Explain the mandate that the state “establish, maintain and support a complete, adequate
and integrated system of education.
 This mandate aspects of education, including providing access to quality schools.
Ensuring a curriculum that covers a wide range of subjects, supporting the
professional development of teachers, and addressing the needs of diverse
student’s populations. By having this mandate, states are legally obligated to
prioritize education and invest resources to ensure that all students have
opportunities to learn and succeed. Essentially, it means that the state must ensure
that there is a well-rounded education system available to all its residents.
