TECHNICAL SPECIFICATION
4.5
"Act" or "Electricity Act, 2003" shall mean the Electricity Act, 2003 and include any
modifications, amendments and substitution from time to time;
“Capacity Utilization Factor (CUF)” shall have the same meaning as provided in CERC
(Terms and Conditions for Tariff determination from Renewable Energy Sources)
Regulations, 2009 as amended from time to time.
For illustration, CUF shall be calculated based on the annual energy injected and metered at
the Delivery Point. In any Contract Year, if ‘X’ MWh of energy has been metered out at the
Delivery Point for ‘Y’ MW Project capacity, CUF= (X MWh/(Y MW*8766)) X100%;
“Commercial Operation Date (COD)” shall mean the date of which entire project is
successfully commissioned and connected to grid.
“CTU” or “Central Transmission Utility” shall mean the Central Transmission Utility as
defined in as defined in sub-section (10) of section 2 of the Electricity Act 2003;
“PROJECT CAPACITY” shall mean the maximum AC capacity at the delivery point that
can be scheduled as per applicable regulation of scheduling and forecasting of power.
“Project Location” means the area identified by the Bidder, comprising village(s), Tehsil(s)/
Taluk(s) and District(s) within a State, where the Project is being implemented;
“Scheduled Commissioning Date” shall be the date on which project is scheduled to fully
commissioned as per relevant section of tender document.
“Selected Bidder or Successful Bidder_” _shall mean the Bidder selected pursuant to this
tendering process to set up the Project and supply electrical output.
“STU or State Transmission Utility_” _shall mean the Board or the Government Company
notified by the respective State Government under Sub-Section I of Section 39 of the
Electricity Act, 2003;
If not otherwise stated, employer or Owner shall mean “SJVN Green Energy Limited” in
this document.
4.1.2. INTERPRETATIONS
i. Words comprising the singular shall include the plural & vice versa.
ii. An applicable law shall be construed as reference to such applicable law including
itsamendments or re-enactments from time to time.
iii. A time of day shall save as otherwise provided in any agreement or document
beconstrued as a reference to Indian Standard Time.
iv. The table of contents and any headings or sub headings in the Technical
Specification has been inserted for case of reference only & shall not affect the
interpretation of this tender.
4.2.1. Introduction
SJVN Green Energy Limited (SGEL) intends to set-up of ISTS Grid-connected Wind
Power Projects anywhere in India for total capacity up-to 300 MW (Project I: 100 MW
under SECI Wind Tranche -XIII and Project II: 200 MW under SECI Tranche -XIV).
Accordingly, offer from the interested EPC vendors of Wind Energy Projects are invited
as per scope given in this tender documents.
The Projects to be selected are for an aggregate capacity of upto 300 MW based on
Wind Power Technology.
Important Notes:
(iii) Bidders must make note of the information pertaining to bay availability at
a particular substation and understand the scope of arranging connectivity for
the offered project before submission of the bid.
Bidder can be allowed for the change the point of interconnection substation if
permitted by its Customer/Power Purchaser however such change of
interconnection substation shall not entitle the bidder for any relaxation in
schedule date of commissioning of the project and such change shall be
without financial implication to SGEL.
(v) In case the total number of Projects awarded at a substation does not match
with the available bay structure, or the awarded Project capacity at one bay
(vi) The Bidders are free to change the State on account of land and connectivity,
however, the Bidder is to ensure that the AEP for the new location is not less
than the quoted AEP. Any delays in obtaining connectivity/LTA and
subsequently, compliance with commissioning of the Project on account of
the above, shall be borne by the Bidder.
e. During the O&M, the bidder shall provide the necessary support to comply with
CERC/SERC regulations on Forecasting, Scheduling and deviation Settlement, as
applicable.
f. The successful bidder shall be required to facilitate and provide required
document fulfilling the connectivity requirement to enable SGEL to apply for
connectivity at the Bidder’s identified substations within appropriate time. SGEL
shall apply for the connectivity for the substation as identified and facilitated by
the bidder and pay all the charges for ISTS connectivity as per applicable
regulation however Bidder shall be solely responsible for the arrangement of
connectivity for the project awarded to him.
SGEL will pay connectivity fees once (For First Application). In case of
cancellation or change of connectivity, all necessary fees along with any
technical and commercial implication shall be the responsibility of bidder.
g. After obtaining connectivity approval from CTU, it shall be bidder’s
responsibility for complete co-ordination for works from wind project to ISTS
substation including R.O.W, transmission line route survey, collecting bay
allocation details, clubbing of transmission line with other project developers
before entering into ISTS substation as per CERC connectivity regulation
requirements, inputs for prior approval under section 68(1), subsequent approval
under section 164 if intended by bidder, line termination and associated works.
Cost associated with all these works shall be borne by bidder.
h. As owner of the Project, SGEL’s responsibility shall be limited to submission of
application for approvals based on bidder’s request and authorizing EPC agency
for required site/office visits.

i. Two or more Projects can be connected to a common pooling substation from
which the pooled power can be transferred to the CTU substation through a
common transmission line subject to the following conditions;
i. Acceptance of such an arrangement by SGEL/CTU/RLDC.
ii. Energy injected by each Project will be distinctly identified at Pooling
Substation with independent tariff class energy meter suitable for time
based recording of export/import of active and reactive energy from/to
project.
iii. The billable energy accounts will be divided and clearly demarcated for the
power generated at each wind project at CTU substation if there are more
than one developer connected to the same evacuation line from the project.
iv. In case of shared Pooling substation, losses in the transmission line
between the Pooling substation and the CTU substation, shall be
apportioned among the WPDs who share such a Pooling arrangement, based
on their monthly generation.
j. Bidder to note that offered Project shall have no sharing of internal power
evacuation system with any other project stake holder till Power
Transformer at Pooling Sub-station. Sharing is allowed only after
termination of HV side of Power Transformer on 220 kV or above bus
system.
4.2.2.5. Statutory Compliance
a. Bidder has to comply with all the latest statutory requirements including CEA grid
connectivity standards, technical standards, plant and equipment safety standards,
MNRE guidelines/OM/Advisory/Clarifications. The wind energy plant should
fully comply with the Grid Connectivity Regulation as per Central Electricity
Authority (Technical Standards for Connectivity to the Grid) Regulation, 2007
with all latest amendments including Central Electricity Authority (Technical
Standards for Connectivity to the Grid) (Amendment) Regulations, 2019 and CEA
(technical standards for construction of Electrical plants and electric Lines)
Regulation 2010 and amendment thereof.
i. 2x60%
Note: 0.95 Power Factor shall be considered for sizing of Power
Transformer.
c. The bay construction, if required, at ISTS substation is in the scope of the bidder
and the total cost including applicable PGCIL consultancy charges for the same
shall be borne by the bidder. As per the present connectivity procedure, bay
execution work at ISTS substation is carried out by ISTS licensee backed up
by bay construction BG to be submitted by SGEL.
d. However, if the bay execution work at ISTS substation is not granted by CTU as
ISTS system due to scheduled commissioning period or any other reason, it shall
be the responsibility of bidder for the execution of bay work along with complete
integration with ISTS system following the latest Technical Standard for
Construction of Substation and Switchyard published by CEA, data
communication etc. as per requirement. All charges payable for the bay related
works and co-ordination with ISTS licensee shall be in bidder’s scope. The ISTS
coordination works, interface systems, software/hardware, data integration,
telemetry data, RLDC/SLDC/CEA/STU requirements etc. as required for
completeness of project commissioning are included in bidder’s scope. The
capacity of transmission system from wind plant to substation shall comply with
connectivity regulations and procedures. All equipment/hardware required for
termination as well as equipment support structure and civil works for
completing the connectivity of the system up to interconnection point is in the
scope of the bidder.
e. Bidder can evacuate the power using single circuit or multi-circuit configuration
(complying with applicable connectivity regulations).
f. The O&M agreement for common shared transmission infrastructure shall be
executed by bidder/lead generator with SGEL before release of final payment of
EPC to the contractor.
4.2.2.7. Power Generation Criteria
a. The Bidder will declare the annual AEP of their Projects at the time of
submission of bids. The CUF offered by the bidder is no case less than the 32%.
b. SGEL shall verify the annual AEP from National Institute of Wind Energy
(NIWE). The AEP calculated by NIWE shall be final and same will be used for
bid evaluation.
c. Bidder shall submit following data, which include but not limited to, along with
the bid for the calculation of AEP by NIWE.

