1. MINISTRY OF HEALTH AND FAMILY WELFARE

1.1 NATIONAL DIGITAL HEALTH MISSION (NDHM)


• NDHM serves to implement a key
objective of National Health Policy 2017
ie. creation of a digital health technology
eco-system aiming at developing an
integrated health information system
that improves efficiency, transparency and
citizens’ experience, with linkage across
public and private healthcare.
• Implementation: National Health
Authority (NHA).
• Guiding principles: as per the guiding
principles as laid out in National Digital
Health Blueprint (NDHB).
• Digital Systems
- Health ID: Used to uniquely identify
persons, authenticate, and thread
health records across multiple
systems & stakeholders.
- Digi-Doctor: A comprehensive
repository of doctors practicing or teaching modern/traditional systems of medicine.
- Health Facility Registry (HFR): repository of both public & private health facilities across different
systems of medicine.
- Personal Health Records (PHR): electronic record of health-related information of an individual. The
most salient feature of the PHR, and the one that distinguishes it from the Electronic Medical
Records, is that the information it contains is under the control of the individual.
- Electronic Medical Records (EMR): it is a digital version of a patient’s treatment history from a single
facility. The patient’s clinical information will be linked to their Health ID.

NATIONAL DIGITAL HEALTH BLUEPRINT (NDHB)


• 2017 - The National Health Policy 2017 had envisaged creation of a digital health technology eco-system.
Thus, a Digital Health ID was proposed to “greatly reduce the risk of preventable medical errors and
significantly increase quality of care”.
• 2018 – In this context, National Health Stack (NHS) was proposed by NITI Aayog.
• 2019 - The components proposed by NITI Aayog were further examined by a committee constituted under
Chairmanship of Sh. J Satyanarayan, to create an implementation framework for National Health Stack.
- The committee released the National Digital Health Blueprint (NDHB).
- NDHB is an ‘architectural document’ with specific details of the building blocks required to fulfil the
vision of National Health Policy 2017.
• 2020 - NDHB recognised the need to establish a specialised organisation, called the National Digital Health
Mission (NDHM), to facilitate the evolution of the National Digital Health Ecosystem.
- In August 2020, National Digital Health Mission (NDHM) released its latest strategic document.

• Released by: National Health Authority (NHA), under the National Digital Health Mission (NDHM).

• Objective: To provide adequate guidance and to set out a framework for the secure processing of personal
and sensitive personal data of individuals.
Key features (HDMP)
• Guidance to Digital health ecosystem: across the National Digital Health Ecosystem (NDHE) and sets out
the minimum standard for data privacy protection.
• Creation of Health ID: Participation of an individual will be on a voluntary basis. Those who wish to
participate will be issued a unique health ID after verification, linking it to an individual’s Aadhaar number.
• Data collection and storage: Data collected across the NDHE will be stored at the central level, the state or
Union Territory level and at the health facility level.
• Grievances: a data fiduciary can appoint a data protection officer as the grievance officer.
• Consent: The HDMP borrows the concept of the consent manager from the Personal Data Protection Bill.
Consent manager is an electronic system for consented sharing of data by individuals.

1.2 PM ATMANIRBHAR SWASTH BHARAT SCHEME (PMASBY)


• It is a centrally sponsored scheme announced in the Budget of FY 21-22. This will be in addition to the
National Health Mission.
• Objective: To build self reliable health infrastructure.
• Key Focus - on developing capacities of health systems at all levels viz. primary, secondary and tertiary
and on preparing health systems in responding effectively during disasters.
• Implementation Period – 6 years (till 2025-26).
• Under the new scheme, the government would:
- Support rural and urban health and wellness centers.
- Set up integrated public health labs and establish critical care hospital blocks
- Strengthen National Centre for Disease Control (NCDC), its five regional branches and metropolitan
health surveillance units.
- Expand Integrated Health Information Portal to all states/UTs.
- Operationalise new Public Health Units and strengthening existing Public Health Units at Points of
Entry, at Airports, Seaports and land crossings.
- Set up of a national institution for One Health, a Regional Research Platform for WHO South East
Asia Region, Bio-Safety Level III laboratories and regional National Institutes for Virology.
• The PMASBY targets to build an IT-enabled disease surveillance system by developing a network of
surveillance laboratories at block, district, regional and national levels, in Metropolitan areas.
• Increased investments are also targeted to support research on COVID-19 and other infectious
diseases, to deliver the One Health Approach to prevent, detect, and respond to infectious disease
outbreaks in animals and humans.

