Sop - Scaffolding
1. PURPOSE
The purpose of this Safe Operating Procedure is to ensure safe working conditions for scaffolding
handling and use.
2. SCOPE
This SOP shall apply to all work activities involving scaffold works in building construction site of :

5. DEFINITION
Scaffolder
i. Inspect and assess the condition of the scaffolding material. Segregate and reject damaged and
defective material to remove from site.
ii. To provides required technical advice on scaffolding works.
iii. To conduct inspection of scaffold every 7 days or before use, every after modification, or at least
every circumstance that might affect the stability of safety of scaffold.
iv. To supervise certain erection works of temporary works based on risks, works complexity, skill,
knowledge and experience of erector.
v. To protect him-self and others from expose to related risks during handling the temporary works.
vi. To provide information, instruction, training and supervision related to the temporary works.
vii. Not interfere, remove, modify or misconduct any equipment or component provided for the sake of
safety, health and welfare.
viii. To cooperate with employer or others and comply with safe work system, PTW system, design
drawing by PE or any instruction regarding safety and health given by employer.
ix. To ensure all personnel wear and use complete PPE during handling the temporary works.
x. To conduct an inspection for temporary works within the construction sites to ensure they are
suitable for safe use, and comply with the design drawing.
xi. To display inspection tag either green tag or red tag after the inspection.
Erector/Helper
i. To cooperate with employer or others and comply with safe work system, PTW system, design
drawing by PE or any instruction regarding safety and health given by employer.
ii. Not interfere, remove, modify or misconduct any equipment or component provided for the sake of
safety, health and welfare without acknowledgement, approval and supervision of responsible
person.
iii. To protect him-self and others from expose to related risks during handling the temporary works.
iv. To wear and use complete PPE during handling the temporary works.

Site Supervisor
i. To assess the work area and identify any hazards need to fix or highlight to avoid any potential
accident.
i. To ensure workers under his care didn’t interfere, remove, modify or misconduct any equipment or
component of the temporary works without acknowledgement, approval and supervision of
responsible person.
ii. To ensure workers under his care use any scaffold structure in safe manner and with required PPE

5. PROCEDURE
5.1 DESIGN
1) All metal tube scaffolds exceeding 40 metres in height shall be constructed based on approved structural
calculation and drawing by a Professional Engineer.
2) Other types of scaffolds exceeding 15 metres in height shall be constructed in accordance with structural
drawing and calculation by a Professional Engineer.
3) The design of scaffolding and existing structures shall be checked for the additional wind loads. For
example, where sheeting are to be added to a scaffold for shielding purposes, consideration shall be
given to the additional wind forces transmitted to the existing structures.
4) A copy of the approved drawing of the scaffold design shall be made available at the work site for
inspection by Scaffolding Inspector.
5) Safety factor (SF) for the scaffolding should be 4.0.
7) Used and refurbished scaffold materials should be well maintained and free of appreciative corrosion,
cracks, dents and bends. Such materials should be inspected by a competent person.
8) Proper maintenance and storage method should be adopted to maintain the materials.
5.3 BASE
1) Safety factor for base or foundation shall not less than four (4).
2) Footings are level, sound and rigid. No settling has occurred.
3) Ground conditions should be stable and those doing the scaffolding work should be aware of any factors
that may affect ground stability before the scaffold is erected or during its use.
4) Ground conditions should be assessed to check the ground is stable and able to bear the most adverse
combination of dead and live loads that can reasonably be expected during the period the scaffold is to
be erected and dismantled and while it is in use.
5) Baseplates should evenly distribute the load from the scaffold to the supporting surface to provide
scaffold stability.
6) Baseplates should be level. Adjustable bases can be used on uneven surfaces to give a level base lift.
7) No part of the baseplate or adjustable base should protrude over the side of the baseplate to ensure the
loads are carried evenly on the baseplate.
8) Adjustable base plate can be adjusted only until ¾ overall height.
9) Unstable objects such as blocks, bricks, buckets, etc are not used as work platform or to support
scaffolds.
5.4 INSTALLATION
1) The erection, alteration and maintenance of scaffolding shall be performed by trained scaffolders under
a direct supervision of a competent scaffolder.
2) Competent scaffolder should receive full details of the scaffolds design, and clear any queries with the
PE before commencement of installation.
3) To apply PTW prior to installation / dismantle of Scaffold on site. PTW applied by Supervisor /
responsible party.
4) Horizontal bracing shall be installed every 4 lifts.
5) Wall ties shall be installed every 2 lifts or based on PE design. Area of building that’s support the
scaffold must from rigid and solid materials.
6) Minimum working area 635 mm width should provide at the working area and show in the design.
7) Minimum working area 860mm width should provide if it’s for working area and storages materials. It
shall be show in the design.
8) Minimum working area 1100mm width should provide if it’s for working area and support for any
higher platform. It shall be show in the design.
9) Installation on standard ground:
a. Check the foundation and select a secure foundation on which to build and set your scaffold.
b. Use base plates to attach the scaffolding to make the footing more stable, level and on secure
ground.
c. Put adjustable jack base on the base plate in the location that matches your scaffold dimensions.
Do not secure the jack base to the base plate at this time.

