4.0 SECTION - IV-TECHNICAL SPECIFICATION

4.1 TECHNICAL DEFINITIONS

4.1.1. Technical Definitions


Following terms used in the document will carry the meaning and interpretations as
described below:

"Act" or "Electricity Act, 2003" shall mean the Electricity Act, 2003 and include any
modifications, amendments and substitution from time to time;

“Capacity Utilization Factor (CUF)” shall have the same meaning as provided in CERC
(Terms and Conditions for Tariff determination from Renewable Energy Sources)
Regulations, 2009 as amended from time to time.
For illustration, CUF shall be calculated based on the annual energy injected and metered at
the Delivery Point. In any Contract Year, if ‘X’ MWh of energy has been metered out at the
Delivery Point for ‘Y’ MW Project capacity, CUF= (X MWh/(Y MW*8766)) X100%;

“Commercial Operation Date (COD)” shall mean the date of which entire project is
successfully commissioned and connected to grid.

“CTU” or “Central Transmission Utility” shall mean the Central Transmission Utility as
defined in as defined in sub-section (10) of section 2 of the Electricity Act 2003;

“INTER-CONNECTION POINT/ DELIVERY/ METERING POINT” shall mean a single


point at 220kV or above, where the power from the Project(s)is injected into the identified
ISTS Substation (including the dedicated transmission line connecting the Projects with the
substation system) as specified in the tender document. Metering shall be done at this
interconnection point where the power is injected into. For interconnection with grid and
metering, the Project shall be designed in a manner that it abide by the relevant CERC/
SERC Regulations, Grid Code and Central Electricity Authority (Installation and Operation
of Meters) Regulations, 2006 as amended and revised from time to time.

“InSTS” means Intra-State Transmission System.


“ISTS” means Inter-State Transmission System.
“POOLING SUBSTATION/POOLING POINT” shall mean a point where more than one
Project may connect to a common Transmission System. Multiple Projects can be connected
to a pooling substation from where common transmission system shall be constructed and
maintained by the WPD(s) to get connected to the ISTS substation. The voltage level for
such common line shall be 220 kV or above. Further, the metering of the pooled power shall
be done at the injection point, i.e. the ISTS substation. However, the voltage level of
transmission system of individual projects up to the pooling substation may be at 33 kV and
above. Sub-meters shall be installed at the pooling substation for metering and forecasting
and scheduling of individual Projects, if allowed as per technical specification. The losses in
the common transmission system up to the injection point shall be apportioned to the
individual Projects for the purpose of billing.
Bidder are advised to refer the Detail Technical Specification with respect to requirement
of sharing of pooling Substation.

“PGCIL” or “POWERGRID” shall mean Powergrid Corporation of India Limited.

“Project” is defined by single point of injection into the grid at interconnection/metering


point at ISTS substation or in case of sharing of transmission lines, by separate injection at
pooling point. Each project must also have separate control systems and metering

“PROJECT CAPACITY” shall mean the maximum AC capacity at the delivery point that
can be scheduled as per applicable regulation of scheduling and forecasting of power.

“PROJECT COMMISSIONING”: The Project will be considered as commissioned if all


equipment as per rated project capacity has been installed and energy has flown into grid, in
line with the Commissioning procedures of SECI/EB/Power buying entity;

“Project Location” means the area identified by the Bidder, comprising village(s), Tehsil(s)/
Taluk(s) and District(s) within a State, where the Project is being implemented;

“Scheduled Commissioning Date” shall be the date on which project is scheduled to fully
commissioned as per relevant section of tender document.

“SECI” shall mean Solar Energy Corporation of India Limited

“Selected Bidder or Successful Bidder_” _shall mean the Bidder selected pursuant to this
tendering process to set up the Project and supply electrical output.

“STU or State Transmission Utility_” _shall mean the Board or the Government Company
notified by the respective State Government under Sub-Section I of Section 39 of the
Electricity Act, 2003;

“WIND POWER PROJECT” or “WIND POWER GENERATING SYSTEMS


STATIONS” means the wind power project that uses wind energy for conversion into
electricity through a wind turbine generator.

If not otherwise stated, employer or Owner shall mean “SJVN Green Energy Limited” in
this document.

4.1.2. INTERPRETATIONS
i. Words comprising the singular shall include the plural & vice versa.
ii. An applicable law shall be construed as reference to such applicable law including
itsamendments or re-enactments from time to time.
iii. A time of day shall save as otherwise provided in any agreement or document
beconstrued as a reference to Indian Standard Time.

iv. The table of contents and any headings or sub headings in the Technical
Specification has been inserted for case of reference only & shall not affect the
interpretation of this tender.

4.2 PROJECT INFORMATION

4.2.1. Introduction

SJVN Green Energy Limited (SGEL) intends to set-up of ISTS Grid-connected Wind
Power Projects anywhere in India for total capacity up-to 300 MW (Project I: 100 MW
under SECI Wind Tranche -XIII and Project II: 200 MW under SECI Tranche -XIV).

Accordingly, offer from the interested EPC vendors of Wind Energy Projects are invited
as per scope given in this tender documents.

The Projects to be selected are for an aggregate capacity of upto 300 MW based on
Wind Power Technology.

4.2.2. Important Basic Requirements.

4.2.2.1. Project Capacity

Capacity of Project I 100 MW (Under SECI Tranche -XIII)

Capacity of Project II 200 MW (Under SECI Tranche -XIV)


Inter-Connection Point CTU Sub-Station (proposed by
bidder)

a. The Successful Bidder shall demonstrate the contracted capacity at the injection
point as per applicable regulation and procedure approved by Employer.

4.2.2.2. Project Scope and Technology Selection


a. Successful Bidder shall set up Wind Power Project(s) including the dedicated
transmission network up to the Delivery Point in accordance with Connectivity
Guidelines, at its own risk and responsibility, and in accordance to the provisions
of the bidding document.
b. All approvals, permits and clearances required for setting up of the Project
(including connectivity), and/ or dedicated transmission network up to
interconnection/ delivery point including those required from State Government
and local bodies, shall be in the scope of the Successful Bidder.

In case, any approval is required to be issued to SGEL as Project owner, and


application is to made by SGEL, bidder shall be responsible to arrange all
the input and provide necessary support and facilitation to SGEL to ensure
that application is made before standard period of grant of approval by the
respective organizations.

4.2.2.3. Project Location


a. The Projects shall be located at the locations chosen by the Bidder at its own
discretion, risk and responsibility. However, Project location should be chosen
taking cognizance of the connectivity provisions.

b. If the projects offered is more than one location, Bidder must ensure that each
project gets the connectivity and LTA/GNA as per Connectivity Guidelines.

4.2.2.4. Connectivity with the Grid


a. The project should be designed for interconnection with the ISTS in accordance
with prevailing CERC regulations in this regard. For interconnection with the grid
and metering, the Bidder shall abide by applicable Grid Code, Grid Connectivity
Standards, Regulations on Communication System for transmission of electric and
other regulations (as amended from time to time) issued by Appropriate
Commission and CEA. Minimum voltage for interconnection at the ISTS shall be
220 kV.
b. Bidder shall facilitate the SGEL for obtaining ISTS connectivity and Long Term
Access (LTA)/General Network Access (GNA). The transmission of power with
associated transmission network up to the point of interconnection where metering
is done for energy accounting, shall be the responsibility of the bidder at his own
cost.
c. The maintenance of Transmission system up to the interconnection point shall be
responsibility of the bidder for the O&M Period.

d. Delivery Points: ISTS/CTU sub-station at minimum 220 kV or higher voltage level

Important Notes:

(i) SGEL bears no responsibility regarding availability of quantum at substations.


Bidders are required to ascertain the availability at the substations on their
own.

(ii) Bidders are advised to contact regarding availability of connectivity/


LTA/GNA at offered substations.

(iii) Bidders must make note of the information pertaining to bay availability at
a particular substation and understand the scope of arranging connectivity for
the offered project before submission of the bid.

(iv) Subsequent to opening of Financial Bids/e-RA, successful Bidder shall be


solely responsible for the grant of connectivity to SGEL at the bidder’s
proposed substation in the bid. As per regulation, application for the grant of
connectivity shall be made by SGEL as facilitated by Bidder at Bidder’s
proposed substation.

Bidder can be allowed for the change the point of interconnection substation if
permitted by its Customer/Power Purchaser however such change of
interconnection substation shall not entitle the bidder for any relaxation in
schedule date of commissioning of the project and such change shall be
without financial implication to SGEL.

(v) In case the total number of Projects awarded at a substation does not match
with the available bay structure, or the awarded Project capacity at one bay

results in underutilization of that bay, Bidder is allowed to pool the projects in
line with the directions of the CTU for optimum resource utilization and in
accordance with the Procedure for Grant of Connectivity at ISTS substations
issued by Hon’ble CERC. Such additional costs, if any, shall be borne by the
successful bidder.

(vi) The Bidders are free to change the State on account of land and connectivity,
however, the Bidder is to ensure that the AEP for the new location is not less
than the quoted AEP. Any delays in obtaining connectivity/LTA and
subsequently, compliance with commissioning of the Project on account of
the above, shall be borne by the Bidder.

(vii) It is highlighted that SGEL has neither obtained the connectivity/LTA at


any ISTS substations, not does it bear any responsibility to obtain them
on behalf of the successful bidder. The responsibility of obtaining
connectivity at the ISTS substations shall be borne by the Bidder, at its
own risk.

(viii) Bidders will be required to indicate their proposed substation at the


time of bid submission.

The Bidder shall be required to follow the latest Connectivity Procedure as


issued by CERC and amended from time to time.

e. During the O&M, the bidder shall provide the necessary support to comply with
CERC/SERC regulations on Forecasting, Scheduling and deviation Settlement, as
applicable.
f. The successful bidder shall be required to facilitate and provide required
document fulfilling the connectivity requirement to enable SGEL to apply for
connectivity at the Bidder’s identified substations within appropriate time. SGEL
shall apply for the connectivity for the substation as identified and facilitated by
the bidder and pay all the charges for ISTS connectivity as per applicable
regulation however Bidder shall be solely responsible for the arrangement of
connectivity for the project awarded to him.
SGEL will pay connectivity fees once (For First Application). In case of
cancellation or change of connectivity, all necessary fees along with any
technical and commercial implication shall be the responsibility of bidder.
g. After obtaining connectivity approval from CTU, it shall be bidder’s
responsibility for complete co-ordination for works from wind project to ISTS
substation including R.O.W, transmission line route survey, collecting bay
allocation details, clubbing of transmission line with other project developers
before entering into ISTS substation as per CERC connectivity regulation
requirements, inputs for prior approval under section 68(1), subsequent approval
under section 164 if intended by bidder, line termination and associated works.
Cost associated with all these works shall be borne by bidder.
h. As owner of the Project, SGEL’s responsibility shall be limited to submission of
application for approvals based on bidder’s request and authorizing EPC agency
for required site/office visits.

i. Two or more Projects can be connected to a common pooling substation from
which the pooled power can be transferred to the CTU substation through a
common transmission line subject to the following conditions;
i. Acceptance of such an arrangement by SGEL/CTU/RLDC.
ii. Energy injected by each Project will be distinctly identified at Pooling
Substation with independent tariff class energy meter suitable for time
based recording of export/import of active and reactive energy from/to
project.
iii. The billable energy accounts will be divided and clearly demarcated for the
power generated at each wind project at CTU substation if there are more
than one developer connected to the same evacuation line from the project.
iv. In case of shared Pooling substation, losses in the transmission line
between the Pooling substation and the CTU substation, shall be
apportioned among the WPDs who share such a Pooling arrangement, based
on their monthly generation.

j. Bidder to note that offered Project shall have no sharing of internal power
evacuation system with any other project stake holder till Power
Transformer at Pooling Sub-station. Sharing is allowed only after
termination of HV side of Power Transformer on 220 kV or above bus
system.
4.2.2.5. Statutory Compliance
a. Bidder has to comply with all the latest statutory requirements including CEA grid
connectivity standards, technical standards, plant and equipment safety standards,
MNRE guidelines/OM/Advisory/Clarifications. The wind energy plant should
fully comply with the Grid Connectivity Regulation as per Central Electricity
Authority (Technical Standards for Connectivity to the Grid) Regulation, 2007
with all latest amendments including Central Electricity Authority (Technical
Standards for Connectivity to the Grid) (Amendment) Regulations, 2019 and CEA
(technical standards for construction of Electrical plants and electric Lines)
Regulation 2010 and amendment thereof.

b. Bidders are required to fulfill the dynamic reactive power compensation


requirements as per Central Electricity Working Group Report July 22. Any
financial implication to fulfill above requirement is in the scope of bidder.

4.2.2.6. POWER EVACUATION SCHEME

a. Power Evacuation shall be through tie transformers at voltage level of


interconnecting ISTS substation, which shall be identified by bidder according to
the location of wind plant. Supply and installation of metering panel along with
control cable shall be in bidder’s scope. ABT metering arrangement at ISTS
substation ends shall be as per CTU requirement/standard.
b. The system design and redundancy/capacity margin in EHV Power Transformer
should be such that even during outage of one power Transformer, power
equivalent to 60% of project capacity can be evacuated at any time to ISTS Grid

from Main pooling MV switchgear/Switchyard. Bidder can adopt the following
criteriaor for EHV power transformers at main Pooling Substation (PSS):

i. 2x60%
Note: 0.95 Power Factor shall be considered for sizing of Power
Transformer.

c. The bay construction, if required, at ISTS substation is in the scope of the bidder
and the total cost including applicable PGCIL consultancy charges for the same
shall be borne by the bidder. As per the present connectivity procedure, bay
execution work at ISTS substation is carried out by ISTS licensee backed up
by bay construction BG to be submitted by SGEL.
d. However, if the bay execution work at ISTS substation is not granted by CTU as
ISTS system due to scheduled commissioning period or any other reason, it shall
be the responsibility of bidder for the execution of bay work along with complete
integration with ISTS system following the latest Technical Standard for
Construction of Substation and Switchyard published by CEA, data
communication etc. as per requirement. All charges payable for the bay related
works and co-ordination with ISTS licensee shall be in bidder’s scope. The ISTS
coordination works, interface systems, software/hardware, data integration,
telemetry data, RLDC/SLDC/CEA/STU requirements etc. as required for
completeness of project commissioning are included in bidder’s scope. The
capacity of transmission system from wind plant to substation shall comply with
connectivity regulations and procedures. All equipment/hardware required for
termination as well as equipment support structure and civil works for
completing the connectivity of the system up to interconnection point is in the
scope of the bidder.
e. Bidder can evacuate the power using single circuit or multi-circuit configuration
(complying with applicable connectivity regulations).
f. The O&M agreement for common shared transmission infrastructure shall be
executed by bidder/lead generator with SGEL before release of final payment of
EPC to the contractor.
4.2.2.7. Power Generation Criteria

a. The Bidder will declare the annual AEP of their Projects at the time of
submission of bids. The CUF offered by the bidder is no case less than the 32%.
b. SGEL shall verify the annual AEP from National Institute of Wind Energy
(NIWE). The AEP calculated by NIWE shall be final and same will be used for
bid evaluation.
c. Bidder shall submit following data, which include but not limited to, along with
the bid for the calculation of AEP by NIWE.
- Autocad/.kmz extension file for Contour map

- SOI (Survey of India) map for the proposed region with scale 1:25K (or)
1:50K
- Terrain details of the site – vector map (Elevation + Roughness), obstacle
details (if applicable).
- GIS file
- WTG Micro-siting coordinates
- Minimum 1 (one ) year Wind measurement data in CSV format
- Sensor and data logger datasheet with valid traceable calibration
certificate
- Mast installation data and its Vendor detail
- Date of removal of mast if decommissioned
- Turbine thrust recurve and power curve
- WRA software project file along wind flow model/CFD model
Note: Above list is not in exhaustive in nature and if any additional detail/data is
required by NIWE same shall be provided by bidder.
4.2.2.8. Clearances required from the State Government and other local bodies

a. The Bidders are required to obtain all necessary clearances and permits as
required for setting up the Wind Power Projects, including but not limited to the
following:

i. No Objection (NOC)/Environmental clearance (if applicable) for the


Project.
ii. Forest Clearance (if applicable) for the land for the Project.
iii. Bidder setting up projects in vicinity of Air Force bases/aerodromes, are
advised to apply for necessary MoD clearances timely and get it before
Schedule Commissioning Date of Project.
iv. In case of Project being setup in the States of Gujarat & Rajasthan, the
Bidder shall abide by MNRE’s Guidelines on “Retrofitting of transmission
lines and wind turbines to avoid bird collision in Great Indian Bustard
(GIB) habitats of Rajasthan & Gujarat”, vide OM No. 238/2/2019-Wind
dated 22nd Feb 2019, and subsequent amendments and clarifications
thereof.
v. Any other clearances as may be legally required, in order to establish and
operate the Project.
b. The above clearances, as applicable for the Project, shall be required to be
submitted to SGEL prior to commissioning of the project. In case of any of the
clearances as indicated above being not applicable for the said Project, the Bidder
shall submit an undertaking in this regard, and it shall be deemed that the Bidder

has obtained all the necessary clearances for establishing and operating the
project. Any consequences contrary to the above shall be the responsibility of the
bidder.
c. The Bidder shall be required to facilitate SGEL to follow the applicable rules
regarding project registration with the State Nodal Agency in line with the
provisions of the applicable policies/regulations of the State where the Projects
are being located. It shall be the responsibility of the Bidder to remain updated
about the applicable regulation of the SNA under the respective State RE Policy.
Charges for any Approval/Clearance/Permission to be issued to SGEL shall
be payable by SGEL however Bidder shall facilitate SGEL to apply for such
Approval/Clearance/Permission.

d. The Bidder should ensure that application for all the necessary approvals,
permits and clearances is made not more than 120 days from the LOA/LOI to
Bidder, which shall be complete in all respects, incorporating the
clarifications/changes as required by the concerned authorities. The above
timeline shall be adhered to, in order to examine cases where the Bidder faces
delay in grant of the necessary approvals and permits to SGEL, for a period
substantially greater than the standard period of grant of approval by the
respective organizations.

e. Bidder shall be responsible to arrange all the input and provide necessary
support and facilitation to SGEL to ensure that application are made before
standard period of grant of approval by the respective organizations.

4.2.2.9. Land Arrangement for the project

a. The Bidder shall be entirely responsible for acquiring the land required for
setting up the project and SGEL shall not in any manner be responsible for the
same.
b. The Bidder shall arrange documents/Lease Agreements/Outright purchase
documents to establish possession/right to use 100% (hundred per cent) of the
required land in the name of the SGEL for a period as mentioned in the tender
document, on or before the Scheduled Commissioning Date (SCD).
c. With respect to demonstration of land possession by the Bidder,
commissioning of the Project will not be allowed until the demonstration of land
possession by the Contractor. However, in case of delays in demonstrating land
possession by the Bidder on account of Government delay (including but not
limited to delay in land use pattern change, and/or relaxation under respective
State land ceiling Act, and/or land lease permission from State
Government/Authorities) or delay caused due to a Force Majeure, suitable
relaxation may be provided, basis that Contractor has completed all the procedure
on their part for Ownership Transfer/Right of Use of land in favor of SGEL.

4.2.2.10. Bidder’s compliance to the requirements for Financial Closure

Bidder shall provide necessary documentary support (required if any) during the
financial closure of project.

4.2.2.11. Statutory Approval for Works


All statutory approvals for the Works (from power utility/Electrical Inspector) or any
other approval required as per applicable law, rules thereof shall be obtained by the
Contractor.

The Inspection and acceptance of the Works, as above, shall not absolve the Contractor
from any of his responsibility under this Contract.

The Contractor shall be responsible for interconnection of wind power plant with the
identified grid, so as to export power from wind power plant. Therefore, the contractor
shall install metering equipment, etc., and carry out the inter connection prior to the final
commissioning of the wind power plant.

4.2.2.12. Commissioning

The Commissioning of the Projects shall be carried out by the Bidder in line with the
Commissioning Procedure. The witness and validation of the commissioning procedure
on site may be carried by SGEL or SGEL’s authorized individual, committee, or
organization. Commissioning certificates shall be issued by the State Nodal
Agency/State electrical utility/SGEL or Any equivalent agency after successful
commissioning.

4.2.2.12.1. Part Commissioning


Part commissioning of the Project shall be accepted by SGEL subject to following
conditions;
i. The minimum capacity for acceptance of first part commissioning shall be 50
MW or 50% of the awarded Project Capacity, whichever is lower. Minimum
capacity for acceptance of first part commissioning shall be at least 50 MW. A
project capacity of 100 MW or less can be commissioned in maximum two parts.

ii. The projects with capacity more than 100 MW can be commissioned in parts of
at least 50 MW each, with last part being the balance capacity.

Bidder to note that the Scheduled Commissioning Date will not get altered due to any
part- commissioning of the plant. In case of part-commissioning of the Project, land
corresponding to the part capacity being commissioned, shall be required to be under
possession/Right of uses of SGEL, prior to Intimation of project ready for
commissioning of the said part capacity. Irrespective of dates of part
commissioning, the O&M or Defect Liability period (DLP) shall start from the
date of full commissioning of the projects.

