PART 4 STRATEGIC DIRECTION

The Strategic Directions (Vision-Mission-Goals) of the provincial government


have undergone major revision and reformulation to conform and align with the strategic
and policy thrust of the new leadership.

4.1 VISION

The province of Surigao del Norte envisions that:

The major ecotourism destination, fishery producer and mineral-


based processing industrial center of Caraga Region, driven by
God-centered, empowered, globally-competitive, united, and
resilient Surigaonons inspired by ethical and responsive
leadership.

4.2 MISSION

To achieve this vision, the provincial government seeks:

To achieve a more rapid, inclusive and sustainable socio-


economic growth towards poverty alleviation through good
governance.

4.3 MAJOR GOALS

In pursuit of the Vision-Mission, the provincial government endeavors to:

1. Nurture an enabling economic environment through the accomplishment of its


smart objectives thereby achieving its subsectoral goals in the context of
realizing its mission to become the major ecotourism destination, the major
fishery producer, and the mineral-based processing industrial center of
Caraga Region by 2021.

2. Provide an efficient and effective culturally-sensitive general social welfare


services.

3. Implement a disaster-resilient, climate-smart, and environmentally sound


Surigao del Norte that can sustain progress and development.

4. Sustainably provide resilient facilities and utilities for the socio-economic


growth of all Surigaonons.

6. Adopt a responsive bureaucracy inspired by ethical leaders that exemplify the