a. The Bidders are required to obtain all necessary clearances and permits as
required for setting up the Wind Power Projects, including but not limited to the
following:
d. The Bidder should ensure that application for all the necessary approvals,
permits and clearances is made not more than 120 days from the LOA/LOI to
Bidder, which shall be complete in all respects, incorporating the
clarifications/changes as required by the concerned authorities. The above
timeline shall be adhered to, in order to examine cases where the Bidder faces
delay in grant of the necessary approvals and permits to SGEL, for a period
substantially greater than the standard period of grant of approval by the
respective organizations.
e. Bidder shall be responsible to arrange all the input and provide necessary
support and facilitation to SGEL to ensure that application are made before
standard period of grant of approval by the respective organizations.
a. The Bidder shall be entirely responsible for acquiring the land required for
setting up the project and SGEL shall not in any manner be responsible for the
same.
b. The Bidder shall arrange documents/Lease Agreements/Outright purchase
documents to establish possession/right to use 100% (hundred per cent) of the
required land in the name of the SGEL for a period as mentioned in the tender
document, on or before the Scheduled Commissioning Date (SCD).
c. With respect to demonstration of land possession by the Bidder,
commissioning of the Project will not be allowed until the demonstration of land
possession by the Contractor. However, in case of delays in demonstrating land
possession by the Bidder on account of Government delay (including but not
limited to delay in land use pattern change, and/or relaxation under respective
State land ceiling Act, and/or land lease permission from State
Government/Authorities) or delay caused due to a Force Majeure, suitable
relaxation may be provided, basis that Contractor has completed all the procedure
on their part for Ownership Transfer/Right of Use of land in favor of SGEL.
Bidder shall provide necessary documentary support (required if any) during the
financial closure of project.
The Inspection and acceptance of the Works, as above, shall not absolve the Contractor
from any of his responsibility under this Contract.
The Contractor shall be responsible for interconnection of wind power plant with the
identified grid, so as to export power from wind power plant. Therefore, the contractor
shall install metering equipment, etc., and carry out the inter connection prior to the final
commissioning of the wind power plant.
4.2.2.12. Commissioning
The Commissioning of the Projects shall be carried out by the Bidder in line with the
Commissioning Procedure. The witness and validation of the commissioning procedure
on site may be carried by SGEL or SGEL’s authorized individual, committee, or
organization. Commissioning certificates shall be issued by the State Nodal
Agency/State electrical utility/SGEL or Any equivalent agency after successful
commissioning.
ii. The projects with capacity more than 100 MW can be commissioned in parts of
at least 50 MW each, with last part being the balance capacity.
Bidder to note that the Scheduled Commissioning Date will not get altered due to any
part- commissioning of the plant. In case of part-commissioning of the Project, land
corresponding to the part capacity being commissioned, shall be required to be under
possession/Right of uses of SGEL, prior to Intimation of project ready for
commissioning of the said part capacity. Irrespective of dates of part
commissioning, the O&M or Defect Liability period (DLP) shall start from the
date of full commissioning of the projects.
4.2.2.12.2. Commissioning Schedule and Liquidated Damages not amounting to Penalty for
delay in Commissioning
The above shall be treated as delays beyond the control of the bidder and SCD shall
be revised as the date as on 50 days subsequent to the readiness of the Delivery Point
and power evacuation infrastructure and/or operationalization of LTA. Decision on
requisite extension on account of the above factor shall be as taken by SGEL.
The following two milestone dates for commissioning may therefore be observed and
may fall onseparate dates:
a. Inter connection with Grid: This may be provided by the PGCIL on the
request of the Owner (SGEL) which would be based on the bidder’s request, to
facilitate testing and allow flow of power generated into the grid to avoid
wastage of power.
b. The Commissioning of Project: This will be on a date, when the Project meets
the criteria defined for project commissioning. SGEL or SGEL authorized
individual, committee, or organization shall declare the project commissioned on
site.
4.2.2.15. Deleted
4.2.2.16. Metering
4.3.1.1. The scope of the proposal shall be Design, Engineering, Supply, Erection, Testing, and
Commissioning of 300 MW (Project 1-100 MW, Project -II 200 MW) ISTS connected
Wind project along with Switchyard and Power Evacuation system up to CTU Sub-
Station for the allocated capacity. The scope also includes Ten (10) years Operation and
Maintenance (O&M) of the Wind plant including Switchyard, transmission lines.
4.3.1.2. All Works to be carried out as per the Scope detailed in this specification shall be in
accordance with the requirements, conditions, appendices etc. given in Technical
Specifications (Section-IV) together with those stated in other Sections/Sub-sections of
Bid Documents, which shall be considered as a part of this volumes completely as if
bound herewith. Further, all the works to be carried out under the scope should also
comply with all the technical requirements of RfS document issued by the SECI for this
project.
4.3.1.3. It is not the intent to specify herein all aspects of design and construction nevertheless,
the equipment and civil works shall conform to all aspects to high standard of
engineering, design and workmanship and shall be capable of performing in continuous
commercial operation in a manner acceptable to the Employer, who will interpret the
meaning of the Technical Requirements/ specification and drawings and shall have a
right to reject or accept any work or material which in his assessment is not complete to
meet the requirements of this specification and/or applicable Indian / International
standards mentioned elsewhere in this specification.
4.3.1.4. The Contractor shall be responsible for providing all materials, equipment and services,
specified or otherwise (unless specifically excluded) which are required to fulfill the
intent of ensuring operability and the reliability of the complete Wind Plant covered
under this specification.
4.3.1.5. Bidders are requested to carefully examine and understand the specifications /Technical
requirements and seek clarifications, if required, to ensure that they have understood the
specifications. Such clarifications should be sought within the time period as stipulated
in section ITB. Bidder’s offer should not carry any sections like clarifications,
interpretations and/or assumptions.
4.3.1.6. Before submitting his bid, the Bidder should inspect and examine the site and its
surroundings and should satisfy himself as to the nature of soil, the quantities and nature
of work, materials necessary for completion of the work and their availability, means of
access to site and in general shall himself obtain all necessary information as to risks,
contingencies and other circumstances which may influence or affect his offer. No
consequent extra claims on any misunderstanding or otherwise shall be allowed by the
Employer.
The scope of the contractor shall be deemed to include all equipment, materials and
services which although are not specifically mentioned in the bid documents and/or in
contractor’s proposal but are necessary for the satisfactory operation of the Wind
project and its integration with evacuation system of ISTS network.
Further, the contractor will confirm that vendors/Suppliers for WEGs, Towers, Rotor
Blades, Cables, Switchyard & Transformers are complying with the requirements of
respective clauses of Technical Specifications.
The change of vendor’s post award is not accepted, however, in case of extreme
exigencies, request for inclusion of vendors will be done on case to case basis. For
such inclusions, contractor will provide detailed justification and other technical and
functional requirements as envisaged in the contract document/TS.
For all other items / services, Bidder shall furnish the list of sub-vendors approved by
the Bidder’s organization approved vendor selection/assessment policy. The
approved sub vendor for other items shall be considered deemed approved by the
Employer.
4.3.9. Testing
All the acceptance tests and Routine Tests, inspection at manufacturer's works as well
as at site shall be carried out strictly as per specifications, relevant standards and in
accordance with the Quality Assurance Plan and reports which shall be submitted to
Employer.
4.3.10. Warranty
The contractor shall provide the warranty for the equipment as mentioned below:
a. WEGs must have design life of 20 years and warranted for minimum 5 years for
any defect.
b. The mechanical structures, electrical works and overall workmanship of the grid
connected Wind plants must be warranted for a minimum of 5 years.
4.3.11.2. All Construction and O&M of the Plant shall be carried out through appropriate
relevant Standards, regulations and procedures laid by IMPLEMENTING AGENCY
/MNRE /CEA / CERC /CTU/ SERC / CEIG / GUVNL/ GETCO and other statutory
and regulatory authorities as and when applicable. Further, this shall comply the
applicable labour laws. The Contractor shall make himself aware of the same and shall
not solely depend upon the Employer.
4.3.11.3. The Contractor shall make all required Liaisoning /co-ordination with the concerned
agencies for obtaining such approvals including Chief Electrical Inspector General,
STU/ CTU, Statutory Authorities, concerned power utilities etc for
interconnection/synchronization of the wind power plant with the State/central Grid, so
as to commence utilization of power generated from wind power plant soon after its
commissioning.
4.3.11.4. The Contractor, in its own interest, is advised to get fully acquainted with the approvals
and clearances within the state where the Wind Power Project is to be developed and
obtain for himself on its own all information that may be necessary for such approvals
and clearances.
However, the revised rates should be in line with the rates in vogue at that time and is to
be finalised in the first half of the 5th year.
Further, the escalation is capped and shall not be more than 5% per annum of the 5th
year cost quoted by the bidder for 6th year and also for subsequent years with respect to
the preceding year.
The Detailed scope of O&M Services has been specified in relevant clause in this
document.
b. The SCADA System shall be built over Industrial IoT architecture with
integrated Analytics, secure web access, enterprise software and Database in
accordance with respective clause of TS. It shall be able to provide real time
online data (including but not limited to irradiance, plant generation
(instantaneous/daily/monthly/yearly), daily peak generation, temperature, wind
speed etc.) to MNRE/SGEL/State Agency or any other Regulatory Agency as
per requirement.
4.4.1. Introduction
This part covers general technical requirements, which will form an integral part of
the Contract. The following provisions shall supplement all the detailed technical
requirements brought out in this section.
All equipment furnished by the Contractor shall be complete in every respect, with all
mountings, fittings, fixtures and standard accessories normally provided with such
equipment and/or those needed for erection, completion and safe operation &
maintenance of the equipment and for the safety of the operating personnel, as
required by applicable codes, though they may not have been specifically detailed in
the respective specifications, unless included in the list of exclusions.
All similar standard components/ parts of similar standard equipment provided, shall
be interchangeable with one another.
4.4.3. Codes and Standards
4.4.3.1. All the works shall be carried out as per the standards/codes (IEC, IS etc.) referred in the
Technical requirements/ specification or internationally accepted equivalent standard.
All the standards and codes of practice referred to shall be the latest editions including
all applicable official amendments and revisions. In case of conflict between this
specification and those codes/standards referred the later shall prevail.
Unless covered otherwise by Indian codes & standards and in case nothing to the
contrary is specifically mentioned elsewhere in the specifications, the latest editions (as
applicable as on date of Issue of NIT), the International/ National standards such as JIS,
ISO, SEL, SEW, IEC, EN & ASTM shall also be considered as far as applicable for
Design, Manufacturing and Testing of the respective equipment.
4.4.3.2. In addition to the codes and standards specifically mentioned in the relevant technical
specifications for the equipment / plant / system, all equipment parts, systems and works
covered under this specification shall comply with all statutory regulations and safety
codes as applicable in India as well as of the locality where they will be installed
including the following:
a. Bureau of Indian Standards (BIS)
b. Indian electricity act
The Contractor shall be responsible for the selection and design of appropriate
equipment to provide the best coordinated performance of the entire system. The basic
requirements are detailed out in various clauses of the Technical Requirements/
Specifications. The design of various components, assemblies and subassemblies shall
be done so that it facilitates easy field assembly and dismantling. All the work shall be
done while complying fully to or above minimum standards specified in this
specification.
The Contractor shall be responsible for the selection and design of appropriate
equipment to provide the best coordinated performance of the entire system. The basic
requirements are detailed out in various clauses of the Technical Specifications. The
design of various components, assemblies and subassemblies shall be done so that it