4.2.2.12.2. Commissioning Schedule and Liquidated Damages not amounting to Penalty for
delay in Commissioning

a. The Project shall be fully commissioned within the period as mentioned in relevant
clause of the Tender Document. Bidder shall be required to comply with
commissioning procedure of the SGEL/Approved document submitted by bidder.
b. The maximum time period allowed for commissioning of the full Project Capacity
shall be limited to period as mentioned in the relevant clause of the tender
document.
c. In case the Commissioning of the Project is delayed beyond the schedule
commissioning date, Liquidated Damages (LD) shall be applicable as per relevant
clause mentioned elsewhere in the tender document.
d. It is to be noted that commissioning/part commissioning of the Project will not be
declared until the bidder demonstrates possession of land in line with Clause
4.2.2.9 above, in addition to the other conditions as per the Commissioning
Procedure. For part-commissioning, portion of land on which the part of the
project is commissioned should be under clear possession of the bidder by way of
ownership transfer or right of use in accordance with clause 4.2.2.9
e. No time extension of commission date shall be granted to the bidder on account of
Land not available for the project or part of the project.
4.2.2.12.3. Delay in commissioning on account of Delay in LTA Operationalization
Subsequent to grant of connectivity, in case there is a delay in grant/
operationalization of LTA by the CTU and/or there is a delay in readiness of the
ISTS substation at the Delivery Point, including readiness of the power evacuation
and transmission infrastructure of the ISTS network until SCD of the Project, and it
is established that:

a. The bidder has complied with by facilitating SGEL to complete application


formalities as per relevant clauses of this document,
b. The bidder has facilitated SGEL to adhere to the applicable Procedure in this
regard as notified by the CERC/ CTU, and
c. The delay in grant of connectivity/LTA by the CTU and/or delay in readiness of the
ISTS substation at the Delivery Point, including readiness of the power
evacuation and transmission infrastructure of the ISTS network, is a factor
attributable to the CTU/transmission licensee and is beyond the control of the
bidder or SGEL;

The above shall be treated as delays beyond the control of the bidder and SCD shall
be revised as the date as on 50 days subsequent to the readiness of the Delivery Point
and power evacuation infrastructure and/or operationalization of LTA. Decision on
requisite extension on account of the above factor shall be as taken by SGEL.

4.2.2.12.4. Early Commissioning


The Bidder shall be permitted for full commissioning as well as part commissioning
(as mentioned in relevant clause in this document) of the Project even prior to the
Scheduled Commissioning Date, subject to availability of transmission connectivity
and Long-Term Access (LTA).

4.2.2.13. Commercial Operation Date (COD):
The Commercial Operation Date (COD) shall be considered as the actual date of
commissioning of the project as declared by the SNA/State Electricity utility/
Commissioning Committee. In case of part commissioning, COD will be declared only
for that part of project capacity.

The following two milestone dates for commissioning may therefore be observed and
may fall onseparate dates:

a. Inter connection with Grid: This may be provided by the PGCIL on the
request of the Owner (SGEL) which would be based on the bidder’s request, to
facilitate testing and allow flow of power generated into the grid to avoid
wastage of power.

b. The Commissioning of Project: This will be on a date, when the Project meets
the criteria defined for project commissioning. SGEL or SGEL authorized
individual, committee, or organization shall declare the project commissioned on
site.

4.2.2.14. Other Provisions

4.2.2.14.1. Role of State Nodal Agencies


The State Nodal Agency will provide required approvals and sanctions so as to
achieve commissioning of the Projects within the scheduled Timeline. This may
include facilitation in the following areas:-
a. Coordination among various State and Central agencies for speedy
implementation of Projects
b. Support during commissioning of projects and constitute Commissioning
Committee to verify commission of the projects and issue commissioning
certificates.

Bidder shall be required to facilitate SGEL to file required application/letter to SNA


and shall responsible for arranging necessary approval/communication from SNA for
successfully setting-up of the project offered by Bidder.

4.2.2.14.2. Role of CTU/PGCIL


It is envisaged that the CTU/PGCIL will provide transmission system to facilitate the
evacuation of power from the Projects, which may include the following:

a. Upon application of LTA/Connectivity as per CERC Regulations, CTU shall


coordinate with the concerned agencies for grant of connectivity and LTA.
b. Support during commissioning of projects

4.2.2.15. Deleted

4.2.2.16.1. Meters
a. For installation of Meters, Meter testing, Meter calibration and Meter reading
and all matters incidental thereto, Successful Bidder is required to comply with
the Central Electricity Authority (Installation and Operation of Meters)
Regulations, 2006, the Grid Code, as amendedand revised from time to time.
b. The Bidder shall bear all costs pertaining to installation, testing, calibration of
meters at Project side of Delivery Point and shall be responsible for
maintenance, renewal and repair during O&M as per referred Grid code.
c. In addition to ensuring compliance of the applicable codes, the Bidder shall
install Main & Check meters at the Delivery Point, along with Stand-by
meter(s) as per the applicable Central/State regulations.
d. In case of pooling of multiple Projects, power from multiple Projects can be
pooled at a Pooling Substation prior to the Delivery point and the combined
power can be fed at Delivery point through a common transmission line from
the Pooling Substation. In such cases, ABT compliant sub-meters as per
relevant regulation/approval are also to be set up at pooling substation for
individual projects in addition to the meters at Delivery Point as described in
clause above.
4.2.2.16.2. TELEMETRY
The arrangement to transmit data required by the Load Dispatch Centre (LDC) from
wind plant to State LDC/ISTS/Regional LDC as per extant regulations and procedures
for grid management up to Grid Connecting Point (CTU substation) and LDC (as
applicable), shall be in bidder’s scope. The necessary details of connecting substations,
availability of systems at pooling stations/CTU substations/RLDC/SLDC has to be
ascertained by bidder for ensuring the Telemetry/data communication till final control
centers. Necessary software and hardware, including laying of Communication cable/
Fiber Optic cable up to GCP/ LDC (as applicable) for communication of plant data
from wind plant SCADA to LDC is included in the contractor scope. Communication
link and communication controller/Gateway used for data communication to LDC
shall be redundant (one for normal operation and other as hot standby). Bidders are
advised to update themselves with State LDC/ISTS/RLDC requirement for
compliance related to Automatic Meter Reading (AMR), telemetry data, channel and
procedures for engineering of telemetry solution accordingly.
The above real time data communication facility with SLDC/RLDC shall comply
with the following regulations as applicable
a. CERC (Communication System for Interstate Transmission of electricity)
Regulation 2017,
b. CEA (Technical Standards for Communication System in Power Systems
Operations) Regulations, 2020 and amendments thereof.
c. Guidelines for Providing Telemetry Data and Communication System At SLDC
d. Procedure for Implementation of The Framework on Forecasting and
Scheduling for Renewable Energy (RE) Generating Stations (Issued by
CERC/RERC)

4.3 SCOPE OF SUPPLY AND SERVICES

4.3.1. Intent of specification

4.3.1.1. The scope of the proposal shall be Design, Engineering, Supply, Erection, Testing, and
Commissioning of 300 MW (Project 1-100 MW, Project -II 200 MW) ISTS connected
Wind project along with Switchyard and Power Evacuation system up to CTU Sub-
Station for the allocated capacity. The scope also includes Ten (10) years Operation and
Maintenance (O&M) of the Wind plant including Switchyard, transmission lines.

4.3.1.2. All Works to be carried out as per the Scope detailed in this specification shall be in
accordance with the requirements, conditions, appendices etc. given in Technical
Specifications (Section-IV) together with those stated in other Sections/Sub-sections of
Bid Documents, which shall be considered as a part of this volumes completely as if
bound herewith. Further, all the works to be carried out under the scope should also
comply with all the technical requirements of RfS document issued by the SECI for this
project.

4.3.1.3. It is not the intent to specify herein all aspects of design and construction nevertheless,
the equipment and civil works shall conform to all aspects to high standard of
engineering, design and workmanship and shall be capable of performing in continuous
commercial operation in a manner acceptable to the Employer, who will interpret the
meaning of the Technical Requirements/ specification and drawings and shall have a
right to reject or accept any work or material which in his assessment is not complete to
meet the requirements of this specification and/or applicable Indian / International
standards mentioned elsewhere in this specification.

4.3.1.4. The Contractor shall be responsible for providing all materials, equipment and services,
specified or otherwise (unless specifically excluded) which are required to fulfill the
intent of ensuring operability and the reliability of the complete Wind Plant covered
under this specification.

4.3.1.5. Bidders are requested to carefully examine and understand the specifications /Technical
requirements and seek clarifications, if required, to ensure that they have understood the
specifications. Such clarifications should be sought within the time period as stipulated
in section ITB. Bidder’s offer should not carry any sections like clarifications,
interpretations and/or assumptions.

4.3.1.6. Before submitting his bid, the Bidder should inspect and examine the site and its
surroundings and should satisfy himself as to the nature of soil, the quantities and nature
of work, materials necessary for completion of the work and their availability, means of
access to site and in general shall himself obtain all necessary information as to risks,
contingencies and other circumstances which may influence or affect his offer. No
consequent extra claims on any misunderstanding or otherwise shall be allowed by the
Employer.

4.3.2. Scope of Supply and Services
Scope of Supply & Work includes all acquisition of land, micro-siting design &
engineering, manufacture, procurement & supply of equipment and materials, testing
at manufacturers works, multi – level inspections, packing and forwarding, supply,
receipt, unloading and storage at site, associated civil works, services, permits,
licenses, installation and incidentals, insurance at all stages, erection, testing and
commissioning of Wind Power Plant and performance demonstration with associated
equipment and materials on turnkey basis and 10 (Ten) years comprehensive
operation and maintenance from the date of commissioning of entire project.

The scope of the contractor shall be deemed to include all equipment, materials and
services which although are not specifically mentioned in the bid documents and/or in
contractor’s proposal but are necessary for the satisfactory operation of the Wind
project and its integration with evacuation system of ISTS network.

4.3.3. Scope of Supply


The scope of supply shall include design, engineering, manufacture, testing at works,
dispatch, transportation, transit insurance, receipt, unloading, and storage of all
equipment/materials, not limited to, those mentioned in the following:
a. Horizontal axis, 3-blade, upwind Wind Turbine Generators (WTGs) with rating
of minimum 2 MW with complete with accessories as may be required for
erection, commissioning, and successful continuous operation. The WTGs shall
be equipped with current limiting devices and capacitors (in case of induction
generators) to maintain power factor conforming to the requirement of state grid.
WTGs shall have the LVRT and HVRT capability including all other functional
capabilities as per the requirement under the CEA regulations for grid
connectivity.
b. Only the makes and models approved under revised list of models and
manufacturers (RLMM list) of MNRE as on the date of bid submission should be
offered.
c. Towers, blades, hub, nacelle, foundation base and other major components
suitable for offered WTGs.
d. Wind farm internal electrical system including the equipment at unit substation of
each WTG, materials for 33 kV overhead transmission lines.
e. Grid interfacing equipment including transformers, HT lines, panels, kiosks,
protection equipment, metering equipment for evacuation of power from the wind
power plant to the pooling sub-station.
f. Tri-vector type energy meter(s) for recording data regarding export and import of
power to/from grid on real time basis.
g. VAR drawl compensation system, if required.
h. Control system to give command to WTGs, receive data, processing and getting
required report on energy generation, wind speed etc.

i. Stocking of adequate spares at site for operation & maintenance of wind energy
project. Supply and stocking of all the necessary tools and tackles for carrying out
all the maintenance work. List of such spares to be provided.
j. Wind Monitoring Mast: The bid should include supply, installation and
maintenance of one wind monitoring mast at offered site till the power curve
testing is carried out. The height of the wind mast should be equal to the hub
height of the WTGs installed therein. Numbers and specifications of the
equipment and sensors (anemometers, wind vanes, temperature and pressure
sensors and dataloggers etc.) shall be as per the requirement set under the IEC-
61400-12-1:2022 or latest edition that defines the standard for power
performance measurement of electricity producing wind turbines. In any case the
numbers of anemometers shall not be less than two. The Wind Mast may be
dismantled and taken back by bidder after successful Power Curve test. This shall
include all required data loggers, sensors etc. capable of recording data for a
minimum of 10-minute average intervals to ensure correct and reliable data
collection and its computation for analysis, for verification of generation with
reference to the actual wind conditions at hub height.
k. Supervisory Control and Data Acquisition (SCADA) system for remote
monitoring/control of entire plant facilities along with communication cables.
The SCADA system should provide OPC (Open Protocol Communication)
Server.
l. Energy Management System (EMS) along with required accessories and cables
m. LED luminaries with diffuser for indoor/outdoor illumination, lighting poles,
distribution boxes and power supply cables along with required conduits, fittings,
etc.
n. CCTV cameras at strategical locations in Pooling Sub-Station along with
mounting poles, power supply cables, communication cables, conduits, fittings,
etc. The monitoring station shall be provided at Pooling Sub Station with
minimum 32’’ Monitor.
o. Fire detection and fire protection system in buildings, WEGs, transformer yard
and switchyard
p. Lightning protection system for entire plant area
q. Any item not specified but essential for the wind plant.

4.3.4. Items not specified but Required / Essential


Contractor shall supply any additional equipment and materials, which are not
specifically mentioned in the contract but are required to complete the system,
offered by him in every respect, and for safe and efficient operation and guaranteed
performance. It shall be the responsibility of Contractor to furnish such materials and
equipment and provide the services specified accordingly.

4.3.5. Tools & Tackles


The Contractor shall supply all necessary tools and tackles and other instruments
required for the erection, assembly, disassembly, Commissioning, testing, operation
and proper maintenance of the plant and equipment and systems (including software).
These tools will also include special material handling equipment, jigs and fixtures for

maintenance and calibration / readjustment, checking and measurement aids etc. The
price of each tool / tackle shall be deemed to have been included in the total bid price.
A list of tools & tackles shall be submitted along with the bid for reference purposes.
However, such tools & tackles shall not be required to be supplied to Owner but shall
be made available as & when required for erection activities of this project.
4.3.6. Spares
The Contractor shall supply and maintain adequate inventory of all the spares
(including software’s and their updates) required for safe, reliable and trouble free
operation & maintenance of the complete Plant during the period of contract. The
price of these spares shall be deemed to be included in the contract price. List of OEM
recommended spares along with quantity to be provided by bidder for successful
operation of Wind projects for 2 years after completion of O&M period.
Further, It is well known that some of the spare parts have longer lead time,
especially, which may have to be imported from other countries. To ensure there
is no delay in arranging spares, the contractor shall maintain spares at site which
is expected to be required for one year. The spares/ consumables used up, shall be
replenished every quarter. A statement of spares maintained at site shall also be
submitted to SJVN every quarter.
4.3.7. Scope of Services
The scope of services shall include all associated works & services in respect of above
supplies that are needed to make the system complete in all respect for its safe, reliable,
efficient and trouble-free operation and shall not be limited to the following:
4.3.7.1. Arrangement of Land
Bidder will arrange the requisite amount of land for installation of Wind Project as per
requirements specified elsewhere in this tender document.
4.3.7.2. Assessment of site
The Contractor shall prepare a Detailed Project Report for the project & submit the
same to SGEL within Sixty (60) days from Date of Issuance of LOA.
The major categories of site-specific assessment required shall include, but not limited
to the following:
a. Wind Resource Assessment of site
b. Estimated Annual Energy Production
4.3.7.3. Design & Engineering
Basic Engineering, Detailed Design and Engineering of Grid Interactive Wind Plant
and its associated Civil, Electrical & Mechanical auxiliary systems including
preparation of foundation drawings, single line diagrams, installation drawings,
electrical layouts, design calculations etc. Design memorandum and other relevant
drawings and documents required for engineering of all facilities within the scope to
be provided under this contract, are covered under contractor’s scope of work.

a. The Contractor shall submit to the Employer necessary documents, drawings, data
design and engineering information in Soft copies during review from time to
time as per the Engineering Information Schedule. Three (3) nos. hard copy of
approved / finalized drawing shall be submitted by contractor. The Engineering
Information Schedule shall be finalized in consultation with the Employer.
4.3.7.4. Finalization of Sub-Contractors/Sub-vendors
The Contractor shall be responsible for the finalization of sub-contractors/Sub-
vendors for all the Supplies & services as required to make the system complete in all
respect for its safe, reliable, efficient and trouble-free operation. The list of such sub-
contractor’s /Sub vendors shall be provided by the Contractor with the Bid.

Further, the contractor will confirm that vendors/Suppliers for WEGs, Towers, Rotor
Blades, Cables, Switchyard & Transformers are complying with the requirements of
respective clauses of Technical Specifications.

The change of vendor’s post award is not accepted, however, in case of extreme
exigencies, request for inclusion of vendors will be done on case to case basis. For
such inclusions, contractor will provide detailed justification and other technical and
functional requirements as envisaged in the contract document/TS.

For all other items / services, Bidder shall furnish the list of sub-vendors approved by
the Bidder’s organization approved vendor selection/assessment policy. The
approved sub vendor for other items shall be considered deemed approved by the
Employer.

4.3.7.5. Mobilization at site


Workforce: Accommodation for the workforce required for construction & operation
is in the contractor’s scope.

Electricity: Arrangement of Power requirement during project construction &


operation is in contractor’s scope.

Water: Arrangement of Water requirement during construction & operation phase of


the project is in contractor’s scope.

4.3.7.6. Packaging, Transportation, Unloading and Storage


Packing and Transportation from the manufacturer's works to the site including
customs clearance & port clearance, payment of port charges, (if any), Receipt,
Unloading, storage, preservation and conservation of equipment at the site shall be in
the scope of the Contractor.

Heaviest package is to be transported with suitable number of axles for safe
transportation of consignment in accordance with specifications of 70R road and
bridge capacity.
4.3.7.7. Installation, Testing and Commissioning
The scope of installation, testing and commissioning for Wind Plant shall include, but
not limited, to the following.
a. Micro-siting of all the WTGs
b. Erection of WTG tower on foundation
c. Installation of WTG (Nacelle, Hub Rotor Assemblies and other components) on
erected tower
d. Testing and Commissioning of WTGs
e. Installation, Testing and Commissioning of unit sub-station for each WTG and
adequate internal evacuation system for the wind farm.
f. Installation, Testing and Commissioning of grid interfacing equipment including
transformers, 33 kV feeders from WTGs up to the Point of Common Coupling,
panels, kiosks, protection equipment, metering equipment for evacuation of
power from the wind power plant to the Pooling sub-station including right of
way (ROW)
g. Installation, Testing and Commissioning of tri-vector type energy meter(s) for
recording data regarding export and import of power to/from grid on real time
basis.
h. Installation, Testing and Commissioning VAR drawl compensation system, if
required.
i. Installation of suitable communication system for interfacing each WTG to
SCADA system at MCR
j. Installation, Testing and Commissioning of SCADA and EMS
k. Installation of CCTV cameras on strategic locations on Pooling Sub-Station
including all required accessories, laying of power/communication cables and
installation of monitoring station at MCR
l. Installation of indoor & outdoor illumination system including all required
accessories and laying of power supply cables
m. Installation of lightning protection system for entire plant facilities
n. Installation of fire detection and fire protection system for buildings, transformer
yard and switchyard.
o. Any other works related to installation, testing and commissioning not
mentioned but required to complete the plant facilities in all respect

4.3.8. Civil Works


The scope of civil construction work shall include all Works required for the Wind
Project but not limited to the following:
a. The land should be handed over to Owner on foot print basis with boundary
marked by stone pillars of approx. 1 ft. (H)x 6”(W)x 6” (Th) above the
ground.)
b. Conducting geotechnical investigation and topographical survey (contour
survey) of the plant area.

c. Site Preparation: Earthwork for site grading, cutting, filling, levelling &
compaction of land of the identified area.
d. Foundation: Design and construction of foundation for Wind Turbine
Generators (WTGs) and for WTG step-up transformer and HT switchgear
panel etc.
e. Rooms/Cabins: Room for housing WTG local control panels (applicable for
WTGs with lattice type tower), construction of Control room,, Store Room,
security room /Cabins, Equipment Rooms etc. (if applicable), along with
requisite furniture, workstations, Air Conditioning and other equipment as
per specifications.
f. Construction/Strengthening of WTG access road: The Contractor shall assess
the suitability of internal roads with respect to the requirement for WTG
transport and arrange construction/ strengthening as desired.
g. i). Fencing of Unit Switchyard of the WTGs.
ii). Construction and erection of perimeter fence/ boundary wall and main/
security gate(s) (if applicable).
h. Construction of Water drainage & sewage network with toilet facilities (soak
pit) (if applicable).
i. Basic amenities for staff in office and other miscellaneous (if applicable).

4.3.9. Testing
All the acceptance tests and Routine Tests, inspection at manufacturer's works as well
as at site shall be carried out strictly as per specifications, relevant standards and in
accordance with the Quality Assurance Plan and reports which shall be submitted to
Employer.

4.3.10. Warranty
The contractor shall provide the warranty for the equipment as mentioned below:
a. WEGs must have design life of 20 years and warranted for minimum 5 years for
any defect.
b. The mechanical structures, electrical works and overall workmanship of the grid
connected Wind plants must be warranted for a minimum of 5 years.

c. All warranties shall be in the name of SGEL.

4.3.11. Approvals and Licenses


4.3.11.1. The Contractor, on behalf of the Employer, shall obtain all applicable statutory
approvals / clearances required from Government Departments/regulatory Authority
including but not limited to the following:

a. Airport Authority of India


b. Pollution control board clearance, if required.
c. CEIG
d. State renewable energy development agency
e. System Studies (if any)

h. Environment Clearance (if applicable)

n. SLDC Data Transmission/Integration at SLDC
o. Any other approvals and permissions not specifically mentioned but may
be required for smooth Construction and Operation & Maintenance of the
Plant.
Bidder shall apply for necessary approvals, permits and clearances not more than 90
days from the issuance of LOA, which shall be complete in all respects,
incorporating the clarifications/changes as required by the concerned authorities.
Bidder to furnish in their bid (i) the complete list of statutory approvals which are
required in the respective state, (ii) the approvals already taken and (iii) the
approvals yet to be taken.
The vender shall follow, in general, the latest “Guidelines for development of
Onshore Wind Power Projects” issued by MNRE from time to time.

