External Appendix: CM&S APT Protocol Guidelines 1(8)

The Consilium APT protocol is divided in two sections, were the first section follows the MSC.1/Circ.1222, issued by
IMO in December 2006. The Second section of the Consilium APT protocol is only to ensure functionality and
reliability of the Consilium VDR. These checks are not mandatory and will not affect the approval of the APT.

The engineer cannot approve the APT. The engineer can only sign the APT protocol and by doing so the engineer
confirms that the APT has been performed according to the regulations. The final approval can only be confirmed by
CM&S in Stockholm.
It is recommended that the protocol is completed on the attending engineer’s laptop in order to make it easier to read,
however a hand written and clearly readable copy is also accepted.

For every item checked or tested an “X” must be inserted in one of the fields for the function tested.
You also have a field named “Note”; if there should be any need for notes please state a number in this field so we
know which matter this regards when we read the information on page 4.

How to complete the CM&S APT Protocol


Please use only capital / block letters if written by hand. All functions must be completed.
All dates shall be noted as YYYY-MM-DD (e.g. 2012-09-25).

Consilium reference number


 This number is equivalent to the Consilium CRM tool. This number must be acquired before the APT.
Inspection date
 The date of when the APT is performed.

Consilium representative
 Name
Attending engineers name.
 Company
This is the Consilium global office or APT agent that the engineer works for.

Location details
 Country
State in which country where the APT is performed.
 Port
State in which port where the APT is performed.

Ship’s Details
This information can be found onboard or through web services such as Seaweb or IHS Fairplay.
 Name
State the name of the vessel.
 IMO number
State the vessel’s IMO number.
 Flag
State the vessels flag.
 Gross tonnage
State the gross tonnage of vessel.
 Keel laid date
State on which date when vessel’s keel was laid.

Voyage data recorder details


 VDR model
What is the VDR model, e.g. M2, M3, M3.5, M4, S1, F1 or F2.
 S-VDR or VDR
State if this is an S-VDR (simplified).or a VDR.
 Installation date
VDR system installation date is found on the class commissioning report / CM&S Acceptance record.
 Main unit serial number
Serial number is found inside the VDR main unit cabinet.
 Fixed capsule model
State what type of capsule it is (i.e. PDU, L3 or Procap).
 Fixed capsule serial number
The serial number of the Procap capsule is found on the handles on the capsule. Serial number found in Procap
test tool is not the same and should not be used.
 Fixed capsule memory size
This regards to the internal memory of the capsule which is 2 GB, 4GB or 32GB.
 Float free serial number
This is the serial number for the Jotron S-VDR / TRON40 capsule. Serial number is found on sticker placed on
the capsule.

Alarms (according to MSC.1/Circ.1222)


 Pre-existing alarms
If no alarms are active when you attend the vessel, make a mark in “No Alarms”.
If alarms are present when you attend the vessel, make a mark in “Alarms present”.
If alarms could be corrected and cleared, also make a note in ”Alarms cleared” and state in the “notes” field on
page 4 what alarm where present.
If alarms could not be corrected and cleared, make a mark only in “Alarms present”.
Note! Complete the APT as much as possible on items that are operational and can be tested!

Power Supply (according to MSC.1/Circ.1222)


 Power supply model
State the PSU model, e.g. PSU1, PSU2, PSU3,PSU4 or PSU24. This to know battery type if needed to be
replaced.
 Power supply alarm
Remove the external power source to the VDR system. An alarm shall be activated.
 Reserve power source
According to MSC.1/Circ.1222 VDR systems must run on batteries for at least 1 hour and 55 minutes.
If batteries do not last the specified time they must be replaced. This can be done by crew after agreement with
CM&S.
 Reserve power source shutdown
The VDR M systems shut down completely automatically after 2h and 5min. The F1/S1 & F2 system does not
automatically shut down completely after 2h and 5min. Only the application and the recording stops after 2h and
5min. The F1/S1 & F2 system LED’s will be lit until batteries are completely drained.

Battery expiry dates (according to MSC.1/Circ.1222)


 Power supply battery date (yyyy-mm-dd)
Expiration dates and overall condition of the PSU batteries must be checked. If the batteries expire prior to
next planned APT, CM&S recommend that they are replaced, but check with vessel representative if they
approve to replace the batteries.

Battery lifetime is based on manufacturing date. If no manufacturing date can be found, the best known date shall
be used i.e. delivery, installation or commissioning date.

Batteries can be purchased locally, but must have same specification as stated below. Also lifetime must be
same or better as stated below. Make sure that battery terminals are in correct position and also that battery size
is correct to fit into the cabinet. All batteries purchased/sourced locally must be clearly marked with a sticker
stating the batteries expiration date upon replacement.

