BRIEF OF SCOPE: The hazmat-cum-rescue appliance shall be designed and

fabricated so as to provide facilities necessary to deal with the emergent
situations arising due to accidents involving chemical road/ rail accidents, house-
collapse and similar other situations caused by natural calamities and to provide
data and communication support with the aid of computers and other full proof
satellite-linked communication equipment for efficient working at the accident
site.
1.0 CHASSIS:
Make and Model The Chassis shall be 6x4 of minimum 28 Ton GVW,
VOLVO/ SCANIA/ MERCEDES BENZ MAKE or
Equivalent, RIGID, RIGHT HAND DRIVE TYPE.
The chassis shall be suitable for purpose & application
of hazmat emergency and rescue vehicle with the
possibility to drive on all road surfaces &areas (all
terrain) Chassis with special superstructure,
equipment and staff of the total weight must not
exceed the carrying capacity of vehicle chassis ,
FUEL &Engine Emission Diesel fuel. The engine shall be liquid cooled,
direct injection diesel engine with exhaust driven
turbocharger and inter cooler. The standard exhaust
silencer/muffler system shall not generate sparks or
glowing particles at the exhaust outlet or shall be
fitted with a suitable approved spark arrester.

There shall be reverse warning buzzer with the
chassis A built in battery charger shall be

Chassis The un-laden chassis height shall not me more
ground than 1100mm and the fully laden chassis height

Cab Cabin with Seating for driver + 2 crew members
SYSTEM with seat belt. The cabin shall be constructed with
steel and shall have hydraulic tilting mechanism.
The cab shall be adequately insulated against noise
and vibration. The cab shall have minimum 2
lockable doors on either side. The doors shall have
roll down window glasses. The cabin shall be air
conditioned. The cab shall be fitted with adequate
number of rear view mirrors. The following features
shall be available.

Controls/ Indications The Dashboard shall consist of all instruments and
controls within easy reach from the driver and the
Co-driver. The following gauges/ indications

tachometer, oil pressure, brake pressure, warning
lights for direction indicators, charging, oil
pressure, full/low beam, brake pressure, parking
brake, coolant level, Engine hour meter
• Control and pilot lamp for P.T.O engagement
• Controls including pilot lamps for rotating
beacons and electronic siren on/off, open doors,
platform or lowered foot boards, extended light
mast, rear hydraulic loading platform.
• Separate control box, holding all controls and
switches for the Public Address System within easy
reach of the driver or co-drivers.
• Cab exterior shall be made of Tinted windscreen
with wide angle and close- up mirror on passenger
side, Front steel bumper with two fixed
footsteps, Electric horn mounted behind front
bumper and Reverse warning buzzer.
• Cab interiors shall be designed with air
sprung driver seat and co driver‘s seat with
integrated seat belt and head restraint. lights with
position/ parking light, direction indicator, tail light,
reflector and registration plate Iight , stop light and
Reverse light.
DOCUMENTS All legal document required for registration of
the vehicle in India shall be submitted with
the vehicle like Form No.20,
21,22,HSRP,TRC,Transit insurance .In addition to
the same, operation and maintenance manual of
the chassis shall be supplied. THE Vehicle SHALL
 HAVE REGISTRATION &APPROVAL FROM ARAI
IN INDIA.