4.3.11.2. All Construction and O&M of the Plant shall be carried out through appropriate
relevant Standards, regulations and procedures laid by IMPLEMENTING AGENCY
/MNRE /CEA / CERC /CTU/ SERC / CEIG / GUVNL/ GETCO and other statutory
and regulatory authorities as and when applicable. Further, this shall comply the
applicable labour laws. The Contractor shall make himself aware of the same and shall
not solely depend upon the Employer.

4.3.11.3. The Contractor shall make all required Liaisoning /co-ordination with the concerned
agencies for obtaining such approvals including Chief Electrical Inspector General,
STU/ CTU, Statutory Authorities, concerned power utilities etc for
interconnection/synchronization of the wind power plant with the State/central Grid, so
as to commence utilization of power generated from wind power plant soon after its
commissioning.

4.3.11.4. The Contractor, in its own interest, is advised to get fully acquainted with the approvals
and clearances within the state where the Wind Power Project is to be developed and
obtain for himself on its own all information that may be necessary for such approvals
and clearances.

4.3.12. Training of Employer’s Personnel


The contractor shall provide training free of cost to the personnel of Employer for 14
man-days on Design/manufacturing/ erection/ testing/commissioning and O&M.

Expenses towards travel, lodging, and boarding and other expenses for the personnel
shall be borne by the Employer.
4.3.13. Insurance Coverage
The Contractor shall provide all the adequate insurances during EPC like Transportation,
loading/unloading Storage, Erection/installation and O&M period to cater all
Construction and O&M of the plant to indemnify the Employer in accordance with
relevant clause of Bid Documents.
4.3.14. Scope of Operation & Maintenance (O&M)
Comprehensive O&M of the Wind plant (s) for initial period of Five (05) years from the
date of commissioning of entire plant is in the scope of the Contractor. The O&M
contract can be renewed for further term of Five (05) years on same terms and
condition but at mutually agreed rates during 5th year of operation based on the
conditions prevailing at that time.

However, the revised rates should be in line with the rates in vogue at that time and is to
be finalised in the first half of the 5th year.

Further, the escalation is capped and shall not be more than 5% per annum of the 5th
year cost quoted by the bidder for 6th year and also for subsequent years with respect to
the preceding year.

The Detailed scope of O&M Services has been specified in relevant clause in this
document.

4.3.15. Energy estimation and scheduling and forecasting


The work regarding the Estimation, Scheduling & Forecasting on daily basis in form of
day ahead schedule as per applicable guidelines shall be in the scope of employer.
Contractor shall provide relevant data/access required for the Estimation, Scheduling &
Forecasting to employer/Qualified Co-ordinating Agency (QCA) hired by the employer
without any additional financial implication.
In addition to above, the contractor shall communicate to the QCA, the timing of
breakdown and restoration of WEGs as soon as they happen, schedule of preventive
maintenance of WEGs in advance, and any other information required for forecasting,
scheduling and deviation settlement of the plant.

4.3.16. Performance Monitoring


The performance monitoring of the system shall be as per the terms & requirements of
RfS.

a. The Contractor shall provide access to MNRE/SGEL/State Agency or their
authorized representatives for installing any additional monitoring equipment to
facilitate on-line transfer of data. All data shall be made available as mentioned
above for the entire duration of the O&M Period.

b. The SCADA System shall be built over Industrial IoT architecture with
integrated Analytics, secure web access, enterprise software and Database in
accordance with respective clause of TS. It shall be able to provide real time
online data (including but not limited to irradiance, plant generation
(instantaneous/daily/monthly/yearly), daily peak generation, temperature, wind
speed etc.) to MNRE/SGEL/State Agency or any other Regulatory Agency as
per requirement.

4.3.17. Handing over of the Plant


At the end of the contract period, the contractor shall hand over the plant and
equipment back to the Employer in completely safe and healthy condition and
without any pending defect. The items supplied by the Employer on returnable basis,
such as spares parts, consumables, tools and plants, documents etc. shall be returned
back to the Employer, else, suitable recoveries shall be made from the Contractor’s
bills.

4.4 GENERAL TECHNICAL REQUIREMENTS

4.4.1. Introduction
This part covers general technical requirements, which will form an integral part of
the Contract. The following provisions shall supplement all the detailed technical
requirements brought out in this section.

4.4.2. Completeness of the Facilities


Contractors may note that this is a contract inclusive of the scope as indicated
elsewhere in the specification. Each of the plant shall be engineered and designed in
accordance with the specification requirement. All engineering and associated
services are required to ensure that a completely engineered plant is provided.

All equipment furnished by the Contractor shall be complete in every respect, with all
mountings, fittings, fixtures and standard accessories normally provided with such
equipment and/or those needed for erection, completion and safe operation &
maintenance of the equipment and for the safety of the operating personnel, as
required by applicable codes, though they may not have been specifically detailed in
the respective specifications, unless included in the list of exclusions.

All similar standard components/ parts of similar standard equipment provided, shall
be interchangeable with one another.
4.4.3. Codes and Standards

4.4.3.1. All the works shall be carried out as per the standards/codes (IEC, IS etc.) referred in the
Technical requirements/ specification or internationally accepted equivalent standard.
All the standards and codes of practice referred to shall be the latest editions including
all applicable official amendments and revisions. In case of conflict between this
specification and those codes/standards referred the later shall prevail.
Unless covered otherwise by Indian codes & standards and in case nothing to the
contrary is specifically mentioned elsewhere in the specifications, the latest editions (as
applicable as on date of Issue of NIT), the International/ National standards such as JIS,
ISO, SEL, SEW, IEC, EN & ASTM shall also be considered as far as applicable for
Design, Manufacturing and Testing of the respective equipment.

4.4.3.2. In addition to the codes and standards specifically mentioned in the relevant technical
specifications for the equipment / plant / system, all equipment parts, systems and works
covered under this specification shall comply with all statutory regulations and safety
codes as applicable in India as well as of the locality where they will be installed
including the following:
a. Bureau of Indian Standards (BIS)
b. Indian electricity act

c. Indian electricity rules
d. Indian Factories Act and State Factories Act
e. Regulations of the Central Pollution Control Board, India

h. State Pollution Control Board.
i. Rules for Electrical installation by Tariff Advisory Committee (TAC).
j. Indian Electricity Grid Code (IEGC), CEA/CERC /SERC Regulations and other
statutory regulations as applicable.
k. Any other statutory codes / standards / regulations, as may be applicable.

4.4.4. Instruction Manuals


The Contractor shall submit to the Employer, Instruction Manuals for all the equipment
covered under the Contract. The manuals shall be specifically compiled for this project.
The Contract shall not be considered to be completed for purposes of taking over until
the Instructions manuals have been supplied to the Employer. The Instruction Manuals
shall include (but not limited to) the following:
4.4.4.1. Erection & Commissioning Manuals/Checklists
The erection & Commissioning Manuals/Checklists shall be submitted prior to the
commencement of erection activities of particular equipment/system. The Erection
Manual should include Erection strategy, Sequence of erection, Erection instructions,
Critical checks and permissible deviation/tolerances, Bill of Materials, Procedure for
erection, General safety procedures, Procedure for initial checking after erection, testing
and acceptance norms, Procedure/ Check list for pre-commissioning & Commissioning
activities.
4.4.4.2. Operation & Maintenance Manuals
The operating and maintenance instructions together with drawings (other than shop
drawings) of the equipment, as completed, shall be in sufficient detail to enable the
Employer to operate, maintain, dismantle, reassemble and adjust all parts of the
equipment. These shall give a step by step procedure for all operations likely to be
carried out during the life of the plant / equipment including, operation, maintenance,
dismantling and repair including periodical maintenance activities to be carried out for
smooth functioning of the plant. List of spare parts along with their drawings and
catalogues shall also be provided in the Manuals.
4.4.5. Progress Reports
The Contractor shall furnish to the Employer, Progress Reports with periodicity as
decided by the Employer detailing out the progress achieved in the execution of the
project including status of supply of material, progress on all erection activities as

compared to the schedules. Colour photographs and video through email indicating
various stages of erection and the progress of the work done at Site shall supplement
this. The report shall also indicate the reasons for the variance between the scheduled
and actual progress and the action proposed for corrective measures, wherever
necessary.

4.4.6. Project Completion Report


The Contractor shall submit a Project Completion Report at the time of handing over
the plant. Before the final acceptance of individual equipment /system by the Employer,
the Contractor will update all original drawings, documents and BOM for the
equipment/ system to "as built" conditions and submit these as built
drawings/documents to the Employer. The Works shall not be considered complete for
purposes of taking over under the terms of the General Conditions of the Contract until
the Contractor has supplied the above documents.
4.4.7. Technical/Contract Co-ordination Meeting
The Contractor shall organize and attend progress Meetings (at least one monthly or as
decided by the Employer) with the Employer/Employer's representatives during the
period of Contract at mutually agreed venues for review of progress & resolving
technical clarifications, if any. The Contractor shall attend such meetings at his own
cost and fully co-operate with such persons and agencies involved during the
discussions. The Contractor shall ensure availability of the concerned experts /
consultants/ personnel who are empowered to take necessary decisions during these
meetings.
4.4.8. Design of Facilities/Maintenance & Availability Considerations
The Contractor shall execute the basic and detailed design and the engineering work in
compliance with the provisions of the Contract, or where not so specified, in-
accordance with good engineering practice.

The Contractor shall be responsible for the selection and design of appropriate
equipment to provide the best coordinated performance of the entire system. The basic
requirements are detailed out in various clauses of the Technical Requirements/
Specifications. The design of various components, assemblies and subassemblies shall
be done so that it facilitates easy field assembly and dismantling. All the work shall be
done while complying fully to or above minimum standards specified in this
specification.

4.4.9. Design of Facilities, Specifications and Drawings


All the design procedures, systems and components proposed shall have already been
adequately developed and shall have demonstrated good reliability under similar
conditions elsewhere.

The Contractor shall be responsible for the selection and design of appropriate
equipment to provide the best coordinated performance of the entire system. The basic
requirements are detailed out in various clauses of the Technical Specifications. The
design of various components, assemblies and subassemblies shall be done so that it

facilitates easy field assembly and dismantling.

Any changes of the design of any part of the Works, which may become necessary after
signing the Contract, have to be submitted in writing to the Engineer in-Charge for
approval, being sufficiently substantiated and justified. However, there shall not be any
cost implication due to these deviations on the employer.
4.4.10. Standardization of Works
Every effort shall be made to standardize parts and spares so as to minimize costs
throughout the Works in order to facilitate keeping stocks, maintenance, replacement,
inter changeability, etc.
4.4.11. Availability and reliability
The Contractor shall design each equipment, system or subsystem to provide 99 %
availability, reliability, low maintenance and ease of maintenance. The Contractor shall
optimize the various systems and subsystems to minimize the number of different
components and associated spare parts.
4.4.12. Material of Construction
All materials used for the construction of the equipment shall be new and shall be in
accordance with the requirements of this specification. Materials utilized for various
components shall be those, which have established themselves for use in such
applications.
4.4.13. Safety
4.4.13.1. Handling provision: Lifting lugs, brackets, eyes, and other items required for attaching
lifting devices shall be provided on all the major components of the equipment for safe
handling. Lifting devices like lifting tackles, slings, etc. to be connected to hook of the
hoist / crane shall be provided by the contractor for lifting the equipment and accessories
covered under the specification.

4.4.13.2. Safety of operation: All equipment and services provided under this contract shall abide
by commonly accepted standards for safety of operation.
4.4.14. Rating Plates, Name Plates & Labels
Each main and auxiliary item of plant including instruments shall have permanently
attached to it in a conspicuous position, a rating plate of noncorrosive and non-
hygroscopic material upon which shall be engraved manufacturer's name, equipment,
type or serial number together with details of the ratings, service conditions under
which the item of plant in question has been designed to operate, and such diagram
plates as may be required by the Employer.
4.4.15. Protection and preservative shop coating
a. All coated surfaces shall be protected against abrasion, impact, discolouration
and any other damages. All exposed threaded portions shall be suitably
protected with either metallic or a non-metallic protection device. All
primers/paints/coatings shall take into account the hot humid, corrosive &
alkaline, subsoil or over ground environment as the case may be. The
Contractor’s scope of work includes painting of all equipment and structures.

The quality and finish of paints shall be as per standards of BIS or approved
equivalent.
b. Preservative Shop Coating: All exposed metallic surfaces subject to corrosion
shall be protected by shop application of suitable coatings. All surfaces which
will not be easily accessible after the shop assembly, shall be treated
beforehand and protected for the life of the equipment. The surfaces that are to
be finish-painted after installation or require corrosion protection until
installation, shall be shop painted with at least two coats of primer.
c. Transformers and other electrical equipment if included shall be shop finished
with one or more coats of primer and two coats of high-grade resistance enamel.
The finished colors shall be as per manufacturer's standards, to be selected and
specified by the Employer at a later date.
d. Shop primer for all steel surfaces, which will be exposed to operating
temperature below 95°C shall be selected by the Contractor
4.4.16. Mechanical Works and Steel structures

4.4.16.1. Materials
a. Materials shall be new and of high-grade quality, suitable for the purpose, free
from defects and imperfections, and of the classifications and grade meeting
specification requirement. Material specifications, including grade or class shall
be shown on the appropriate drawings.

b. All materials or parts used in the equipment shall be tested in conformity with
the standards.

c. Certified Material Test Report for the materials of major/important components


and/or materials for special application shall be furnished to the Employer as
soon as possible after the tests are performed. Each test certificate shall identify
the components for which the materials are used and shall contain all
information necessary to verify compliance with the contract.
4.4.16.2. Metal Work
a. The contractor shall supply & install all anchors, fasteners, embedded metal
work, piping, & sleeves associated with & required for the equipment to be
installed under this contract, except if otherwise mentioned in the specifications.

b. The Contractor shall be responsible for the determination and details of all loads
and forces exerted by his equipment and transferred to the foundation.

c. Galvanizing: Unless otherwise specified, all structural steel including ladders,


platforms, hand rails and the like and all exterior and interior steel surfaces of
outdoor Works, as well as bolts and nuts associated with galvanized parts shall
be hot-dip galvanized, electrolytically galvanized or standardized, as may be
appropriate to the particular case.

4.4.17. Instrumentation & Control

All instrumentation and control systems/ equipment/ devices/ components, furnished
under this contract shall be in accordance with the requirements stated herein, unless
otherwise specified in the detailed specifications.

All instrument scales and charts shall be calibrated and printed in metric units and
shall have linear gradation. The ranges shall be selected to have the normal reading at
75% of full scale.

All scales and charts shall be calibrated and printed in Metric Unit

4.4.18. Pre-Commissioning & Commissioning Facilities


a. The pre-commissioning and commissioning activities of the equipment/systems
furnished and installed by the contractor shall be the responsibility of the
Contractor. The Contractor upon completion of installation of equipment and
systems, shall conduct pre-commissioning and commissioning activities, to make
the equipment/systems ready for safe, reliable and efficient operation on sustained
basis at his expense. All pre-commissioning/commissioning activities considered
essential for such readiness of the equipment/systems including those mutually
agreed and included in the Contractor’s quality assurance programme as well as
those indicated in the technical Requirements/ specifications shall be performed by
the contractor. The Contractor must strictly adhere to the Commissioning
procedure as stipulated in RFS document.

b. The contractor shall give the concerned RLDC/SLDC/IMPLEMENTING


AGENCY, SGEL & CTU at least sixty (60) days advanced preliminary written
notice and at least thirty (30) days advanced final written notice, of the date on
which it intends to synchronize the Power Project to the Grid System. The
synchronization equipment and all necessary arrangements / equipment including
RTU for scheduling of power generated from the Project and transmission of data
to the concerned authority as per applicable regulation shall be responsibility of
the Contractor.
4.4.19. Packaging & Transportation
The Contractor is solely responsible for transporting the equipment/material, machinery
with proper packaging and labour at his own cost and is also obliged to arrange for and
obtain all necessary permissions, permits, consents and licenses. All the equipment
shall be suitably protected, coated, covered or boxed and crated to prevent damage or
deterioration during transit, handling and storage at Site till the time of erection. The
Contractor shall be responsible for any loss or damage during transportation, handling
and storage due to improper packing. Upon indicating the items for which the
contractor requires the C-forms if applicable, the employer may issue the C-form. Also
arrangement of safe storage facility for preservation & conservation of all the incoming
material is in the scope of the contractor.

4.5 DETAILED TECHNICAL REQUIREMENTS
4.5.1. Land

4.5.1.1. Land - Functional Requirements


Acquisition and transfer of ownership, on outright purchase or lease basis for 28
years, of Land and/or Right of Way/Use for Land for the following functions /
requirements:

a. Installation of Wind Energy Project(s) as per project capacity mentioned


elsewhere in this document.
b. Construction and maintenance (till completion of O&M contract) of internal
roads in the wind farm required for smooth & trouble-free O&M.
c. Construction/development of proper approach roads to the project site.
d. Setting up transmission lines and network, transformers and other necessary
equipments/ arrangements for evacuating the power generated from wind
turbine generators (WTGs) up to the nearest grid of TRANSCO/ DISCOM/
transmission licensee/ identified agencyas point of connection (POC).

4.5.1.2. LAND - Technical Requirements


The land offered by the bidders should meet the following requirements:

a. Only those sites shall be accepted where wind resource assessment (WRA)
has been carried out by installing wind mast of preferably equal to hub height or
at least 2/3 hub height of WTG offered and by using the derived wind-data for
at least continuous one-year period as per established industry practices/
NIWE/ MNRE latest guidelines. The sites should have authentic WRA data to
ensure estimation of long-term energy output from the windfarm to meet the
techno-commercial viability of the project.

b. It is desirable that the bidder furnishes wind data and energy output records of
adjacent wind-masts and wind farms during recent years for energy estimation
validation for correlation of data with the offered wind farm.

c. A single site would be defined as the cluster of WTGs installed at the same
location connected to a single pooling sub-station.

d. The farthest wind turbine of wind farm in the offered site shall not be more
than 10 km away from the reference wind mast to enable Owner/NIWE to
carry out prediction of estimated energy yield of the offered wind farm for
long term basis with reasonable accuracy.

e. Bidders shall not site wind turbines within 500 m of any dwelling for the
mitigation of noise.

f. In case of land purchased on foot print basis, developer shall leave minimum

distance of ½D+5m as boundary distance from the centre of the proposed
WTG from the neighbouring land.

i. Boundary distance of ½D +5m or a distance applicable as per State


Government policy for revenue land, in all four directions from the
centre of the proposed WTG (where D is the WTG rotor diameter) if
there is no building, school, residential place, etc. nearby.

ii. Boundary distance of Tower height +0.5D + 5m in all four directions


from the WTG (where D is the WTG rotor diameter) if location is
nearer to public roads, railway tracks, highways, buildings, public
institutions and EHV lines.

4.5.1.3. LAND – General Requirements

a. The land shall be handed over to Owner (SGEL) on foot print basis with
boundary marked by four (4) nos. stone pillars of approx. 1’(H) x 6’’(W) x
6’’(L) above the ground.

b. During the execution of the project, in case it becomes necessary for the
Contractor then changes in positioning of WTGs within the offered wind farm
location may be accepted by Owner without any additional cost and/or
compensation thereof. Further, the Bidder is to ensure that the AEP for the
new location is not less than the quoted AEP. Further, scheduled
commissioning date (SCOD) of Project shall not be altered due to change of
positioning of WTGs.

4.5.1.4. LAND- Legal Requirements

a. Bidder shall indicate the area of land required for installation of each WTG as well
as for approach road/ internal roads, administrative building, control room, store,
office, amenities, water arrangement, extensions, etc. wherever required/
applicable, for the wind farm to be transferred/ sub-leased/ leased to the owner
(SGEL). In case of private land, the land shall be outright purchased and transferred
to the owner (SGEL) or registered lease for 28 years shall also be accepted. In case
of Government Land, the land shall be leased / sub-leased to the owner (SGEL).

b. Roads, administrative building, control room, store, office, etc. may be on sharing
basis but bidder will give documentary proof showing that land for such purposes
belongs to him or have right of way/ use.

c. Bidder shall be responsible for all land development activities, obtaining all
clearances related to land development and civil works.

d. Bidder shall comply with all the rules and regulations already in force and formed
by the statutory and local bodies effective at the time of Land Transfer/Land Lease
to the owner. All expenses required to be incurred for the above including statutory
fees, stamp duty, logistic expenses etc. shall be borne by the bidder/contractor.

e. Bidder shall obtain permission of competent authority for Non Agriculture (NA)
use of agriculture land for wind farm project, as per the State policy, wherever
applicable, for private land.