1.3 PRADHAN MANTRI SWASTHYA SURAKSHA NIDHI (PMSSN)


• Recently Union Cabinet, approved Pradhan Mantri Swasthya Suraksha Nidhi (PMSSN) as a single non-
lapsable reserve fund for Health, from the proceeds of Health and Education Cess levied under Section
136-b of Finance Act, 2007.
• Features
- To be established under the Public Accounts of India.
- Accruals into PMSSN will be utilized for flagship schemes of Ministry of Health & Family Welfare:
✓ Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)
✓ Ayushman Bharat - Health and Wellness Centres (AB-HWCs)
✓ National Health Mission
✓ Pradhan Mantri Swasthya Suraksha Yojana (PMSSY)

✓ Emergency & disaster preparedness and responses during health emergencies


✓ Any future programme/scheme that targets to achieve progress towards SDGs and the targets
set out in the National Health Policy (NHP) 2017.
- In any financial year, the expenditure on such schemes of the MoHFW would be initially incurred from
the PMSSN and thereafter, from Gross Budgetary Support (GBS).
• Benefit: enhanced access to universal and affordable health care through the availability of earmarked
resources, while ensuring that the amount does not lapse at the end of the financial year.

1.4 SURAKSHIT MATRITVA AASHWASAN (SUMAN) INITIATIVE

1.5 MISSION INDRADHANUSH


• Target: Full immunization of all children under the age of 2 years, and pregnant women, against vaccine
preventable diseases.
• Key Focus - Government has identified 201 high focus districts across 28 states in the country that have
the highest number of partially immunized and unimmunized children.
• Vaccines
- It targets immunizing all children against vaccine-preventable diseases namely: Diphtheria,
Pertussis, Tetanus, Childhood Tuberculosis, Polio, Hepatitis B, Measles, Meningitis.
- In addition to this, vaccines for Japanese Encephalitis and Haemophilus influenzae type B
(Pneumonia) are also being provided in selected states.
• New Vaccines
- Inactivated Polio Vaccine (IPV): introduced in UIP as part of Global Polio end-game strategy in 2015
- Rotavirus vaccine (RVV): introduced in 2016, to reduce mortality and morbidity caused by Rotavirus
diarrhoea.
- Measles Rubella (MR) vaccine: introduced through a campaign mode in a phased manner in 2017.
- Pneumococcal Conjugate Vaccine (PCV): launched in 2017 for reducing Infant mortality and
morbidity caused by pneumococcal pneumonia.
- Tetanus and adult diphtheria (Td) vaccine: TT vaccine has been replaced with Td vaccine in UIP to
limit the waning immunity against diphtheria in older age groups.
• Intensified Mission Indradhanush (IMI):
- Launched: 2017.
- Goal: The focus of the special drive was to improve immunisation coverage in select districts and
cities to ensure full immunisation to more than 90% by December 2018.
- The focus was also on the urban settlements and cities identified under National Urban Health
Mission (NUHM).
• Intensified Mission Indradhanush (IMI) 2.0: launched to ensure reaching the unreached with all
available vaccines and accelerate the coverage of children and pregnant women in identified districts
and blocks from December 2019-March 2020.
• Intensified Mission Indradhanush (IMI) 3.0: Objective - rolled out to cover children & pregnant women
who missed routine immunisation during the Covid-19 pandemic.

1.6 RASHTRIYA AROGYA NIDHI (RAN)


• It is a National Illness assistance Fund by Ministry of Health and Family Welfare.
• Objective – To provide financial assistance to patients, living below poverty line, who are suffering from
major life threatening diseases to receive medical treatment at any of the 13 super speciality institutes
or Government hospitals.
• The financial assistance is not given directly to patients but released in the form of ‘one-time grant’ to
the Medical Superintendent of the Hospital in which the treatment has been/is being received.
• States are required to create their own State Illness Assistance fund.
• Scheme for financial assistance for patients suffering from specified rare diseases has also been included
under RAN.