Acoustic Beacon (according to MSC.1/Circ.1222)


 Acoustic beacon functionality
The beacon must be tested by the use of manufacturer’s (e.g. Novega) approved test equipment. If it is not
up to standard according to manufacturer’s test instruction, it must be replaced.
Replacement of the beacon battery is not recommended by CM&S. To perform a battery replacement special
tools are needed. The replacement also needs to be performed in a workshop.
 Acoustic beacon version
This is to make sure correct acoustic beacon version is mounted on the fixed capsule. There are two standard
versions, PT9 C-Proof (30 days) and PT9 Ninety (90 days). C-Proof to be mounted on 2GB & 4GB fixed
capsules. Ninety is to be mounted on 32GB fixed capsules.
 Acoustic beacon battery date (yyyy-mm-dd)
The beacon battery installation or expiration date shall be checked and noted. If the beacon expires prior to next
APT, CM&S recommends that the beacon is replaced.

OPT
 On-board performance test
According to the new regulations for the VDR F2 systems there is a new function for crew to test the system and
check that data is recorded on the VDR. Perform the test and confirm that data shown is according to VDR
configuration. You can also use this test to check water/fire doors and also perform a microphone test.

Overall Condition of Equipment (according to MSC.1/Circ.1222)


 HRM exp. date
The Hydrostatic Release Mechanism (HRM) for the Jotron float free capsule has an expiry date that must be
checked. If hydrostatic release date has expired, or if it is found not up to standard according to manufacturer’s
instruction, it needs to be replaced.
 Batt. exp. date
The battery for the Jotron float free capsule has an expiry date that must be checked. If the battery date has
expired, or if it is found not up to standard according to manufacturer’s instruction, it needs to be replaced.
According to MSC/Circ.1039 and JOTRON AS, only Shore Based Maintenance (SBM) authorized companies are
allowed to perform battery change.
 Protective capsules (fixed / float free)
The capsule colour on fixed capsules shall not be faded. All capsules must be in good condition and not
corroded. If there is a junction box for the capsule placed outside on deck, it must be verified that it is in good
condition. Junction boxes may not have any water ingress. Confirm that junction boxes with a high IP (IP66) is
still in splash water proof condition and that no water ingress is possible.
 External cables
Cables shall not be damaged. This includes all inside and outside cables that are visible to the eye.
 Main Unit
The system, including cables, must be in good working condition. All defects must be reported and/or rectified.

Capsule and LTS recordings


 Recording on VDR M2 to M4 and S1/F1
Connect to capsule and confirm that data is recorded as according to regulations. Also confirm that you have at
least 12hours of continuous data.
 Recording to VDR F2
Connect to capsule and confirm that data is recorded as according to regulations. Also confirm that you have at
least 48hours of continuous data.
 LTS
Connect to LTS and confirm that data is recorded as according to regulations. Also confirm that you have at least
30days of continuous data.

Change or Repair of Sensors (according to MSC.1/Circ.1222)


 Maintenance of VDR
All earlier known defects on the VDR system must have been rectified. Consilium representative should ask to
see the maintenance records and/or Service reports (if any).
 Defects rectified
Confirm that any defects have been properly rectified.

Interfaces: Recording & Operation (according to MSC.1/Circ.1222)


 Date & time
UTC time is most often received from GPS.
 Ship’s position
Ship’s position should be received from an electronic position-fixing system (EFPS) / (GPS).
 Speed
Speed through the water or speed over the ground is received from ship's speed and distance measuring
Equipment.
 Heading
This is received from gyro/ships compass.
 Bridge audio
All microphones on bridge must be recorded with a good audible voice. Engineer should talk in every microphone
and mention time and position of microphone.
 Communications audio
VHF must be recorded with a good audible voice. Engineer must test VHF by talking into the VHF microphone,
mentioning time, vessel name and IMO number.
 Radar
Image presented on master radar shall be recorded. This should include any range rings or markers, bearing
markers, electronic plotting symbols, radar maps, whatever parts of the SENC or other electronic chart or map
that were selected, the voyage plan, navigational data, navigational alarms and the radar status data that were
visible on the display.
 Radar (second)
According to the new regulations, the second radar shall also be recorded. Note that this only applies for
VDR F2 systems.
 ECDIS
According to the new regulations, the ECDIS shall also be recorded. Note that this only applies for
VDR F2 systems.
 AIS
According to the new regulations, the AIS shall also be recorded. Note that this only applies for
VDR F2 systems.
 Water depth
Depth below keel is given by Echo sounder.
 Main alarms
All mandatory alarms on bridge, this includes BNWAS and AMS systems.
 Rudder order and response
Order and response is received from Steering gear and Autopilot.
 Engine order and response
Order and response is received from the Telegraphs, controls and thrusters.
 Hull openings status
All mandatory status information displayed on bridge (i.e. Hull openings open/closed, Harbour/sea mode switch
and water drained from cargo spaces or freeboard deck).
 Watertight and fire door status
All mandatory status information displayed on bridge (i.e. Water tight doors opened/closed, Water tight doors
hydraulic manoeuvring, Water tight doors electrically manoeuvring, Water tight doors reserve manoeuvring and
Fire doors opened/closed)
 Acceleration and hull stresses
Taken from vessels hull stresses & response monitoring equipment (where fitted).
 Wind speed & direction
This is received from a suitable sensor (Anemometer). Both relative or true wind speed and direction may be
recorded (where fitted).
 Rolling motion
According to the new regulations, the rolling motion of the vessel shall be recorded if fitted and available as
NMEA. Note that this only applies for VDR F2 systems.
 Electronic logbook
According to the new regulations, the electronic logbook shall be recorded if fitted and available as NMEA.
Note that this only applies for VDR F2 systems.

