )which brings regroups skills,
human resources, potential consumers, know-how and finances.
7 - IMPLEMENTATION OF THE PROJECT
The implementation of this economic revolution is based on the following points:

• Creation of a reliable online platform (able to manage the community), bilingual (French / English),
able to be accessed on several types of equipment such as: computers, smart phones, tablets.
• Mobilization and registration of a manimum number of 1million members willing and able to
contribute a minimumamount of at least 1,000FCFA / month on the platform, 12,000FCFA / year.
• Grouping of members according to skills.
• Establishment of a cooperative society made up of all memberss
• Creation of a database of projects.
• Selection of promising projects.
• Creation of enterprises.
• Organization and distribution of dividends to members.

7-2 STRATEGY FOR MOBILIZATION, REGISTRATION OF MEMBERS ON THE

PLATFORM AND FUND RAISING
7-2-1 Mobilization and registration of members on the platform
The community is made up of a cooperative society and each member of the project is a cooperant. For
an effective mobilization, extra bonuses are given to those who bring in more people directly under
them. The recruitment tree below permits members to have a benefit of 5% from the contribution of
their people directly linked behind them or those found on their sponsorship.

Considering a total number of 100 members called top leaders and each top leader willing and able to register a minimum of
10individuals under his/her sponsorship that is to say 100 X10 000 = 1 000 000 people. This gives us the
possibility to achieve one of our objectives at the fourth level which is to have a minimum of 1million
individuals registered in the platform able and willing to buy shares worth 1000fcfa/monthand
12000fcfa/year thus giving a sum total of 12billion francs on yearly basis. This gives way for more
commissions to thoses leaders who registers a maximum number of people under their sponsorship
while noting that registering people under your sponsorship is not obligatory.

7-2-2 Fundraising
For the raising of funds, we are inspired by the method used by businessmen when creating
large structures or enterprises. Usually if the objective is to set up an enterprise with a capital of
1,000,000,000 (one billion) Francs, 10 businessmen will come together to raise 100,000,000 each,
which will give the required capital of 100,000,000fcfa X 10persons = 1,000 000 000fcfa which is the
required capital for the business.
In Camas-Youth therefore, we make use of mass criterion which is to say, for us to raise 1billion
francs, 1million people can come together and each individual contributes 1000fcfa every month
(1000*1000000=1000000000FCFA). As observed, this will give us a capital of 1,000,000 people X
1,000 F = 1 000 000 000fcfa every month.
By using the mass criterion, we have several advantages like:
 Possibility of raising funds every month

1million members=1million potential customers=1million potential
sellers=1million potential workers. This shows that , at the point of the creation
of any enterprise, we will have the chance to take off immediately since our
force is the society as a whole and our shareholders.
Thus, the success of this our project depends on the determination of each interested
member and their dynamism through their contributions and the ability to enlarge the
community.

7-3REGROUPING OF MEMBERS ACCORDING TO SKILLS
The aim here is to regroup members under the same field of study or professional back
grounds to work on the same or similar projects.
Our educational institutions makes it possible for many competent students or
candidates to graduate every year but they find themselves moving out of the country
for more experiences and even the quest for a better living standard. It is therefore
recommended that we should regroup these young people with diversified skills under
each group to work for a particular project. This is because with the availability of
funds, we can now invest in research especially in important areas of our society and
finance projects resulting from this research.

7-4 CREATING OF A COOPERATIVE SOCIETY THAT TAKES IN TO

ACCOUNT ALL THE ENTERPRISES
For the smooth running of the project, Camas-Youth puts in place a cooperative society (Camas
Community) to control the finances, invest and redistribute the dividends to all members of the
cooperative. This company is governed by the OHADA of 15 December 2010 relative to the law of
cooperative societies. This document is drawn up and certified at the notary's office and the
signatures of the members of the various organs of the company are present in it. The diagram
below illustrates the constitution of this company.

youth is gradually gaining it’s grounds. The house of geniuses which is an
encubator of projectsis already in possession of over 300 projects ready to be

More to that, each young person who enrolls in camas-youth project according to
his / her skills can also submit a project. This is because studies has proven that
many young people from our schools and/or universities are engenieurs and they
have a lot of good projects to begin their professional lives with just that they lack
the means to help them realize their projects.
Our goal is to construct a community capable of of regrouping such youths with
diversified educational and professional back ground and regroup them together
with similar skills and projects to finance their projects and follow them till the
realization of their projects.
This permits youths to be independent and equally leads to a fall in unemployment
rates.
7-6 THE STUDY AND SELECTION OF IMPORTANT PROJECTS

Here, it is a question of establishing a bureau for projects only aimed at selecting and organizing the
most important project before making it available to the general public. The criteria of selection of a
project depends on it’s feasibility, turn over, costs, it’s contribution to the society as a whole, the
durability of the project director in the community and many others.
Thus, Camas-Youth proposes an investment plan as follows :
 60% of the funds are allocated for the creation of large companies and industries whose
capital stands at a minimum amount of 50million fcfa.
 10% goes to the financing of social projects: construction of social structures to members
like hospitals, schools, houses and many others.
 5% goes to the financing of individual projects presented by members in the form of a
credit payable at a 0% interest interest rate and without a guarantee. Theses individual
projects shall be monitored and followed by the tutors of the community to ensure that
they are realized and can’t fall. These individual projects has a maximum capital of
5million francs.
 5% would equally be allocated to the extention and subsidizing of local companies that
already exists.