1.7 NATIONAL STRATEGIC PLAN ON HIV/AIDS & SEXUALLY TRANSMITTED INFECTIONS (STI),
2017-24
• The National Strategic Plan (2017-24) was developed by National AIDS Control Organization (NACO)
• It aims to strive, along with partners:
- To ‘fast track’ efforts to achieve an 'AIDS free India’ by 2030 (in line with SDG goal 3)
- To pave a roadmap for achieving the target of 90:90:90.
• Goal – “3 Zeros” - Achieving zero new infections, zero AIDS 90-90-90 Target

• Mera Aspataal – An ICT-based Patient Satisfaction System (PSS) for implementation in public and empanelled

• ANM on Line (ANMOL) - a tablet based application that allows Auxillary Nurse Midwives to enter and update
data for beneficiaries of their jurisdiction.

3. MINISTRY OF CHEMICALS AND FERTILIZERS

3.1 SCHEMES FOR MEDICAL DEVICES AND BULK DRUGS

3.1.1 PRODUCTION LINKED INCENTIVE SCHEME FOR PROMOTING DOMESTIC MANUFACTURING OF MEDICAL
DEVICES
• Need: Domestic medical devices market in India is heavily dependent on imports which contribute to
more than 85% of the market.
• Objective: To boost domestic manufacturing & attract large investments in the Medical Devices Sector.
• Scope: Financial incentives shall be given to selected companies based on threshold investment and
incremental sales (over Base Year) of medical devices covered under target segments.
• Quantum of Financial Incentive: At the rate of 5% of incremental sales (over Base Year) of goods
manufactured in India and covered under Target segments.
• Applicability: The Scheme is applicable only for greenfield projects.
• Tenure of the Scheme: from FY 2020-21 to FY 2027-28. Total Financial Outlay: Rs. 3,420 crores.
• Target Segments
- Cancer care/Radiotherapy medical devices.
- Radiology & Imaging medical devices and Nuclear Imaging Devices.
- Anaesthetics & Cardio-Respiratory medical devices.
- All Implants including implantable electronic devices like Cochlear Implants and Pacemakers.

3.1.2 PROMOTION OF MEDICAL DEVICES PARKS SCHEME


• Central Sector Scheme – Four Medical Device Parks will be supported under the Scheme.
• Parks will provide common testing & laboratory facilities in one place, reducing the manufacturing cost
and will help in creating a robust ecosystem for medical device manufacturing in India.
• Financial Assistance: Grant-in-aid to 4 Medical Device Parks with a maximum limit of Rs. 100 Crore per
park or 70% of the project cost of Common Infrastructure Facilities, whichever is less (90% in the case
of the North-Eastern States and the Hilly States).
• Tenure of the Scheme: 5 years, from FY 2020-2021 to FY 2024-2025.

3.1.3 SCHEME FOR PROMOTION OF BULK DRUG PARKS


• Need:
- India is significantly dependent on import of basic raw materials, ie. Bulk Drugs (63% of total
pharmaceutical imports) that are used to produce the Finished Dosage Formulations.

- The situation is more alarming in case of Key Starting Materials (KSMs)/ Drug Intermediates, which
are the building blocks for manufacturing of APIs.
• Objective: The scheme envisages the creation of 3 bulk drug parks in India, in partnership with states.
• Grant-in-aid: 90% of the project cost in case of North-East and hilly States and 70% in case of other States.
- Maximum grant-in-aid for one bulk drug park is limited to Rs.1000 crore.
• Selection of states: through a challenge method. Interested states will have to ensure ease of doing
business, an assured 24*7 supply of electricity & water and offer competitive land lease rates, incentive
policy, technical manpower, etc. to bulk drug units in the park.
• Features: A single window system is envisaged in these parks for all regulatory approvals under one roof.
- The creation of a centre of excellence is envisaged to enable ecosystem for Research & Development.

