OFFICE OF THE PRESIDENT NATIONAL HOUSING AUTHORITY NHA-Memorandum Circular No. 2016 - 088 SUBJECT : ADHERENCE TO THE COMMUNITY EMPOWERMENT PROGRAM IN HOUSING DEVELOPMENT AND PRESCRIBING THE STEWARDSHIP AND PROCEDURES IN ITS IMPLEMENTATION 10 20 BACKGROUND / PURPOSE. The NHA, since its creation in 1975, has pioneered the participatory process in the delivery of housing services especially for the poor and homeless. The strategy has brought forth positive resutts especially in bringing about appropriate interventions in socialized housing Recent developments wherein customers demanded participation in critical decision making for housing development have proven the value of engaging the stakeholders to partner witn tho chango agente. ‘This has therefore become one af the pillars for promoting increased partnership with the beneficiaries especially on matters thet will influence their enjoyment of the housing benefits. The NHA therefore affirms its adherence to the participatory approach and its continuing commitment io promete the peoples’ planning process A detailed description of the Community Empowerment Concept is herein attached as Annex A. SCOPE The circular provides the template for carrying oui Community Empowerment vihere opportunities are identified to achieve the ultimate goal of building lives in new communities. 2.4. Document the engagement as a best practice model 3.0 GENERAL GUIDELINES 34 32 The Community Empowerment requires that all NHA-assisted communities are empowered. AS a starting point, their current levels of organization and empowerment must be established ‘The Community Relations and Information Operations Department, together with the Operating Units shall conduct an assessment to categorize the level of organization and participation of the communities in the Project Development Cycle. The following critena for assessment is herein prescribed: 3.2.1. Physical Dimension includes the presence of basic community infrastructure facilities and serviceable house and lot. 3.2.2 Functioning Social Development Program where Social and Economic Services are being availed and reguiatly provided for. 3.2.3. Organized community alongside project development. 3.2.4 Community is organized and functioning as lead in the project maintenance and other community development efforts, 3.2.5. Other critical inputs to ensure achievement of the desired level of development shall be identified by the operating units in consultation with the community. A detailed Process Flow is herein attached as Annexes B and B1 4.0 PROCESS FLOW OF COMMUNITY EMPOWERMENT The following phases of Community Empowerment shall serve as the basic procedure for forging and sustaining the partnership. 44 ‘Social Preparation The opportunities croated to ventilate the need for change, the issues concomitant to it and the solution perceived to address the issues. As intial step of the development cycle, the following actvities shall be undertaken during the Pre-Implementation Phase: 4.1.1 Consultations must be undertaken for the exchange of views and opinion until proposed actions are reached. Aside from the direct beneficiaries, other sectors such as Non-Government Organizations (NGOs), Local Government Units (LGUs) and other National Government Agencies (NGAs) must be included in the process. 42 44 Ate 418 Community Bui Mc Adhorenceto community Empowerment Page $04 ‘A Communication Plan for 2 continuing provision of information with intent to educate the participants and address the information needs are to be developed. This includes written form such as bulletins, flyers (pahayags) and other appropriate information tools. Media can also be utilized for the purpose. Gender Awareness must be done to achieve recognition of the equality of men and women and surface gender issues that affect the development directions. Basic Training on Gender supported by the mandated 5% of agency budget can be sourced for the purpose. ‘A Profiling must be undertaken to create a picture of the stakeholders ‘and their present capacities and potential. These data shall serve as bases for planning. ‘The coordinating structure through a Local Inter Agency Committee (LIAC), composed of the active Civil Society Organizations (CSOs), NGAs and spearheaded by the LGU must be created to synchronize activities to forward the development process. Sccial Preparation also requires the establishment of the peoples’ planning process. Further, it defines the areas where the stakeholders can contribute to the development plans and create structures and venues to which they can express their proposals and other concerns, ing and Development The succeeding cycle involves the strengthening of the stakeholders’ capacities for engagement which can be undertaken during the Implementation Phase of the program. Activities include major steps geared towards the following: 424 422 Community organizing - the core activity where the facilitating structures are finally formed so that the stakeholders can locate themselves, provide the venue to achieve desired directions and formed decisione and relationships. This will also ensure the systermiatic alrangement where concerns can be raised, issues resolved, and responsibilities are identified to faciitate desired living concitions Capacity Development - increasing the ability to understand technical information and to use this for decision making and gain special skills to participate in the construction and implementation of the project. This is facilitated by the: 3.3.1. Increased Capacity Development for Managing the Project ~ refers to the creation of opportunities to acquire and generate resources for enhanced improvements of the Project sit. 3.3.2 Capactty for Advocacy -refers to the ability of the community to stand 228 a group in championing and adapting causes like green architecture and, what may stem from issues. This also involves the ability to influence higher decision making such as changing policies, creating new programs and projects and monitoring actions of other development players. 3.3.3 Enhanced Networking with resource providers must be endeavored to ensure the free flow of support. 