Here, the objective is the creation of heavy industries in diversified domains

with a minimum capital of 50million francs. The benefits realized from these

7-8 RECEPTION, STUDY, FINANCING AND ACCOMPANYING INDIVIDUAL

PROJECTS BY MEMBERS OF THE COMMUNITY
Anyone who adheres to camas-youth project can submit his/her project to the decision-making
board in order to present and defend his project. If his/project is accepted by the members of
jury,he/she can receive funds up to a maximum of 50 million francs repayable without any interest
within a given period of time which permits them to better stabilize their activity.

7-9 CREATION OF SOCIAL PROJECTS
Some of the funds will be used to fund social projects to provide a better standard of living for the
whole community. For this reason, Camas-Youth intends to invest in the following sectors: health,
housing, transport, education and training of young people. This involves the creation of health
centers to give members access to low-cost treatments or even free healthcare, construction of
social housing facilities to enable members have quality housing at lower cost with installmental
payments, transportation ; building of schools and training centers to give young people access to
quality education and training at very low cost and even free of charge if possible.

7-10 ORGANIZATION AND DISTRIBUTION OF DIVIDENDS TO MEMBERS
The membership of each member of the project entitles him to several advantages such
as,

Given the fact that our ability to achieve our objectives depends on a maximum
number of people registered in our platform, our efforts to mobilize people to join the
community must be given some tokens or advantages. This is why bonuses are
attributed to each leader that registers a maximum number of people who are interested
in the project and these bonuses given are not the final advantages gained in camas
community. They are just motivations that helps each leader to cover his/her
expenditure due to his/her dynamism to make others know about the project. By the
organization of seminars, communications and even advertisement of the project on the
field, registration of new members entitles leaders with a bonus of 5% of the
contribution of each member directly registered under him/her. As time goes on, these
bonuses can go up to 75000fcfa and even 500000fcfa per month if a leader succeeds to
register between 1000-10000 members.
7-10-2 The dividends
The minimum contribution of each member in the platform is at least 1000f / month, a minimum of
12 000f / year which is equivalent to a share in the various companies that are created throughout
the year. any registered member in the platform who participates for ꝭX1000f / month, will receive
at the end of the year the dividends proportional to the number ꝭ of shares, whereby, for example,
12000fcfa / year gives right to a share and 24 000fcfa / year gives right to two shares and so on.
7-10-3 The bonus of associative titles
For the launching of the project, the founders decided 10 000titles of normal value at 10,000fcfa,
where by, a title is equivalent to a share of the companies of a year. The members must buy at least
5 titles worth 50000fcfa to be shareholders in the companies during the 5 years of the project. Any
member in possession of 5titles becomes a shareholder in all the structures to be created with
5shares within the 5years. All members having ꝭtitles/year receives at the end of every business
year a dividend proportional to ꝭtitles (1title for one business year is equivalent to a share in the
enterprises of that year and 2titles equals to 2shares in the structures of that business year)and so
on.

8 - RESUME
The association of Camas-Youth through its project of the creation of 500 enterprises in 5years
intends to create a socioeconomic milieu where members would be free and have better living
conditions and that they are also able to change their environment to be like that of foreign
countries that they are aspiring to go there. This is quit not possible except with the implication
of our brothers and sisters and their determination for the achievement of this goal.

THE WAY FORWARD OF THE CAMAS-YOUTH PROJECT: 1st SEMESTER 2019

ADOPTED TUESDAY 19/02/2019 in an extraordinary meeting
1) MEMBERSHIP

From 1 March 2019, any registration in the platform "camascommunity.com" will be conditioned
by the payment of the first contribution.
To be a shareholder in the companies of a given year,you must have contributed at least
12 000fcfa which entitles you to a share of the companies of that year.
The entry into the board of directors is now conditioned by a deposit of 2 million 500 thousand
FCFA for 2 places out of the 6 remaining ones and by 5 million francs for the 4 last places.
2) THE titles
From Tuesday, February 21, the share will cost 2500 frs. These shares will gradually take up value until
it reaches its nominal cost in July. Dates predicted for the launching of such shares;
Round 1 March 2019…. 1 share = 2500 F

3) DEPLOYMENT PLAN
3.1- Miss / Master Camas 2019 election

 
From March 2019, launching of the Miss / Master start-up CAMAS-youth elections. The winners of the
examination will be the ambassadors of Camas-youths in all our areas of communication.

The selection criteria are based on the proposal of a good personal project and the ability to mobilize
peoplearound the Camas-Youth project showing how important your project would benefit camas-
 youth.


The top 4 projects will be financed with a capital ranging from 1 to 5 million francs and the two
projects will receive a training of their choice financed by Camas-Youth worth 500,000fcfa.

The funded projects will serve as a means of communication, as a prototype of the activities we
 will launch. Thus, the first Camas-Youth company will be launched after the inauguration of the
04 companies of the laureates of the Miss / Master Camas contest.
 
Miss Master registrations will take place on March 1st on the platform.
3.2- SEMINARS
We have visited close to 57 institutions, 17 high schools, more than 20 private universities and
public universities of Douala, Dschang and Yaounde. Efforts will be made over the next two months
to hold seminars in these institutions.
3.3- Effective launch of the student support concept
Students who will receive the Camas-youth membership card given the fact that they are in
possession of at least one share worth 12000fcfa will have free access to photocopies, printing and
binding services in our centers.

3.4- RECRUITMENT OF A BASIC STAFF
The following posts are available for applications on the platform;

 Project manager,
 An accounting secretary,
 Two (02) developers,
 One (01) designer,
 Twenty five (25) communicators and
 100 holiday trainees or individuals for internship.
3.5- RECEPTION OF PROJECTS TO BE FINANCED

Due to the lack of involvement and commitment of several members, any project submitted at the
moment in the platform will be funded taking into account the length of time present in the
community and the number of people registered under your link.
