Neri WHEREAS, the peace and order plan of every barangay is very important because it will serve as a policy direction in promoting public order and security, and in addressing lawlessness for the safety of barangay inhabitants; WHEREAS, the traffic management plan of the barangay is also essential because it will give and design the details on how to implement programs and activities for the removal of road obstructions, to minimize the risks of any road accident, and to ensure the smooth flow of vehicles and movement of pedestrians, maintenance of road safety and protection of road users; State, also enjoys genuine and meaningful local autonomy to enable it to attain its fullest development as self-reliant community and make it a more effective partner in the attainment of national goals; o ex WHEREAS, the barangay, as the smallest erm subdivision of the | a4 4 \ V 49% Regular Session Ord. No, SP-__,»$-2023' Page -2- PO22CC-180 WHEREAS, the autonomy of the barangays empowered them to manage, under their own responsibility, their own affairs, and one of which is the adoption of their respective peace and order and traffic management plans which they believe to be beneficial to their constituency and an important part of public governance; WHEREAS, to avoid conflict and ensure consistency between the peace and order and traffic management plans of the barangays and the City Government, there is an imperative need for the barangays to submit to the City Council, through the Committee on Public Order and Security, their respective plans in order to harmonize their provisions with the comprehensive one adopted and being implemented by the City Government; WHEREAS, under Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the barangay is under the supervision of the city government and the punong barangay is obliged to enforce all laws and city ordinances applicable to them. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED: SECTION 1. MANDATORY SUBMISSION. - It is mandatory for all the Punong Barangays in Quezon City to submit to the Department of Public Order and Safety (DPOS) their respective Peace and Order and Traffic Management Plans within thirty (30) days from its approval in their respective barangays. SECTION 2. OBJECTIVES. ~ The objectives of this Ordinance are the ‘following: (a) ensure that the Peace and Order and Traffic Management Plans of every barangay are consistent with the provisions of the one adopted and being implemented by the Quezon City Government; and (b) guide the barangay officials and other stakeholders concerned in the implementation of programs and activities pertaining to peace and order and traffic management. SECTION 3. SIGNATORIES OF THE PLANS. - In addition to the necessary signatories for the approval of the Barangay Peace and Order and Traffic Management Plans, the concemed Punong Barangay, Chairperson of the Sangguniang Barangay Committee on Peace and Order, and the Station Commander of the Quezon City Police District (QCPD) who has jurisdiction over the subject barangay, and the Head of the Traffic and Transport Management Department (TTMD), shall affix their signatures on the said plans. SECTION 4. RECOMMENDATION. - If the DPOS finds that the Barangay Peace and Order and Traffic Management Plan is inconsistent with the City’s Peace and Order and Traffic Management Plans, the City Council, through the Committee on Public Order and Security, shall make the necessary recommendation to the Punong Barangay concerned for amendment or x seg T 49%" Regular Session Ord. SANCTION. ~ Non-compliance with the provisions of Section 1 hereof, as well as to the recommendation of the DPOS, shall hold the Punong Barangay concerned liable for neglect of duty, without prejudice to other administrative liabilities imposed by law or City ordinances.