d. Assemble the scaffolding frame. Lay out the ends of the scaffolding. Lift one end piece, and
attach the upper cross brace. The far end of this brace should support the end piece while you
lift the second end piece and attach its upper cross brace. Secure the ends of the cross braces to
the bottom of the opposite end frame.
e. Make sure the scaffold is stable, level and secure.
f. Install the horizontal pipe and transom to maintain the position of the scaffold.
g. Install the metal deck and secure it using tying wire.
h. Secure access to the scaffold. A concern with the access point is to make it safe to maneuver
and to prevent the scaffold from tipping over.
i. Attach the guardrails. Guardrails are highly recommended for all scaffolding due to the height
of the equipment and the risk of falls.
j. Check live loads arising from the work of erecting or dismantling the scaffold are within the
specification, the number of workers on the scaffold at any one time may need to be limited.
k. Inspect the scaffolding to ensure safety. Thoroughly examine the scaffolding setup to make sure
all pieces are secure.
l. Re-inspect the scaffold system every time you leave the site and return, after bad weather and
after any modification to make sure it is still safe.
m. Erection works must follow design drawing.
5.6 INSPECTION
1) Materials selection:
i. All scaffolding components and materials received at a construction site shall be visually
inspected for damages/defects by the responsible person.
2) Routine check:
i. All scaffolds shall be inspected after erection or modifications before they are approved to be
used.
ii. Periodic inspection shall be carried out on weekly basis or within seven days.
iii. When scaffolds have been modified structurally, they shall be re-inspected by the Scaffolding
Inspector prior to use.
3) The formwork including the shores, braces and other supports shall be inspected by the designated
person:
i. during erection.
ii. during and after concreting.
iii. In addition, they must be inspected after being exposed to severe weather conditions i.e. heavy
rains which may affect the integrity and stability of the scaffolds or ground.
4) Defects
i. Scaffolding materials which not in good condition, damaged, bent or weakened by corrosion or
rust shall be rejected.
ii. Any defective scaffolding should be segregate and clearly marked with paint or tags so it is
identified and can be removed from the work area to prevent use.
5) Tagging
i. Appropriate warning notices/status tags (yellow/green or red tag) shall be clearly displayed at
all access point to indicate whether the scaffolds have been inspected and safe for use or
incomplete or not safe to use.
1. Red tag – Not safe to use
2. Yellow tag – Incomplete erection
3. Green tag – Safe to use
ii. Routine check as per item 5.3.2 shall be subjected to inspection and tagging requirements.
5.8 DISMANTLING
1) The scaffolds structure should be dismantled by trained persons according to the correct sequences and
procedures.
2) Sufficient time should be allowed for the dismantling work to be conducted safely.
3) Check to assure scaffolding has not been structurally altered in a way which would make it unsafe and if
it has reconstruct and/or stabilize where necessary before commencing with dismantling procedures.
This includes all scaffold ties.
4) Do not remove the a scaffold component without considering the effect of that removal.
5) The scaffolds to be dismantled should be checked for their strength and stability beforehand.
6) Visually inspect platform prior to dismantling to be sure they are safe.
7) Do not accumulate excess components or equipment on the level being dismantled and all the stacked
materials and debris placed on the scaffold should be removed prior to dismantling.
8) Tie and bracing should remain secured in position until scaffold above has been dismantled to that level.
5.9 STORAGE
1) All dismantled scaffold materials should be properly segregated according to the individual components.
2) The materials must be inspected by scaffolder to ensure they are safe for re-use, free of appreciative
corrosion, crack, dent and bend.
3) The defective materials should be removed from site. Inspection report should be kept.
4) Proper stacking method, loading and unloading method should be adopted to reduce the defects and
damages during handling and transportation of the scaffold materials.

INSPECTION TAG
1) Green tag – it shall cotaion minimum information, as shown in the example below. Tag must securely
installed on the scaffold, clearly visible and contains language that could be understood by users of the
scaffold.