Notes
This field is used for all notes and remarks. Remember that information should also be noted on the service report.
Please place numbers if front of your notes, so we know to which matter this regards.

Stamp & Signature


The APT protocol must be signed by both the CM&S representative and the vessel / owner representative. If a stamp
from the CM&S representative is available it should also be used. The signature confirms that the APT has been
completed according to regulations.

THIS ENDS THE FIRST SECTION OF THE VDR PROTOCOL. THE FOLLOWING PARTS IS ONLY TO ENSURE
FUNCTIONALITY AND RELIABILITY OF THE CONSILIUM VDR. THE BELOW CHECKS ARE NOT MANDATORY
AND WILL NOT AFFECT THE APPROVAL OF THE APT.

BIOS & firmware update


This applies even if the system is found to be in “Normal Operation”.
 CM2.2 & RCU2
It is important to always make sure system is running on the latest BIOS version. Check which version system is
running and update if needed. Please add both the old version and the new version in document.
Note that this is not implemented on VDR M2 to M4 versions.
 Procap firmware update
All Procap capsules should be checked and confirmed running on the latest firmware version. If you are not sure
if the Procap is updated or not, please perform the update and If stated “update failed, already updated” you will
know it is running on the latest firmware.

Software update
 CM2.2, RCU2, NMEA, AMU, VGU
All units on VDR S1, F1 & F2 systems must be checked to be running on the latest software versions. Make sure
you have the latest versions with you before attending the vessel. Please add both the old version and the new
version in document.
Note that this is not implemented on VDR M2 to M4 versions.

 Procap
The Procap must as all other units be confirmed running on latest software version. Please add both the old
version and the new version in document. Remember that Procap capsules can be installed on M4 systems also.
This must also be updated.
Note there are different software versions for 4GB and 32 GB capsules!

VDR Investigator’s kit


 Investigator’s kit availability
According to regulation there shall always be an Investigator’s kit available inside all VDR installed on or after
st
1 of June 2008. This shall be in a sealed envelope and is only to be used by classification societies. If it is found
that the investigator’s kit is not available or if the seal has been broken you should inform the vessel/owner
representative about the regulations. The investigator’s kit can be ordered on spares.navigation@consilium.se.

Float free capsule TRON40 functionality


 Silicone grease
Salt water can cause communication problem between docking and EPIRB. Remove EPIRB from docking
module, clean the surface of docking module and bottom of the EPIRB and apply silicone grease on both parts to
prevent salt water ingress.
Note, use the proper silicone grease, AND NOT SILICONE alone.
 Position
Vibrations in vessel can cause a gap between docking module and EPIRB. Make sure EPIRB is seated correctly
and there is no gap. Also make sure capsule is mounted vertically and not horizontally.

Back-up
 Back-up function
If it is possible you should test the functionality of the back-up procedure. The back-up is recorded to USB
memories on M4, F1/S1 and F2 systems. On M2, M3 & M3.5 systems the back-up is recorded to DVD-Ram /
DVD-R.

 Download APT data
- Download data from the capsule that shall be submitted to CM&S AB. Note that data from USB memory is
not valid. Make sure that the engineer’s microphone test and VHF test are included in the download!
The APT backup data may not be downloaded during the PSU battery test.

The file structure of the downloaded data must be as shown below. All folders must be included.

PDU, PROCAP and Jotron (float free) capsules shall be connected via Windows Explorer.
L3 capsules shall be connected via the HVR Reader software. Connect to the L3 capsule’s web-interface
with Internet Explorer 6 or 7. Using newer versions or other web-browsers could result in loss of functionality.
All firewall protection software must be switched off when connecting to an L3 capsule.