4.5.1.5. LAND - Transfer Arrangement


The bidder shall have any of the following arrangement for having land with clear title
and free from all encumbrances, charges, liens, encroachments or litigation and not
subject matter of acquisition for any other purpose.

a. Clear possession of 100% of the land identified for the project. In this regard the
Bidder shall be required to furnish documents/lease agreements to establish
possession/right to use 100% of the required land in the name of the Owner
(SGEL) for a period not less than 28 years from the issuance of LOA. In case of
leasing of Government land, appropriate state regulations regarding tenure of
lease agreement shall be applicable. In case the land is in the name of the bidder’s
Affiliate, the land should be transferred in the name of the owner prior to
Scheduled Commissioning Date.

b. In case of Forest land, the bidder already having in principle approval of MoEF,
Govt. of India either in his favour or in favour of Third party for diversion of
offered Forest land for use in implementation of wind power project(s) under
Section 2 of Forest (conservation) Act, 1980:

The bidder shall furnish land details, copy of in principal approval of MoEF,
Govt. of India, agreement of bidder duly notarized with third party with a
commitment to lease / sub lease such land to Owner without any consideration.

In addition the bidder shall give an undertaking for discharging the obligations
and complying with the directives given by MOEF in its approval letter within
completion time of the project.

c. Contractor is required to complete the due diligence required for the land to
ensure that offered land is free from all the encumbrances and encroachment.
Contractor shall ensure that title of the land is marketable and suitable for
registered lease for required period or mutation in case of transfer of land to
SGEL
Bidder shall be required to offer the following documents to SGEL as a
minimum.
i. Title Search report of period not less than 30 years validated by
Registered Lawyer or Law Firm appointed by Contractor, certifying that
the offered land title is undisputable, marketable and suitable for
registered lease or Ownership transfer without claim and protest.
Report shall clearly indicate name(s) of the titleholder(s) of the land.
ii. Encumbrance certificate/letter from competent land registering authority
iii. Available permit/NOC/approval for the land for setting up wind project
on the offered land and transfer/lease of land to SGEL.
iv. Required permit/NOC/approval or the land for setting up wind project

on the offered land and transfer/lease of land to SGEL.
v. Contractor shall be responsible to arrange all
permission/NOC/approval for change of land uses etc. as applicable for
unrestricted use of land for wind project(s) till service life of project(s).
SGEL reserves the right to accept or reject the offered land if the offered land does
not meet the aforementioned requirements.

4.5.2. Wind Power Plant (WPP)

4.5.2.1. Detailed design, micro-siting, engineering, manufacturing, inspection, testing, supply


of materials/equipment, transportation to site, construction, erection/installation, pre-
commissioning, performance testing and commissioning of Wind Energy Project(s)
anywhere in India with all interfacing equipment for feeding to the grid(s) at suitable
location(s) as per the detailed technical specification under the bid document and as
per the prevailing Indian/International standards and practices for wind farm.

4.5.3. Wind Mast (for Power Curve Test)

4.5.3.1. Installation of a Wind Mast at the Wind Power Project site along with all required
data loggers, sensors, etc., to collect required data for a maximum of 10 minutes
interval for adjudging the performance of the Wind Power Plant. Wind measuring
system should be of 16 quadrant type. The measuring instruments shall conform to the
requirements of relevant standards (IS/ IEC/ MEASNET etc.) and should have valid
calibration certificates of accredited test house.

4.5.3.2. The height of the wind mast shall be equal to hub height of the WTGs to be installed.
The wind mast shall be installed & made operational at least 15 days before the start
of power curve testing, to ensure proper data recording during the power curve test
period and shall remain installed at site till the power curve testing is carried out
successfully.

4.5.4. Carbon Credit


SGEL Ltd. intends to get the project registered under CDM. SGEL will take care of
the CDM related formalities. The Contractor shall provide all the required information/
data, at no extra cost to SGEL as may be asked for fulfilling the requirements of Clean
Development Mechanism (CDM). This would include, but not limited to, assistance
during the local stakeholder consultation meeting, providing information regarding
monitoring of the project, maintaining log books for different parameters like
generation, plant shutdown, grid availability, etc., regular calibration of the meters as
per applicable grid code and any other information that is required during the CDM
validation of the project.

4.5.5. WTG AND ASSOCIATED EQUIPMENTS OF WEP (WIND ENERGY PLANT)

4.5.5.1. GENERAL
4.5.5.1.1. Micro siting of all the WEGs: The wind data can be collected from NIWE’s /
Developer’s / manufacturer’s own mast if data is available at the proposed location
for a minimum one year, but not older than 10 years from bid submission date, for

micro siting. The measurement height of the mast shall be equal to the hub height of
the proposed wind turbines or at least 2/3 of the hub height of the machines. The wind
data from reference wind mast having distance of maximum of 10 km (from last
turbine) for homogeneous terrain and 3.0 km for complex terrain only will be accepted
for Micro siting.
For wind data and wind mast availability, following conditions shall also be
considered
a. Case1 - Wind mast already available physically and registered with NIWE.
Bidder to submit wind mast data verifiedby NIWE.
b. Case 2 - Wind mast already available but not registered and data not verified by
NIWE: Bidder to submit the wind mast data verified by NIWE.

4.5.5.1.2. Design, engineering, manufacture, testing at works and supply at site of suitable LT
voltage, 50 Hz upwind, horizontal axis Wind Turbine Generators (WTGs) in the range
of 2000 kW and above rating complete with accessories as may be required for
erection, commissioning and successful continuous operation of project (s) capacity
Wind Energy Plant(s) with all interfacing equipment for feeding the identified grid.
The WTGs shall be equipped with current limiting devices and capacitors (if required)
so as to maintain power factor as desired by State grid.

4.5.5.1.3. Design & construction of towers including foundation for WTGs.

4.5.5.1.4. Internal lines between WTGs, circuit breakers and associated work at the place of
interconnection with the evacuation system of the wind power plant.

4.5.5.1.5. Grid interfacing, including transformer, panels, VCB kiosks, protection equipment,
metering equipment, HT lines for evacuation of power from the wind power plant to
the nearest ISTS sub-station.

4.5.5.1.6. The Contractor will install energy meters for the export of power to the identified grid
substation and recording of import power from the grid with provision of dedicated
CT/PTs for metering if applicable.

4.5.5.1.7. There shall separate and Independent SCADA for the offered project with secured
communication between different nodes of the SCADA for plant monitoring and
relaying of data to LDC.

4.5.5.1.8. Laying of appropriate evacuation system for inter connection with the ISTS grid etc.
shall be provided for this project (on common usage on sharing basis wherever
applicable).

4.5.5.1.9. All items shall be carefully inspected and tested during manufacture and prior to
dispatch in accordance with the Quality Assurance Plan /standard practice of the
manufacturer mutually agreed with the Owner and as per the applicable standards of
inspection and testing. These certificates shall be supplied before the dispatch of the
equipment

4.5.5.2. MICROSITING
The Contractor shall carry out Micro-siting and shall submit the "Micro-siting
Report" to the Employer along with the bid. Micro-siting Report shall have the
following inputs in soft copy.

(i) Wind data- Time series (speed and direction-10 min avg.) for a minimum
period of one year (continuous) for two levels (one level should be equal to the
hub height of the proposed wind turbines or 2/3 of the hub height of the
machine and another level should be below the hub height)
(ii) Digitized contour map at contour intervals of 2 meter for the proposed wind
farm site and 5 m for the surrounding wind farm including roughness
considered in the form of “.map” file as input to WAsP. The digitized map of
contour & roughness up to 10 km (in the homogenous terrain) and 3 km (in
complex terrain) from the offered WEGs and reference wind mast shall be
provided.
(iii) Certified Power Curve and thrust curve of the proposed machine. Proposed
machine should be listed in MNRE’s latest RLMM.
(iv) Exact positioning (co-ordinates) of each WEG with reference to contour map
along with neighboring turbine co-ordinates.
(v) Details of reference wind mast i.e.:
a) NIWE’s / Contractor’s own
b) Exact location of mast with respect to offered site giving coordinates and
elevation level
c) Height of the mast duly indicating sensor heights
d) Period of wind data of the mast considered for calculation.
e) Annual Air Density of the site.
f) The mast should have verified and data be vetted from NIWE/CWET in
advance of bid submission.
(vi) Details of Energy loss factors considered by the Contractor in arriving at net
estimated generation viz."
a) Machine Availability
b) Grid Availability
c) Array Efficiency
d) In addition to above, Contractor shall clearly indicate various correction
factors like air density etc.
e) Internal/transmission losses and consumption
f) Year to year wind variation
g) Other uncertainties
h) Any other factor
(vii) Contractor shall submit certified copy of Type Test Certificates. Validity of
certificates shall be until the end of Defects Liability Period.
(viii) It is mandatory that Contractor stand by the Type Test Certificates and data
submitted.

4.5.5.3. WIND TURBINE GENERATORS (WTGs)

4.5.5.3.1. WTG Type


The WTG shall be of rating 2000 kW or above. The WTGs shall have the following
features:

a. Upwind

b. Horizontal axis with active yawing.

c. 3-bladed type rotor.

d. Grid compatible

e. Pitch or active stall regulated.

f. Lattice / tubular / Hybrid tower with lift.

g. Having survival wind speed capable to withstand cyclonic effect in the offered
area.

4.5.5.3.2. General Requirements

a. The type of WTGs shall be of proven design, identical, commercially


available and grid-connected type.

b. The WTG shall be fitted with components as specified in the type certificate.
The make, type, rating and model of the components of WTG shall be specified
by the Contractor.

c. The WTGs shall be complete with all parts and components necessary for normal
operation

d. during the lifetime of the WTG.

e. All materials, components and equipment shall be new, factory made and
designed to ensureeasy maintenance and from approved manufacturers.

f. Source of components shall be furnished by the Contractor.

g. A room erected near the tower shall protect equipment installed at the tower
base. In case of tubular tower, the equipment erected inside the tower base shall
be protected suitably taking into consideration the environment impact.

4.5.5.3.3. Main Design Criteria

a. The WTG must be suitable for continuous and satisfactory operation at the site
for the prevailing wind and climatic conditions and designed to have a
minimum of 20 years operating life as per IEC / Design Guidelines. If the life of
any of the components is less than 20 years, such components shall be listed,
stating the expected life.

b. The blades should be designed based on a standard specification, which may


be indicated by design registration number, date of issue and issuing authority.

c. The WTGs shall have a minimum of two independent and fail-safe braking
systems of which at least one must be of the aerodynamic type.

d. The WTG operation and safety shall be governed by control and protection
system. The protection system shall be activated whenever the WTG is not kept
within normal operating limits due to Control System failure, effects of
internal/external failure, or on account of any dangerous event.

e. The Local Control System (LCS) of the WTGs shall be based on PLC/
microprocessor having facility for fiber optic cable/RF based communication
with Central Monitoring & Control Station (CMCS) with a facility for remote
control and a centralized remote monitoring system for control and monitoring
and database system. The CMCS being provided shall have a personal computer
for monitoring purposes under the scope of this contract for exclusive use by the
Owner’s personnel along with Ethernet option for remoteaccess facility.

f. Cut-in and Cut-out speed ranges shall be defined by the manufacturer.

g. The Contractor in its bid shall furnish the following design parameters:
i. The withstand capability for maximum 10 minute average wind speed at
hub height.
ii. The withstand capability, for maximum 2 sec gust wind speed at hub
height.
iii. The maximum operation wind speed, given as 10 minutes average wind
speed.
iv. The maximum electrical power output.
v. The maximum rotor revolution speed.
vi. The certified Power curve.

h. Details of auxiliary power supply as required for various segment of Electrical


and Automations system shall be furnished. Similarly, provision of cooling
system for Electrical panels etc. shall be separately brought out in the offer.

4.5.5.3.4. Environmental Protection

a. All materials, components and equipment shall function and work properly

during thelifetime without deterioration due to the climatic condition at the site.

b. All exposed steel parts of WTG system must be protected against corrosion for
its design life by using hot dipped galvanization, Polyurethane paint or its
equivalent as per relevant standards. In case of galvanization, minimum
thickness of galvanization shall be 110 micron.

c. The methods to be used to protect against corrosion of all components of the


WTGs shallbe described and submitted along with the bid.

4.5.5.3.5. Rotor
The rotor shall be so manufactured as to be least affected by the tropical weather at
site for its life, profile, surface smoothness, etc. The rotor should have its own
aerodynamic brake so that extra torque due to strong wind, gust, storm, etc. is only
marginally transmitted to the high-speed shaft of the gearbox if any. The blades shall
be sturdy enough to maintain its shape and alignment when kept in stalled or stopped
condition at any angle to the vertical and for a long period of time. Safety system of
the rotor assembly shall be of fail-safe design. The blades of the rotor shall have
in built lightning protection. This will be in addition to lightning protection
provided for rest of Nacelle equipment.

4.5.5.3.6. Transmission
The gearbox, if provided, shall be of proven and special design suitable for WTG
application from an experienced and reputed manufacturer for long and trouble free
operation. Standard components shall be used to give high reliability. The gearbox, if
used, shall be provided with a temperature sensor mounted in the sump for measuring
the oil temperature amongst other parameters. Information about the safety factor and
lifetime of all gear wheels, bearing, etc. shall be given in the bid. The transfer of
vibrations from the gearbox to the nacelle shall be minimized. The Contractor shall
mention as to how it is achieved.

4.5.5.3.7. Braking System


a. Two independent braking systems shall be necessary out of which one should
be aerodynamic type through tip brake or pitch control.
b. The aerodynamic brake may be hydraulic or mechanical or electrical type but
shall be so designed that braking force shall be applied evenly through all the
blades to avoid vibration and undue stresses on rotor. The operation of the
braking system shall be fool proof and shall have minimum adverse effect due to
ingress of dust and water/ moisture into the moving parts. In any case these
brakes shall have the facility of auto/ remote controlled resetting when activated.
In case the hydraulic power pack is located in the hub, the unit shall be certified
for operation at any position with respect to horizontal level and shall be
unaffected by the centrifugal force experienced during over speeding of rotor.
Safety precautions against loss of power in this braking system shall be
incorporated.
c. Fail-safe, heavy-duty electro-hydraulic or hydraulic brake shall be provided for
mechanical braking of the rotor. This may be provided on high speed or low

speed shaft but not on the non-driving end of the generator to avoid fatigue-
failure of generator shaft. The brake shall be adequately rated to stop the rotor at
full speed during sudden power failure. Brake shoe line shall withstand
temperature-rise at the time of braking and have adequate surface area for
dissipation of thermal energy. The shoes shall be capable of withstanding large
number of operation before requiring replacement.
d. An additional brake, manually operated from the nacelle, shall be provided, for
holding the rotor in any position with main brake(s) dismantled for inspection and
servicing.
e. The Contractor along with explanatory notes on their working principle shall
indicate expected life of the braking system and the pads. The note shall also
explain the safety feature for a situation when the WTGs are kept switched off for
a long period for maintenance etc. and disconnected from the grid.

4.5.5.3.8. Yaw System


The WTG shall be provided with an active yaw system responding to the signals from
wind direction sensor. The yaw system shall possess a feature for automatic
untwisting of cables connected to the Nacelle. The yaw system shall be protected
against corrosion, dirt and also fatigue due to gust, storm, freak wind-shift etc.

4.5.5.3.9. Tower
a. The WTGs shall have identical towers, either RCC or lattice, tubular or hybrid
type fabricated from structural grade steel sections or plates. All exposed
portion of the tower and foundation bolts/anchor plates/stubs etc. shall be
galvanized or painted with anti- corrosion paint as per specifications & in
accordance with Indian/International standards. The tower shall be designed for
the dynamic loading imposed by the normal operation of the WTGs as well as to
withstand survival wind speed without any damage. The permissible tolerances in
fabrication of towers shall be as per the relevant Indian standards. Complete
details of the towers shall be furnished along with bid.
b. The towers shall be provided with facilities like lift & other convenient
climbing devices etc. for safe access to the nacelle and to the aerodynamic
brakes. The safety ropes & belts shall be made available by the contractor as
and when required during the construction period and O&M period. The
necessary foundation bolts should be supplied along with thetubular towers.
c. If tubular towers are offered and the local control panels and associated electrical
equipment are installed inside the tower, lockable door shall be provided at the
base of the tower. In case of lattice type or RCC tower, a separate electrical
room with adequate protection against weather and unauthorized entry shall be
provided.
d. The towers shall be painted with SGEL logo on one side.

4.5.5.3.10. The details of WTGs shall be furnished in the format provided in this document.

4.5.5.4. ELECTRICAL SYSTEMS OF WTGs

4.5.5.4.1. General
a. Electrical power and control systems of the WTGs must be designed for
unattended automatic service.

b. The design must ensure


i. Desirable reliability.
ii. Easy maintenance and services.
iii. Maximum power production

c. All installations/ equipments/ system/components must be designed, fabricated


and tested in accordance with latest publications from the Indian and
International Organizations of Standards:
BIS: Bureau of Indian Standard
IEC: International Electro-technical Commission.

4.5.5.4.2. System Parameters


4.5.5.4.2.1. The WTG system shall be designed to operate continuously and satisfactorily under
the following system parameters with variation as per Central Electricity Authority
(standards for connectivity to the grid) regulation 2007 with all latest amendments.
a. Voltage – nominal value (according to IEC 60038) ± 10 %.
b. Frequency – Frequency variation shall be as per stipulations of CEA (technical
connectivity to the grid) regulations 2013 along with latest amendments to the
same.
c. Voltage imbalance – the ratio of the negative-sequence component of voltage
not exceeding 2 %.
d. Current asymmetry: ±12.5%
e. Auto-reclosing cycles – Auto reclosing norms as per statutory regulations to be
followed.
f. However, the above variations should be acceptable to State/Central agencies.
g. The parameters mentioned in above sub-clauses are indicative in nature.
However, the offered WTG model shall operate as per the design conditions
suiting the system parameters of ISTS grid.

4.5.5.4.2.2. Tolerances exceeding above limits, must not harm/damage the installation in any way.
4.5.5.4.2.3. If the WTGs are to be stopped or tripped beyond limiting values mentioned above,
adequate time delay shall be incorporated for cooling of the electrical equipment in
accordance with the system design.
4.5.5.4.2.4. Contractor shall furnish the provisions for protection of the system or equipment
when boundary conditions are violated.

4.5.5.4.3. Generators
4.5.5.4.3.1. The generators may be three phase induction generators (asynchronous/synchronous
generators)/doubly fed induction generators/PMG (Permanent Magnet Generator)
compatible for 50 Hz grid connection, designed for tropical environment and in
accordance with Indian / International standards applicable for design and
manufacturing of generators which are also approved type by certifying agencies in
their approved valid type certificates

4.5.5.4.3.2. The generators shall meet the following technical specifications:

a. Rated voltage: 3 phase according to the design of the manufacturer

b. Rated frequency: 50 Hz

c. Rated output : To match WTG

d. Degree of protection (IEC): IP 54 / 55(induction /DFIG) & IP 23


(Synchronous)

e. Power factor: Power factor at all generation levels shall not be less than 0.95

f. Efficiency: Min. 90%

g. Insulation class: F/H as per approved in the type test.

h. Vibration category: As per relevant IS/IEC

Further all other requirements such as Total Harmonic Distortion (THD), DC


Injection, Flicker, Low voltage ride through (LVRT) capabilities shall be as per
Central Electricity Authority (standards for connectivity to the grid) regulation 2007
with all latest amendments.

4.5.5.4.3.3. The generators shall be provided with temperature sensors installed in the stator
windings being part of the generator protection system.

4.5.5.4.3.4. If the systems design so demands, separate cooling fan with cooling fins and ducting
shall be provided for the generator. This fan should be automatically controlled
through temperature sensing device.

4.5.5.4.3.5. Generator windings etc. must be provided with special corrosion protection to cope
with condensation problems caused by the high relative humidity / temperature
gradient at the site.

4.5.5.4.3.6. Generator shall be protected against short circuit, earth fault, over current and
over/under voltage. Any special protection required shall also be provided.

4.5.5.4.3.7. Generators must be provided with drain hole. However, for DFIG/ permanent magnet
gearless turbine no drain hole is required.

4.5.5.4.3.8. Generator construction, electrical and mechanical, must withstand cut-in at anti phase
& cut out phase.

4.5.5.4.3.9. The rated output and voltage shall match the varying availability of Wind Energy on
one hand and all the possible grid connection on the other hand. In case variable speed
WTGs are offered, complete details of power electronics used for this purpose shall
be furnished along with the offer.

4.5.5.4.3.10. Range of speed in which it shall be possible to synchronize the generator with the
grid shall be furnished.

4.5.5.4.4. Capacitor Banks


Since capacitor bank provision is dependent on the design of WTG, the Contractor
shall clearly establish its requirement so as to limit the power factor more than or
equal to 0.95& reactive power consumption not more than 5% of the active power
exported on annual basis.Other requirements are mentioned below:

a. Adequate capacitor banks shall be provided with automatic control switch so


that reactive power requirement of generator(s) is compensated resulting in a
minimum power factor of 0.95 at all operating conditions.

b. The capacitors must be connected when WTGs are running after the start
procedure is terminated. Safety equipment must be provided for switching off
the capacitors, when disconnected from the grid, to prevent rise in voltage
production. The capacitor banks must be installed with a protection class of
minimum IP 21.

c. The rated voltage of the capacitors must be equal to the WTGs nominal
voltage.

d. The capacitors shall in general conform to IS or IEC equivalent.

e. Capacitor shall be provided separately to compensate the reactive power drawl


by the step- up transformers installed for grid tie-up and this capacitor should be
in parallel with the gridalways, except whenever power is switched off.

f. The total reactive power drawl (kVARh) from the grid on a monthly basis in
each of the metering points shall not exceed 5% of the active power exported.

g. In case of WTG model with double fed induction generator, the WTG without
capacitor bank shall also be acceptable. However, the WTG model shall
comply with the requirements of ISTS/CTU for power factor & the reactive
power.

h. Self-excitation of WEG due to capacitors is to be avoided. The capacitors shall


be housed inside a panel such that proper ventilation is maintained and the heat
dissipated from the capacitors does not affect functioning of other components.