facilitates easy field assembly and dismantling.
Any changes of the design of any part of the Works, which may become necessary after
signing the Contract, have to be submitted in writing to the Engineer in-Charge for
approval, being sufficiently substantiated and justified. However, there shall not be any
cost implication due to these deviations on the employer.
4.4.10. Standardization of Works
Every effort shall be made to standardize parts and spares so as to minimize costs
throughout the Works in order to facilitate keeping stocks, maintenance, replacement,
inter changeability, etc.
4.4.11. Availability and reliability
The Contractor shall design each equipment, system or subsystem to provide 99 %
availability, reliability, low maintenance and ease of maintenance. The Contractor shall
optimize the various systems and subsystems to minimize the number of different
components and associated spare parts.
4.4.12. Material of Construction
All materials used for the construction of the equipment shall be new and shall be in
accordance with the requirements of this specification. Materials utilized for various
components shall be those, which have established themselves for use in such
applications.
4.4.13. Safety
4.4.13.1. Handling provision: Lifting lugs, brackets, eyes, and other items required for attaching
lifting devices shall be provided on all the major components of the equipment for safe
handling. Lifting devices like lifting tackles, slings, etc. to be connected to hook of the
hoist / crane shall be provided by the contractor for lifting the equipment and accessories
covered under the specification.
4.4.13.2. Safety of operation: All equipment and services provided under this contract shall abide
by commonly accepted standards for safety of operation.
4.4.14. Rating Plates, Name Plates & Labels
Each main and auxiliary item of plant including instruments shall have permanently
attached to it in a conspicuous position, a rating plate of noncorrosive and non-
hygroscopic material upon which shall be engraved manufacturer's name, equipment,
type or serial number together with details of the ratings, service conditions under
which the item of plant in question has been designed to operate, and such diagram
plates as may be required by the Employer.
4.4.15. Protection and preservative shop coating
a. All coated surfaces shall be protected against abrasion, impact, discolouration
and any other damages. All exposed threaded portions shall be suitably
protected with either metallic or a non-metallic protection device. All
primers/paints/coatings shall take into account the hot humid, corrosive &
alkaline, subsoil or over ground environment as the case may be. The
Contractor’s scope of work includes painting of all equipment and structures.

The quality and finish of paints shall be as per standards of BIS or approved
equivalent.
b. Preservative Shop Coating: All exposed metallic surfaces subject to corrosion
shall be protected by shop application of suitable coatings. All surfaces which
will not be easily accessible after the shop assembly, shall be treated
beforehand and protected for the life of the equipment. The surfaces that are to
be finish-painted after installation or require corrosion protection until
installation, shall be shop painted with at least two coats of primer.
c. Transformers and other electrical equipment if included shall be shop finished
with one or more coats of primer and two coats of high-grade resistance enamel.
The finished colors shall be as per manufacturer's standards, to be selected and
specified by the Employer at a later date.
d. Shop primer for all steel surfaces, which will be exposed to operating
temperature below 95°C shall be selected by the Contractor
4.4.16. Mechanical Works and Steel structures
4.4.16.1. Materials
a. Materials shall be new and of high-grade quality, suitable for the purpose, free
from defects and imperfections, and of the classifications and grade meeting
specification requirement. Material specifications, including grade or class shall
be shown on the appropriate drawings.
b. All materials or parts used in the equipment shall be tested in conformity with
the standards.
b. The Contractor shall be responsible for the determination and details of all loads
and forces exerted by his equipment and transferred to the foundation.
All instrument scales and charts shall be calibrated and printed in metric units and
shall have linear gradation. The ranges shall be selected to have the normal reading at
75% of full scale.
All scales and charts shall be calibrated and printed in Metric Unit
a. Only those sites shall be accepted where wind resource assessment (WRA)
has been carried out by installing wind mast of preferably equal to hub height or
at least 2/3 hub height of WTG offered and by using the derived wind-data for
at least continuous one-year period as per established industry practices/
NIWE/ MNRE latest guidelines. The sites should have authentic WRA data to
ensure estimation of long-term energy output from the windfarm to meet the
techno-commercial viability of the project.
b. It is desirable that the bidder furnishes wind data and energy output records of
adjacent wind-masts and wind farms during recent years for energy estimation
validation for correlation of data with the offered wind farm.
c. A single site would be defined as the cluster of WTGs installed at the same
location connected to a single pooling sub-station.
d. The farthest wind turbine of wind farm in the offered site shall not be more
than 10 km away from the reference wind mast to enable Owner/NIWE to
carry out prediction of estimated energy yield of the offered wind farm for
long term basis with reasonable accuracy.
e. Bidders shall not site wind turbines within 500 m of any dwelling for the
mitigation of noise.
f. In case of land purchased on foot print basis, developer shall leave minimum

boundary marked by four (4) nos. stone pillars of approx. 1’(H) x 6’’(W) x
6’’(L) above the ground.
b. During the execution of the project, in case it becomes necessary for the
Contractor then changes in positioning of WTGs within the offered wind farm
location may be accepted by Owner without any additional cost and/or
compensation thereof. Further, the Bidder is to ensure that the AEP for the
new location is not less than the quoted AEP. Further, scheduled
commissioning date (SCOD) of Project shall not be altered due to change of
positioning of WTGs.
a. Bidder shall indicate the area of land required for installation of each WTG as well
as for approach road/ internal roads, administrative building, control room, store,
office, amenities, water arrangement, extensions, etc. wherever required/
applicable, for the wind farm to be transferred/ sub-leased/ leased to the owner
(SGEL). In case of private land, the land shall be outright purchased and transferred
to the owner (SGEL) or registered lease for 28 years shall also be accepted. In case
of Government Land, the land shall be leased / sub-leased to the owner (SGEL).
b. Roads, administrative building, control room, store, office, etc. may be on sharing
basis but bidder will give documentary proof showing that land for such purposes
belongs to him or have right of way/ use.
c. Bidder shall be responsible for all land development activities, obtaining all
clearances related to land development and civil works.
d. Bidder shall comply with all the rules and regulations already in force and formed
by the statutory and local bodies effective at the time of Land Transfer/Land Lease
to the owner. All expenses required to be incurred for the above including statutory
fees, stamp duty, logistic expenses etc. shall be borne by the bidder/contractor.
a. Clear possession of 100% of the land identified for the project. In this regard the
Bidder shall be required to furnish documents/lease agreements to establish
possession/right to use 100% of the required land in the name of the Owner
(SGEL) for a period not less than 28 years from the issuance of LOA. In case of
leasing of Government land, appropriate state regulations regarding tenure of
lease agreement shall be applicable. In case the land is in the name of the bidder’s
Affiliate, the land should be transferred in the name of the owner prior to
Scheduled Commissioning Date.
b. In case of Forest land, the bidder already having in principle approval of MoEF,
Govt. of India either in his favour or in favour of Third party for diversion of
offered Forest land for use in implementation of wind power project(s) under
Section 2 of Forest (conservation) Act, 1980:
The bidder shall furnish land details, copy of in principal approval of MoEF,
Govt. of India, agreement of bidder duly notarized with third party with a
commitment to lease / sub lease such land to Owner without any consideration.
In addition the bidder shall give an undertaking for discharging the obligations
and complying with the directives given by MOEF in its approval letter within
completion time of the project.
c. Contractor is required to complete the due diligence required for the land to
ensure that offered land is free from all the encumbrances and encroachment.
Contractor shall ensure that title of the land is marketable and suitable for
registered lease for required period or mutation in case of transfer of land to
SGEL
Bidder shall be required to offer the following documents to SGEL as a
minimum.
i. Title Search report of period not less than 30 years validated by
Registered Lawyer or Law Firm appointed by Contractor, certifying that
the offered land title is undisputable, marketable and suitable for
registered lease or Ownership transfer without claim and protest.
Report shall clearly indicate name(s) of the titleholder(s) of the land.
ii. Encumbrance certificate/letter from competent land registering authority
iii. Available permit/NOC/approval for the land for setting up wind project
on the offered land and transfer/lease of land to SGEL.
iv. Required permit/NOC/approval or the land for setting up wind project
4.5.3.1. Installation of a Wind Mast at the Wind Power Project site along with all required
data loggers, sensors, etc., to collect required data for a maximum of 10 minutes
interval for adjudging the performance of the Wind Power Plant. Wind measuring
system should be of 16 quadrant type. The measuring instruments shall conform to the
requirements of relevant standards (IS/ IEC/ MEASNET etc.) and should have valid
calibration certificates of accredited test house.
4.5.3.2. The height of the wind mast shall be equal to hub height of the WTGs to be installed.
The wind mast shall be installed & made operational at least 15 days before the start
of power curve testing, to ensure proper data recording during the power curve test
period and shall remain installed at site till the power curve testing is carried out
successfully.
4.5.5.1. GENERAL
4.5.5.1.1. Micro siting of all the WEGs: The wind data can be collected from NIWE’s /
Developer’s / manufacturer’s own mast if data is available at the proposed location
for a minimum one year, but not older than 10 years from bid submission date, for

