Project Director

Project Director is Head Office based and is in overall charge of project assigned.
Project Director reports to the Managing Director and is primarily responsible for ensuring
that sufficient resources of all kinds are provided to achieve the project objectives, and for
monitoring the implementation of procedures including this Quality Assurance Plan.

Project Manager
-To strategize, plan and monitor the implementation of the project’s objectives.
- To manage the design as well as the construction activities
- To direct the resources of the Project Implementation group in ensuring that the project is
completed on time and within budgets.
- To develop and maintain good working relationships with all stakeholders.
- To liaise with and obtain all permits and approval required from the statutory authorities. To
manage all contractual matters.
- To monitor and verify materials procurement.
- To approve progress claims to the clients and for sub-contractors and suppliers.
- To resolve any matters which indicate a shortfall in meeting the project objectives.
- To carry out any other duties as directed by the Project Director.
QAQC Manager
QAQC Manager shall be based at the site office and reports to the Project Manager. He is
assisted by Site Inspectors qualified and representing all the disciplines engaged in the works.
He has specific responsibility for ensuring the works meet the standards and specifications of
the project, and maintenance of quality records and document control. In addition, he
provides technical assistance to the Project Manager. He shall liaise with all other project
staff including the consultants’ design team and site supervision Resident Engineers team
(Supervising Officers) to ensure that quality records are submitted to him. He shall also
supervise the work of the Document Control Clerk.
- Prepare the project Quality Assurance Plan and project procedures
- Prepare Work Instruction or Method Statement for all types of works
- Prepare and monitor the Inspection and Test Plan to ensure the monitor / witness / hold
points are correctly defined and implemented.
- Carry out periodic site inspections to ensure awareness of all site activities.
- Prepare and issue non-conformance report both internally and to the subcontractors and
ensure that corrective actions are taken within undue delay.
- Ensure that the supervisors understand the requirement of the Inspection and Test Plan.
- Ensure that all completed ‘Checklists’ are returned, that they are correctly completed with
respect to date, location, nature of work and signed and submitted as quality records.
- Correct filing of all ‘Checklists’ and other quality records to ensure ease of retrieval.
- Prepare QAQC monthly reports which list audits, verifications and inspection carried out
during the month.
- Arrange Factory Acceptance Tests and Site Acceptance Tests as required by the Client
- Manage internal and (if required) external audits of all aspects of the project
Construction Manager
The Construction Manager is site based, report to the Project Manager and is responsible for
all construction activities which comprises performing duties assigned to him which may
comprise some or all the following.
- Schedule the project in logical steps and budget and manpower resources required to meet
deadlines.
- Determine labour requirements and dispatch workers to the respective sections of
construction sites.
- Inspect and review projects to monitor compliance with building and safety codes, quality
standards and other regulations.
- Interpret and explain plans and contract terms to administrative staffs, workers and clients.
- Direct and supervise workers.
- Study job specifications to determine appropriate construction methods, ensure
documentation is in place.
- Requisition supplies and materials to complete construction projects.
- Prepare and submit budget estimates and progress and cost tracking reports.
- Develop and implement quality control programs with the Quality Manager.
- Develop and implement safety management programs with the Safety Officer.
- Take actions to deal with the results of delays, bad weather or emergencies at construction
site.
- Confer with supervisory personnel, owners, contractors, and design professionals to discuss
and resolve matters such as work procedures, complaints and construction problems.
- Investigate damage, accidents, or delays at construction sites, to ensure that proper
procedures are being carried out.
Site Engineer
The Site Engineer are site based, report to the Construction Manager and are responsible for
performing duties assigned to them which may comprise some or all the following.
- Assist in preparation of construction schedule and progress reporting for the section of
works for which is responsible.
- Ensuring that all works are performed in accordance with the provisions of the project
Quality Assurance Plan and Quality Procedures.
- Ensuring quality checklists are completed, signed and recorded. Checking of drawings when
received from Client or Consultant.
- To supervise projects conscientiously.
- Material Planning.
- Supervision of subcontractor’s work and ensuring that it is carried out in accordance with
specification, drawings, and other requirements of the contract.
- Maintenance of the Site Diary and daily records.
- Monitor the progress of the project.
- Prepare relevant sections of the monthly QAQC and Progress report.
- Issue Site Instruction to the subcontractor where necessary. Direct the work of the Site
Supervisor.
- Confirm product performance by conducting test where necessary.
- Daily on-site liaison with the Client’s Representative, Consultant and statutory bodies as
may be necessary.
- Assist the Safety Officer in ensuring subcontractors and staffs comply with the HSE
requirements.
Safety & Health Officer
The Safety & Health Officer is site based, spends a considerable time on site and is directly
responsible to the Project Manager for ensuring the works are executed in a safe manner.
- Overall responsibility for safe operation of the site, in accordance with the requirements of
the project Health, Safety and Environmental Plan.
- Monitor, through the Site Safety Officers and Safety Supervisors who are also full time
based on the site, of the wearing of PPE, there being safe access to workplaces, work being
executed safety, etc.
- Review construction method statements and perform risk assessment for each work activity.
- Bring to the attention of the subcontractors’ supervisors, any member of the PESB staff or
client, for correction to any unsafe act or condition.
- In the event of refusal to correct unsafe act or condition, the HSE Officer may stop the work
after consultation with the Project Manager
-Implementation of the Penalty System for those who refuse to follow rules. Liaison with
Client Safety Office, DOSH, and any other agencies.
- Conduct Safety & Health Induction briefing and Toolbox briefing. Prepare Safety Reports
and records for the Project Manager.
- Monitor safety and records for any breaches of procedures such as improper use of tools,
climbing without proper ladder, absence of PPE and immediately advise the worker’s
supervisor of such breaches.
- Arrange for site and workplace clean-ups, provision of rubbish receptacles and removal of
all rubbish or construction debris from site.
- Report findings of any unsafe acts, unsafe conditions and taken at the monthly safety
meeting or toolbox briefing.
- Compile all safety data for the project.
- Perform the safety & health inspection and joint safety & health audit with the Head Office
management and the client if required.
- In the event of accident/incident occurrence, he will be responsible to provide accurate
accident reporting by verbal and written reports as per outlined in the project safety plan and
the client requirement.
Surveyor
The Surveyor reports directly to the Project Manager. He is responsible for: -
- To carry out and confirm all of the necessary survey works (Right of Way, Preconstruction
Topographic Survey, Cadastral & As-Built survey);
- Verify all survey data.
- Arrange work required to be done by a Licensed Surveyor such as lot boundary and
establishment of temporary benchmarks and monuments.
- To produce survey reports (daily, weekly, monthly, and final)