INSURANCE The vehicle shall be fully insured for transit to

customer place.
2.0 MATERIAL SELECTION AND TREATMENT:
i) Material used for construction of the appliances shall be new, unused
and free from all defects and imperfection that might affect the serviceability
of the finished product. These shall be selected with a view to combine lightness
with strength and durability. Materials used in the assembly and components
shall be of high strength to weight ratio where practicable to effect saving in
dead weight and thereby increase the payload capacity. Use of dissimilar
materials in contact with each other which tends towerelectrolytic corrosion
shall be avoided.
ii) The appliance is intended for use in tropical conditions with continuous
high humidity and heat and also in other hazardous area. This fact shall be given
full consideration while selecting material and for this reason use of rubber
shallbe avoided as far as possible. wherever, it is unavoidable to use rubber the
parts made out of it shall be readily available.
iii) The material used for superstructure should be non-corrosive and
guaranteed against any sort of deterioration, deformation, ageing and corrosion
for a minimum period of ten years. This being one of the important criteriafor
evaluation, the exact material to be used, its detailed technical specification
and the relevant standards to which such material conforms should be clearly
stated.
iv) Timber shall not be used in body construction
3.0 ENGINE:
PERFORMANCE REQUIREMENTS:
i) The vehicle‘s engine shall be HSD (high speed diesel) driven, and have
minimum 350 hp, torque and specific characteristics to meet and maintain all
vehicular performances specified in this standard. The vehicle‘s engine shall be
certified by the engine manufacturer for application.
ii) Fully laden vehicle shall consistently be able to accelerate maximum
speed, as specified, with the engine and transmission at their normal operating
temperature at any ambient temperature varying from 00c to 500c .
iii) Fuel tank capacity shall be 200 liters or more to achieve a minimum of
48 km of highway travel at 90 km/ph plus 2 hours of other activity.
4.0 EXHAUST SYSTEM :
I) The size of exhaust system shall be such that undue back pressure is not
generated and under no circumstances exhaust gases enter the cabin. The
system shall be of high grade, rust resistant material.
II) Exhaust system shall be designed so as to protect it from damage that could
result from rough terrain. Tailpipe of exhaust system shall be designed to
discharge upwards or to the rear of the vehicle and not towards ground nor
towards panel operator.
5.0VEHICLE ELECTRICAL SYSTEM:
i) The electrical system shall have negative ground including alternator
and voltage regulator. Alternator shall be at 100% of anticipated load at 50%
engine speed, and shall be, of belt driven, by dual belts.
ii) The curb idle minimum-charging rate of the alternator shall be 30 amps.
iii) Batteries shall be secured and well protected from against physical injury,
vibration, engine and exhaust heat. When an enclosed compartment is provided
for batteries, it shall be well ventilated and batteries shall be easily accessible
for examination, test and maintenance.
iv) The circuits shall be so designed that at no stage of operation overloading,
overheating or short- circuiting and fluctuation of voltage is experienced.
v) An engine coolant/preheating device shall be provided as an aid to rapid
starting and high initial engine performance.
vi) The electrical system shall be insulated, waterproofed and protected against
any exposure.
vii) The effect of electromagnetic field of all electrical systems of radio sets
shall be suppressed so that it does not interfere with functioning of radio sets.
viii) There shall be reverse warning buzzer with the chassis.
6.0 VEHICLE DRIVE:
i) Automatic/Manualtransmission of power from engine to wheels, having
designed power input higher than designed output power of main engine, without
application of brakes. The entire drive train shall be designed to have sufficient
capacity to slip the wheels of the static loaded vehicle on surface.
ii) A transmission cooling system shall be provided and designed so that the
stabilized transmission oil temperature remains within the transmission
conditions and at all ambient temperatures.
iii) The transmission shall be matched to the engine properly, and shall be
approved by transmission manufacturer, for the application.
iv) The provision of positive drive to each wheel by means of a fully locked
drive line shall be required in order to maximize traction on low friction
surfaces.
v) All axles shall have adequate capacity to carry the maximum imposed load
under all intended operating conditions. The variations in axle track shall not
exceed 20a of the tyre sectional width at rated load.
7.0 TOWING CONNECTIONS :
Four large tow eyes or tow hooks, capable of towing the vehicle without damage,
shall be mounted, two at the front and two at the rear of the truck and attached
directly to the frame structure (chassis).
8.0 BRAKES:
i) The braking system shall feature service, emergency, and parking brake
systems. Service brakes shall have power actuation through air. A brake
chamber shall be provided for each wheel and shall be mounted so that no part
of the brake chamber projects below the axle. Abs (anti-locking brake system)
braking system shall be provided.
ii) An emergency brake system shall be provided which is applied and released
by the driver from the cab and is capable for modulation, by means of the
service brake control.
iii) The compressor shall be engine driven.
iv) A drive away air connection for charging of air tanks from an external air
source shall be provided.
V) Provision of pneumatic service outlets for inflating tyres shall be made from
air compressor of hazmat vehicle with a high pressure charging tube of 30 mtrs
and nozzle. A separate provision of pneumatic service outlet for inflating
pneumatic bags shall also be made from air compressor of vehicle.
9.0 CABIN:
i) The cabin shall be mounted on the forward part of the vehicle and shall be
with seating for driver + 2 crew members with seat belt. The seating
arrangement shall be; 1 adjustable seats and a similar 2 adjustable seat for crew
member with provision of stowage of fully assembled BA set suitably located in
the backrest with quick release system so that it can be worn in running
vehicle.In addition there shall be instrument panel and equipment as specified
without any hindrance to crew.
ii) The cabin shall be constructed with steel and shall have hydraulic tilting
mechanism.
iii) The cabinshall meet the visibility requirements the windshield shall be
shatterproof safety glass, and other windows shall be constructed of approved
safety glass. There shall be enough space to keep andto enable the crew
except driver to put on protective clothing and B.A. set while on way to a
call.Four/Twodoors are to be provided to the cabin, which should be open able at
90 degree for easy ingress and egress of crew. In case of specially designed
cabin with two doors the design should allow easy entry and exit of the
crews in the rear row without disturbing the driver and a rigid right hand
steering system shall be provided and a rear view camera with a monitor at the
panel shall be provided.
iv) The cab shall be weatherproof, and shall be fully insulated thermally
and acoustically with a fire resistant material. The cab may be of the
unitized rigid body and frame structure type or it may be separate unit
flexibly mounted on the main vehicle frame. The cab shall be constructed
from non- corrosive materials that provide lightest weight consistent with
adequate strength to ensure a high degree of safety for the crew under
all operating conditions including excess heat exposure, and in the event of a
vehicle rollover accident. The material should also be guaranteed against any
sort of deterioration, deformation, ageing and corrosion for a minimum period of
twelve years.
Note: GPRS System to be Included
 Instruments, Warning Lights and Conducts:
i) The minimum number of instruments, warning lights and controls
consistent with safe and efficient operation of the vehicle, chassis, shall be
provided.
ii) All chassis instruments and warning lights shall be grouped together on a
panel in front of the driver.
iii) All instruments and controls shall be illuminated, with back lighting to be used
where practical.
iv) The following instruments, or warning lights, or both shall be provided as a
minimum;