5.0 REPORTING AND MONITORING ‘The implementation of the Community Empowermant as herein discussed shall be monitored by the Community Relations and Information Operations Department (CRIOD) in close coordination with the Operating Units, and shall submit to Management regular reports as follows: 5.1. JR. 2 General Manager Dates” corp 16, 254 ANNEX A Community Empowerment: The Ultimate Goal of Building Lives as Homes and Communities are Developed Housing is usually viewed as provision of shelter for homeless families, The physical structure will ensure a safe haven for individuals and families who have urgent need for shelter such as victims of calamities or displaced families resulting from development of an area. But the Government has gone beyond the physical provision of housing to an ‘opportunity to enhance the quality of life of the affected families and to pave the way to engage all stakeholders in the housing development. Hence, after decades of engaging the community in development, the Community Empowerment agenda has evolved as a basic strategy. Community Empowerment facilitates the productive partnership towards enjoyment of housing benefits through time. It is when the group has developed its potential to expand its access to benefits in another level of development. ‘Community Empowerment begins with creating awareness on the people's ability to effect change in their lives, increasing the capacity for desirable participation, honing the ablity to see beyond and achieve higher goals, and carry out future action ‘The building blocks of community empowerment are: > Strong Social Preparation Process > Appropriate Community Building and Development > Effective Community Management ‘These are indicated by the following conditions: + Social Preparation Process results from the shared desire and focused intent to help shape the development, Acceptance of the change being introduced and expression of the people's free will to carry out common objectives. Community Building and Development is achieved when the community moves from self-organization to deciding an appropriate community structure or eventually forming the Homeowners’ Association (HOA). The community organization must acquire a legal personality to ensure its recognition in the various decision making processes, like the HOA with the Housing and Land Use Regulatory Board (HLURB). Its further supported by a community-initiated development plan that will be pursued using their inherent resources or by utilizing extemal resources when opportunities are available. Likewise, a capability development program, based on needs analysis, must be developed «Community Management is fulfilled when the community is able to implement long-term actions toward sustaining the achievements it hes attained, and the ability to carry-out actions toward increasing its efficiency in managing the development. Page of 6 1.0 2.0 © Community Empowerment shall be pursued in cooperation with the stakeholders, but the decision to adopt the concept by the change implementer is the first valuable and basic step in creating the conditions for change Guiding Principlos of Community Empowerment 1.1. Policy to adopt the participatory approach. The proponent of change, the Govemment, must declare its commitment to the participatory approach in pursuing development objectives ~ be it a clearing operation for infrastructure or a comprehensive poverty alleviation program. Its intention to engage all stakeholders, particularly the beneficiaries and those affected by change, must be explicit and confirmed by a formal pronouncement. 1.2 The convergence of all possible players must be planned for, not only to maximize resources, but also to ensure that the development tasks are acceptable and truly address the issues and concerns at hand. Closer coordination among the players in every critical stage must be assured as it will not only guarantee the achievement of abjectvves but also sustain the planned change 4.3. The community is determinant of its future. This must be recognized and continue to be sustained in unfolding the desired changes. 114. The capacities of the community group to participate in all phases of the project development cycle must be developed and honed, not only by the proponent but in collaboration with the partners. 1.5. Periodic evaluation and monitoring of the planned activities must be done to determine the progress, and identify innovative interventions adopted to facilitate the process. It can also indicate real or possible risks that can undermine or make the project vulnerable and its participants’ (persons or institutions) credibility to engage in the undertaking. 1.6 Documentation of the process for best practice is necessary and parallel concern as it records an experience which can be a useful reference because it identifies lessons-learned, from which new strategies can evolve. Social Preparation is the First Building Block in Commut Empowerment Contrary to common notion of being unknowiedgeable on development Planning, the beneficiaries have a lot to input in bringing about change — from simple respondent to surveys, to advocates of innovative ideas. The community may give a wrong picture and can manipulate date for unfounded fears or undue expectations, A well-informed community, on the other hand, understands and becomes responsible that real and true condition is reflected and appropriate interventions are provided. Page2 of 6 It is on this assumption that social preparation draws its significant value in evolving the right and correct solutions to development concerns and in reaching a consensus in pursuing development goals and objectives. Hence, any undertaking that will affect the socio-economic, cultural and political conditions of a group must always undergo the stage called social preparation process. The Urban Development and Housing Act of 1992 (or Republic Act 7279) recognizes the importance of social preparation, hence prescribes that consultations must be done before any physical changes are introduced as this will affect the people. But sccial preparation process goes beyond consultation and reaching consensus. It has to be thorough to really ensure that post development problems no longer occur as it is identified, addressed and resolved at the early stages of development. 