Note :
Bidders are required to fulfill the dynamic reactive power compensation
requirements as per Central Electricity Working Group Report July 22.
Any financial implication to fulfill above requirement is in the scope of
bidder.

4.5.5.4.5. Start Up

The current drawn by the WTG at the time of grid tie up shall be limited to the full
load current of the generator by providing suitable thyristor controls or other means.
Provision for inhibiting start from the central monitoring system must be provided.
The maximum inrush / starting current shall not exceed the full load current of the
generator.

4.5.5.4.6. Power Panel


4.5.5.4.6.1. Each WTG shall have a power panel and it must include all power distribution for the
WTGs, the protection systems, soft start, capacitor control, yaw motor and other
auxiliary drives, control etc.
4.5.5.4.6.2. General data for the Power Panel:
Control Voltage As per requirement

4.5.5.4.6.3. The equipment to be supplied shall meet the requirements of state grid operating
parameters.
4.5.5.4.6.4. The power panel and its bought-out components shall be designed and manufactured
in accordance with Indian/IEC standards.
4.5.5.4.6.5. The 415V, 3 phase supply between power panel and transformer shall be protected
against short circuit by circuit breaker/ MCCB on distribution board. Lightning
arrestors must be installed at the control panel end for protecting against voltage
transients on the grid. The power panel frame shall be connected to earth at two points.
4.5.5.4.6.6. The switchboard must include outlets of sufficient rating and numbers to feed the
lights and sockets in the nacelle and in the shelter of the WTGs. Socket outlets and
lights must be kept powered or emergency lights shall be provided in the tower area
for safe movement, even when the WTG is stopped and all remaining electrical
installations are isolated from the grid.
4.5.5.4.6.7. The generator overload protection system must be combined with temperature
measurement of the generator windings to ensure maximum production time of the
WTGs even at low grid voltage.
4.5.5.4.6.8. A phase relay must cut out the generator, if any of the phases is missing. Relays and
computer systems must be fully functional at voltages drops up to -13%.
4.5.5.4.6.9. Voltage variations beyond (+/-)13% or ambient temperature above 45 degree C must
not harm/damage the systems with suitable protection mechanism.
4.5.5.4.6.10. A mushroom type emergency push button must be located on the switchboard
front.
4.5.5.4.6.11. A switch for preventing remote control operation must be located in the front of
the switchboard.

4.5.5.4.7. Local Control System (LCS)
4.5.5.4.7.1. Each WTG shall have a Local Control System (LCS) and it shall be designed for
automatic, unattended operation based on a microprocessor/PLC-controlled system
with adequate power backup. The microprocessor/ PLC and power control units shall
be located at well ventilated place. In case of tubular tower the LCS shall be
capable of operating satisfactorily at such temperature that may exist inside the
tower without exceeding the permissible temperature rise. The LCS shall be able to
display basic operating functions and parameters of the WTG along with provision
for stopping and restarting the WTG. This should be accomplished either by
providing suitable display and switches on LCS control panel or through port
compatible to laptop.

4.5.5.4.7.2. The LCS shall be able to:

a. Generally, display the following parameters, as minimum:


i) Power production of the WTG (kW)
ii) Voltage (V) of all the three phases in RMS value Frequency (Hz)
iv) Power Factor
v) Current (A) of all the three phases in RMS value
vi) Rotor Revolution Speed (rpm)
vii) Brake activation
viii) Cumulative active energy production (kWh)
ix) Cumulative apparent energy production (kVAh)
x) Cumulative active energy consumption from grid (kWh)
xi) Cumulative reactive energy consumption from grid (kVARh), if
applicable
xii) Total run hours of WTG
xiii) Status of WTG
xiv) Yaw angle
xv) Wind speed (m/s) and direction of wind flow
xvi) Actual reactive power consumption (kVAR)
xvii) Temperature of generator, gear box etc.
xviii) Hydraulic oil pressure:

b. Display and Alarm the following conditions:

i. Low oil level or pressure in gear box


ii. Yaw failure
iii. Cable twist
iv. Control system failure
v. Excessive vibration in nacelle or other major item
vi. Worn-out brake pads
vii. Abnormal temperature in generator, gear box, yaw motor, brake calipers
and control panel
viii. Grid failure i.e. frequency error, excess current asymmetry, voltage failure
ix. Over speed of rotor and generator
x. Activation of emergency stop brake

xi. Failure of capacitor units, if applicable

The LCS shall have the display features at WTG controller level.

c. Stop, display and restart again when conditions become normal:

i. Low wind speed


ii. High wind speed
iii. Untwisting and twisting of cables
iv. Activation of stop push button (restart when start push button is activated)

d. Stop the WTG automatically whenever the grid supply fails and auto start of
WTG on resumption of healthy grid supply. The LCS shall be connected with
the Central Monitoring and Control System.

e. Provide parameters and operational conditions to the Central Monitoring and


Control System (CMCS/SCADA) in the Central Control Room. All the display
parameters including errors & alarms as per WTG design as displayed on the
LCS at WTG controller level, shall be displayed at CMCS level also for
effective monitoring.

f. LCS shall release the WTG after a shutdown caused by grid failure and the
WTG shall start automatically, provided it was released by CMCS. The WTG
shall be restarted only manually under all other shutdowns. If the CMCS is out
of order, WTG shall be restarted manually only after all shut down. LCS must
be capable of reporting any shut down to the CMCS, giving enough information
to identify the cause of failure. All set points of microprocessor for operational
parameters/ limits, etc. must be adjustable. The LCS must not depend on
CMCS. If there is a fault in the CMCS, the LCS must continue to control the
WTGs and keep it under operable condition.

g. It should be possible from central monitoring and control system at the master
control room to control all the Wind Electric Generators, give commands,
record their various data and take out the printed reports of energy generated
and other operational & calculated data on demand, from each WTG or from the
whole wind power project, export/import of energy, etc.

4.5.5.4.8. Auxiliary power requirement for contactor/relays/control electronics etc. shall be met
through a UPS. Its capacity and backup shall be mentioned. Requirement of important
control element are mentioned below:

Minimum backup period for UPS shall be half (1/2) hour and accordingly battery
capacity shall be provided for UPS.

a. DC Power Supply shall be SMPS based suitable for wide input supply with
power boost facility, shall have reliable starting of loads and proactive alarm
signals and selective fuse breaking capability, UL/international certification
body (safety related), approved, safetyin acc. with EN 60950/VDE 0160.

b. Signal barriers/Isolators certified as per EMC guideline 89/36AEEC & UL

508 with 3-way galvanic Isolation and spring cage terminals.

c. Interposing / auxiliary relays shall be modular, pluggable mountable on DIN


Rail withLED indication, UL approved.

d. Transducer/signal converter /multipliers shall preferably be configurable, 3-


way galvanically isolated, mountable on DIN Rail and certified as per EMC
guideline 89/E.EC, UL approved.

e. Communication devices shall be industrial grade and shall be certified as


per EMC guidelines 89/336/EEC & the interference /immunity shall be as per
EN 55 011/EN 61000 -6 -2.

f. Wireless Signal Transmission Device (for Analog, Digital & Data Signals), if
used, shall be based on Frequency Hopping Spread Spectrum (FHSS)
technology, operating the licensed free Band (Frequency shall be 2400-2480
MHz) with Diagnostic Indicationslike RF link status with relay outputs.

g. Terminal Blocks shall comply with IEC-947-7-1. All metal parts shall be
captive & made of copper alloys. Housing material shall fire retardant type and
suitable for vibration levelup to 5g.

4.5.5.5. SURGE PROTECTION DEVICES SHALL BE PROVIDED AT FOLLOWING


POINTS WITH MINIMUM REQUIREMENTS MENTIONED BELOW:

4.5.5.5.1. At the Input side of Main Distribution Cabinet (690 VAC/ 415 VAC)
The device used in this application shall be based single spark gap, stage-I/Class B
type with rated voltage 440 VAC (for 690 VAC)/ 310 VAC (for 415 VAC) or above.
The surge current handling capacity of device shall be 50 KA of 10/350µs waveform
(between L-N) with a protection level of 2.5 KV (690 VAC)/ 0.9 KV (415 VAC). It
shall conformto the latest IEC-61643 guidelines.

4.5.5.5.2. At the Input side of AC Drive Cabinet (690 VAC/ 415 / 230V AC), UPS,PLC
Cabinets, Control Panels etc.
The device used in this application shall be of stage II, Class C type. The surge
current handling capacity of device shall be 10 KA of 8/10 µs waveform with rated
voltage of 600 VA C (for 690 VA C) / 310 VA C (for 415 VA C) or above. The
device shaft be pluggable, testable and shall have diagnostic functions like overload
Indication and potential free outputs. It shall confirm to the latest IEC 61643
guidelines.

4.5.5.5.3. At the Input Power Supply line of 24/48/60 V AC/DC


The device used in this application shall be of stage III/Class D type. The device shall
be pluggable, testable and shall have diagnostic functions like overload Indication
and potential free outputs. It shall conform to the latest IEC 61643 guidelines.

4.5.5.5.4. At Bus Systems (like Profibus, Modbus etc)/Serial Ports (RS.232./485):

The device (for the required 2-wire or 4-wire Interface) shall have the surge handling
capacity of 10 KA (Core-Core) & 10 KA (between Core-Ground). The device shall
be pluggable & on-site testable. It shall conform to the latest IEC 61643-21
guidelines.

4.5.5.5.5. Ethernet Networks


The devices for Ethernet networks shall be able to protect all 8 signal paths with
discharge surge current handling capacity of 350.4/ 2.5KA (between Core-Core /
Core-Ground) of 8/10 µs waveform. The device shall conform the test standards in
accordance with IEC61643-21.

4.5.5.6. EARTHING AND GROUNDING


Design of grounding system and supply and installation of all materials required for
grounding the WTGs for proper performance of electrical and electronic components,
for safety of personnel against lightning shall be provided by the Contractor. The
installation must comply with the requirements of relevant provisions of IE Rules. The
soil resistivity test shall be done by the Contractor for the design of suitable earth pits
and report submitted to Owner.

4.5.5.7. EQUIPMENT GROUNDING AGAINST GROUND FAULT

4.5.5.7.1. All electrical frames shall be effectively connected to earth at two points at two
distinct locations at both ends. The earthing system and the combined earth resistance
requirements at each WTG or on equi-potential pattern shall be designed in line with
the provisions of relevant standards / guidelines & shall be acceptable to CEIG/
DISCOM.

4.5.5.7.2. The cover slab on the earth pit shall be adequately labelled as per the relevant
provisions of IE Rules.

4.5.5.7.3. All mechanical parts made of metal shall be bonded and connected to earth. The
earthing system must follow the relevant Indian standards including any statutory
requirements as provided in IE Act 2003 and followed by EB and CEIG.

4.5.5.7.4. The earth electrodes of WTG systems shall be provided as per EB/CEIG standards.
Contractor shall submit drawing showing the earthing arrangement for WTGs and
transformers.

4.5.5.8. LIGHTNING AND OVER VOLTAGE PROTECTION


4.5.5.8.1. The Contractor shall provide suitable earthing system to protect the nacelle and
electrical system and tower against lightning strokes as per IS/IEC 62305. The earthing
system and the earth resistance requirement of earthing system shall be designed in
line with the provisions of IEEE 80/IS 3043 & shall be acceptable to CEIG/ DISCOM

4.5.5.8.2. Care shall be taken to protect electric and electronic equipment within the control
panel against any lightning / switching surges which are expected in electrical
network. For this purpose, the Contractor shall provide lightning arresters / varistors
within the control panel.
4.5.5.8.3. Lightning Arrester shall be of appropriate voltage and impulse current rating to
protect all power equipment within WTG system. They shall be readily accessible and
easily replaceable. Lightning Arrestor of suitable design as acceptable to the
DISCOM shall be provided to meet the operational requirements complying with the
requirements of relevant standards.
4.5.5.8.4. Varistor or any other low voltage surge diverter shall be used to protect the electronic
control cards against spikes generated in power systems.

4.5.5.8.5. Lightning protection provided for rotor blades, shall be highlighted indicating the
scheme and design details.

4.5.5.9. CABLING

4.5.5.10. Cable type


Two categories of cables shall be provided, one for stationary equipment and the
other for movable equipment and components. Irrespective of utilization voltage and
current rating, cables shall have copper/aluminum conductor and shall be minimum of
1100 volts grade. The cables shall be adequately insulated for the voltage required
and shall be suitably colour coded for the required service. Sufficient margin should
be taken into consideration while selecting the current carrying capacity of the cables
with due consideration of ageing, derating due to various conditions of short circuit.
The Contractor shall furnish the size and rating of cables along with the bid.

4.5.5.11. Cable end termination


The cable ends shall be terminated with adequate size metallic double compression
cable glands/PVC glands and the glands shall be earthed at two locations. Suitable
lock type crimping lugs shall be used for cable end terminations. Where cables are
raising from ground, suitable PVC pipe guarding shall be provided for cable raising
with sealing of the guarding PVC pipe including a suitable clamp.

4.5.5.12. TRANSFORMERS
a. Contractor shall furnish the technical particulars of step up transformers as per
format provided in this document.

b. The transformer should be type tested and type certificate to be furnished. The
transformers shall be, oil immersed, naturally cooled (ONAN), outdoor type with
tapping of +/- 2.5% to cover voltage rating of +/-5%. Additionally Dry Type step
up transformers(AN) shall also be acceptable for WTGs.

c. The transformers shall be of approved makes. The transformer, metering


equipment, cables and all other equipment shall conform to relevant IS.

4.5.5.13. ENERGY METER

For every WTG there shall be a three phase energy meter of accuracy class 1.0 or
better located before or after unit transformer as per approval during detail engineering
which will record kWH export and Import separately on real time basis to/from the grid.
Energy export/import of the WTG as recorded in LCS shall be logged into plant
SCADA.

At Pooling Substation (PSS), Two Nos. (Main and Check) ABT class Special Energy
meter (SEM) complying with PGCIL or DISCOM specification, as applicable shall be
provided specific for SGEL project only. Energy meter shall be provided with 0.2s
classCT and 0.2 class PT as a minimum.

Metering system for the project(s) shall be in compliance with ISTS connectivity
requirement at PSS and GSS end.

4.5.5.14. COMMUNICATION WITH LCS


a. The LCS performs the data acquisition on the wind WTGs and grid. All data
measured on WTGs must be accessible for CMCS/SCADA. Besides the WTGs,
the LCS is to measure voltage on three phases and frequency of the grid.

b. Data transmission between LCS and CMCS/SCADA will be serial interface,


10mA current loop or standard RS232C. Contractor may specify in the bid the
method of interfacing between LCS and CMCS/SCADA.

4.5.5.15. Statutory Requirement and Telemetry


In line with CERC Order No. 1/14/2015-Reg.Aff. (FSDS-Proced.)/CERC dated
03.03.2017, Bidder shall provide data telemetry at the WTG level to the concerned
RLDC.
Bidder shall be responsible to implement Telemetry Solution for wind energy plant as
per extant grid regulation and shall arrange necessary Hardware and Software for the
project to meet the requirements of telemetry regulations.

a. Supply and Installation of hot standby redundant power plant controllers


(PPC) is in the scope of the Bidder. Detailed control logic in the PPC shall be
finalized during detailed engineering stage and same shall be in line with the
applicable regulation requirements. The wind plant SCADA and PPC networks
shall be suitably designed, so that PPC shall directly and independently be able
to control the individual WTG. Suitable PQ meters (class-A type) at plant final
output (within Bidder’s scope), for measurement of required electrical
parameters (active power, reactive power, power factor, voltage, current,
frequency, etc.) shall be provided for this purpose. Selected PQ meters shall be
able to measure grid frequency with minimum two digit after decimal point. CT
and PT/CVT core used for PQ meters shall have accuracy class of 0.2S and 0.2
respectively. Additionally, bidder shall submit Encrypted user-defined model
(UDM) of complete wind plant in a format suitable for use in latest release of
PSS/E (*.dll files) as per CTU standard format for connectivity approval under
CERC (Grant of Connectivity, Long-term Access and Medium-term Open
Access in inter-State Transmission and related matters) Regulations, 2009, as
amended from time to time.

Bidder shall provide all data and applicable study/simulation reports as per
“Procedure for Integration of RE plant those of regional entities” for submission
to RLDC for first time charging clearances (if required by
regulatory/statutory body). It may be emphasized for clarity that the
following information and simulation report are includedin the above procedure;

Dynamic Model
1). Copy of dynamic model as per the connectivity
2). Updated dynamic model three months ahead of the proposed date of
first-timecharging
3). Following Reports also to be included along with the dynamic model:

i. Parameters of WTG/Inverter in .dyr file to be validated with the


test report results from the LVRT/HVRT certification and the
validation report to be submitted.
ii. Simulation Report of plant model confirming CEA compliance for
Dynamic reactivesupport /LVRT/ HVRT/Frequency control.
iii. Simulation Report of Reactive Capability Curve of Plant measured at
220 kV bus (for Voltage 0.95/1/1.05 pu) and Short circuit study/Load
flow study results.

4). Inclusion of EMTP model of plant (in PSCAD platform), benchmarking


report of model along with the dynamic model data.
5). Final Updated dynamic model after COD of the entire station (within one
month of COD declaration)

All equipment, materials and services whether explicitly stated in Technical


Specifications or otherwise and that are necessary for the successful
commissioning of wind Plant as per latest statutory regulations/procedures
issued by bodies like CERC,CEA,RLDC/NLDC,CTU,MNRE, other Ministry
etc. shall be deemed to be included in the scope of work of the Contractor.

b. The SCADA shall be OPC version 2.05a compliant and implement a OPC DA
2.05a server as per the specification of OPC Foundation. All SCADA tags must
be accessible through this OPC server.

4.5.5.16. SENSORS & CONTROLS

4.5.5.16.1. The sensors shall be robust and reliable and calibrated by certified testing agencies
and the measured data shall fulfill the requirements of accuracy.

4.5.5.16.2. The Contractor shall monitor, operate and control the entire Wind Power Plant
through Central Monitoring Control Station (CMCS)/SCADA. The Contractor shall
make arrangements for the CMCS for this project. The following operation of the
individual WTGs shall be possible to carry out from CMCS:
a. Stop the WTGs
b. Start the WTGs
c. Reset the counters
d. Change the alarm limit.

Bidder shall supply one (1) no. desktop PC based Engineering Work Station (EWS)
and one (1) no. desktop PC based Operator Work Station (OWS) as part of Wind
Plant SCADA for SGEL.

SCADA shall have facility for remote access of SCADA data for monitoring only
using broadband internet on any popular web browser (Microsoft edge/Chrome etc.).

Bidder shall provide one (1) no. Network firewall for the SCADA for cyber security
purpose to provide data to third party on Telemetry/ OPC/Web access.

OWS desktop shall necessarily have permanent license of Microsoft Office Excel,
Word and Power Point.

All the SCADA and utility software shall have permanent licenses, registered in the
Name of SGEL Ltd and Soft media, license key and project file of such software
shall be handed over to SGEL.

4.5.5.16.3. After certain faults as per LCS settings, the WTGs are restarted automatically. To
avoid excess voltage drops, the CMCS/SCADA shall inhibit start of more than one
WTG at a time. The time between start of WTGs must be adjustable in the range 0 to
60 sec.

4.5.5.16.4. All alarms must be reported immediately to CMCS/SCADA. All alarms shall be
logged and stored in SCADA in clear text, describing the kind of alarms, where the
alarm occurred and the time of initiation of the alarm. Resetting of alarms shall be
printed in the same form. It shall be possible to specify maximum and minimum
limits for all alarms.

4.5.5.16.5. Exhibition of data


The exhibition of data for the offered WTG model shall indicate the basic
operating parameters besides other features, which are available as per the WTG
design.

4.5.5.16.6. Generation of Reports


CMCS shall be generally capable of generating various reports (daily/ shift-wise/
weekly/ monthly/ annually/ on operator demand) on operation, maintenance,
breakdowns, generation, machine availability, grid availability, power import,
reactive power, PLF, etc., of the wind power plant required for analysis and decision-
making at various levels of management. The tender shall include the required
software and hardware for carrying out all the functions under CMCS/SCADA.

4.5.5.17. PROTECTION AGAINST HIGH TEMPERATURE AND DUST STORMS


a. WTGs need to be suitably protected. All-materials, components and equipment
shall function and work properly during the lifetime without deterioration due to
the aggressive climate conditions and dust loading. Details shall be furnished on
protection methods / precautions adopted for the satisfactory performance of
WTGs for such conditions.

4.5.5.18. STANDARDS
a. The equipment, accessories, cables, conductors and other materials shall be
designed, manufactured and tested in accordance with the latest relevant
standards published by the Bureau of Indian Standards & International Electro-
Technical Commission wherever available.

b. All electrical installation shall conform to the latest relevant codes of practices
published by Bureau of Indian Standards & International Electro-Technical
Commission.

c. All Electrical equipment and installations shall conform to the latest Indian
Electricity Rules as regards safety, earthing and other essential provisions
specified therein for installation and operation of electrical plants.

d. All equipment and installation shall comply with the statutory requirement of
the Government of India and Government of the State/UT where the site is
located.