Contract Manager
Contract Manger is responsible for arranging subcontractors and materials supply contracts,
making recommendations to the Project Director for their appointment. He is responsible for
ensuring contractual documents are executed and preparing documents to support contractual
claims and progress claims.
Quantity Surveyor
The Quantity Surveyor is based at site and reports to the Contract Manager and Project
Manager for measurement of work for main and subcontract progress claims and payments.
He will assist in implementing the process for budgeting, tendering and award of subcontracts
and for claims and subcontractors’ payments in accordance with the approved Standard
Operating Procedures.
- Prepare and monitor of project budget and cash flow.
- Assist the Contract Manager in preparing lists of suggested tenders for approval.
- Assist in negotiations with tenderer.
- Analyse tenders and preparing tender reports.
- Assist the Procurement Manager for the preparation and monitoring for procurement of
material.
- Monthly measurement & valuation of work done for the submission of progress claims to
the Client on time.
- Checking subcontractors’ and suppliers’ monthly claims for payment, preparing
subcontractor Payment Certificates and submit to Contract Manager
- Regularly measure the work being executed.
- Valuation of variations and submitting claims for same.
- Provide quotation for additional work.
- Preparation and settlement of all Final Accounts.
- Assist Contract Manager in preparation of variation orders and extension of time claims.
- Compiling document for Extension of Time Claim and Loss & Expense.
Site Supervisor
Site Supervisors shall be based on site and shall report to the Project Manager / Project
Engineer.
- Responsible for the effective functioning of day-to-day site activities.
- Co-ordinate and control of subcontractors.
- Familiarize with the project scheduling and monitoring, drawings, specification. Project
quality plan and site instruction.
- Handled the quality control of architectural/engineering component of project.
- He shall notify Project Engineer promptly of any problems may arise or encounter on site.
- To check and notify the Project Manager on drawing discrepancy. Take photo of the daily
progress.
- Inspection of works and signing off checklists and submit to Project Engineer.
- To notify the Project Manager on the need to raise non-conformity report.
- He maintains and record daily site activities.
- Maintain safe and tidy site (good housekeeping). Record weekly site assessment.
- Ensure compliance by his subcontractors with the requirements of the project safety plan
and the instructions of the Safety Officer.
- Attend subcontractor meetings with the construction and project manager as required.
- Ensure that material tests or tests for workmanship are carried out as required and records
are passed to Project Engineer.
Document Controller
Document Controller shall be based at site and report to the Project Manager.
- Control and maintain the flow of all documentation at the site.
- Maintain and update a standard document indexing system. Implement aproper master filing
system.
- Implement a proper document archiving system.
- Ensure that all documentation at the site is processes through the documentlog system and
accurate records are kept.
- Distribute all incoming documents at the site to the relevant personnel.