LOW VISIBILITY ENHANCED VISION SYSTEM:
Low visibility enhanced vision system shall be installed in the vehicle. This
system shall consist of a forward looking infrared camera, monitor, and
controlling devices, and shall provide the operator with a thermal image to
provide assistance in driving under low-visibility conditions. The forward looking
infrared shall have automatic gain and level controls and minimum horizontal
(HFOV) and vertical fields of view (VFOV) of 12 degrees and 6 degrees,
respectively. The forward looking infrared shall be permitted to be a cooled or
un-cooled camera but shall be able to detect long waft (min08µ)
infrared (IR) energy and have industry standard output. The system should
be able to detect people, debris, wreckage and equipment for the distances
and conditions specified in NFPA 414 or equivalent. The installation should
not obstruct driver view or hamper any other system. The system
should also be installed without extensive vehicle modification and
should include a dedicated vehicle voltage spikes and surges.

11.0 SUPERSTRUCTURE (BODY):

I) The superstructure of body is made of non-corrosive materials. A
manually operated sunblind/awning shall be fitted on the r/hand and on
the I/h side on the roof. The superstructure consists of three main
compartments, the front I/h side working room, the amidships and the rear
storage room.
 II) The body shall be constructed of non-corrosive materials that
provide the lightest weight consistent with the strength necessary for off
pavement .Operation over rough terrain and when exposed to excess heat.
The material should also be guaranteed against any sort of deterioration,
deformation, ageing and corrosion for a minimum period of ten years. The
body may be of the unitized with chassis rigid structure type or it may be
flexibly mounted on the vehicle chassis. It shall also include front and rear
fenders or wheel wells, body panels shall be removable where necessary to
provide access to the interior of the vehicle.
III) Access doors shall be provided for those areas of the interior of the
vehicle, which must be frequently inspected. In particular, access doors of
sufficient size and number shall be provided for access to;
IV) Compartments shall be watertight and self-draining. The compartments
shall not house any other equipment and shall be free from projections.
a)THE FRONT WORKING ROOM:
i. The front working room shall be air conditioned and basically designed to be
used as small control room and to store alt documentation for the dealing
with hazardous materials.
ii. The interior standing height shall be min. 2000 mm.
iii. The working room shall be closed at left hand side by a door with window
iv. Under the door a foot ladders hall be provided, which can be moved up-
down automatically by pneumatics followed by door opening and closing.
v. A small fixed reputed make : working desk and 1 no. Fixed revolving chair
with power supply for a reputed make laptop and printer system for
administrative work shall be provided. Additionally a removable cool box
for cooling of the cooling vests shall be provided. All furniture shall be of
synthetic material in light colour. Interiors including walls and roofs shall be of
crème white color.
vi. The control room shall be fitted with facility of installing uhf/ vhf base
stations, pa system control (mike), phone.
vii. 1n addition the control of the mast mounted camera shall be situated in the
front
working room
viii. The control panel for the built in power generator shall be located in the
front working room. The control panel shall be equipped with 1 no. 400 V CEE
socket and three nos. 230 V schucko sockets. In addition it shall come complete
with PTO switch, control panel illumination switch.

b. MID SHIP STORAGE COMPARTMENT(S):