3.2 SCHEME FOR SETTING UP PLASTIC PARKS


• Aim - setting up of need based plastic parks, an ecosystem with state-of-the-art infrastructure and
enabling common facilities through cluster development approach, to consolidate and synergize the
capacities of the domestic downstream Plastic Processing industry.
• The larger objective of the scheme is to contribute to the economy by increasing investment,
production, export in the sector and generation of employment.
• Financial Assistance
- Central Govt. will grant funding up to 50% of the project cost, subject to a ceiling of Rs. 40 crore
per project.
- The remaining project cost is funded by the State Government or state industrial Development
Corporation, beneficiary industries and loan from financial institutions.
• Progress - 6 Plastic Parks have been approved in the states of Madhya Pradesh (two), Odisha, Jharkhand,
Tamil Nadu and Assam.

4. MINISTRY OF EDUCATION

4.1 NATIONAL EDUCATION POLICY (NEP), 2020: NEWLY LAUNCHED INITIATIVES


• Vidya Pravesh - A 3-month play-based school preparation module for Grade 1 students.
• SAFAL (Structured assessment for analysing learning)
- A Competency-based assessment for grades 3, 5, and 8, introduced by CBSE.
- Aim - To assess the progress of foundational skills and basic learning outcomes, through
assessment of core concepts, application of knowledge and higher order thinking skills, rather than
rote memorization.
- The results of this assessment will largely be used to provide development feedback to schools and
not for promotion of students to the next grade.
- Benefits – Designed to help students, parents, and teachers to track learning progress throughout
the school years and not just in Grades 10 and 12.
• Indian sign language as a subject at secondary level to plug the communication divide with Persons with
Disabilities (PwD).
• First-year engineering programmes in regional languages
- Emphasis on mother tongue as the medium of instruction to instil confidence in the students from
poor, rural and tribal background.
- A tool has been developed for translating engineering courses in 11 languages.
• NISHTHA 2.0 - An integrated programme of teacher training designed by the NCERT.

• National Education Technology Forum (NETF): a platform for the free exchange of ideas on the use of
technology to enhance learning, assessment, planning, administration.
• Academic bank of credit - that will provide multiple entry and exit options for students in Higher
education. It will provide a variety of services including credit verification, credit accumulation, credit
transfer or redemption and authentication of academic awards.
• Guidelines for internationalisation of higher education - developed by University Grants commission
(UGC). Includes - Internationally relevant curricula, brand building of Indian Higher Education
Institutions abroad, academic and research collaboration with foreign universities, credit recognition
under twinning arrangements, global citizenship approach and engaging with foreign alumni.
• ‘AI For All’ initiative - 4-hour, self-paced, micro-learning programme for everyone - students, parents,
senior citizens etc. Available in 11 different vernacular languages & PwD friendly.

4.2 SARTHAQ - NEP IMPLEMENTATION PLAN FOR SCHOOL EDUCATION


• SARTHAQ - Students and Teachers Holistic Advancement Through Quality Education.
• It delineates the roadmap for implementation of National Education Policy (NEP) 2020 for next 10 years.
• Launched to assist States and UTs in pursuing the goals and objectives of NEP, 2020.
- States and UTs are given the flexibility to adapt this plan with local contextualization and modify
as per their needs and requirements.
• Key focus - To define activities in such a manner that delineate goals, outcomes and timeframe i.e., it
links recommendation of NEP with 297 Tasks along with responsible agencies, timelines and 304 outputs
of these Tasks.
• It will be built upon the existing structure rather than creating new structures.
• Significance - SARTHAQ will pave the way for children and youth to meet the diverse national and global
challenges of the present and the future, and help them imbibe 21st century skills along with India’s
tradition & values.

