1. Plinth Area (PA) rates for married accommodation based on standard scheduled of rates
(SSR) 2010 as per approved by government is at Appendix A. These are basic rates as per SSR
2010 for double storey conventional type of construction based on E-in-C’s Line Plans 1990 series
as per Scale of Accommodation (SOA)2009. The specification in brief, based on which the rates
have been derived are at Annexure I. Market variation as prevalent will be added to the estimates.
2. In case the specification varies with those mentioned in relevant. Annexure suitable
addition/omissions shall be made in the basic Plinth area rate as per the rates specified at Appendix
B.
3. Additional provision over the rates at Appendix A will be made for the following:-
(a) Foundation: isolated RCC footing is included in the PA rates calculation unless
otherwise mentioned in the specification of the relevant building.
(b) RCC superstructure: extra amount for RCC framed construction shown
atAppendix ‘B’ caters for construction upto six stories only.
(c) Multi storied construction: while preparing AEs for multi storied construction,
provision contained in SSR 2010, Part-II (clause 1.14.2-General Rules) for increase of basic
PA Rates by 5% for 5 to 8 storeys, 10%for 9 to 12 storeys and 15% for 13 to 16 storeys shall
be adopted. For any other type of foundation, corresponding cost shall be added as given in
Appendix B after deducting cost of isolated RCC footing for double storey at the rates of Rs
1190/- per square meter.
(d) Seismic Provision: Rates is inclusive of strengthening as per Seismic Zone III
provisions. Provision for seismic zones other than zone III safeguards will be as per
Appendix‘B’.
(e) Anti Termite Safeguards:This will be calculated for the ground floor area only. For
pre-treatment of soil and foundation, additional rates admissible will be as per Appendix B.
(f) Ceiling Height: The rates given at Appendix ‘A’ are for a floor to ceiling height of 290
cm. In case increased height is necessary, extra element as per Appendix ‘B’ will be allowed
in the AEs.
(g) Mosquito Proofing: Rates at Appendix ‘B’ will be added to the basic PA rates to
provide mosquito proofing to doors and windows(opening outside).
(h) Coastal Proofing: Measures to offset the peculiar environmental effects in coastal
areas have not been accounted for in the basic rates and shall be catered for separately in
the AEs.

(k) In case alternate specifications other that those mentioned in the letter are desired to
be adopted due to local practice/environmental conditions not covered above, these shall be
clearly spelt out in the Board Proceedings and specifically explained in the estimates giving
financial effect of each item separately.
(l) All concrete work included in PA rates/additional rates are of M25 grade.
(m) Aluminium windows/grill shall be provided in all married accommodation as per the
latest MAP specifications. Additional cost shall be added in the AEs suitable in lieu of wooden
window considered in the PA rates.
4. The PA rates include cost of built in items of furniture to the extent mentioned at Appendix ‘A’.
All other items shall be provisioned separately in the furniture estimates.
5. Servants quarters and garages will normally be built as part of the main building of officers
quarters and rates for relevant accommodation will be applicable to that construction also. However,
whereverservants quarters and garages are built detached from the main building due to site
conditions, PA rates as shown in Appendix ‘A’ for servants quarters and garages will be applicable.
7. The PA rates above are issued with the concurrence of the MoD/D (Works-I) vide their U.O.No.
650/D (W-I)/12 dated 18 Oct 2012.
8. This supersedes earlier PA rates for married accommodation circulated vide E-in-C’s Branch
Letter No. 83975/PA/Md/E2W (PPC) dated 17 Sep 2008.

Drawing and specifications and specified for the relevant group of building.

(j) Swimming Pool. PA rates for swimming pool are inclusive of swimming
pool, Diving pool, cascade plant room, Spectator gallery, Diving Tower/stages with
Diving Board,balancing tank, RCC retaining wall, internal electrification and water
supply etc. No plinth area conversion factor shall be added.
(l) In case alternate specifications other than those mentioned in this letter are
desired to be adopted due to local practice/ environment conditions not covered
above, these shall be clearly spelt out in the board proceedings and specifically

1. I am directed to convey the sanction of the President for the adoption of the following norms
of maintenance for building by the MES.
(c) The above plinth area rates do not cover expenditure of conservation charges.