micro siting. The measurement height of the mast shall be equal to the hub height of
the proposed wind turbines or at least 2/3 of the hub height of the machines. The wind
data from reference wind mast having distance of maximum of 10 km (from last
turbine) for homogeneous terrain and 3.0 km for complex terrain only will be accepted
for Micro siting.
For wind data and wind mast availability, following conditions shall also be
considered
a. Case1 - Wind mast already available physically and registered with NIWE.
Bidder to submit wind mast data verifiedby NIWE.
b. Case 2 - Wind mast already available but not registered and data not verified by
NIWE: Bidder to submit the wind mast data verified by NIWE.
4.5.5.1.2. Design, engineering, manufacture, testing at works and supply at site of suitable LT
voltage, 50 Hz upwind, horizontal axis Wind Turbine Generators (WTGs) in the range
of 2000 kW and above rating complete with accessories as may be required for
erection, commissioning and successful continuous operation of project (s) capacity
Wind Energy Plant(s) with all interfacing equipment for feeding the identified grid.
The WTGs shall be equipped with current limiting devices and capacitors (if required)
so as to maintain power factor as desired by State grid.
4.5.5.1.4. Internal lines between WTGs, circuit breakers and associated work at the place of
interconnection with the evacuation system of the wind power plant.
4.5.5.1.5. Grid interfacing, including transformer, panels, VCB kiosks, protection equipment,
metering equipment, HT lines for evacuation of power from the wind power plant to
the nearest ISTS sub-station.
4.5.5.1.6. The Contractor will install energy meters for the export of power to the identified grid
substation and recording of import power from the grid with provision of dedicated
CT/PTs for metering if applicable.
4.5.5.1.7. There shall separate and Independent SCADA for the offered project with secured
communication between different nodes of the SCADA for plant monitoring and
relaying of data to LDC.
4.5.5.1.8. Laying of appropriate evacuation system for inter connection with the ISTS grid etc.
shall be provided for this project (on common usage on sharing basis wherever
applicable).
4.5.5.1.9. All items shall be carefully inspected and tested during manufacture and prior to
dispatch in accordance with the Quality Assurance Plan /standard practice of the
manufacturer mutually agreed with the Owner and as per the applicable standards of
inspection and testing. These certificates shall be supplied before the dispatch of the
equipment
(i) Wind data- Time series (speed and direction-10 min avg.) for a minimum
period of one year (continuous) for two levels (one level should be equal to the
hub height of the proposed wind turbines or 2/3 of the hub height of the
machine and another level should be below the hub height)
(ii) Digitized contour map at contour intervals of 2 meter for the proposed wind
farm site and 5 m for the surrounding wind farm including roughness
considered in the form of “.map” file as input to WAsP. The digitized map of
contour & roughness up to 10 km (in the homogenous terrain) and 3 km (in
complex terrain) from the offered WEGs and reference wind mast shall be
provided.
(iii) Certified Power Curve and thrust curve of the proposed machine. Proposed
machine should be listed in MNRE’s latest RLMM.
(iv) Exact positioning (co-ordinates) of each WEG with reference to contour map
along with neighboring turbine co-ordinates.
(v) Details of reference wind mast i.e.:
a) NIWE’s / Contractor’s own
b) Exact location of mast with respect to offered site giving coordinates and
elevation level
c) Height of the mast duly indicating sensor heights
d) Period of wind data of the mast considered for calculation.
e) Annual Air Density of the site.
f) The mast should have verified and data be vetted from NIWE/CWET in
advance of bid submission.
(vi) Details of Energy loss factors considered by the Contractor in arriving at net
estimated generation viz."
a) Machine Availability
b) Grid Availability
c) Array Efficiency
d) In addition to above, Contractor shall clearly indicate various correction
factors like air density etc.
e) Internal/transmission losses and consumption
f) Year to year wind variation
g) Other uncertainties
h) Any other factor
(vii) Contractor shall submit certified copy of Type Test Certificates. Validity of
certificates shall be until the end of Defects Liability Period.
(viii) It is mandatory that Contractor stand by the Type Test Certificates and data
submitted.
a. Upwind
d. Grid compatible
g. Having survival wind speed capable to withstand cyclonic effect in the offered
area.
b. The WTG shall be fitted with components as specified in the type certificate.
The make, type, rating and model of the components of WTG shall be specified
by the Contractor.
c. The WTGs shall be complete with all parts and components necessary for normal
operation
e. All materials, components and equipment shall be new, factory made and
designed to ensureeasy maintenance and from approved manufacturers.
g. A room erected near the tower shall protect equipment installed at the tower
base. In case of tubular tower, the equipment erected inside the tower base shall
be protected suitably taking into consideration the environment impact.
c. The WTGs shall have a minimum of two independent and fail-safe braking
systems of which at least one must be of the aerodynamic type.
d. The WTG operation and safety shall be governed by control and protection
system. The protection system shall be activated whenever the WTG is not kept
within normal operating limits due to Control System failure, effects of
internal/external failure, or on account of any dangerous event.
e. The Local Control System (LCS) of the WTGs shall be based on PLC/
microprocessor having facility for fiber optic cable/RF based communication
with Central Monitoring & Control Station (CMCS) with a facility for remote
control and a centralized remote monitoring system for control and monitoring
and database system. The CMCS being provided shall have a personal computer
for monitoring purposes under the scope of this contract for exclusive use by the
Owner’s personnel along with Ethernet option for remoteaccess facility.
g. The Contractor in its bid shall furnish the following design parameters:
i. The withstand capability for maximum 10 minute average wind speed at
hub height.
ii. The withstand capability, for maximum 2 sec gust wind speed at hub
height.
iii. The maximum operation wind speed, given as 10 minutes average wind
speed.
iv. The maximum electrical power output.
v. The maximum rotor revolution speed.
vi. The certified Power curve.
a. All materials, components and equipment shall function and work properly
b. All exposed steel parts of WTG system must be protected against corrosion for
its design life by using hot dipped galvanization, Polyurethane paint or its
equivalent as per relevant standards. In case of galvanization, minimum
thickness of galvanization shall be 110 micron.
4.5.5.3.5. Rotor
The rotor shall be so manufactured as to be least affected by the tropical weather at
site for its life, profile, surface smoothness, etc. The rotor should have its own
aerodynamic brake so that extra torque due to strong wind, gust, storm, etc. is only
marginally transmitted to the high-speed shaft of the gearbox if any. The blades shall
be sturdy enough to maintain its shape and alignment when kept in stalled or stopped
condition at any angle to the vertical and for a long period of time. Safety system of
the rotor assembly shall be of fail-safe design. The blades of the rotor shall have
in built lightning protection. This will be in addition to lightning protection
provided for rest of Nacelle equipment.
4.5.5.3.6. Transmission
The gearbox, if provided, shall be of proven and special design suitable for WTG
application from an experienced and reputed manufacturer for long and trouble free
operation. Standard components shall be used to give high reliability. The gearbox, if
used, shall be provided with a temperature sensor mounted in the sump for measuring
the oil temperature amongst other parameters. Information about the safety factor and
lifetime of all gear wheels, bearing, etc. shall be given in the bid. The transfer of
vibrations from the gearbox to the nacelle shall be minimized. The Contractor shall
mention as to how it is achieved.
4.5.5.3.9. Tower
a. The WTGs shall have identical towers, either RCC or lattice, tubular or hybrid
type fabricated from structural grade steel sections or plates. All exposed
portion of the tower and foundation bolts/anchor plates/stubs etc. shall be
galvanized or painted with anti- corrosion paint as per specifications & in
accordance with Indian/International standards. The tower shall be designed for
the dynamic loading imposed by the normal operation of the WTGs as well as to
withstand survival wind speed without any damage. The permissible tolerances in
fabrication of towers shall be as per the relevant Indian standards. Complete
details of the towers shall be furnished along with bid.
b. The towers shall be provided with facilities like lift & other convenient
climbing devices etc. for safe access to the nacelle and to the aerodynamic
brakes. The safety ropes & belts shall be made available by the contractor as
and when required during the construction period and O&M period. The
necessary foundation bolts should be supplied along with thetubular towers.
c. If tubular towers are offered and the local control panels and associated electrical
equipment are installed inside the tower, lockable door shall be provided at the
base of the tower. In case of lattice type or RCC tower, a separate electrical
room with adequate protection against weather and unauthorized entry shall be
provided.
d. The towers shall be painted with SGEL logo on one side.
4.5.5.3.10. The details of WTGs shall be furnished in the format provided in this document.
4.5.5.4.2.2. Tolerances exceeding above limits, must not harm/damage the installation in any way.
4.5.5.4.2.3. If the WTGs are to be stopped or tripped beyond limiting values mentioned above,
adequate time delay shall be incorporated for cooling of the electrical equipment in
accordance with the system design.
4.5.5.4.2.4. Contractor shall furnish the provisions for protection of the system or equipment
when boundary conditions are violated.
4.5.5.4.3. Generators
4.5.5.4.3.1. The generators may be three phase induction generators (asynchronous/synchronous
generators)/doubly fed induction generators/PMG (Permanent Magnet Generator)
compatible for 50 Hz grid connection, designed for tropical environment and in
accordance with Indian / International standards applicable for design and
manufacturing of generators which are also approved type by certifying agencies in
their approved valid type certificates
b. Rated frequency: 50 Hz
e. Power factor: Power factor at all generation levels shall not be less than 0.95
4.5.5.4.3.3. The generators shall be provided with temperature sensors installed in the stator
windings being part of the generator protection system.
4.5.5.4.3.4. If the systems design so demands, separate cooling fan with cooling fins and ducting
shall be provided for the generator. This fan should be automatically controlled
through temperature sensing device.
4.5.5.4.3.5. Generator windings etc. must be provided with special corrosion protection to cope
with condensation problems caused by the high relative humidity / temperature
gradient at the site.
4.5.5.4.3.6. Generator shall be protected against short circuit, earth fault, over current and
over/under voltage. Any special protection required shall also be provided.
4.5.5.4.3.7. Generators must be provided with drain hole. However, for DFIG/ permanent magnet
gearless turbine no drain hole is required.
4.5.5.4.3.8. Generator construction, electrical and mechanical, must withstand cut-in at anti phase
& cut out phase.
4.5.5.4.3.9. The rated output and voltage shall match the varying availability of Wind Energy on
one hand and all the possible grid connection on the other hand. In case variable speed
WTGs are offered, complete details of power electronics used for this purpose shall
be furnished along with the offer.
b. The capacitors must be connected when WTGs are running after the start
procedure is terminated. Safety equipment must be provided for switching off
the capacitors, when disconnected from the grid, to prevent rise in voltage
production. The capacitor banks must be installed with a protection class of
minimum IP 21.
c. The rated voltage of the capacitors must be equal to the WTGs nominal
voltage.
f. The total reactive power drawl (kVARh) from the grid on a monthly basis in
each of the metering points shall not exceed 5% of the active power exported.
g. In case of WTG model with double fed induction generator, the WTG without
capacitor bank shall also be acceptable. However, the WTG model shall
comply with the requirements of ISTS/CTU for power factor & the reactive
power.
Note :
Bidders are required to fulfill the dynamic reactive power compensation
requirements as per Central Electricity Working Group Report July 22.
Any financial implication to fulfill above requirement is in the scope of
bidder.
4.5.5.4.5. Start Up
4.5.5.4.6.3. The equipment to be supplied shall meet the requirements of state grid operating
parameters.
4.5.5.4.6.4. The power panel and its bought-out components shall be designed and manufactured
in accordance with Indian/IEC standards.
4.5.5.4.6.5. The 415V, 3 phase supply between power panel and transformer shall be protected
against short circuit by circuit breaker/ MCCB on distribution board. Lightning
arrestors must be installed at the control panel end for protecting against voltage
transients on the grid. The power panel frame shall be connected to earth at two points.
4.5.5.4.6.6. The switchboard must include outlets of sufficient rating and numbers to feed the
lights and sockets in the nacelle and in the shelter of the WTGs. Socket outlets and
lights must be kept powered or emergency lights shall be provided in the tower area
for safe movement, even when the WTG is stopped and all remaining electrical
installations are isolated from the grid.
4.5.5.4.6.7. The generator overload protection system must be combined with temperature
measurement of the generator windings to ensure maximum production time of the
WTGs even at low grid voltage.
4.5.5.4.6.8. A phase relay must cut out the generator, if any of the phases is missing. Relays and
computer systems must be fully functional at voltages drops up to -13%.
4.5.5.4.6.9. Voltage variations beyond (+/-)13% or ambient temperature above 45 degree C must
not harm/damage the systems with suitable protection mechanism.
4.5.5.4.6.10. A mushroom type emergency push button must be located on the switchboard
front.
4.5.5.4.6.11. A switch for preventing remote control operation must be located in the front of
the switchboard.
The LCS shall have the display features at WTG controller level.
d. Stop the WTG automatically whenever the grid supply fails and auto start of
WTG on resumption of healthy grid supply. The LCS shall be connected with
the Central Monitoring and Control System.
f. LCS shall release the WTG after a shutdown caused by grid failure and the
WTG shall start automatically, provided it was released by CMCS. The WTG
shall be restarted only manually under all other shutdowns. If the CMCS is out
of order, WTG shall be restarted manually only after all shut down. LCS must
be capable of reporting any shut down to the CMCS, giving enough information
to identify the cause of failure. All set points of microprocessor for operational
parameters/ limits, etc. must be adjustable. The LCS must not depend on
CMCS. If there is a fault in the CMCS, the LCS must continue to control the
WTGs and keep it under operable condition.
g. It should be possible from central monitoring and control system at the master
control room to control all the Wind Electric Generators, give commands,
record their various data and take out the printed reports of energy generated
and other operational & calculated data on demand, from each WTG or from the
whole wind power project, export/import of energy, etc.
4.5.5.4.8. Auxiliary power requirement for contactor/relays/control electronics etc. shall be met
through a UPS. Its capacity and backup shall be mentioned. Requirement of important
control element are mentioned below:
Minimum backup period for UPS shall be half (1/2) hour and accordingly battery
capacity shall be provided for UPS.
a. DC Power Supply shall be SMPS based suitable for wide input supply with
power boost facility, shall have reliable starting of loads and proactive alarm
signals and selective fuse breaking capability, UL/international certification
body (safety related), approved, safetyin acc. with EN 60950/VDE 0160.
f. Wireless Signal Transmission Device (for Analog, Digital & Data Signals), if
used, shall be based on Frequency Hopping Spread Spectrum (FHSS)
technology, operating the licensed free Band (Frequency shall be 2400-2480
MHz) with Diagnostic Indicationslike RF link status with relay outputs.
g. Terminal Blocks shall comply with IEC-947-7-1. All metal parts shall be
captive & made of copper alloys. Housing material shall fire retardant type and
suitable for vibration levelup to 5g.
4.5.5.5.1. At the Input side of Main Distribution Cabinet (690 VAC/ 415 VAC)
The device used in this application shall be based single spark gap, stage-I/Class B
type with rated voltage 440 VAC (for 690 VAC)/ 310 VAC (for 415 VAC) or above.
The surge current handling capacity of device shall be 50 KA of 10/350µs waveform
(between L-N) with a protection level of 2.5 KV (690 VAC)/ 0.9 KV (415 VAC). It
shall conformto the latest IEC-61643 guidelines.
4.5.5.5.2. At the Input side of AC Drive Cabinet (690 VAC/ 415 / 230V AC), UPS,PLC
Cabinets, Control Panels etc.
The device used in this application shall be of stage II, Class C type. The surge
current handling capacity of device shall be 10 KA of 8/10 µs waveform with rated
voltage of 600 VA C (for 690 VA C) / 310 VA C (for 415 VA C) or above. The
device shaft be pluggable, testable and shall have diagnostic functions like overload
Indication and potential free outputs. It shall confirm to the latest IEC 61643
guidelines.
The device (for the required 2-wire or 4-wire Interface) shall have the surge handling
capacity of 10 KA (Core-Core) & 10 KA (between Core-Ground). The device shall
be pluggable & on-site testable. It shall conform to the latest IEC 61643-21
guidelines.
4.5.5.7.1. All electrical frames shall be effectively connected to earth at two points at two
distinct locations at both ends. The earthing system and the combined earth resistance
requirements at each WTG or on equi-potential pattern shall be designed in line with
the provisions of relevant standards / guidelines & shall be acceptable to CEIG/
DISCOM.
4.5.5.7.2. The cover slab on the earth pit shall be adequately labelled as per the relevant
provisions of IE Rules.
4.5.5.7.3. All mechanical parts made of metal shall be bonded and connected to earth. The
earthing system must follow the relevant Indian standards including any statutory
requirements as provided in IE Act 2003 and followed by EB and CEIG.
4.5.5.7.4. The earth electrodes of WTG systems shall be provided as per EB/CEIG standards.
Contractor shall submit drawing showing the earthing arrangement for WTGs and
transformers.
4.5.5.8.5. Lightning protection provided for rotor blades, shall be highlighted indicating the
scheme and design details.
4.5.5.9. CABLING
4.5.5.12. TRANSFORMERS
a. Contractor shall furnish the technical particulars of step up transformers as per
format provided in this document.
b. The transformer should be type tested and type certificate to be furnished. The
transformers shall be, oil immersed, naturally cooled (ONAN), outdoor type with
tapping of +/- 2.5% to cover voltage rating of +/-5%. Additionally Dry Type step
up transformers(AN) shall also be acceptable for WTGs.
At Pooling Substation (PSS), Two Nos. (Main and Check) ABT class Special Energy
meter (SEM) complying with PGCIL or DISCOM specification, as applicable shall be
provided specific for SGEL project only. Energy meter shall be provided with 0.2s
classCT and 0.2 class PT as a minimum.
Metering system for the project(s) shall be in compliance with ISTS connectivity
requirement at PSS and GSS end.
Dynamic Model
1). Copy of dynamic model as per the connectivity
2). Updated dynamic model three months ahead of the proposed date of
first-timecharging
3). Following Reports also to be included along with the dynamic model:
b. The SCADA shall be OPC version 2.05a compliant and implement a OPC DA
2.05a server as per the specification of OPC Foundation. All SCADA tags must
be accessible through this OPC server.
4.5.5.16.1. The sensors shall be robust and reliable and calibrated by certified testing agencies
and the measured data shall fulfill the requirements of accuracy.
4.5.5.16.2. The Contractor shall monitor, operate and control the entire Wind Power Plant
through Central Monitoring Control Station (CMCS)/SCADA. The Contractor shall
make arrangements for the CMCS for this project. The following operation of the
individual WTGs shall be possible to carry out from CMCS:
a. Stop the WTGs
b. Start the WTGs
c. Reset the counters
d. Change the alarm limit.