24 Critical Elements of the Social Preparation Process Using the NHA experience as reference, the social preparation process includes the following key elements: 24.1 Community Profiling + Itestablishes the current conditions of the site or community in focus. It basically identifies the socio-economic and political make up of the community that may play a vital role in planning the development. © Within the resources available, a census-tagging or an occupancy validation is conducted to do a head count, to establish the tenurial status of residents, and to look at the financial conditions for acquiring home lots and engaging in the productive endeavors + A community worker also identifies leadership structures, the prevailing political spectrum, the community structures that affect political persuasions and decision making processes. * The community profile will also serve as database for determining changes and impact of the development in the future 2.1.2 Dialogues for Consensus Bullding + The discussions on the concern and issue at hand must be done in exhaustive manner involving, as much as possible, all interest groups, council of elders, basic sectors such as women’s group, youth, volunteer group and the general public as well Page 3 of 6 22 + The meetings must be well-organized with specific objectives and within a reasonable timeframe, + The dialogues must be well-planned and must progress according to the development timeframe. The overall result must lead to sectoral and general consensus or ‘commitments, not only for material resources but unqualified support to the endeavor. Further, the dialogues must define the roles of each sector and their responsibilities in the development undertaking 2.41.3 Communication Planning + At any stage of the process, communication is needed Hence, the project proponent should anticipate the need for information. + Acommunication plan must be drawn up not only to address urgent issues but also to cover other information needs that can help enhance the other elements such as community organizing, capacity building and network building + A good communication group can be organized to provide the needed support and to layout the plan that can encourage the free exchange of opinions, and important information 241.4 Formation of community work groups Community groups are organized to participate in the planning and in developing the Resettlement and Relocation Action Plans (RRAPs). It is a prelude to determining the appropriate community structure in the future housing sites: a Condominium Corporation for Low Rise Building (LRB), HOA for new sites or cooperative as may be desired. 24.5 Promoting Gender Equality + Advocacy work for Gender Equality starts with the understanding and appreciation of the concept, awareness building as well as full education of the need for equal opportunities for men and women and their roles in community building Critical Elements in Community Building and Development 2.2.4 Community Organization upon occupancy of the new site + The residents are introduced to new arrangements in their daily lives. * Work groups earlier organized can be the take off point in actual community organization. ‘= These groups can actively implement relocation activities and carry out support to the activities identified Page 4 of 6 23 * Community organizing starts with the block or cluster formation in preparation for the organization of the appropriate community structure for the Project. The selected structure must have the support of the general membership 2.2.2 Value Strengthening/Reorientation «Once organized in the new community. the residents can undergo a value strengthening program to facilitate adjustment to new lifestyle. Living in informal settlement to low-rise building and subdivision shall require certain adjustments so that previously held habits and values need to be re-oriented, strengthened and/or adopted to cope with the new life «As a community is forming an organization, action steps must be created. Small community development projects such as weekly clean up. drainage maintenance, medical missions, can be implemented to encourage responsibility over the facilities, 2.21 Capacity Building « Introduce community to various decision opportunities to identify capacities for housing Critical Elements in Community Management The following critical elements must be implemented during this phase 2.341 Capacity Building + As commitments to patticipate are generated, @ standard performance must be defined. Hence, capacities must be developed to ensure full performance of the tasks. + Skills must be developed to enable clear understanding of the many tasks the community can engage in, particularly during implementation. + Trainings and mentoring specifically in communication planning is a major methodology in the capacity building program * But the most important capacity to be developed is in community organizing and management. The residents are encouraged to form community structures that will sustain their new communities 2.3.2 Network Building * Other stakeholders which share in the development efforts, therefore must be given equal opportunity to co-create the desired outcomes of the development, Page 5 of 6 A “must” action is to organize the Local Inter-Agency Councils (LIACs) or a Project Inter-Agency Councils (PIACs) to provide the venue for various ideas to be crystallized and pursued, resources to be shared and actions to be harmonized. This is not only relevant at the point of origin but likewise important et the point of destination or the permanent resettlement site so that smooth transition is ensured, ‘The multi-sectoral group can start small, with primary actors involved as members, and later expanding to include relevant groups as new needs and issues arise. Initiatives can start with the project proponents and the local government but should eventually cover other resource found needed in the development efforts. Continuing organizational strengthening whereby a legally organized groups are managing the development, new leaders are developed and community action are evident in many productive endeavors agreed upon by the community at large.