i) In mid ships storage compartment, the lateral space shall be designed as
storage lockers. There shall be two on the I/h and three at the r/h side of the
vehicle.
ii) The design of the lockers shall be allowed with maximum storage
capacity and fast removal of all hazmat accessories. Adequate access to
the storage lockers shall be provided by foot boards. The foot boards shall
be hinged and shall be stowed back into transport position. The foot boards
shall be covered with anti — slip paint. There shall be three foot boards on the
L/H side of the vehicle and two nos. On the R/H side of the vehicle.
iii) All storage compartment shall be using standard modular stowage
mechanism. All equipment shall be properly arranged so that each of the
item can be easily accessed without removing other equipment in the
compartment.
iv. Each equipment shall have a proper space in the storage compartment so
that if any item is missing, the same shall be easily identified.
c. REAR STORAGE COMPARTMENT:
i. The rear compartment shall be separated by a fixed wall from the mid
ships compartment and additional hazardous or decontamination material
equipment shall be stored in/on two or three rolling storage containers. The
palatalizedstorage containers shall be supplied with heavy duty wheels for easy
movements. For loading/unloading of the rolling storage containers an
electrically/ hydraulically driven rear loading platform (load capacity not less than
1000 kg) shall be provided. Platform shall be fitted with stop barrier for safe
handling of containers during unloading/loading.
The storage containers (mobile equipment carriers) shall be equipped with a dead man
brake system. It shall be possible to lift the storage containers by crane (crane
connections to be provided) / fork lift in case required.
The working deck of the vehicle shall be adequately reinforced to permit the crew to
perform their duties in the deck area, and in other areas where access to
auxiliary or installed equipment is necessary.
• Handrails or bulwarks shall be provided where necessary for the safety and
convenience of the crew. Rails and stanchions shall be strongly braced
and constructed of a material which is durable and resists corrosion.
• Steps or ladders shall be provided for access to the top area. The lower
most step(s) may extend belowthe angle of approach or departure or ground
clearance limits if it (they) is/are designed to swing clear. All other steps
shall be rigidly constructed. All steps shall have a non-skid surface with at least 150
mm toe room. Lowermost step(s) shall be not more than 558 mm above level
ground when the vehicle is fully laden. Adequate lighting shall be provided to
illuminate steps and walkways.
• A heavy-duty front bumper shall be mounted on the vehicle and secured to
the frame structure.
• 10.5m trussed type double extension aluminum ladder angus type with gallows.
• Paint finish shall be ‘red RAL3000‘ as per applicable standard and shall be resistant
to damage from external factors.
•Storage container
i) 2 or 3 empty palatalizedstorage container for storage of hazardous material
equipment shall beprovided Palatalizedstorage container and storage compartment
shall be equipped with compatible locking systemto ensure positive fixation of
containers while in motion. These containers to shall be fitted in rear storage
compartment.
12.0 LIGHTS AND ELECTRICAL SYSTEM:
1) FOLLOWING ELECTRICAL GADGETS SHALL BE PROVIDED:
a) Siren of ≥ 95 decibel sound Output at 100 feet ahead and not less than 90
Decibels at 90 Degree either side at a distance of 100 feet, siren shall be
mounted on cabin roof top and shall be fully protected from rain water, dust etc.
b) A flashing Red and revolving blue beacon on cab roof top
c) A Horn
d) Headlight with selective pattern for light beams
e) Dual Tail Light and Stop Light
f) Signal Lights and for turning at four corners of vehicles with visual and
audible signals
g) Stop Light, at both ends of windshield Glass, hand adjustable with 152 mm
diameter
h) Adequate reflector and markers to indicate overall dimensions of vehicle
i) One reverse light with audible warning at the rear of vehicle