Bidder shall supply one (1) no. desktop PC based Engineering Work Station (EWS)
and one (1) no. desktop PC based Operator Work Station (OWS) as part of Wind
Plant SCADA for SGEL.
SCADA shall have facility for remote access of SCADA data for monitoring only
using broadband internet on any popular web browser (Microsoft edge/Chrome etc.).
Bidder shall provide one (1) no. Network firewall for the SCADA for cyber security
purpose to provide data to third party on Telemetry/ OPC/Web access.
OWS desktop shall necessarily have permanent license of Microsoft Office Excel,
Word and Power Point.
All the SCADA and utility software shall have permanent licenses, registered in the
Name of SGEL Ltd and Soft media, license key and project file of such software
shall be handed over to SGEL.
4.5.5.16.3. After certain faults as per LCS settings, the WTGs are restarted automatically. To
avoid excess voltage drops, the CMCS/SCADA shall inhibit start of more than one
WTG at a time. The time between start of WTGs must be adjustable in the range 0 to
60 sec.
4.5.5.16.4. All alarms must be reported immediately to CMCS/SCADA. All alarms shall be
logged and stored in SCADA in clear text, describing the kind of alarms, where the
alarm occurred and the time of initiation of the alarm. Resetting of alarms shall be
printed in the same form. It shall be possible to specify maximum and minimum
limits for all alarms.
b. All electrical installation shall conform to the latest relevant codes of practices
published by Bureau of Indian Standards & International Electro-Technical
Commission.
c. All Electrical equipment and installations shall conform to the latest Indian
Electricity Rules as regards safety, earthing and other essential provisions
specified therein for installation and operation of electrical plants.
d. All equipment and installation shall comply with the statutory requirement of
the Government of India and Government of the State/UT where the site is
located.
a. The land should be handed over to Owner on foot print basis with boundary