4.5.6. CIVIL WORKS

4.5.6.1. Scope of Work


The scope of work under civil work shall include:

a. The land should be handed over to Owner on foot print basis with boundary
marked by stone pillars of approx. 1 ft. (H)x 6”(W)x 6” (Th) above the ground.)
b. Conducting geotechnical investigation and topographical survey (contour
survey) of the plant area.
c. Site Preparation: Earthwork for site grading, cutting, filling, levelling &
compaction of land of the identified area.
d. Foundation: Design and construction of foundation for Wind Turbine
Generators (WTGs) and for WTG step-up transformer and HT switchgear panel
etc.
e. Rooms/Cabins: Room for housing WTG local control panels (applicable for
WTGs with lattice type tower), construction of Control room, Inverter room
/Pre-Engineered Building (PEB), Store Room, security room /Cabins,
Equipment Rooms etc. (if applicable), along with requisite furniture,
workstations, Air Conditioning and other equipment as per specifications.
f. Construction/Strengthening of WTG access road: The Contractor shall assess
the suitability of internal roads with respect to the requirement for WTG
transport and arrange construction/ strengthening as desired.
g. i). Fencing of Unit Switchyard of the WTGs.
ii). Construction and erection of perimeter fence/ boundary wall and main/
security gate(s) (if applicable).
h. Construction of Water drainage & sewage network with toilet facilities (soak
pit) (if applicable).
i. Basic amenities for staff in office and other miscellaneous (if applicable).

4.5.6.2. Design Criteria


a. All civil, structural and architectural work shall be designed, supplied and
constructed as per latest editions of Indian Codes and Standards with addendums
and supplements issued by BIS or relevant International Standards. In case of
ambiguity between codes, specifications and drawings, the more stringent of
them shall govern.

b. The Contractor shall conduct geo-technical investigation and decide on various


design parameters he proposes to adopt for foundation design. Based on ground
water and sub-soil chemical environment, the requisite measures for protection
of foundation/sub-structure shall be taken as per IS:456. No commercial
implications for any variations in this regard during execution shall be
entertained.

c. All structures and portions there of shall be analyzed and designed to sustain
various loads and combinations thereof, conforming to the latest revision of
applicable Indian Standards, specifications, engineering practice and other
technical requirements. All structures shall be designed to sustain worst
combination of dead loads plus assigned live loads, equipment, wind, seismic,
temperature or other loads it is being subjected to.

d. Minimum factors of safety against overturning, sliding and hydrostatic up lift
adoptedfor design shall be as per relevant Standards and Codes.

e. Stability of structures shall be investigated for loading conditions during


construction. However, factors of safety given in relevant Standards and codes
shall also be taken care of.

4.5.6.3. Materials & Job Specification


All construction materials and practices shall be finalized by the Contractor,
considering the design life of the plant.

4.5.6.4. Detailed Contour Survey & Soil Investigation of the Site


A detailed contour survey with 5m contour interval shall be carried out and drawings
prepared by the Contractor. Boundary stones of approx. 1 ft. (H) x 6”(W) x6”(Th),
shall be fixed for identification of land. The Contractor shall also be responsible for
detailed soil investigation at all WTG locations for the purpose of finalization of
foundation system. The Contractor should conduct soil test on their-own and design
structures accordingly.

4.5.6.5. Land Development for site activities


The Contractor shall be responsible for making the site ready by clearing of bushes,
felling of trees (if required), leveling of ground (wherever required) etc. for
commencing the project.

4.5.6.6. WTG Tower Foundation

4.5.6.6.1. General
a. The work shall comprise of design and construction of WTG foundations as
per locations indicated on the final layout drawings prepared after micro-siting.
b. The foundations shall be designed to take adequate care of the possible soil
condition and adverse seismic effects on the basis of soil conditions of the site.
For this purpose, the Contractor is required to carry out the soil investigation at
each WTG location prior to the foundation work.
c. The foundation design shall suit the local soil conditions and the materials used
viz. cement, reinforcement steel etc. shall conform to IS:456 or relevant
standards.
d. The soil conditions, survival wind speed, load on tower and foundation,
together with such other parameters required for a safe design of tower and its
foundation shall be considered by the Contractor
e. The foundation system design and drawing including available bearing
capacity, shall be got vetted by reputed engineering institutes like IIT / NIT
/SERC (CSIR-Structural Engineering Research Centre) and a certificate for the
same to be submitted by the Contractor after the award along with other
documents.
f. The drawing for WTG foundation as per bidder’s standard practice shall be
submitted indicating the general arrangement & cross sectional details besides
the reinforcement details of foundation.

4.5.6.6.2. Excavation, back filling and erosion control measures.
a. The Contractor shall carry out all excavation works in accordance with the
dimensions and levels indicated on the drawings.
b. The excavated material under above categories shall be kept separately, so that
good quality material can be used, as required.
c. Excavation shall be carried out in accordance with the guide lines given in
IS:3764.
d. Blasting, if required, shall be carried out strictly in accordance with IS:4081
"Safety code for blasting and related drilling operations" and the latest State
laws, regulations and rules. Blasting, if done, shall at all times be carried out
under the supervision of fully qualified, experienced and licensed supervisors.
e. If any damage of any kind occurs, the Contractor shall be solely responsible for
such damages or any claims that may arise there from, and shall, at his own
expense, carryout repairs or restoration as required.
f. Back filling of foundation shall be carried wherever required with suitable
materials. Filling materials shall be spread, leveled and thoroughly compacted.
Each layer shall be separately compacted to achieve the required state of
compaction.
g. For erosion control, stone pitching/soil filled geocell with vegetative cover or
any suitable method may be adopted in consultation with Design deptt. For
stone pitching, the area to be pitched shall be trimmed and any loose material
re-compacted. Pitching shall be laid on a bed of approved granular material.
For soil filled geocell with vegetative cover following technical specification
may be followed.

Technical Specifications for Geocells

i. Material composition: High density polyethylene (HDPE) with a


density of minimum 0.92 g/cc (tested as per ASTM D 1505).
ii. Carbon black content: 1.50-2 % by weight (tested as per ASTM D 1603).
iii. Cells with nominal opening of 450 cm2 to 1250 m2.
iv. The polyethylene strip shall be perforated with horizontal rows of
maximum 10 mm diameter holes. Cell perforations area shall not
exceed 12% of cell surface area.
v. Creep rupture strength (ASTM D2990): Creep rupture load at 10000
hours shall be 1KN minimum obtained from the 95% prediction interval
at 10000 hrs. considering a logarithmic time/creep rupture model.
vi. Cell depth (+/-3%): 75 mm.
vii. Cell weight: min 0.4 kg/m2 for 75 mm cell depth (calculated as section
weight without packaging divided by the expanded section area as per
suppliers’ specifications).
viii. Sheet wall thickness: min 1.3 mm (tested as per ASTM D 5199)
ix. Seam peel strength: min 400 N per 75 mm joint (tested as per EN ISO
13426 Method-B)
x. Environmental stress – Cracking Resistance (ESCR): min 4000 hrs
(tested as perASTM D 1693 for any standard style)
xi. Seam hang strength: min 7 days (tested as per ASTM D 751 for any
standardstyle).

h. Filling Material:

Geo cell shall be filled with locally available soil. Vegetation shall be grown
over it to make the erosion control more effective.

4.5.6.6.3. Reinforced Concrete & Plain Cement Concrete Works


The works shall consist of making and placing concrete for reinforced concrete works
in conformity with the drawings. All materials, work man ship and testing shall
comply with the latest revisions of the relevant Indian Standards Codes of Practices.
Plain and Reinforced cement concrete works shall be as per IS: 456.
a. M-25 – All RCC structural elements above and below ground level.
b. M-20 (Equivalent nominal mix of 1:1.5:3) - Fencing work.
c. M-15 - For Leveling course and all PCC works.
d. The Contractor shall carry out the design mix of M-25 and M-20 grade
concrete on priority. The design mix shall be reviewed by Employer before
start of work.
e. All loads shall be considered in line with IS: 875. Seismic loads for design
shall be in accordance with IS: 1893 and relevant standards.

4.5.6.6.4. Shuttering
The works shall consist of supply, fabricating, placing and removing all temporary
forms for shaping of concrete, together with all temporary construction required to
support such forms. The Contractor shall be responsible for the correct dimensions,
alignment, leveling, cleaning and oiling. Shuttering shall not be removed before the
concrete is sufficiently set and hardened.

4.5.6.6.5. Steel Reinforcement


The work shall consist of supplying, cutting, bending, placing and fixation
of reinforcement bars of the grade type and size specified on the drawings.

Reinforcement shall be of high strength deformed bars gradeFe-415, Fe-500as


mentioned in the drawing, conforming to IS: 1786.

4.5.6.6.6. Anchor Plates/Anchor Bolts/ Stubs/ Circular Embedment


Anchor plates/Anchor Bolts/Stubs/Circular Embedment along with necessary
templates will be provided by the wind electric generator supplier. The Contractor
shall be responsible for correct placing and fixation in accordance with dimensions,
levels and specifications within the tolerances given on the drawings.

4.5.6.6.7. Soil Investigation


Records of all soil investigations shall be kept as a part of final project data.

4.5.6.7. Control Cabin


In case of lattice type towers for the WTGs, it is essential to provide control cabin for
housing the switch board and local control panels. Cabin shall provide adequate
protection against weather and unauthorized entry. The foundation shall be designed
to suit the soil conditions. The size of the cabin shall be adequate to house the

equipment with required clearances and operating space. Cabin shall be constructed
by using good quality stones/bricks. Roof slab shall be of RCC.

Door, Window, Ventilators shall be of metal construction and painted with 2 coats of
paint over two coats of suitable primer. Cable trench as required shall be provided.
The Contractor shall furnish the plan and construction details of the control cabin, in
the bid, in case the bid is for WTGs with Lattice Towers.

4.5.6.8. Switch yard civil works


Switch yard civil work includes step up transformer plinth, HT Switchgear kiosk
plinth, two pole/4pole structure foundation, earth pits, metal spreading curb wall in
and around switchyard and fencing. The transformer/ HT switchgear kiosk plinth
shall be made of concrete or dressed stones masonry conforming to relevant
standards. The height of transformer/HT Switchgear kiosk plinth shall be decided
based on the requirement of ground clearance as per voltage of unit sub-station.

Earth pit construction shall be of brick masonry with pre cast RCC (1:2:4) cover. The
fencing of the switchyard shall be with GI chain link of 1800mm height with MS
Angle posts. The gate shall be made of steel of the same height as that of the fencing.

4.5.6.9. Centralized Monitoring & Control System (CMCS) -Room


Bidder shall arrange a control room for owner of a size not less than 225 sq. feet
with one of the dimension of room being not less than 10 feet. This control room can
be accepted with either of the following two option as offered by bidder. Control
room shall be used for SCADA system of SGEL and its representative.

a. If the dedicated CMCS infrastructure facility is being constructed to meet the


requirements of wind farm, it should be as per relevant codes / standards and
it should include control room for SGEL as mentioned above.

b. If the CMCS building is being provided on sharing basis, the submission of


plan & constructional drawings shall not be applicable. However the GA
drawing showing the layout of the equipment’s and arrangements inside the
building to be submitted under documentation. There shall be provision of
a unshared control room of above- mentioned size for dedicated for
SGEL as part of this CMCS.

4.5.6.10. GRID TIE-UP

4.5.6.10.1. General
A single site would be defined as the cluster of WTGs installed at the same location
connected to a single pooling sub-station. The following shall be complied by the
Contractor:

a. The Contractor shall furnish a single line diagram of the electrical system for
connecting the WTGs with the grid.

b. It is open to the Contractor to group the WTGs of the Owner in one or more
groups and connect them to the pooling sub-station/ grid or connect each WTG
individually to the poling substation / grid through dedicated feeder(s) for the
Owner. The Contractor shall get the approval from EB/ identified authority for
the detailed grid tie-up and power evacuation scheme.

c. The transformer and the WTG shall be interconnected by cable of suitable


rating to match the output of WTG.

d. Each transformer shall be protected by a 33 KV or any suitable voltage VCB


kiosk, horn gap fuse and lightning arrester mounted on a structure.

e. The transformer shall be nacelle/ tower mounted or mounted on a suitable


designed plinth/ elevated platform.

f. The transformer area in each WTG shall be provided with fencing as per CEIG
standard or EB requirement. The fencing should also comply with security
requirements issued by Government authorities from time to time.

g. WTGs shall be interconnected through 33kV/suitable voltage overhead lines to


evacuate generated power to common HT/EHT sub-station through step up
transformer to the 220/400KV grid as applicable to the site offered.

h. The arrangement for individual connection of WTGs or grouped WTGs to the


grid shall include HV Vacuum Circuit Breaker, DP structure with metering
arrangement as per state policy / DISCOM practice, TOD meter, etc.

i. To achieve the increased grid availability, higher grid voltage shall be


preferred. However, Contractor shall give full details of power evacuation
scheme to the Grid.

j. The Contractor shall specify the grid tie up arrangement in detail.

4.5.6.11. The Contractor shall specify the sub-station to which the Wind Power Plant will be
connected and give sufficient proof to establish that the power evacuating capacity of
the proposed arrangement of the Contractor will be adequate to evacuate the entire
power generated from the Wind Power Plant / WTGs at maximum wind conditions.

4.5.6.12. All the equipment and installation shall be complete in all respect and any device
component or material not included in the specification but essential for proper

operation of equipment and safety of personnel and equipment shall be included
within the scope of work whether specifically mentioned or not.

4.5.6.13. Capability of the system to support line during fault condition with details in line with
the grid connection code in force is to be furnished.

Grid availability figures of HT/EHT voltage at the proposed grid of POC is to be furnished.

4.5.7. QUALITY ASSURANCE REQUIREMENT

4.5.7.1. For all major/critical items, the bidders/supplier shall submit Manufacturing and
Site/Field Quality Assurance Plans in the format widely accepted in the Wind Power
Industry. The final Quality Plan shall be mutually agreed upon with the successful
bidder during the Pre-Award stage. For any constraints, if occur, the Quality
Assurance Plans shall be finalized jointly with the successful bidder after placement
of Letter of Award. However, inputs are required to submit for proposed Quality
Assurance Plans at the time of Pre- Award stage in any case. This Quality Plan will
detail out various tests / inspection to be carried out as per the requirements of the
Technical Specifications and standards mentioned therein and Quality Practices and
procedures to be followed by Supplier/Bidder’s Quality Assurance Department., the
relevant reference documents and standards and acceptance norms etc. during all
stages of material procurement, manufacture, assembly and final testing/performance
testing.

4.5.7.2. During inspection, the Supplier/Bidder shall provide reference documents/plant


standards/acceptance norms/test and inspection procedure etc. as referred in Quality
Plan. The approved Quality plan shall form a part of the contract. During approval of
Quality Plan, SGEL will jointly with the Bidder/ Supplier will identify Customer
Hold Points (CHPs) for the major/critical items i.e. testing checks which shall be
carried out in the presence of the SGEL authorized representative. For each Lot of
major/critical items offered for inspection, SGEL authorized representative will
identify 10% quantity for testing/inspection in his presence as per approved Quality
Plan. These 10% quantity of the major/critical items whose testing/ inspection has
been carried out jointly, shall have to be used in the project identified for SGEL and
should be readily traceable/identifiable. For the remaining 90% of the major/critical
items, testing/inspection will be carried out in house by the Quality Assurance
Department of the Bidder/Supplier as per the approved Quality Plan. The documents
of such testing/inspection carried out in house, will be submitted to SGEL for review
and subsequent issue of Material Dispatch Clearance Certificate i.e. MDCC.

4.5.7.3. The site/field quality assurance plans shall detail out the various quality practices,
tests and procedures etc. to be followed by the Supplier/Bidder’s Site Quality
Assurance Dept. during various stages of site activities from receipt of
material/equipment at site till final commissioning/acceptance/handover. The site/
Field Quality Assurance Plan shall be mutually agreed upon with successful
Bidder/Supplier during the Pre-award Stage. For any constraints, if occur, the Quality
Assurance Plans shall be finalised jointly with the successful bidder within 30 days
after placement of Letter of Award. However, inputs are required to submit for
proposed Quality Assurance Plans at the time of Pre- Award stage in any case.
However, 96 Hours Short Time Test Run and Power Curve Performance Test shall be
conducted at site as described relevant clauses of this document.

4.5.7.4. The inspection calls shall be placed at least one month in advance for overseas
inspections and 10 days for inspections within India.

4.5.7.5. All welding and brazing shall be carried out as per procedure drawn and qualified in
accordance with requirement of ASME section-IX or other International equivalent
Standard acceptable to SGEL.

4.5.7.6. All brazers, welders and welding operators employed on any part of the contract
either in Supplier/Bidder’s /his sub-Supplier/Bidder’s works or at site or elsewhere
shall be qualified as per ASME section-IX or other equivalent International Standards
acceptable to SGEL.

4.5.7.7. Only calibrated testing and measuring instruments would be used during
manufacturing, testing and commissioning by the Supplier/Bidder. Copy of the valid
calibration certificates would be provided during inspection to SGEL by the
Supplier/Bidder.

4.5.7.8. Bidders will provide a compliance certificate regarding deployment of qualified


brazers/welders/welding operators as per ASME section-IX.

4.5.7.9. For all spares and replacement items, the quality requirements as agreed for the main
equipment supply shall be applicable.

4.5.7.10. The bidder will provide a compliance certificate regarding confirmation that
repair/rectification has been carried out as per the standard procedure to make the job
acceptable.

4.5.7.11. Approval of the results of the tests and inspection will not, however, prejudice the
right of the SGEL to reject the equipment if it does not comply with the specification
in service and the above shall in no way limit the liabilities and responsibilities of the
Supplier/Bidder in ensuring complete conformance of the materials/equipment
supplied to relevant specification, standard, data sheets, drawings etc.

4.5.7.12. Batch test certificate of reinforcement steel and steel used for towers shall be provided
by the Supplier/Bidder.

4.5.7.13. For the major/critical items/components, the Supplier/Bidder shall be required to


submit copies of the following Quality Assurance documents in original along with
the request letter for issuance of MDCC (Material Dispatch Clearance Certificate).
(i) Compliance Certificate regarding deployment of qualified
brazers/welders/welding operators as per ASME section-IX, if applicable.
(ii) Factory test result for testing required as per applicable codes and standards
referred in the Specifications and approved Quality Plan.
(iii) Inspection reports duly signed by authorized representatives of SGEL and
Supplier for the 10% quantity for which inspection has been jointly carried out.
For remaining 90% quantity, duly accepted test reports by the authorized
representative of the Quality Assurance Dept of the Supplier/Bidder in
accordance with the approved Quality Assurance Plan.
(iv) The accepted deviation, if any, shall be included with complete technical details.

4.5.7.14. For other items/components not covered above, the Supplier/Bidders shall be required
to submit copies of the following Quality Assurance documents in original along with
the request letter for issuance of MDCC (Material Dispatch Clearance Certificate).
(i) Compliance Certificate regarding deployment of qualified
brazers/welders/welding operators as per ASME section-IX, if applicable.
(ii) Factory test result for testing required as per applicable codes and standards
referred in the Specifications and approved Quality Plan.
(iii) Internal inspection reports duly signed by authorized representative of
Supplier/Bidder’s Quality Assurance Department.
(iv) All the accepted deviation, if any, shall be included with complete technical
details.
(v) Undertaking from the Supplier/Bidder that the components requested for
MDCC meets the required standards for quality and other relevant requirements
of the contract

4.5.7.15. Non-conformities observed during manufacturing, handling, packaging, transportation,


storage, preservation, erection, testing and commissioning including the corrective
action taken by the Supplier/Bidder to ensure that the supplied components meet the
various requirements of the contract will be intimated by the Supplier/Bidder for
information of SGEL promptly.

In case, Supplier/Bidder agrees to replace such items having non-conformities with


new items and redo the services having non-conformity, without any additional cost
to SGEL, above clause will not be applicable.

4.5.7.16. Any test which is the part of the contract document but not mentioned in the Quality
Plan will also be carried out by the Supplier/Bidder without any additional cost to
SGEL.

4.5.8. TESTING OF WTGs
The WTG model to be offered shall be type certificated by the accredited agency.

4.5.8.1. INSPECTION AND TESTING


The Contractor shall ensure that all the major critical equipment (viz. Nacelle/Hub
assembly, Tubular Tower, Rotor Blade, gearboxes, generators& Transformer etc.)
shall be thoroughly tested at manufacturing units prior to dispatch in accordance
with the standard practice of the manufacturer and the applicable standards. SGEL
reserves the right to witness the tests on mutually agreed items / stages at
manufacturing units. The final test certificates for the major critical equipment shall
be submitted to Owner for records.

However, such inspections shall not absolve the Contractor from the responsibility to
provide performance guarantee/warranty.

4.5.8.2. Factory Tests


Factory tests include testing, adjusting and calibration of all components and systems.
The testing of major critical equipment & the inspection thereof shall be carried out as
per the manufacturer’s Quality Assurance Plan for such equipment, a copy of which
shall be submitted to Owner for review, post award of Contract. The test program
shall include at least:

a. Balancing of blades & shafts (as applicable)


b. Mechanical brake system
c. Power system including generator, transformer, cables, primary & secondary
power evacuation system components (CB. Isolator, LA, CT, PT etc) according
to IEC/IS and factory standard test.
d. Switch board, CRP, Control Panels including capacitor banks, according to
IEC/ISand factory standard tests.
e. Safety systems
f. Control functions
g. Alarm functions
h. Display functions
i. Automatic data collections
j. NDT (UT/MPI/LPT) on Tower / Mast, casted hub, casted nacelle / main frame,
generator cantilever

SGEL’s involvement in testing of major items viz. tower, blades, hub, nacelle
assembly, generators, control panels, transformers, switchgear (indoor & outdoor),
switchyard equipment (CT, PT, LA, Isolator, poles, conductor, etc.) shall be discussed
& mutually agreed.