j) Panel Lights, Top deck light, Cabin Lights, Engine Compartment lights, tools
and Equipment Compartment Lights, Shall also provided
k) Two inspection lamps shall also be provided and provision of additional
connection to use these lamps shall be made in various compartment
l) Two fog Lamps. These shall be low mounted in front of the appliance
m) Equipment storage compartment
n) light shall glow on opening of the door/shutter, even when the ignition switch
is turned off.
All appropriate light and gadgets detailed above shall be operable from drivers
cabin.
Visual indication for different functions of engine, P.T.O. and Pneumatic circuits
by means of lamps in drivers cabin shall be preferred
13.0 PUBLIC ADDRESS (P.A.):
i) Equipment, battery operated, with wireless and cable connected microphone
fitted in the cabin and loudspeaker fitted on the rooftop of cabin capable of
being operated from cabin. PA system receiver should have a provision to
connect one wireless microphone and one microphone with cable connection. The
wireless microphone shall be of FM (frequency modulation) with a range of
minimum 100 meters. All PA system receivers shall be tuned to the frequency of
wireless microphone.
ii) A spare battery charger
iii) Instruction book, spare parts catalogue and repair manual.
14.0 EVENT (ELECTRONIC) DATA RECORDER:
i) The vehicle should have a real time event (electronic) data recorder to
record the performance parameters like vehicle speed, gear position, PTO
on/off, engine temperature, engine rpm etc. The recorder shall be tamper proof
with provision for data transfer to pc with suitable software far data
interpretation
15.0 POWER GENERATING SYSTEM
The power generating system shall be located at mid ships between
chassis frame, It shall have a minimum capacity of 25 KVA at 1500 rpm rated
speed with a frequency of 50 hz, 400 v, 3 phase/ 230 v, 1 phase. The power
factor shall because phi 0.8 structural shape. The protective system shall
be ip64 ingress protection. The generator shall be driven by vehicle's PTO
andshall be positioned by pre-tensioned roller bearings which ensures vibration
free suspension. the control panel shall be located in the front working room
meeting Indian/en/dinor similar international standard. Steel sheet version
design, with lockablefront door as per DIN 14686. Provision of light for control
panel with IP 44/54 all the electrical installations shall be according to IS /EN
/VDE or similar international guidelines.
16.0 PNEUMATIC OPERATED LIGHT MAST:
An imported telescopic light mast TEKLITE or equivalent mechanically and
pneumatically operated shall be provided as per below:
1) Location: in the superstructure on the right behind the driver‘s cab.
2) Max. height and in any position
3) Actuation: pneumatically extendable and retractable
4) Locking: At any height and in any position
5) Rotation: 360 degree ( 180 degree each to the left and right )
6) Torsion protection: by grooves
7) Light bridge: minimum 4 flood light 1000 watt each including complete electric
installation flood light to be able to be turned, tilted and fitted individually with wire
mesh cover.
8) Storage: the floodlight shall be protected from weather during storage in water
proof box. The protection top to be extended together with the flood lights.
Arrangement to automatically lock the flood lights when retracted in to the protective
box by means of guide grooves.
9) Actuation: able to switch ON/OFF from below.
10) The light mast should be mechanically and pneumatic operated through air
compressor of the vehicle engine unto maximum height of 6 meter vertically from
ground shoulder rigidly fix rear off sight of the vehicle .Light should have 4 X 1000
watt halogen flood light projection on weatherproof casing having swatch for operation.
Switch ON/ switch OFF provision should be made. Suitable connection for taking power
supply from generator through spiral F.R.L.S. wire in protective sleeve to the earthed
sockets at the projector should be provided. Control panel should be below the mast or
at suitable place in weatherproof box. A permanent connection from generators should