b. Conducting geotechnical investigation and topographical survey (contour
survey) of the plant area.
c. Site Preparation: Earthwork for site grading, cutting, filling, levelling &
compaction of land of the identified area.
d. Foundation: Design and construction of foundation for Wind Turbine
Generators (WTGs) and for WTG step-up transformer and HT switchgear panel
etc.
e. Rooms/Cabins: Room for housing WTG local control panels (applicable for
WTGs with lattice type tower), construction of Control room, Inverter room
/Pre-Engineered Building (PEB), Store Room, security room /Cabins,
Equipment Rooms etc. (if applicable), along with requisite furniture,
workstations, Air Conditioning and other equipment as per specifications.
f. Construction/Strengthening of WTG access road: The Contractor shall assess
the suitability of internal roads with respect to the requirement for WTG
transport and arrange construction/ strengthening as desired.
g. i). Fencing of Unit Switchyard of the WTGs.
ii). Construction and erection of perimeter fence/ boundary wall and main/
security gate(s) (if applicable).
h. Construction of Water drainage & sewage network with toilet facilities (soak
pit) (if applicable).
i. Basic amenities for staff in office and other miscellaneous (if applicable).
c. All structures and portions there of shall be analyzed and designed to sustain
various loads and combinations thereof, conforming to the latest revision of
applicable Indian Standards, specifications, engineering practice and other
technical requirements. All structures shall be designed to sustain worst
combination of dead loads plus assigned live loads, equipment, wind, seismic,
temperature or other loads it is being subjected to.

d. Minimum factors of safety against overturning, sliding and hydrostatic up lift
adoptedfor design shall be as per relevant Standards and Codes.
4.5.6.6.1. General
a. The work shall comprise of design and construction of WTG foundations as
per locations indicated on the final layout drawings prepared after micro-siting.
b. The foundations shall be designed to take adequate care of the possible soil
condition and adverse seismic effects on the basis of soil conditions of the site.
For this purpose, the Contractor is required to carry out the soil investigation at
each WTG location prior to the foundation work.
c. The foundation design shall suit the local soil conditions and the materials used
viz. cement, reinforcement steel etc. shall conform to IS:456 or relevant
standards.
d. The soil conditions, survival wind speed, load on tower and foundation,
together with such other parameters required for a safe design of tower and its
foundation shall be considered by the Contractor
e. The foundation system design and drawing including available bearing
capacity, shall be got vetted by reputed engineering institutes like IIT / NIT
/SERC (CSIR-Structural Engineering Research Centre) and a certificate for the
same to be submitted by the Contractor after the award along with other
documents.
f. The drawing for WTG foundation as per bidder’s standard practice shall be
submitted indicating the general arrangement & cross sectional details besides
the reinforcement details of foundation.
h. Filling Material:

Geo cell shall be filled with locally available soil. Vegetation shall be grown
over it to make the erosion control more effective.
4.5.6.6.4. Shuttering
The works shall consist of supply, fabricating, placing and removing all temporary
forms for shaping of concrete, together with all temporary construction required to
support such forms. The Contractor shall be responsible for the correct dimensions,
alignment, leveling, cleaning and oiling. Shuttering shall not be removed before the
concrete is sufficiently set and hardened.
Door, Window, Ventilators shall be of metal construction and painted with 2 coats of
paint over two coats of suitable primer. Cable trench as required shall be provided.
The Contractor shall furnish the plan and construction details of the control cabin, in
the bid, in case the bid is for WTGs with Lattice Towers.
Earth pit construction shall be of brick masonry with pre cast RCC (1:2:4) cover. The
fencing of the switchyard shall be with GI chain link of 1800mm height with MS
Angle posts. The gate shall be made of steel of the same height as that of the fencing.
4.5.6.10.1. General
A single site would be defined as the cluster of WTGs installed at the same location
connected to a single pooling sub-station. The following shall be complied by the
Contractor:
a. The Contractor shall furnish a single line diagram of the electrical system for
connecting the WTGs with the grid.
b. It is open to the Contractor to group the WTGs of the Owner in one or more
groups and connect them to the pooling sub-station/ grid or connect each WTG
individually to the poling substation / grid through dedicated feeder(s) for the
Owner. The Contractor shall get the approval from EB/ identified authority for
the detailed grid tie-up and power evacuation scheme.
f. The transformer area in each WTG shall be provided with fencing as per CEIG
standard or EB requirement. The fencing should also comply with security
requirements issued by Government authorities from time to time.
4.5.6.11. The Contractor shall specify the sub-station to which the Wind Power Plant will be
connected and give sufficient proof to establish that the power evacuating capacity of
the proposed arrangement of the Contractor will be adequate to evacuate the entire
power generated from the Wind Power Plant / WTGs at maximum wind conditions.
4.5.6.12. All the equipment and installation shall be complete in all respect and any device
component or material not included in the specification but essential for proper