3 PLINTH AREA RATES FOR ELECTRICAL ENGINEERING MAINTENANCE
(a) These plinth area rates do not cover expenditure on maintenance and running
of air - conditioning installations, lifts pumps an sub stations etc,funds will be provided
for these service on actual requirements.
(b) In respect of accn situated at altitudes more than 5,000 ft and accn at Andaman
& Nicobar group of islands the Plinth area rates prescribed above will be increased by
10%.
(c) These modified plinth area rates for maintenance and repairs will be in
supersession of this office letter No No A/876966/14-15/Pol/E2W/(PPC) dt 04 Jan
2013 approved by Min of Def Scales prescribed for items other than normal repairs to
internal electrical installation in buildings in Govt letter No 13(39), 72/D (works -1)
dated 10 apr 1975 will continue to be operative, maint grant for perimeter and external
lighting shall be demanded as on required basis as included in M & O estimates.
(d) The above norms do not include the replacement cost of CFL and tubes funds
for which will be demanded separately at 2 replacement per annum.
(e) The plinth area rates of Electrical Engineering maint for high rise buildings
located in coastal area in respect of following categories of buildings will be enhanced
as under :-

3.3 No norms have been prescribed for special repairs (electrical) and estimates
shall be prepared for each set of building individually and sanction obtained from
competent authority (CFA) hence a survey has been conducted on annual basis.
3.5 These norms will be applicable from the financial year 2015-16.
3.6 Two norms of expenditure above are issuedwith the concurrence of the MoD
(Fin) vide their U.O No 755/Fin(Wks-II)/2014 dt 26 Dec 2014.

Note :
(a) Demolition of buildings may be sanctioned as part of work project by the competent
Financial Authority to sanction the work.
(b) The demolition of sale of any building etc. for demolition will be approved by the
authorities cited at (ii) to (vii) above with financial concurrence.
(c) For items at (vii) and (viii) at Mumbai, Vishakhapatnam and Cochin the powers on
Navy side will be exercised by the FOC-in-C/FOC Area.
(d) The financial powers delegated to Station Commander vide (vii) (viii) above will be

1.4.4 REINFORCEMENT
Reinforcement is sometimes expressed as sectional area of steel use as compared to the sectional
area of concrete i.e 1% steel in an RCC slab will mean that if the slab is cut, the cross section will
reveal 0.01 sqm of steel bar for every sqm of sectional area of slab. 1% reinforcement will indicate 78
Kg steel per cum of concrete (Based on steel weighting 7830 kg per cum. Thus :

Engineer In Charge
An officer empowered to accept a contract is also competent to fix any rate in that contract
for items of work which are neither provided nor deducible pro-rata from the contract rates. Pro rata
rate or star rate involve a payment up to Rs. 50000.00 will be checked technically by the SW or
ASW( where SW is not posted) of CWE Office , by an SSW (or SW where SSW is not posted) of
the Zonal/Project CE where the payment involved is respect of an individual item exceeds Rs
50000.00, before approval is accorded by the competent authority.
A CWE is authorised to fix, before expiry of the period covered by the contract, as originally
executed or as subsequently amended, all star rates relating to any contact, whether accepted by
him or any higher authority.
A GE is similarly authorised to fix any stat rate relating to a contract accepted by any
higher authority provided that such rate does not involve the payment of more than Rs
5000.00
Where a star rate has not been sanctioned before expiry of the period covered by the
contract, as originally executed or as subsequently amended, the sanction of the officer who
accepted the contract must be obtained.

issued to the contractor after scrutiny and selection. However, it shall be returned to the
applicant by the Accepting Officer in case the tender form is not issued. The contractor shall
bear the cost of Bank Charges for procuring and encashing the Bank Draft and he shall not
have any claim whatsoever on this account of Govt. The applicant contractors shall not
become automatically entitled for issue of tender by virtue of enclosing demand draft along
with the application and the Accepting Officer shall reserve the right to deny issue of tender
to any applicant contractor. Suitable clauses shall accordingly be inserted in the notice of
tender and the press advertisement.

