SUBJECT: REPORT FOR ATTENDING AND WITNESSING THE VARIOUS TESTING ON CAMPUS BEFORE TURNOVER
Conducted August 4 to 24, 2023

I. Report Overview

On July 13, 2023, the Bases and Conversion and Development Authority (BCDA), together with the principal contractor of the National
Academy of Sports (NAS) Main Campus Phase 1: Hilmarc’s Construction Corporation (HCC), and the Project Construction Management and
Supervision Consultant: Filipinas Dravo Corporation (FDC), started the partial Testing and Commissioning (T&C) of the project prior to the
intended turnover on August 25, 2023.

With this the FSDMD collaborated and joined the witness inspection with the above partner government agency and its contractors to
ensure:
1. That the infrastructure intended for turnover aligns and fulfills the NAS mandate “to provide world-class facility at par with international
standards and opportunities to compete internationally” stated in the NAS Law (RA 11470);
2. That the facilities of the Main Campus Phase 1 are in accordance with the existing laws, rules and regulations for school sites
development, and for sports facilities be compliant with the international standards and technical specifications as stated in the
Implementing as provided for in the Implementing Rules and Regulations (IRR) of RA 11470 and;
3. That all building systems are functional and familiar with FSDM personnel.

II. Description

The following items have been verified by FSDMD representative on-site from Aug. 04, 2023 to Aug. 24, 2023 and are as follows:

This report is for information only and cannot serve as basis for creating guidelines and policies for the campus. The attached Monitoring
Reports (Annex 1) serve as a future reference for the maintenance works, recordkeeping, and for plans of improvement and renovations.

III. Methodology for Testing & Commissioning

From an initial timeline of 75 calendar days, T&C was conducted in a period of less than 45 calendar days. Additionally, the FSDMD was
only able to attend and witness the T&C from August 4, 2023 onwards, approximately 22 days after it had already started.
Notwithstanding, despite the condensed timeline and in consideration of the T&C witnessed by the FSDM from August 4, 2023 to the
date of this report, it is noted that all parameters and methodology for T&C followed industry standards as detailed in the attached
Testing Methodology. Final results of testing are to be submitted by BCDA, HCC, and FDC before Turnover.

V. Summary
The FSDMD witnessed and confirmed that the above items are tested based on the approved methodology of the testing and
commissioning per item. However, based on the timeframe given to the parties involved, the testing and commissioning were done
simultaneously without proper and systematic schedules as opposed to the initially planned schedule spanning 75 calendar days.
Some of the items have not been physically attended by FSDMD personnel. Data and results for T&C of these items shall rely solely
on the test results given by the BCDA and FDC with certifications.

In consideration of the above, with major systems not having been tested (most notably the Fire Detection and Alarm System) either
in the absence of FSDM representatives, or in the absence of permanent utilities and/or equipment, or due to the fault of the good’s
suppliers, this Office finds the Phase 1 of the NAS Main Campus not suitable for Final Turnover and Acceptance.