4.3 NISHTHA – INTEGRATED TEACHER TRAINING PROGRAMME


• NISHTHA - National Initiative for School Heads’ and Teachers’ Holistic Advancement.
• It is the world’s largest teacher training programme of its kind, under Samagra Shiksha Abhiyan.
• Launched by - Department of School Education and Literacy, Ministry of Education (MoE).
• It encompasses all the stages of school education:
- NISHTHA 1.0 for Elementary level (Class I-VIII).
- NISHTHA 2.0 for Secondary level (Class IX-XII).
- NISHTHA 3.0 for National Initiative for Proficiency in reading with Understanding and Numeracy
(NIPUN) Bharat (Early Childhood Care and Education (ECCE) to Class V).
• Aim - To motivate and equip teachers to encourage and foster critical thinking in students, handle
diverse situations and act as first level counsellors.
• Integrated training – 42 lakhs functionaries (at the state, district, block, cluster level) shall be trained on
learning outcomes, school based assessment, learner–centred pedagogy, new initiatives in education,
ICT in teaching-learning, Health and well-being including yoga, addressing diverse needs of children
through multiple pedagogies, etc.
• Online Mode - NISHTHA has been customized for an online mode to be conducted through DIKSHA and
NISHTHA portals by the NCERT (in view of COVID – 19 pandemic).

4.4 NIPUN BHARAT MISSION


• NIPUN - National Initiative for Proficiency in reading with Understanding and Numeracy.
• It is the National Mission on Foundational Literacy and Numeracy (FLN).
• Launched: July 2021, under Samagra Shiksha Abhiyan to meet the objectives of NEP, 2020.
• Objective: To ensure universal acquisition of foundational literacy and numeracy, so that every child
achieves the desired learning competencies in reading, writing and numeracy by the end of Grade 3, by
2026-27.
• Target Age group: Covers the learning needs of children between 3 to 9 years.
• Implementation: by Department of School Education and Literacy, MoE
• Institutional Mechanism - A 5-tier implementation mechanism will be set up at the National- State-
District- Block- School level in all States and UTs.

4.5 DIGITAL INFRASTRUCTURE FOR SCHOOL EDUCATION (DIKSHA) PORTAL


• An initiative of NCERT that serves as a National Digital Infrastructure for providing quality e-content in
school education.
• Includes
- Teaching and Learning Content - Curriculum linked resources for teachers and students
- Teacher Professional Development - Digital courses for Teachers’ professional development.
- Assessments - Resources and tools for teachers, students for school-level assessments.
- Content Creation Platform - Tools and platforms for creating and uploading content.
VIDYADAAN 2.0
• Launched on Diksha Platform. It is conceptualised as a common national program for individuals &
organizations, across India, to donate/contribute e-learning resources for both school and higher education.
• Need for VidyaDaan 2.0 - It is launched especially in the backdrop of situation arising out of Covid- 19 and also
due to the urgent need to integrate digital education with schooling to augment learning.
• Contributors can share different types of content (such as, explanation videos, presentations, competency-
based items, quizzes etc.), for any grade (from grade 1 to 12), for any subject as specified by the states/UTs.

4.6 STRENGTHENING TEACHING-LEARNING AND RESULTS FOR STATES (STARS) PROJECT


• It is a new Centrally Sponsored Scheme implemented under Samagra Shiksha Abhiyan.
• Objective - Improving the overall monitoring and measurement activities in the Indian school
education system through interventions in selected states.
• Coverage - 6 States (Himachal Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Kerala and Odisha).
• STARS project is aligned with the objectives of National Education Policy (NEP) 2020.
• World Bank support - Primarily in the form of a results-based financing instrument called Program for
Results (PforR).
• It envisages establishment of
- National Assessment Centre called PARAKH (an independent & autonomous institution under
DoSEL).
- Contingency Emergency Response Component (CERC) which would enable better responsiveness
to any natural, man-made and health disasters (to prevent any loss of learning).

4.7 MoE’s INNOVATION CELL (MIC)


• It is MoE’s initiative, established at All India Council for Technical Education (AICTE), with a purpose to
systematically foster the culture of Innovation in all Higher Education Institutions (HEIs) across India.

problems faced in daily lives, and inculcate a culture of product innovation and a mindset of problem solving.
3. National Innovation and Start-up Policy 2019 for students and faculty of all higher education institutions in
India, who are keen to become entrepreneurs.
4. YUKTI 2.0
- Objective - To help systematically assimilate technologies having commercial potential and information
related to incubated startups in higher education institutions.
- YUKTI 2.0 is an extension of ‘YUKTI (Young India combating Covid with Knowledge, Technology and
Innovation) Portal’ which was launched to identify ideas relevant in Covid pandemic.
5. Atal Ranking of Institutions on Innovation Achievements (ARIIA)
- It is an initiative to systematically rank all major educational institutions and universities (Public & Private)
on indicators related to promotion of “Innovation and Entrepreneurship Development” amongst
students & faculties.
- The ranking aims at
✓ Measuring Innovation & Start-up ecosystem based on Input, Process, Output and Outcome-based
parameters.
✓ Focusing on both quantity and quality aspects of Startup Eco-System available at Institute.
✓ Aiming at uplifting India’s Position in Global Innovation Index from 57th to top 30 in 5 Years.