Friction loss in pipe has been worked out by modified Hazen William formula. As per the
formula friction loss in pipe is directly proportional to length of pipe but it is exponentially related
to discharge and dia of pipe. Hence friction loss has been worked out for various discharge values
and different dia but for fixed length of pipe line. Users are requested to multiply the corresponding
friction loss in pipeline by required length. Friction loss given here is applicable to GI/CI/DI pipes .

3.16 A QUICK & EASY METHOD FOR SIZE SELECTION OF LT CABLES (KEEPING 8 VOLTS DROP )
Table showing the distance upto which different sizes of UG Aluminium Conductor cables of 1.1 kv grade can be used for
different current rating for 8 volts drop when laid in ground (PVC insulated, PVC sheathed , 3.5 core or 4 core).
NOTE 1 :- PVC insulated electrical cable for the voltage grade upto 1.1KV is based on 8 volts
drop. The distances are given in meter after rounding and the condition of installation of cable is
ground temperature 15℃. The maximum conductor temperature 70℃.
NOTE 2 :- For any other ground temperature, the load current is to be multiply by rating factor
given below and size to be selected from the above table according to this calculated current
Example :- Suppose a cable of length 50 meter for a load current of 25 Amp is required. The
selected size of cable from above table will be 10 Sq mm keeping the voltage drop 8 volt in the cable.
Similarly cable of size 50 Sq mm on load current 90 Amp can be used to length of 70 meter keeping
the voltage drop 8 volt in the cable. The condition of installation of cables in both the above cases
are given in note 1 above.

XLPE or “cross linked polyethylene.” Was developed in 1950, but this process came into use
for insulating power Cables from 1964 onward, since then there has been a this progress in the use
of XLPE cable in electric power system because of their excellent performance. The major
advantages of these cables over other types are as under.
For site conditions other than standard conditions the appropriate rating factors shall be used
for current carrying capacity (Table 2). The other constructional details of HT XLPE cables are listed
in Table 3, 4 & 5.