4.5.8.3. Site Tests

4.5.8.3.1. SGEL or their authorized representatives shall subject all equipment installed in the
Wind Power Plant to such tests and inspections, which may be required. The tests
shall as a minimum include:

a. Check on main data and specifications for the WTGs.
b. Test of functions shall be carried out during 96 hours test to be conducted post
stabilization of WTGs as per the procedure given below.

96 HOURS SHORT TIME TEST RUN


Ø This short time test shall be conducted on all the WTGs.
Ø The test shall be carried out preferably during conditions of high wind regime
of offered site so that the machines are subjected to fluctuating wind thrusts
and their mechanical endurance established.
Ø For conducting this test, the WTGs shall be run continuously for 96 hours
without any interruption. In case of interruption or stoppage of WTG, the test
shall not be considered to have been completed for that WTG. In such an event
the test for such interrupted WTG shall be conducted afresh. However, the
stoppage of WTG beyond the contractor’s scope such as Grid failure, Less
Wind Speed will not be considered as interruption.
Ø If defects or failures are discovered during the tests, the Contractor shall
submit to the Owner the Root Cause Analysis (RCA) and in consultation with
his technology provider / principal carry out all necessary steps / design
changes / component & part replacements as deemed necessary in all supplied
WTGs for Guaranteed performance to full satisfaction of the Owner.
Ø All tests and results shall be reported and presented to SGEL or their
representatives. The test shall be considered successful if values of observed
parameters of WTGs are found within the set values.

4.5.8.4. Commissioning tests


During the commissioning of the total Wind Power Plant, the following inspections
and tests will be carried out

a. Identification of technical data of all the WTGs and the monitoring system

b. Visual inspection of all the WTGs and monitoring systems

c. The commissioning of WTGs shall be carried out as per OEM’s practices


acceptable to SGEL or SGEL authorized any individual, committee, or
organization to witness and validate the commissioning procedure on site.

d. The commissioning of WTGs shall be considered only when the WTGs are
grid connected & certificate is issued by State Nodal Agency or SECI or power
buying entity in this regard.

e. Functional tests or short-term test as per the given procedure shall be carried out
after stabilization of WTGs only.

4.5.9. ERECTION / INSTALLATION OF ALL THE ITEMS

All the above items, including other items, which is required for successful
commissioning and operation of wind farm shall be erected as per relevant standards
and to ensure satisfactory functioning of wind firm.

4.5.9.1. ERECTION CONDITIONS OF CONTRACT (ECC)

4.5.9.1.1. General Conditions


The following provisions shall supplement the conditions already contained in the
other parts of these specifications and documents and shall govern that portion of the
work of this contract which is to be performed at site. The erection requirements and
procedures not specified in these documents shall be in accordance with the
recommendations of the equipment manufacturer, or as mutually agreed to between
the Employer and the Contractor prior to commencement of erection work.
4.5.9.1.2. Electrical Safety Regulations
The contractor shall ensure that entire electrical installation work is executed by
adopting applicable statutory safety regulations and best practices in the industry.
The Contractor shall employ the necessary number of qualified, full time
electricians to maintain his temporary electrical installation.
Codes and standards
All electrical installations shall be carried out in accordance with generally accepted
installation expected for the Wind Power Plant and specifically shall comply with
the relevant provisions of:

a. The Electricity Act 2003


b. CEIG requirement;
c. EB requirement; and
d. Recommendations of Tariff Advisory Committee for incurring a minimal
premium for insurance.

The entire installation must be of proper design, convenient for maintenance and shall
be of good workmanship.

4.5.9.1.3. Inspection And Testing Inspection Certificates


The provisions of the clause entitled Inspection and Testing in the Technical
Specification, shall also be applicable to the erection portion of the Works. The
Employer shall have the right to re-inspect any equipment though previously
inspected and approved by him at the Contractor’s works, before and after the
same are erected at Site. If by the above inspection, the Employer rejects any
equipment, the Contractor shall make good for such rejections either by
replacement or modification/ repairs as may be necessary to the satisfaction of the

Employer. Such replacements will also include the replacements or re-execution of
such of those works of other Contractors and/or agencies, which might have got
damaged or affected by the replacements or re-work done to the Contractor’s work.
4.5.9.1.4. Contractor’s Field Operation
The Contractor shall keep the Employer informed in advance regarding his field
activity plans and schedules for carrying out each part of the works. Any review of
such plan or schedule or method of work by the Employer shall not relieve the
Contractor of any of his responsibilities towards the field activities. Such reviews
shall also not be considered as an assumption of any risk or liability by the
Employer or any of his representatives and no claim of the Contractor will be
entertained because of the failure or inefficiency of any such plan or schedule or
method of work reviewed. The Contractor shall be solely responsible for the safety,
adequacy and efficiency of plant and equipment and his erection methods.
The Contractor shall have the complete responsibility for the conditions of the
Work-Site including the safety of all persons employed by him or his Sub-
Contractor and all the properties under his custody during the performance of the
work. This requirement shall apply continuously till the completion of the Contract
and shall not be limited to normal working hours. The construction review by the
Employer is not intended to include review of Contractor’s safety measures in, on
or near the Work-Site, and their adequacy or otherwise.
4.5.9.1.5. Protection Of Work
The Contractor shall have total responsibility for protecting his works till it is
finally taken over by the Employer. No claim will be entertained by the Employer
or the representative of the Employer for any damage or loss to the Contractor’s
works and the Contractor shall be responsible for complete restoration of the
damaged works to original conditions to comply with the specification and
drawings. Should any such damage to the Contractor’s Works occur because of
any other agency/individual not being under his supervision or control, the
Contractor shall make his claim directly with the party concerned. The Contractor
shall not cause any delay in the repair of such damaged Works because of any
delay in the resolution of such disputes. The Contractor shall proceed to repair the
Work immediately and no cause thereof will be assigned pending resolution of
such disputes.
4.5.9.1.6. Facilities To Be Provided By The Contractor
1. Contractor's site office Establishment: The Contractor shall establish a site
office at the site and keep posted an authorized representative for the purpose
of the contract.
2. Tools, tackles and scaffoldings: The Contractor shall provide all the
construction equipments, tools, tackles and scaffoldings required for pre-
assembly, installation, testing, commissioning and conducting Guarantee tests of
the equipments covered under the Contract. The Contractor shall arrange
machinery & equipment such as Dozer, Hydra, Cranes, Trailer, etc. wherever

required for the purpose of fabrication, erection and commissioning.
3. Testing Equipment and Facilities: The contractor shall provide the necessary
testing, equipment and facilities
4. Testing of construction material at the site: Contractor shall make
arrangements for the testing of construction material at the site wherever
required, under the scope of services of the contract.
5. First-aid: The Contractor shall provide necessary first-aid facilities for all
his employees, representatives and workmen working at the Site. Enough
number of Contractor’s personnel shall be trained in administering first-aid.
6. Water: Contractor shall make all arrangements himself for the supply of
construction water as well as potable water for labour and other personnel at the
worksite.
4.5.9.1.7. Security
4.5.9.1.8. The Contractor shall have total responsibility for all equipment and materials in his
custody stores, loose, semi-assembled and/or erected by him at Site. The Contractor
shall make suitable security arrangements including employment of security
personnel to ensure the protection of all materials, equipment and works from theft,
fire, pilferage and any other damages and loses.

4.5.9.1.9. Fire Protection


a. The work procedures that are to be used during the erection shall be those,
which minimize fire hazards to the extent practicable. Combustible materials,
combustible waste and rubbish shall be collected and removed from the Site
regularly. Fuels, oils and volatile or flammable materials shall be stored away
from the construction and equipment and materials storage areas in safe
containers. Untreated canvas, paper, plastic or other flammable flexible
materials shall not at all be used at Site for any other purpose unless otherwise
specified. If any such materials are received with the equipment at the Site, the
same shall be removed and replaced with acceptable material before moving
into the construction or storage area.
b. All materials used for storage or for handling of materials shall be of water
proof and flame resistant type. All the other materials such as working
drawings, plans etc., which are combustible but are essential for the works to
be executed shall be protected against combustion resulting from welding
sparks, cutting flames and other similar fire sources.
c. All the Contractor’s supervisory personnel and sufficient number of workers
shall be trained for fire-fighting and shall be assigned specific fire protection
duties. Enough of such trained personnel must be available at the Site during
the entire period of the Contract.
d. The Contractor shall provide suitable quantity & type fire protection
equipment for the warehouses, office, temporary structures etc.
4.5.9.1.10. Materials Handling and Storage:
All the equipment furnished under the Contract and arriving at Site shall be promptly
received, unloaded and transported and stored in the storage spaces by the Contractor.
WTGs, Transformers and Other Balance of items etc. must be thoroughly protected

and stored in a suitable manner to prevent damage or deterioration in quality by
storage. All the materials stored in the open or dusty location must be covered with
suitable weather proof and flameproof covering material wherever applicable. The
Contractor shall be responsible for any loss or damage during transportation, handling
& storage due to improper packing.
4.5.9.1.11. Construction Management
Contractor shall be responsible for performance of his works in accordance with the
specified construction schedule. If at any time, the Contractor is falling behind the
schedule, he shall take necessary action to make good for such delays by increasing
his work force or by working overtime or otherwise accelerate the progress of the
work to comply with the schedule and shall communicate such actions in writing to
the Employer, satisfying that his action will compensate for the delay. The
Contractor shall not be allowed any extra compensation for such action.
4.5.9.1.12. Unfavorable Working Conditions
The Contractor shall confine all his field operations to those works which can be
performed without subjecting the equipment and materials to adverse effects during
inclement weather conditions, like monsoon, storms, etc. and during other
unfavorable construction conditions. No field activities shall be performed by the
Contractor under conditions which might adversely affect the quality and efficiency
thereof, unless special precautions or measures are taken by the Contractor in a
proper and satisfactory manner in the performance of such Works and with the
concurrence of the Employer. Such unfavorable construction conditions will in no
way relieve the Contractor of his responsibility to perform the Works as per the
schedule.
4.5.9.1.13. Employment Of Labour
In addition to all local laws and regulations pertaining to the employment of labour
to be complied with by the Contractor as mentioned elsewhere in the document,
the Contractor will be expected to employ on the work only his regular skilled
employees with experience of the particular work. No female labour shall be
employed after darkness. No person below the age of eighteen years shall be
employed.
The Contractor shall also comply with the Minimum Wages Act and the Payment
of Wages Act (both of the Government of India) and the rules made there under in
respect of its labour and the labour of its sub-contractors currently employed on or
connected with the contract.
The contractor shall be solely responsible for discharge of all obligations relating
to retirement /superannuation benefits to employees or any other benefit accruing
to them in the nature of compensation, profit in lieu /in addition to salary etc. for
the period of service with the contractor, irrespective continuance of employees
with the project as employees of contractor after conclusion of O& M period.
All travelling expenses including provisions of all necessary transport to and from

Site, lodging allowances and other payments to the Contractor’s employees shall
be the sole responsibility of the Contractor.

4.5.10. SAFETY REQUIREMENTS FOR WIND TURBINE GENERATOR AND
ASSOCIATED EQUIPMENTS.
It is well known that the in-built design of the WTG shall compulsorily include the
complete fail-safe protection system of the WTGs.

However, it shall be noted that these are not the only safety features/ requirements and
all necessary systems/ arrangements shall be taken into consideration by the bidder for
safe working of the proposed wind farm as a whole.

Following Different safety aspects shall be considered & incorporated during design
of the wind turbine generator and its associated equipments/ systems.

4.5.10.1. Wind Turbine Tower shall have following provision for climbing to the nacelle of
WTG.

4.5.10.1.1. Provision for lift:


The adequate capacity lift (at least two person capacity) shall be provided for the
WTGs. The lift shall be approved & certified by statutory authority/ lift inspector.
During O&M phase the statutory testing & certification of the lift shall be in bidder’s
scope. Lift shall be equipped with the emergency safety facilities such as over speed
arrester.

4.5.10.2. Provision for vertical fall arrester:


The rung ladder, if provided shall be equipped with fall arrester and instruction sheet
shall be provided near the rung ladder for procedure to use the fall arrester. Full body
harness use shall be made compulsory while climbing the tower with rung ladder with
or without climb puller.

4.5.10.3. All the safety devices used including Lift/Puller arrangement shall have been certified
for use in offered WTG by the competent lab/authority.

4.5.10.4. Contractor shall be responsible for renewal of License/Certificates of safety devices


used in the WTG if validity of such License/Certificates is due for renewal on or
before the six months from the end date of O&M or DLP of the project under the
scope of contractor.
4.5.10.5. Platform:
Platforms made up of chequered plates shall be provided at approximately each 20 m
height with hatches and non-slippery floor. The hatches should be lockable.

4.5.10.6. Rescue plans:


Rescue plans showing the way to emergency exit (highlighted by emergency lighting)
should be provided at following locations
a. In the nacelle assembly
b. Near entrance of platform at each level
c. At the entrance at Tower bottom.

4.5.10.7. Power cable terminations:
All Electrical power cable terminations including the cables from generator to the
bottom of the tower must be terminated and insulated properly with heat shrinkable
insulation kit.

4.5.10.8. Emergency exits:


Emergency exits shall be provided at required levels to facilitate the evacuation in
case of any emergency while the persons are inside the wind turbine generator.

4.5.10.9. Fire extinguishers:


Dry chemical type Fire extinguishers of suitable capacity as necessary shall be
provided at following locations
a. Nacelle Assembly
b. Base of the tower
c. 33 kV Substation.
d. Inside the lift (as applicable)

4.5.10.10. First aid box:


First aid box with all first aid kit shall be provided at following locations
1. Nacelle Assembly
2. Base of the tower

4.5.10.11. Electric wrench /Hoist for Material lifting:


Electrical wrench/hoist of suitable load handling capacity based on the wind turbine
design shall be provided at nacelle assembly for the material handling during
maintenance of the WTG unit. Hoist capacity shall be suitable for handling the
maintenance tools/tackles/equipments and also the spare parts which are replaceable
at the nacelle at tower top itself to reduce the downtime during maintenance, bidder to
confirm the same while selecting the hoist capacity. The reach of the hoist shall be up
to the Tower base.

The opening in the nacelle base for unloading through wrench/hoist shall be provided
with the full proof manual lockable door. The door should be such that there are no
chances failure / faulty opening. The material of the door shall be strong enough to
sustain the loads expected in the nacelles during manpower movement and equipment
maintenance.

4.5.10.12. Protection against cable terminals, bus bars near ladder


Protection against open cable terminals, cable trays, bus bars near ladder area shall be
provided to avoid electrical accidents during climbing inside tower.

4.5.10.13. Proper Ventilation, Heating and Cooling Arrangement


Proper Ventilation, Heating and Cooling Arrangement shall be provided in the nacelle
assembly for maintaining proper working conditions for workmen during the
maintenance.

4.5.10.14. Lighting arrangement
Adequate lighting arrangement shall be provided at basement of the tower, near
ladder, critical maintenance areas inside tower, nacelle assembly.

4.5.10.15. Lightning arrester


Lighting arrester arrangement shall be provided in the blades of the wind turbine
generator to take care of lighting striking at wind turbine. Lighting arrester shall also
be provided in the nacelle to protect the wind turbine generator against lighting.

4.5.10.16. Apart from the above specified guidelines for safety system, bidder shall on their
own review and provide the safety systems for the entire plant to ensure safe
working and operating conditions during erection, commissioning, operation,
testing and maintenance of the WTG plant and Electrical system.

4.6 SCOPE OF WORK DURING OPERATION AND MAINTANANCE
INCLUDING DEFECTS LIABILITY PERIOD
Start date of Operation & Maintenance (O&M) contract will commence after
Commissioning of entire Project.

4.6.1. SCOPE
a. Contractor shall be responsible for O&M of the wind power plant(s) including
power evacuation system developed by him for initial period of 05 (Five)
years including Defects Lability Period. The O&M contract can be renewable
for further term of Five (05) years on same terms and condition but at
mutually agreed rates during 5th year of operation based on the conditions
prevailing at that time. However, the revised rates should be in line with the
rates in vogue at that time and is to be finalised in the first half of the 5th year.
Further, the escalation is capped and shall not be more than 5% per annum of
the 5th year cost quoted by the bidder for 6th year and also for subsequent years
with respect to the preceding year.

b. Contractor shall maintain at the facility, accurate and up-to-date operating


logs, records and monthly reports regarding Operation & Maintenance of the
Wind Power Plant.

c. Contractor shall perform or contract for and to oversee the Performance of


periodic overhauls or maintenance required for the facility in accordance
with the recommendations of the original equipment manufacturer.

d. Contractor shall maintain and up-keep of control room, all internal roads, tool
room,stores, equipment, etc. in workable conditions.

4.6.2. GENERAL: The Contractor shall be responsible for the following activities:

4.6.2.1. Successful running of the WTGs at guaranteed parameters.

4.6.2.2. Operation procedures such as preparation for starting, running routine operations with
safety precautions, monitoring etc. shall be carried out as per the manufacturer’s
instruction to have trouble free operation of the complete system.

4.6.2.3. Monitoring, controlling, troubleshooting of wind power plant & maintaining of


relevant records, register and data.

4.6.2.4. Conducting periodical checking, testing overhauling and preventive action.

4.6.2.5. General up keeping of all equipment, building, roads, wind power plant land area.

4.6.2.6. Submission of periodical reports to SGEL on the energy generation & operating
conditions of the wind power plant.

4.6.2.7. Continuous monitoring the performance of the Wind Turbine Generators and regular
maintenance of the whole system including WTGs, transformers, overhead line,

control panels etc. as necessary for extracting and maintaining the maximum energy
output from the wind power plant at the corresponding prevailing wind speeds. The
current wind speed vs. generation data at 10 (ten) minute interval shall be made
available in SCADA and recorded for the purpose.

4.6.2.8. Necessary spares including capacitors, consumables etc., shall be arranged by the
Contractor.

4.6.2.9. Deputation of Engineer and other supporting personnel round the clock.

4.6.2.10. Deputation of security personnel round the clock and taking care of all security
aspects of the wind farm.

4.6.3. OPERATION AND PERFORMANCE MONITORING


a. Operation part consists of deputing necessary manpower to operate the wind
powerplant at the maximum capacity.

b. Daily work of the operators in the wind power plant involves logging the
voltage, current, power factor, power and energy output of the wind power
plant, battery voltage, specific gravity, temperature, logging down individual
WTG's output data once a day. The operators shall also note down failures,
interruption in supply including grid failure and tripping of different relays,
reason for such tripping, duration of such interruption etc.

c. The operator shall record monthly energy output of each WTG and reports shall
be prepared on performance of wind power plant indicating turbine wise
production. Down time, capacity factor, machine availability, power vs wind
speed scatter plot etc. and these figures shall be computed for the total wind
power plant.

d. Daily Generation report which includes but not limited to WTGs wise
generation, Average Wind Speed, Break-down time with detailed reason etc.
shall be submitted to Owner on daily basis.

e. Coordination with OEMs, Electric Utility for Joint Meter Readings of the Wind
Power Project and Electrical Inspector for matters related to WEG operation.

4.6.4. MAINTENANCE

4.6.4.1. The Contractor shall draw the preventive maintenance schedules and attend to the
breakdowns keeping in view that the machine availability as mentioned in the relevant
clause of this document .

4.6.4.2. The Contractor shall carry out the periodical/plant maintenance as given in the
manufacturer’s service manual. A copy of duly filled preventive maintenance check
list shall be submitted to SGEL after completion of Preventive Maintenance.

4.6.4.3. Regular periodic checks of the WTGs shall be carried out as a part of routine
preventive maintenance during low wind period. In order to meet the maintenance
requirements stock of consumables are to be maintained as well as various spare as
recommended by the manufacturer as per the requirement.

4.6.4.4. Maintenance of other major equipment involved in wind power plant are step up
transformers, overhead line equipment and outdoor 11/22/33 kV VCB panel, metering
panel SCADA and telemetry system. Particular care shall be taken for outdoor
equipment to prevent corrosion. Cleaning of the insulators and applying Vaseline on
insulators shall also be carried out at every 3 to 4 months interval and USS
Transformer anti corrosion treatment shall also be done. Resistance of the earthing
system as well as individual earth pit is to be measured and recorded every three
month. If the earth resistance is high, suitable action is to be taken to bring down the
same as per IE Rules & as per IS 3043 (Latest version).

4.6.4.5. Suitable manpower shall be made available to cover periodic preventive maintenance,
cleaning and up keeping of the facilities including:
a. Tower torqueing
b. Nacelle Torqueing and Cleaning
c. Transformer Oil Filtration
d. Control Panel & LT Panel Maintenance
e. Site and Transformer Yard Maintenance
f. Power evacuation infra maintenance,
g. PSS equipment testing,
h. Gearbox oil testing

However, blade inspection (preferably with drone) and cleaning shall be undertaken
as per requirement.

4.6.4.6. A maintenance record is to be maintained by the operator to record the regular


maintenance work carried out as well as any breakdown maintenance along with the
date of maintenance, reasons for the breakdowns, steps to be taken to prevent
recurrence.

