IMPLEMENTATION PLAN

Scenario:
Earthquakes with very strong shaking are categorized as Intensity VI using the PHIVOLCS
Earthquake Intensity Scale (PEIS). While for magnitude it is categorized as Magnitude 5 using
the Richter Scale. Many individuals are frightened, many run outdoors. Some people lose their
balance. Heavy objects or furniture move or may be shifted. Very old or poorly built classrooms
and man-made structures are slightly damaged though well-built structures are not affected.
Trees are noticeably shaken. Around 80% of the school properties and classrooms are
devastated.

Goal:
The overarching goal of our earthquake preparedness implementation plan is to safeguard
lives, property, and community well-being in the face of seismic events. Our primary aim is to
ensure public safety by minimizing the loss of life and injuries during earthquakes, emphasizing
timely and accurate information dissemination to the public. We aspire to cultivate resilient
communities capable of withstanding and recovering from earthquake impacts, promoting self-
sufficiency through community-based initiatives. Infrastructure protection is paramount, with a
focus on minimizing damage and facilitating swift recovery through the identification and
implementation of retrofitting measures for vulnerable structures. Effective communication lies
at the heart of our goals, encompassing the establishment of clear channels for disseminating
information, fostering public awareness, and educating communities about earthquake risks and
preparedness. Additionally, our plan seeks to foster coordination and collaboration among
diverse stakeholders, including government agencies, non-profit organizations, and the private
sector, ensuring a united and efficient response during and after seismic events. By achieving
these goals, we aspire to create a resilient and well-prepared community that can effectively
mitigate the impact of earthquakes and recover swiftly in their aftermath.

Objectives:
1. To develop and implement early warning systems.
2. To implement community preparedness programs.
3. To identify and prioritize infrastructure retrofitting.
4. To conduct and develop emergency response planning.
5. To develop and establish public communication and education.

Roles and responsibilities:


1. The Government Agencies shall develop and enforce building codes and standards.
Coordinate emergency response efforts and resource allocation.
2. The Emergency Services shall provide immediate response and rescue operations.
Conduct training for first responders and emergency personnel.
3. The Community Organizations shall engage in community outreach and education
programs. Support vulnerable populations in developing emergency plans.
4. The Education Institutions shall integrate earthquake preparedness education into
curricula. Conduct research on earthquake risks and mitigation strategies.