3.26 MULTIPLYING FACTOR FOR CALCULATION THE SIZES OF CAPACITOR FOR POWER
FACTOR IMPROVEMENT
Supply installation testing and commissioning out door type cubicle panel board suitable for
3 phase 4 wire 415 V, 50Hz and type tested at CPRI for 35 KVA rupturing capacity at 415 Volts
factory fabricated in an approval factory having modern fabrication and testing process which
includes seven tank pre-treatment process comprising of degreasing, rinsing, de-rusting , rinsing,
phosphatising, rinsing and passivation followed by power coat painting having thickness not less
than 100 microns provided with suitable gasket to make it dust/vermin proof & general construction
confirming to IS:8623/93 comprising of the following :-
OUTER SHELL : The outer shall be made out of 3.15 mm thick CRCA sheet &MS angle
section 50x50x6 mm frame, factory fabricated with front & back openable, double door system
lockable/openable by keys from both sides having chromium plated 19 mm dia fancy locks, louvers
& air vent gasket for natural flow of air. ‘U’ type gasket shall be used to make the outer shell
completely vermin proof. The bottom of the outer shell contains a detachable plate having provision
for entry of armoured cable of adequate size with glands. The outer shell shall be powder coated
with pure polyester segments gray structural RAL 7032 shade.
The dimension of the shell should be adequated to accommodate inner shell described
below giving minimum 75 mm space all around & shall be fabricated in such a way that the complete
inner shell along with its control gears/ accessories could be taken outside without disturbing outer
shell. The outer shell shall be mounted on a zinc metal-coated stand having zinc coating not less
than 100 microns. Provision of threaded earthing stud at bottom & lifting lugs of suitable size at top
to lift the panel safely shall be made. The degree of protection of outer shell shall be IP-54.
INNER SHELL : inner shell shall be made out of 2.0 mm thick CRCA sheet duly
compartmentalized for each control gear, front & back open able single door system lockable /
openable by keys from both sides having chromium plated 19 mm dia fancy locks (2 Nos in each
compartment) having louvers & air vent gasket for natural flow of air. ‘U’ type gasket shall be used
to make the inner shell completely vermin proof & to accommodate incomer/outgoing MCCBs and
TPN copper bus bar of rating not less than the 1.5 times the rated capacity of the incomer MCCB.
The TPN bus bar shall be insulated with colour coded heat shrinkable sleeve and shall be mounted
on suitable size ‘F’ class insulator made on non hygroscopic, non combustile , track resistant, high
strength FRP/SMC/DMC material at an interval not more than500mm through out the length of the
TPN bus bar.
The Cubicle incomer MCCB as well as outgoings shall have copper TPN extension links
of current carrying capacity not less than 1.5 times the rated capacity of individual feeders .The
extension links shall not be less than 300 mm long supported on suitable size ‘F’ class insulators
made up of non hygroscopic, non combustile, track resistant, high strength FRP/SMC.DMC material
having provision for termination of incomer and out going cables. All inter connection between the
main bus bar as well as outgoing feeders shall be carried out with TN copper bus bas of rating not
less than 1.5 times rated capacity of individual outgoing feeders & should be insulated with heat
shrinkable PVC sleeves, All control wires shall be with 2.5 sqmm milti strand copper conductors
and shall be properly bunched, tied, ferruled for proper identification and crimped with adequate
size of luas.
The cubicle shall have a bottom channel of size 75 x 40mm duly coated with zinc metal
coating having thickness not less than 100 microns. A detachable predrilled gland plate of thickness
3.15 mm powder coated should be used at bottom. The inner shell shall be of powder coated
Siemens grey structural RAL 7032 shade. The degree of protection for inner shell shall be IP-42.
& carry the following items (no incoming and outgoing MCCB/MCB as per requirement) :

*2 Outgoing : (a) MCCB 100Amp, 4 pole , 16KA,415 Volts , 50Hz thermally adjustable

Supply, installation, testing and commissioning outdoor type micro-processor based power factor
correction system (MPFCS) of aggregate capacity ^(100 KVAR distributed in steps of 10 stages of 7.5
KVAR each with configuration (25+7.5x10) KVAR) having auto switching system for each stage in the
form of electromagnetic making and breaking of contacts, as per the varing load sensed by the micro-
processor. The electromagnetic switching system used for energizing each capacitor stage should have
the current carrying capacity not less than 1.5 times the charging current of the respective stage. Each
switching stage shall carry a backup protection in the form of triple pole MCB of rating not less than 2
times the charging current of individual stage. Each switching stage shall have 22.5 mm dia 230 Volts,
AC, ON/OFF indication of LED type. The system should have option to run it on fully automatic and
manual mode. In manual mode, the system may be operated by the use of 22.5 mm diaactuters
provided on the front fascia. Self-adhesive computer cut viny letters shall be used for switching stage
identification. MPFCS shall essentially consists of the following :-

shall be used to make the inner shell completely vermin proof & to accommodate incomer/ outgoing
MCCBs/MCBs and TPN copper bus bar of rating not less than the 1.5 times the rated capacity of the
incomer MCCB. The TPN bus bar shall be insulated with colour coded heat shrinkable sleeve and shall
be mounted on suitable size. ‘F’ class insulators made of non-hygroscopic, non combustible, track
resistant, high strength FRP/MC/DMC material of an interval not more than 500 mm throughout the
length of the TPN bus bar.

The incomer MCCB as well as outgoing shall have copper TPN extension links of current carrying

the unit to show three phase availability at the outgoing of incomer with back up protection by 2 Amp
MCB SP.
c) Movable inspection halogen lamp 60 Watt movable non-ferrous chromium plated arm fitted on

4.1 AIR CONDITIONING
4.1.2 Unit of Refrigeration : The practical unit of refrigeration is expressed in terms of “tone of
refrigeration”(Written as TR). A tone of refrigeration defined as the amount of refrigeration effect
produced by uniform melting of one tone (1000 Kg) of ice at 0 0C in 24 Hours.
4.2.1 Thumb Rule Formula : From the thumb rule formula given below the approximate
capacity (Tonnage of A/C Plant) can be derived before the detailed heat load calculation.