4.6.4.7. The Schedules will be drawn such that some of the jobs other than breakdown, which
may require comparatively long stoppage of the WTG’s, shall be carried out
preferably during the non-windy season.

4.6.4.8. The Contractor shall deploy enough manpower at wind power plant site to carryout
work instructions and preventive maintenance schedules as specified. If extra
manpower is required to carry out given work of emergency nature, it is to be
arranged by the contractor without any additional financial implication to the Owner.

4.6.4.9. The Breakdown repair Work involve labour and use of components, spares and
consumables in the event of any breakdown or suspected breakdown due to any
reasons, attended as soon as practically possible to put the Equipment back into

operation. The breakdown repairs will cover cost of labour, spares/materials and other
works, which inter-alia include but not limited to the following:
a. Spares repairs/replacement
b. Major breakdown as mentioned below.-
• Rewinding / Repairs of Generator and Motors
• Repair / Replacement of Gear Box
• Rewinding / Repairs of Transformers
• Repairs / replacement of VCB
• Repairs/replacement of Blades
• Repairs / replacement of Controller and Control Panel
• Repairs/replacement of Lift

c. Crane charges for carrying out repairs/replacement


d. Total replacement of oil in Gear Boxes and Transformers
e. Painting of Equipment

4.6.4.10. The Contractor shall comply with the provisions of all relevant Acts of Central or
State Governments or any other law relating thereto and rules made there under from
time to time.

4.6.4.11. The Contractor shall immediately report the accidents, if any, to the nominated SGEL
official & to all the concerned authorities as per prevailing law of the state.

4.6.4.12. Indemnify SGEL for any losses arising out of above acts and shall undertake
responsibility to comply all statutory rules & regulations governed under the acts/
laws applicable.

4.6.5. QUALITY SPARES & CONSUMABLES


In order to ensure longevity and safety of the core equipment and optimum
performance of the system the Contractor should use only genuine spares of high
quality standards.

4.6.6. TOOLS AND TACKLES


The Contractor shall arrange for all the necessary tools and tackles including crane for
carrying out all the operation & maintenance work covered under this Contract.

4.6.7. SECURITY SERVICES


The Contractor has to arrange proper security system including deputation of security
personnel at his own cost for the check vigil for the wind power plant. The security
staff may be organized to work on suitable shift system. Any occurrence of unlawful
activities shall be informed to SGEL immediately.

4.6.8. CRANE SERVICES


Providing Crane(s) and other equipment’s in time whenever required for carrying out
the above services.

4.6.9. LEASE RENTAL CHARGES & STATUTORY CHARGES
Lease Rental Charges and Statutory charges like CEIG annual charges, joint
certification charges or any other charges as maybe required to be paid to such
statutory agencies shall be the liability of the Owner (SGEL) and shall be paid by the
Owner from time to time. For such payments contractor shall assist the Owner for
timely compliance.

4.6.10. MANPOWER & UTILITIES.


Deployment of manpower, required consumables, testing equipment during erection
till commissioning and during O&M, arrangement of power & water as required for
this Contract shall be arranged by the Contractor.

The Contractor shall furnish an organization chart for the proposed O&M period. The
person(s) responsible for interacting with SGEL shall be indicated with designation.
This shall be made on or before the commissioning of the last WTG.

4.7 TECHNICAL PERFORMANCE REQUIREMENTS

4.7.1. VALIDATION OF ANNUAL ENERGY OUTPUT


The Owner shall get the annual Estimated Average Energy Generation (MU) and the
Estimated Average Capacity Utilization Factor (%) of the offered blocks evaluated
and validated by NIWE.

Details of Energy loss factors to be considered by NIWE for the wind power plants to
be offered to the Owner (SGEL) in arriving at net estimated generation shall be:

a. Machine Availability – 97 %,
b. Availability of the Grid – Actual grid availability, which shall be 98%
c. Internal/transmission losses and consumption – 3% electrical losses
{cumulative, from WTGs (generator output) to pooling substation HV side
isolator}

Losses as declared by contractor shall be subject to verification either from valid type
or routine test certification of the equipment or actual demonstration after
commissioning of the project.

Other factors like Array Efficiency, Air density correction factors, Year to year wind
variation, Uncertainty factors and any other factor(s) shall be applied as per actual site
data or as decided by NIWE as per standard industry practices.

4.7.2. GUARANTEED PARAMETERS FOR MACHINE PERFORMANCE: (after


project execution)

a. POWER CURVE DEMONSTRATION AND


b. VERIFICATION OF ESTIMATED ANNUAL ENERGY PRODUCTION

The above shall be done generally as per IEC 61400-12-1 titled “Power Performance
measurements of electricity producing wind turbines” to verify the machine performance.

4.7.2.1. POWER CURVE DEMONSTRATION


Contractor shall provide a demonstration of the site-specific power curve (which has
been authenticated by NIWE in their energy yield assessment report).

The power curve demonstration and verification of estimated annual energy


production shall be done as follows:

a. Contractor shall install a wind mast of height equal to hub height of designated
Turbine near the mutually selected location at a distance of 2D-2.5D (Where D
is the rotor diameter) from the designated turbine at each project location. Cost
of wind mast along with all equipment and accessories deemed to be included in
price bid.

b. Owner and Contractor shall jointly decide one designated turbine with
associated wind mast for the purpose of power curve demonstration at any one
location only after commissioning of the complete project.

c. Calibrated sensors shall be used for measurements. Bidder shall furnish valid
calibration certificates of the measuring instrument.

d. The measurement shall be conducted for required months in high wind season
between April to September. The entire metering arrangement and data logger
at the wind mast shall be sealed. Power curve testing shall be carried out for a
period of three months during high wind season.

e. Owner/ its Consultant shall then vet the demonstrated power curve performance
results of the selected WTGs at site conditions.

4.7.2.2. VERIFICATION OF ESTIMATED ANNUAL ENERGY PRODUCTION


The bidders shall get the Estimated Annual Energy Production (in MU) and the
Estimated Average Capacity Utilization Factor (%) of the selected WTG at site
evaluated and verified by the Owner / it’s Consultant.

The Annual Energy Production shall be done as follows:

a. One (1) WTG shall be selected for test for which a wind mast shall be installed
by Contractor. The same Turbine selected for Power Curve Demonstration and
the same Wind Mast installed for the purpose as per above shall be used for
Verification of Annual Energy Output. Wind Speed frequency distribution for
the test period shall be prepared from the raw wind data captured by the Mast
during the test period. The site air density shall also be derived from the
measured data from the met-mast.

b. Site Certified power curve of the WTG provided by NIWE or equivalent agency
(DNV GL/UL etc.) as considered in the contract corrected to recorded site air
density shall then be applied to the above wind speed distribution to arrive at
Gross Expected Energy Generation (GEEG).

c. Following factor shall be applied on GEEG for arriving at Net Expected Energy
Generation (NEEG)
i. Grid Availability at actual
ii. Machine availability as actual recorded at control station
iii. Wake losses at the actual factor for test turbine as per the final Micro-
siting of the complete windfarm by wind flow modelling software
WAsP shall be considered.

d. The NEEG worked out as per the methodology given above shall be compared
with the actual energy generated by the Test WTG as recorded by tri-vector
meter during the test period

e. If the actual generation recorded by the meter is equal to or more than 95% of
the NEEG then the Turbine shall be deemed to have met the Power Curve and
Energy Production Demonstration test.

f. In the event the actual generation recorded by meter for the test turbine is found
to be lower than 95 % of NEEG; the contractor shall rectify the defects in all
WTGs, in the manner that power generation is not less than 95% of NEEG. The
Power Curve Demonstration and energy verification should be repeated again
after rectification

g. If after the repeat test the performance is lower than 95% of NEEG, the
Contractor shall compensate Owner as per relevant clause of contract.

4.7.3. LIQUIDATED DAMAGE (LD) FOR SHORTFALL IN GENERATION

a. After rectification and repeat test, if the actual generation is equal to or more
than 95% of NEEG, the Power Performance of the WTG will be deemed to
have passed. However, if the actual generation is less than 95% of NEEG but
above 90%, then Employer shall accept the machine/plant after levying
Liquidated Damages as below:

For every 1% (or part thereof) shortfall in actual generation than 95%
NEEG, the Contractor shall pay to SJVN @ 1.0% (One percent) of the
Contract Value of EPC Contract of wind power project limited to
maximum 5% of value of EPC Contract. In case the actual generation as
recorded at the WEG meter is less than 90 %, the bidder shall rectify the
defects in all WEGs or replace all the WEGs as the case may be in the
manner that power generation is not less than 90 % of NEEG

b. In case the actual generation as recorded at the WTG Meter is less than 90% of
the NEEG, the Contractor shall rectify the defects in all WTGs, or replace all
the WTGs as the case may be, in the manner that power generation is not less
than 90 % of NEEG. The Power Curve Demonstration should be repeated again
after rectification.

c. In case after rectification, the actual generation is below 90% of NEEG, the
Employer reserves the right to either reject the machine/wind farm and recover
from the Contractor the payments already made OR accept the machine/wind
farm after levying Liquidated Damages at the rate assessed by the Owner.

Note: Percentage calculation for LD shall be rounded off to nearest 2(two) digit
after decimal for Power curve or losses calculation during test.

4.7.4. GUARANTEE FOR MAINTAINING POWER FACTOR AND DRAWL OF


REACTIVE POWER

4.7.4.1. Power Factor


It will be the responsibility of the Operator to maintain power factor of the wind farm
facility not less than the minimum requirement of TRANSCO / DISCOMs so as to
minimize drawl of Reactive Power from State grid system. In the event of levy of any
charges by State grid on account of lower power factor of applicable wind farm
facility than the minimum mandatory requirement, such charges at an actual amount
shall be deducted from the operator’s bills/ outstanding operator’s credit amount.

4.7.4.2. Reactive Power (KVARh)
The operator shall ensure that the maximum reactive power drawn cumulatively by
the WEGs annually shall not exceed 5% of the total generation of power by the
WEGs. However, the bidder can guarantee a lower percentage. In the event of drawl
of Annual Reactive Power exceeding the guaranteed percentage of the total generated
power by all the WEGs cumulatively and the Owner having to pay
TRANSCO/Discoms for the excess over the guaranteed percentage the Operator shall
financially compensate the Owner for such excess reactive power drawn.

For excess drawal of Reactive Power – Operator shall pay to the Owner for the
quantity of Reactive power drawal in excess of the guaranteed percentage or 5%
whichever is less at the rate as levied by the TRANSCO/Discom during the concerned
period.

4.7.5. TRANSMMISSION LINE LOSSES AND LIQUIDATED DAMAGE

Total Annual Average Losses in evacuation system of electricity from LCS to the
point of interfacing shall be guaranteed by bidder & same will be considered during
estimation of Annual Energy Production.

Contractor shall be required to demonstrate that guaranteed transmission line losses


between WTGs and Pooling S/S of the project are less than or equal to the
Transmission line losses as considered in AEP certification. If the Transmission line
losses during the test are higher than the guaranteed transmission losses in AEP
certification, contractor shall compensate the Employer as liquidated damage as
specified below;

Excess losses than the guaranteed above will be payable by Contractor to Owner
at which PPA has been entered into with the Buyer.

Note: Percentage calculation for LD shall be rounded off to nearest 2(two) digit
after decimal for Power curve or losses calculation during test.

4.7.6. MACHINE AVAILABILITY GUARANTEE DURING DLP (O&M) AND LD


a. Operator shall maintain all the WEGs of the wind energy project in a befitting
manner so as to ensure average machine availability of the Wind farm as (I) not
less than 98% during the 6 months of windy (high wind) season (mostly, April
to September) as defined by the bidder in his bid and as (II) not less than 96%
for the rest 6 months of non-windy (low wind) season of the year.

b. The operator shall guarantee for above minimum Machine Availability. The
machine availability includes power evacuation system up to the point of
interface with the State/ identified grid.

c. The average machine availability shall be calculated twice in a year, (I) for the 6
months of windy season as defined by the bidder in his bid and (II) for the rest 6

months of non-windy season of the year. For working out of Average Machine
Availability (M.A) of the wind farm following formula shall be considered:

Average M.A of the wind farm for any period shall be calculated in the
following manner:

M.A for each WEG = {No. of days * 24– (GF+ FM + S + U)} x100
{No. of days *24– (GF + FM)}

Average M.A of the = Sum of the M.A calculated for each WEG during the
period wind farm No. of WEGs installed at site

Where,

GF = Grid Failure hours during the period (Internal transmission failure upto
inter-connection point shall not be considered as grid failure),
FM = Force Majeure hours during the period
S = Scheduled Maintenance Hours for a Machine during the period
U = Unscheduled or Forced Maintenance Hours for a Machine during the period

d. Machine Availability during the 6 months of windy season: In case the


Machine Availability of the wind farm is found to be less than 98%, the
Operator shall pay to the Owner a Compensation for the corresponding period
as given below:

4.7.7. RECOVERY OF COMPENSATION


The above Compensation (Clause 4.7.5 and 4.7.6) will be deducted from price of
Comprehensive O&M Contract or from the O&M Security Deposit. During the free O
& M period, Compensation shall be paid by the Bidder else it will be deducted from
the Security Deposit. The total combined Compensation on account of shortfall in
machine availability (COM) and on account of transmission loss shall be limited to
100% of annual O&M contract value for that year.

Any Compensation arising out of guarantees during O&M period shall be adjusted
against the O&M charges to be made to the Bidder on annual basis in the last quarter.
The annual O&M charges for the second year as quoted by the bidder shall be
considered for the 1st year for compensation purposes.

4.8 FACILITIES AND RIGHT OF USE

4.8.1. The following facilities shall be used either exclusively (if SGEL is the exclusive user
of the Wind Farm) or on sharing basis by investors in the Wind Farm (if SGEL is not
the exclusive user of the Wind Farm) including (but not limited to) the following:

a. All internal roads including approach roads to WTGs in the wind farm.

b. Internal evacuation system of wind farm consisting of 33 kV (or applicable voltage)


lines including spur lines from individual WTG and associated equipment for
transfer of wind power generated from WTGs to pooling station of wind farm
which shall be dedicated feeders for the Owner and shall not be shared facilities.

c. Pooling station consisting of EHV transformers (if required), associated equipment,


control system, structures, metering system, control room building, stores etc. for
stepping up of voltage from internal evacuation system to appropriate State grid
voltage system.

d. Store and any other civil structure in the wind farm; Bidder shall arrange a
store room of size not less than 100 sq. feet with no dimension of the room being
less than 8 Feet. For the storage of other mandatory spares of Blade, Nacelle,
Transformer, Generator etc. bidder to keep provision as per the OEM
recommendations.

e. Central Monitoring& Control System (CMCS) with SCADA, Switchgear etc.

The necessary provisions for storing the fast moving consumables / spares etc. shall
be available in the CMCS building as per the requirement. The CMCS building
shall have a room to be used as an office for the O&M manpower. A suitable cabin/
seating arrangement shall be made available for Owner’s representative.

f. Communication network.

g. Water supply arrangement.

h. Firefighting device.

i. Safety & security system of wind farm.

j. Lighting system.

k. Amenities for O&M staff and visiting officials.

4.8.2. COMMON/SHARED FACILITIES


Bidder shall give complete details of all the Common Facilities such as assets and
rights which will be shared by SGEL with other Power Producers in the Wind Farm
and comprise all facilities that are needed to evacuate power from the individual
WEG’s, for sale of energy at the metering point.

Owner shall have Right of Use (ROU) of all shared common facilities including EHV
Pooling substation and its control & monitoring facility with other investors
throughout the estimated life of the project (25 years).

In case of freehold land housing any Common Facility, such freehold land shall form
part of the common Facility. In any other form of right of use of land like lease hold
rights or tenancy rights or a license or any right of way (ROW), such rights shall form
part of Common Facilities. Bidder is to undertake that for land which is not held
under freehold ownership, necessary leasehold or other rights like tenancy or license
or ROW or any valid written approval shall be obtained by it and shall be maintained
by him for the Life of the Wind Farm.

Contractor shall ensure that Project facilities (control room, substation, all the
SCADA systems, water facilities, power facilities, approach roads, etc.) shall be
accessible all time to SGEL or SGEL’s authorised representative without hindrance.

The O&M agreement for common shared transmission infrastructure shall be


executed by bidder/lead generator with SGEL before end of O&M Contract.

4.8.3. RIGHTS OF COMMON FACILITIES

a. Bidder to ensure that All Power Producers (including SGEL) in the Wind Farm
will have an undivided share, in proportion to the number of WTGs owned by
each of them, of the rights in the Common Facilities and shall be the
beneficiary of all its rights in terms of the Common Facilities for the Life of
the Wind Farm.
b. SGEL shall be free to assign or otherwise transfer its rights in the Common
Facilities to a third party, in part or on full, who shall thereafter continue to
enjoy the same rights for the remaining life of the Wind Farm, provided that
SGEL shall be free to assign or otherwise transfer only after the
commissioning of the Project.
c. The rights referred to above in respect of Common Facilities shall be
equivalent to the rights (whether ownership or otherwise) as available to bidder
in respect of such Common Facilities except that such rights shall be undivided
shared by all Power Producers in theWind Farm.
d. Insurance of common facilities should be taken by contractor

4.9 ENGINEERING INFORMATION SCHEDULE

4.9.2. DOCUMENTS (If applicable) TO BE SUBMITTED BY THE CONTRACTOR

The contractor shall be required to provide the following information, drawings and
documents as minimum:

a. The Contractor is requested to append to the offer a Bar/ Gantt chart and
PERT Network diagram showing the broad schedule of supply, erection and
commissioning in line with the work schedule given in the bid document.

b. Compete Technical Specifications of the WTG including rotor, nacelle and


tower.

c. The Specifications of lightning and other voltage protection.

d. The Specifications of anti-corrosion treatment used for WTGs and other


outdoor equipments to prevent corrosion.

e. The Specifications of anti-corrosion treatment used for WTGs and other


outdoor equipments to prevent corrosion.

f. Necessary drawings like layout of machinery and equipment including

electrical equipments.

g. Detailed of provision for target power factor of turbine shall be furnished.


Also details of reactive power from grid for all modes of operation i.e. start up,
continuous operation and line fault conditions shall be furnished.

h. List of information required for claiming CDM benefit by the Owner (SGEL).

i. Operation and maintenance manual.

j. Quality Assurance Programme for items discussed & mutually agreed during
post bid discussions.

4.9.3. DOCUMENTATION REQUIRED TO BE HANDED OVER AFTER


COMMISIONING
The following documents will form the completion certificate on documents:

a. The technical documents according to which the work was carried out.

b. Four sets of as built drawings (hard copy) showing therein the


modification and corrections made during the course of execution and 2 sets of
soft copy in CD/USB.

c. Copies of Certificates of type tests/routine tests/acceptance tests performed on


major equipments.

d. Land documents in original favoring title in the name of Owner (SGEL) for
private land. However, for Forest & Revenue Land, the lease transfer deed /
sub-lease deed documents shall be submitted, if available by such time, as per
the state policy.

It shall be the responsibility of the Contractor to ensure signing of such lease


transfer deed / sub-lease deed as per the state policy favoring Owner&
submission of original documents to Owner. Bidder shall furnish copies of
Govt. Policy(ies) applicable/in force for acquisition & transfer of land
applicable to wind energy projects for the type of land offered.

e. Soil Test Reports indicating Safe Bearing Capacity.

f. Statutory clearances / permissions.

g. The copy of certified initial meter reading of main meter and back up meter
signed-by power utility, etc.

h. All erection & commissioning reports and Commissioning certificates from


EBs.

i. All O&M related technical datasheet, design and drawings, technical


reference manuals, control diagram, loop diagram, etc., and Checklists of
operation and maintenance checks to be carried out on daily, weekly, monthly,

quarterly, half yearly and yearly basis so as to enable the Owner to take up
Operation & Maintenance without hindrance at later stage in the event of
bankruptcy or winding up of business or non-extension of O&M Contract
beyond initial 2 years period.

j. All other relevant documents.

4.9.4. DOCUMENTATION
The drawings, instruction manuals, which are to be furnished by the Contractor, shall
be clearly indicated with broad time schedule with respect to finalization of Contract
and areas follows:

4.9.4.1. Operation and Maintenance Manuals


The manufacturer’s standard Operation and Maintenance manuals for WTG shall be
acceptable. However, a list of preventive checks to be carried out on WTGs on half
yearly & yearly basis along with the list of recommended spares (for 2 years of
operation) shall be submitted to Owner after commissioning along with the other
documents listed for issuance of the completion certificate.

4.9.4.2. List of drawings for Grid Interface


It is the responsibility of the Contractor to prepare the drawings required for his
Tender and will be the responsibility of the Contractor for preparing and submitting
the drawings required for NOC, Grid tie-up and EB/CEA approval etc.

4.9.5. REFERENCE LIST


Contractor shall submit along with the Tender the reference list strictly as per the
relevant format in this document for items like cement, TMT bars, structural steel,
generator, main shaft, bearing, coupling, gear box, tower, blade, yaw control, pitch
control, nacelle , hub, transformer, circuit breaker, indoor/outdoor switchgear, CT,
PT, LA, CRP, poles, etc.

INDICATIVE LIST

The Contractor shall preferably supply the components from the “Indicative List”
furnished under section General Technical Requirements. However, the contractor
may offer any other make in their bid, which shall be BIS/ IEC/ ASTM/ DIN
approved in TDS:4. Contractor can change such makes (submitted along with the bid)
during the execution only with prior approval of Owner.