6. KAPILA Campaign
- Kalam Program for IP (Intellectual Property) Literacy and Awareness (KAPILA) campaign was launched
to bring awareness towards patenting of inventions.
- Launched virtually on 15th October 2020, the 89th birth anniversary of former President and Scientist Late
Dr. APJ Abdul Kalam (Celebrated as National Innovation Day).

4.8.2 MARGADARSHAN AND MARGADARSHAK SCHEME


• An initiative of All India Council for Technical Education (AICTE).
• Margadarshan - Under this, institutions having good accreditation record (highly performing
institutions) will mentor relatively newer 10 - 12 potential institutions (mentees), to encourage best
practices.
• Margdarshak - Under this, mentor teachers or Margdarshaks, who are either serving or
superannuated, but are willing and motivated and have a good knowledge of accreditation and who can
devote adequate time to make required visits to these Institutions are identified, so that institutions are
able to get accreditation by National Board of Accreditation (NBA).
4.8.3 HIGHER EDUCATION FINANCING AGENCY (HEFA)
• HEFA is a joint venture, incorporated in 2017, between Ministry of Education and Canara Bank.
• Objective
- To provide timely finance at competitive interest rates for creation of quality infrastructure in HEIs
under Central govt. & supplement it with CSR funds from corporates and others.
- To develop India’s top-ranked institutions like IITs, IIITs, NITs, IISCs, AIIMS into Globally top-ranking
institutions through improvement in their academic & infrastructure quality.
• Scope expanded
- In 2018, scope was enlarged to fund Revitalising Infrastructure & Systems in Education (RISE) by
2022 (announced in Budget 2018-19).
- HEFA now covers all educational institutions under higher education, school education and
institutions under Ministry of Health.
• Established: as Not-for-profit company under Companies Act 2013 and Non-deposit taking NBFC.
• Equity Participation: Central Government and Canara Bank in ratio of 91% and 9% respectively.
• Funding – HEFA has been tasked to mobilise Rs. 1,00,000 crore for RISE by 2022.
RISE 2022 Objectives
• Qualitatively upgrade the research & academic infrastructure to global best standards by 2022.
• Allow access of HEFA funding to institutions like Central Universities, AIIMS, IISERs and newly created Institutes
of National Importance, without creating any additional burden to the students.
• Bring greater accountability and speed in execution of infrastructure project by moving from the block-grant
mode to project-mode.

• The NTA has been established as a premier, specialist, autonomous and self-sustained testing
organization to conduct entrance examinations for higher educational institutions.
• Team NTA comprises: Education administrators, Education Specialists, Test Item Writers, Researchers
and Psychometricians etc.
• Some of the Major exams presently conducted by NTA: National Eligibility Cum Entrance Test (NEET),
Joint Entrance Examination (JEE) for IITs, UGC- National Eligibility Test (NET), Common Management
Admission Test (CMAT), Graduate Pharmacy Aptitude Test (GPAT), Delhi University & JNU Entrance

• Finances of NTA:
- NTA will receive a one-time grant of Rs.25 crore from Union government to start its operation in
the first year. Thereafter, it will be financially self-sustainable.
- It is subject to audit by the Comptroller and Auditor General (CAG) of India.
4.8.5 TECHNICAL EDUCATION QUALITY IMPROVEMENT PROGRAMME (TEQIP)

• TEQIP will be replaced with a new programme called Multidisciplinary Education and Research Improvement
in Technical Education (MERITE) Project.
• It is a new scheme aiming at integration with the objectives of New National Education Policy (NEP), 2020 and
fulfilling the targets of AatmaNirbhar Bharat Abhiyan. It is still in the conceptual stage.