operation of equipment and safety of personnel and equipment shall be included
within the scope of work whether specifically mentioned or not.
4.5.6.13. Capability of the system to support line during fault condition with details in line with
the grid connection code in force is to be furnished.
Grid availability figures of HT/EHT voltage at the proposed grid of POC is to be furnished.
4.5.7.1. For all major/critical items, the bidders/supplier shall submit Manufacturing and
Site/Field Quality Assurance Plans in the format widely accepted in the Wind Power
Industry. The final Quality Plan shall be mutually agreed upon with the successful
bidder during the Pre-Award stage. For any constraints, if occur, the Quality
Assurance Plans shall be finalized jointly with the successful bidder after placement
of Letter of Award. However, inputs are required to submit for proposed Quality
Assurance Plans at the time of Pre- Award stage in any case. This Quality Plan will
detail out various tests / inspection to be carried out as per the requirements of the
Technical Specifications and standards mentioned therein and Quality Practices and
procedures to be followed by Supplier/Bidder’s Quality Assurance Department., the
relevant reference documents and standards and acceptance norms etc. during all
stages of material procurement, manufacture, assembly and final testing/performance
testing.
4.5.7.3. The site/field quality assurance plans shall detail out the various quality practices,
tests and procedures etc. to be followed by the Supplier/Bidder’s Site Quality
Assurance Dept. during various stages of site activities from receipt of
material/equipment at site till final commissioning/acceptance/handover. The site/
Field Quality Assurance Plan shall be mutually agreed upon with successful
Bidder/Supplier during the Pre-award Stage. For any constraints, if occur, the Quality
Assurance Plans shall be finalised jointly with the successful bidder within 30 days
after placement of Letter of Award. However, inputs are required to submit for
proposed Quality Assurance Plans at the time of Pre- Award stage in any case.
However, 96 Hours Short Time Test Run and Power Curve Performance Test shall be
conducted at site as described relevant clauses of this document.
4.5.7.4. The inspection calls shall be placed at least one month in advance for overseas
inspections and 10 days for inspections within India.
4.5.7.6. All brazers, welders and welding operators employed on any part of the contract
either in Supplier/Bidder’s /his sub-Supplier/Bidder’s works or at site or elsewhere
shall be qualified as per ASME section-IX or other equivalent International Standards
acceptable to SGEL.
4.5.7.7. Only calibrated testing and measuring instruments would be used during
manufacturing, testing and commissioning by the Supplier/Bidder. Copy of the valid
calibration certificates would be provided during inspection to SGEL by the
Supplier/Bidder.
4.5.7.9. For all spares and replacement items, the quality requirements as agreed for the main
equipment supply shall be applicable.
4.5.7.10. The bidder will provide a compliance certificate regarding confirmation that
repair/rectification has been carried out as per the standard procedure to make the job
acceptable.
4.5.7.11. Approval of the results of the tests and inspection will not, however, prejudice the
right of the SGEL to reject the equipment if it does not comply with the specification
in service and the above shall in no way limit the liabilities and responsibilities of the
Supplier/Bidder in ensuring complete conformance of the materials/equipment
supplied to relevant specification, standard, data sheets, drawings etc.
4.5.7.12. Batch test certificate of reinforcement steel and steel used for towers shall be provided
by the Supplier/Bidder.
4.5.7.16. Any test which is the part of the contract document but not mentioned in the Quality
Plan will also be carried out by the Supplier/Bidder without any additional cost to
SGEL.
However, such inspections shall not absolve the Contractor from the responsibility to
provide performance guarantee/warranty.
SGEL’s involvement in testing of major items viz. tower, blades, hub, nacelle
assembly, generators, control panels, transformers, switchgear (indoor & outdoor),
switchyard equipment (CT, PT, LA, Isolator, poles, conductor, etc.) shall be discussed
& mutually agreed.
4.5.8.3.1. SGEL or their authorized representatives shall subject all equipment installed in the
Wind Power Plant to such tests and inspections, which may be required. The tests
shall as a minimum include:
a. Identification of technical data of all the WTGs and the monitoring system
d. The commissioning of WTGs shall be considered only when the WTGs are
grid connected & certificate is issued by State Nodal Agency or SECI or power
buying entity in this regard.
e. Functional tests or short-term test as per the given procedure shall be carried out
after stabilization of WTGs only.
All the above items, including other items, which is required for successful
commissioning and operation of wind farm shall be erected as per relevant standards
and to ensure satisfactory functioning of wind firm.
The entire installation must be of proper design, convenient for maintenance and shall
be of good workmanship.
However, it shall be noted that these are not the only safety features/ requirements and
all necessary systems/ arrangements shall be taken into consideration by the bidder for
safe working of the proposed wind farm as a whole.
Following Different safety aspects shall be considered & incorporated during design
of the wind turbine generator and its associated equipments/ systems.
4.5.10.1. Wind Turbine Tower shall have following provision for climbing to the nacelle of
WTG.
4.5.10.3. All the safety devices used including Lift/Puller arrangement shall have been certified
for use in offered WTG by the competent lab/authority.
The opening in the nacelle base for unloading through wrench/hoist shall be provided
with the full proof manual lockable door. The door should be such that there are no
chances failure / faulty opening. The material of the door shall be strong enough to
sustain the loads expected in the nacelles during manpower movement and equipment
maintenance.
4.5.10.16. Apart from the above specified guidelines for safety system, bidder shall on their
own review and provide the safety systems for the entire plant to ensure safe
working and operating conditions during erection, commissioning, operation,
testing and maintenance of the WTG plant and Electrical system.
4.6.1. SCOPE
a. Contractor shall be responsible for O&M of the wind power plant(s) including
power evacuation system developed by him for initial period of 05 (Five)
years including Defects Lability Period. The O&M contract can be renewable
for further term of Five (05) years on same terms and condition but at
mutually agreed rates during 5th year of operation based on the conditions
prevailing at that time. However, the revised rates should be in line with the
rates in vogue at that time and is to be finalised in the first half of the 5th year.
Further, the escalation is capped and shall not be more than 5% per annum of
the 5th year cost quoted by the bidder for 6th year and also for subsequent years
with respect to the preceding year.
d. Contractor shall maintain and up-keep of control room, all internal roads, tool
room,stores, equipment, etc. in workable conditions.
4.6.2. GENERAL: The Contractor shall be responsible for the following activities:
4.6.2.2. Operation procedures such as preparation for starting, running routine operations with
safety precautions, monitoring etc. shall be carried out as per the manufacturer’s
instruction to have trouble free operation of the complete system.
4.6.2.5. General up keeping of all equipment, building, roads, wind power plant land area.
4.6.2.6. Submission of periodical reports to SGEL on the energy generation & operating
conditions of the wind power plant.
4.6.2.7. Continuous monitoring the performance of the Wind Turbine Generators and regular
maintenance of the whole system including WTGs, transformers, overhead line,

control panels etc. as necessary for extracting and maintaining the maximum energy
output from the wind power plant at the corresponding prevailing wind speeds. The
current wind speed vs. generation data at 10 (ten) minute interval shall be made
available in SCADA and recorded for the purpose.
4.6.2.8. Necessary spares including capacitors, consumables etc., shall be arranged by the
Contractor.
4.6.2.9. Deputation of Engineer and other supporting personnel round the clock.
4.6.2.10. Deputation of security personnel round the clock and taking care of all security
aspects of the wind farm.
b. Daily work of the operators in the wind power plant involves logging the
voltage, current, power factor, power and energy output of the wind power
plant, battery voltage, specific gravity, temperature, logging down individual
WTG's output data once a day. The operators shall also note down failures,
interruption in supply including grid failure and tripping of different relays,
reason for such tripping, duration of such interruption etc.
c. The operator shall record monthly energy output of each WTG and reports shall
be prepared on performance of wind power plant indicating turbine wise
production. Down time, capacity factor, machine availability, power vs wind
speed scatter plot etc. and these figures shall be computed for the total wind
power plant.
d. Daily Generation report which includes but not limited to WTGs wise
generation, Average Wind Speed, Break-down time with detailed reason etc.
shall be submitted to Owner on daily basis.
e. Coordination with OEMs, Electric Utility for Joint Meter Readings of the Wind
Power Project and Electrical Inspector for matters related to WEG operation.
4.6.4. MAINTENANCE
4.6.4.1. The Contractor shall draw the preventive maintenance schedules and attend to the
breakdowns keeping in view that the machine availability as mentioned in the relevant
clause of this document .
4.6.4.2. The Contractor shall carry out the periodical/plant maintenance as given in the
manufacturer’s service manual. A copy of duly filled preventive maintenance check
list shall be submitted to SGEL after completion of Preventive Maintenance.
4.6.4.4. Maintenance of other major equipment involved in wind power plant are step up
transformers, overhead line equipment and outdoor 11/22/33 kV VCB panel, metering
panel SCADA and telemetry system. Particular care shall be taken for outdoor
equipment to prevent corrosion. Cleaning of the insulators and applying Vaseline on
insulators shall also be carried out at every 3 to 4 months interval and USS
Transformer anti corrosion treatment shall also be done. Resistance of the earthing
system as well as individual earth pit is to be measured and recorded every three
month. If the earth resistance is high, suitable action is to be taken to bring down the
same as per IE Rules & as per IS 3043 (Latest version).
4.6.4.5. Suitable manpower shall be made available to cover periodic preventive maintenance,
cleaning and up keeping of the facilities including:
a. Tower torqueing
b. Nacelle Torqueing and Cleaning
c. Transformer Oil Filtration
d. Control Panel & LT Panel Maintenance
e. Site and Transformer Yard Maintenance
f. Power evacuation infra maintenance,
g. PSS equipment testing,
h. Gearbox oil testing
However, blade inspection (preferably with drone) and cleaning shall be undertaken
as per requirement.
4.6.4.7. The Schedules will be drawn such that some of the jobs other than breakdown, which
may require comparatively long stoppage of the WTG’s, shall be carried out
preferably during the non-windy season.
4.6.4.8. The Contractor shall deploy enough manpower at wind power plant site to carryout
work instructions and preventive maintenance schedules as specified. If extra
manpower is required to carry out given work of emergency nature, it is to be
arranged by the contractor without any additional financial implication to the Owner.
4.6.4.9. The Breakdown repair Work involve labour and use of components, spares and
consumables in the event of any breakdown or suspected breakdown due to any
reasons, attended as soon as practically possible to put the Equipment back into
4.6.4.10. The Contractor shall comply with the provisions of all relevant Acts of Central or
State Governments or any other law relating thereto and rules made there under from
time to time.
4.6.4.11. The Contractor shall immediately report the accidents, if any, to the nominated SGEL
official & to all the concerned authorities as per prevailing law of the state.
4.6.4.12. Indemnify SGEL for any losses arising out of above acts and shall undertake
responsibility to comply all statutory rules & regulations governed under the acts/
laws applicable.
The Contractor shall furnish an organization chart for the proposed O&M period. The
person(s) responsible for interacting with SGEL shall be indicated with designation.
This shall be made on or before the commissioning of the last WTG.
Details of Energy loss factors to be considered by NIWE for the wind power plants to
be offered to the Owner (SGEL) in arriving at net estimated generation shall be:
a. Machine Availability – 97 %,
b. Availability of the Grid – Actual grid availability, which shall be 98%
c. Internal/transmission losses and consumption – 3% electrical losses
{cumulative, from WTGs (generator output) to pooling substation HV side
isolator}
Losses as declared by contractor shall be subject to verification either from valid type
or routine test certification of the equipment or actual demonstration after
commissioning of the project.
Other factors like Array Efficiency, Air density correction factors, Year to year wind
variation, Uncertainty factors and any other factor(s) shall be applied as per actual site
data or as decided by NIWE as per standard industry practices.
The above shall be done generally as per IEC 61400-12-1 titled “Power Performance
measurements of electricity producing wind turbines” to verify the machine performance.
a. Contractor shall install a wind mast of height equal to hub height of designated
Turbine near the mutually selected location at a distance of 2D-2.5D (Where D
is the rotor diameter) from the designated turbine at each project location. Cost
of wind mast along with all equipment and accessories deemed to be included in
price bid.
c. Calibrated sensors shall be used for measurements. Bidder shall furnish valid
calibration certificates of the measuring instrument.
d. The measurement shall be conducted for required months in high wind season
between April to September. The entire metering arrangement and data logger
at the wind mast shall be sealed. Power curve testing shall be carried out for a
period of three months during high wind season.
e. Owner/ its Consultant shall then vet the demonstrated power curve performance
results of the selected WTGs at site conditions.
a. One (1) WTG shall be selected for test for which a wind mast shall be installed
by Contractor. The same Turbine selected for Power Curve Demonstration and
the same Wind Mast installed for the purpose as per above shall be used for
Verification of Annual Energy Output. Wind Speed frequency distribution for
the test period shall be prepared from the raw wind data captured by the Mast
during the test period. The site air density shall also be derived from the
measured data from the met-mast.
b. Site Certified power curve of the WTG provided by NIWE or equivalent agency
(DNV GL/UL etc.) as considered in the contract corrected to recorded site air
density shall then be applied to the above wind speed distribution to arrive at
Gross Expected Energy Generation (GEEG).
c. Following factor shall be applied on GEEG for arriving at Net Expected Energy
Generation (NEEG)
i. Grid Availability at actual
ii. Machine availability as actual recorded at control station
iii. Wake losses at the actual factor for test turbine as per the final Micro-
siting of the complete windfarm by wind flow modelling software
WAsP shall be considered.
d. The NEEG worked out as per the methodology given above shall be compared
with the actual energy generated by the Test WTG as recorded by tri-vector
meter during the test period
e. If the actual generation recorded by the meter is equal to or more than 95% of
the NEEG then the Turbine shall be deemed to have met the Power Curve and
Energy Production Demonstration test.