The Following Documents shall be provided in 2 sets operation and maintenance
manuals chassis operation/primary maintenance for superstructure, Generator,
spare part catalogue for superstructure, generator in English language. All legal
documents required f registration of the vehicle in Odisha shall be submitted
with the vehicle. The vehicle shall be fully insured for transit up to customer
place.
19.0 Warranty The suppliers shall provide a full 03 (three) years
warranty for all component parts, commencing
from the date of vehicle‘s delivery and shall
undertake to remedy any defect resulting from
faulty design, material or workman ship appearing
during the warranty period.
The training of approx. 30 persons for 14
working days in operation and maintenance of the
vehicle and fittings at site in Odisha, Bhubaneswar
20.0 Training: shall be provided by the supplier.

Equipment: The super structure of the vehicle

shall be mounted and secured with equipment as
per the table enclosed herewith in proper
locations for faster driving speeds incase of
 emergency interventions in such way that there
is no rattling and de location during transport.
Each of this equipment shall be properly stored
so that they can be easily retrieved without
disturbing other equipment.
21.0 MANUFACTURE CERTIFICATE AND GUARANTEE:
Warranty: -
i) Not with standing anything contained in the special conditions of the tender notice
the equipment should bear a minimum comprehensive warranty period of 03 years.
ii) If during the warranty period the equipment required major repair then it shall be
repaired/replaced by new one of same model or higher on free of cost.
iii) The original equipment manufacturer shall also guarantee for the supply of spare
parts & service for chassis and Hazmat Vehicle including all systems for a
minimum period of 10 (fourteen) years from the date of expiry of the warranty
period of the vehicle.
PRODUCT SUPPORT:- MANUFACTURER SHALL ENSURE:
i) Induction training for selected staff at consignee place or mutually
agreed place at supplier‘s cost.
ii) Any other technical help that may be required at the time of induction.
iii) After sales service.
iv) One set of workshop major repair and maintenance tools required for hazmat
tender shall be supplied for each consignee.
22.0 MANUALS:
The following literature/manuals along with soft
copy shall be provided (one set with each equipment/hazmat). in
addition 10 sets of literature are to be provided for inspection and
training purpose. all manuals should be in Englishlanguage:
(a) OPERATION MANUAL: This manual should
contain technical description of the equipment with lay out drawings,
illustration and performance capabilities with instruction to user for
commissioning the equipment for use, and use operation with limitations
and precautions to be observed normal maintenance and field repairs,
Electrical circuits, lubrication schedule with grades of lubricants to be
used, fault finding guide, storage instructions and warning plates
 against possible wrong use.

(b) PARTS MANUAL : This manual shall contain fully

exploded and illustrated details of the entire chassis, superstructure
and all carried sub-assemblies, suitably grouped for easy identification
of each and separately demand-ablespare for replacement as required,
will include details of bought out items with part numbers of source of
supply.
(c) WORKSHOP REPAIRS MANUAL: The manual
shall contain fully illustrated instructions on repair and overhaul of all
items supplied against this specification including proprietary items
fitted/supplied with details of fitment tolerances, special tools to be
used, procedure for dismantling major assemblies.
(d) DRAWINGS:A complete set of general
arrangement drawings showing layout of equipment, piping and fluid flow
controls, electrical and structural design shall be submitted along with
the hazmat vehicle.
(e)PRICE LIST: Price list for complete range of
spares/components for chassis and super structure with current price
list for future requirement on FOB basis for imported spares and ex-