(a) Drawings :
(i) Site plan showing orientation of the building proposed to be air conditioned
and surrounding areas.
(ii) Plans of building/building portion showing location & sizes of Windows,
doors, attic space etc. and building materials used in construction with their

(c) Equipment & Lighting Load : Equipment details and their loads in watt should be
given by the users. Suitable diversity factor should be applied wherever required.
(d) Occupancy load : Maximum occupancy of people at any time and their nature of
work to be given by users.
(e) Outside design conditions : Outside design conditions for most of the stations
are given in table 1 for non mentioned stations the same may be obtained from
meteorological department or nay other reliable source.
4.2.3 A Convenient form (air conditioning Survey sheet) for recording above information is given
in annexure ‘A’.

A convenient form for recording various steps involved in heat load calculations is given in
annexure ‘B’.
4.3.1 Solar heat gain through glass area varies from hour to hour from day to day and from latitude to
latitude. From the table 2 & 3 it may be worked out easily. Latitude & altitude of most of the important
stations have been given in table 1. Using method of interpolation solar gain for any degree of latitude
can be worked out from table 2. If any difficulty is experienced in working out correction factor, it may
be ignored. Even in this case accuracy of result will be 99% of more. The following approximate values
may also be taken by those who are unable to understand table 2 & 3.
4.3.2 Solar & Transmission Heat Gain through wall & Roof : Heat transmitted through building
material is calculated separately for each wall, roof etc and is given by the formula :-

Where f0 and f1 are outside and inside air film coefficients. x1, x2, x3 ………… are thickness of
building materials in metre forming the wall and k1, k2, k3 ……….are their conductivities. Conductivities
& conductance of various materials are given in table 4 Part A& B respectively. For homogeneous
materials conductivity and or heterogeneous materials conductance is used.
(b) U Values have to be calculated for all the different types of walls, floors, roofs doors
except in case type form a portion between two conditioned spaces.
(c) In case there is attic space combined ‘U’ for roof and ceiling is given by

4.3.3 Transmission Gain Except wall & Roof :- Heat gain though glassed due to temperature
differences and heat gain though partition walls, doors , floors , ceiling are worked out and recorded
in heat load estimation form in the same way as done above.
(e) Since 100% air coming from outside does not come in contact of cooling coil and
some portion of air passes through the cooling coil without contacting the cooling coil and is
known as by pass air. Bypass air directly goes in conditioned space and gives load in room.
(1- BF) times outside air passes through cooling coil and gives load on cooling coil.
By pass factor for various types of cooling coil and various types of application are given in table 8
& 9 respectively.
All above information should be rec ordered as appropriate places given in heat load estimation
form.
4.3.5 Internal Heat Gain ;- Internal heat gain from people and electric motor may be
obtained from table 6 & 7 respectively and to be recorded at appropriate places in the form.
4.3.6 Add up all the sensible and latent heat gains in Watts calculated above separately. Add 5-
10% to cater for factor of safety heat gain through ducts and system heat gain to get the total heat
gain and divide this by 3517 to get tonnage of the plant required
4.3.7 A convenient from for recording various parameters during Central AC Plant test given
inTable-12 .
4.3.8 A conversation table of units from one system to another has been given in the annexure
’C’.

of capacity. This system is suitable for area between 100 to 1000 Sqm. Normal life is 7 years.
(iv) Central AC Units : They are suitable for larger areas. Excellent control over
temperature, humidity, clean air, air changes and noise. A properly designed central AC
Plant is reliable, effective and energy efficient. Hence for air conditioning areas in excess of
1000 Sqm. Central AC Plant is preferred. Normal life is 7 years.