f. In the event the actual generation recorded by meter for the test turbine is found
to be lower than 95 % of NEEG; the contractor shall rectify the defects in all
WTGs, in the manner that power generation is not less than 95% of NEEG. The
Power Curve Demonstration and energy verification should be repeated again
after rectification
g. If after the repeat test the performance is lower than 95% of NEEG, the
Contractor shall compensate Owner as per relevant clause of contract.
a. After rectification and repeat test, if the actual generation is equal to or more
than 95% of NEEG, the Power Performance of the WTG will be deemed to
have passed. However, if the actual generation is less than 95% of NEEG but
above 90%, then Employer shall accept the machine/plant after levying
Liquidated Damages as below:
For every 1% (or part thereof) shortfall in actual generation than 95%
NEEG, the Contractor shall pay to SJVN @ 1.0% (One percent) of the
Contract Value of EPC Contract of wind power project limited to
maximum 5% of value of EPC Contract. In case the actual generation as
recorded at the WEG meter is less than 90 %, the bidder shall rectify the
defects in all WEGs or replace all the WEGs as the case may be in the
manner that power generation is not less than 90 % of NEEG
b. In case the actual generation as recorded at the WTG Meter is less than 90% of
the NEEG, the Contractor shall rectify the defects in all WTGs, or replace all
the WTGs as the case may be, in the manner that power generation is not less
than 90 % of NEEG. The Power Curve Demonstration should be repeated again
after rectification.
c. In case after rectification, the actual generation is below 90% of NEEG, the
Employer reserves the right to either reject the machine/wind farm and recover
from the Contractor the payments already made OR accept the machine/wind
farm after levying Liquidated Damages at the rate assessed by the Owner.
Note: Percentage calculation for LD shall be rounded off to nearest 2(two) digit
after decimal for Power curve or losses calculation during test.
For excess drawal of Reactive Power – Operator shall pay to the Owner for the
quantity of Reactive power drawal in excess of the guaranteed percentage or 5%
whichever is less at the rate as levied by the TRANSCO/Discom during the concerned
period.
Total Annual Average Losses in evacuation system of electricity from LCS to the
point of interfacing shall be guaranteed by bidder & same will be considered during
estimation of Annual Energy Production.
Excess losses than the guaranteed above will be payable by Contractor to Owner
at which PPA has been entered into with the Buyer.
Note: Percentage calculation for LD shall be rounded off to nearest 2(two) digit
after decimal for Power curve or losses calculation during test.
b. The operator shall guarantee for above minimum Machine Availability. The
machine availability includes power evacuation system up to the point of
interface with the State/ identified grid.
c. The average machine availability shall be calculated twice in a year, (I) for the 6
months of windy season as defined by the bidder in his bid and (II) for the rest 6

months of non-windy season of the year. For working out of Average Machine
Availability (M.A) of the wind farm following formula shall be considered:
Average M.A of the wind farm for any period shall be calculated in the
following manner:
M.A for each WEG = {No. of days * 24– (GF+ FM + S + U)} x100
{No. of days *24– (GF + FM)}
Average M.A of the = Sum of the M.A calculated for each WEG during the
period wind farm No. of WEGs installed at site
Where,
GF = Grid Failure hours during the period (Internal transmission failure upto
inter-connection point shall not be considered as grid failure),
FM = Force Majeure hours during the period
S = Scheduled Maintenance Hours for a Machine during the period
U = Unscheduled or Forced Maintenance Hours for a Machine during the period
Where,
Any Compensation arising out of guarantees during O&M period shall be adjusted
against the O&M charges to be made to the Bidder on annual basis in the last quarter.
The annual O&M charges for the second year as quoted by the bidder shall be
considered for the 1st year for compensation purposes.
4.8.1. The following facilities shall be used either exclusively (if SGEL is the exclusive user
of the Wind Farm) or on sharing basis by investors in the Wind Farm (if SGEL is not
the exclusive user of the Wind Farm) including (but not limited to) the following:
a. All internal roads including approach roads to WTGs in the wind farm.
d. Store and any other civil structure in the wind farm; Bidder shall arrange a
store room of size not less than 100 sq. feet with no dimension of the room being
less than 8 Feet. For the storage of other mandatory spares of Blade, Nacelle,
Transformer, Generator etc. bidder to keep provision as per the OEM
recommendations.
The necessary provisions for storing the fast moving consumables / spares etc. shall
be available in the CMCS building as per the requirement. The CMCS building
shall have a room to be used as an office for the O&M manpower. A suitable cabin/
seating arrangement shall be made available for Owner’s representative.
f. Communication network.
h. Firefighting device.
j. Lighting system.
In case of freehold land housing any Common Facility, such freehold land shall form
part of the common Facility. In any other form of right of use of land like lease hold
rights or tenancy rights or a license or any right of way (ROW), such rights shall form
part of Common Facilities. Bidder is to undertake that for land which is not held
under freehold ownership, necessary leasehold or other rights like tenancy or license
or ROW or any valid written approval shall be obtained by it and shall be maintained
by him for the Life of the Wind Farm.
Contractor shall ensure that Project facilities (control room, substation, all the
SCADA systems, water facilities, power facilities, approach roads, etc.) shall be
accessible all time to SGEL or SGEL’s authorised representative without hindrance.
a. Bidder to ensure that All Power Producers (including SGEL) in the Wind Farm
will have an undivided share, in proportion to the number of WTGs owned by
each of them, of the rights in the Common Facilities and shall be the
beneficiary of all its rights in terms of the Common Facilities for the Life of
the Wind Farm.
b. SGEL shall be free to assign or otherwise transfer its rights in the Common
Facilities to a third party, in part or on full, who shall thereafter continue to
enjoy the same rights for the remaining life of the Wind Farm, provided that
SGEL shall be free to assign or otherwise transfer only after the
commissioning of the Project.

in respect of such Common Facilities except that such rights shall be undivided
shared by all Power Producers in theWind Farm.

4.9.4. DOCUMENTATION
The drawings, instruction manuals, which are to be furnished by the Contractor, shall
be clearly indicated with broad time schedule with respect to finalization of Contract