4.8.6 SCHEME FOR PROMOTION OF RESEARCH COLLABORATION (SPARC)


• Aim - To improve the research ecosystem of India’s higher educational institutions by facilitating
academic and research collaborations between Indian Institutions and top Global academic institutions.

• Implementation - A set of Nodal Institutions (NI), from India, for each participating foreign country has

• It acts as a directory of skilled workforce.
• ASEEM App: it is developed and managed by National Skill Development Corporation (NSDC) in
collaboration with Bengaluru-based company Betterplace.
• ASEEM will help in providing real-time data analytics to National Skill Development Corporation (NSDC)
and its Sector Skill Councils about the demand and supply patterns.
- It includes - industry requirements, skill gap analysis, demand per district/ state/cluster, key
workforce suppliers, key consumers, migration patterns etc.
• Benefits
- For workers/candidates: The portal and App will have provision for registration and data upload for
workers across job roles, sectors and geographies. The skilled workforce can register their profiles on
the app and can search for employment opportunities in their neighbourhood.
- Employers: Through ASEEM, employers, agencies and job aggregators looking for skilled workforce
in specific sectors will also have the required details at their fingertips.
- Policymakers: It will also enable policymakers take more objective view of various sectors.

- Database of labour migrants in Indian states and overseas citizens, who returned to India under the
Vande Bharat Mission and filled SWADES Skill Card, has been integrated with the ASEEM portal.

6.3.3 ONE STOP CENTRE SCHEME


• It is exclusively designed to provide support and assistance to women affected by violence, both in
private and public spaces, including in the family, community, workplace, etc. under one roof.
• Aim: to facilitate access to an integrated range of services including medical aid, police assistance, legal
aid/ case management, psychosocial counselling and temporary support service to affected women
• Target group - The OSC will support all women including girls below 18 years of age affected by
violence, irrespective of caste, class, religion, region, sexual orientation or marital status.
• To be funded from the Nirbhaya Fund. Central Government will provide 100% financial assistance.

Nirbhaya Fund

Chairmanship of Secretary, WCD that appraises and recommends various proposals/projects proposed by

family, excluding women who are in regular employment with Central/State Governments or PSUs or
those who are in receipt of similar benefits under any law for the time being in force,
• Objectives - Providing partial compensation for the wage loss in terms of cash incentive and improved
health-seeking behaviour amongst the PW& LM.
• Maternity benefit program ➔ Conditional Cash Transfer of Rs. 5000/- in 3 instalments at the time of
registration of pregnancy, pre-natal & post natal check ups, and immunisation of child.
• Cash benefits are provided only as Direct Benefit Transfer to pregnant women in their bank accounts.
• In 2013, the scheme was brought under the National Food Security Act, 2013 to implement the
provision of cash maternity benefit of ₹ 6,000 stated in the Act.
• The remaining cash incentive is provided under Janani Suraksha Yojana (JSY) after institutional delivery
so that on an average, a woman gets Rs. 6000/-.

- Collaboration with MoFPI: The processing units will be set up under the Scheme for Creation of
Backward and Forward Linkages under the Pradhan Mantri Kisan Sampada Yojana (PMKSY).
- Fully processed products will be sold across Tribes India outlets, and franchisee stores.

Tribal Cooperative Marketing Development Federation (TRIFED)


• It is a national level cooperative body under administrative control of Ministry of Tribal Affairs.
• Established under Multi-state co-operative societies act 1984 under the former Ministry of Welfare.
• Main objective:
- To institutionalise the trade of Minor Forest Produce (MFP).
- To provide the tribals of India a fair price for the surplus agricultural products produced by them
- Capacity building of the tribal people through sensitisation and the formation of Self-Help Groups.

7.3 TECH FOR TRIBALS

7.5 EKLAVYA MODEL RESIDENTIAL SCHOOLS (EMRS)


• Launched: in 1998
• Objective - to provide quality middle and high-level education (Class 6th – 12th) to Scheduled Tribes (ST)
students in remote areas ➔ in line with Jawahar Navodaya Vidyalays, Kasturba Gandhi Balika Vidyalays
& Kendriya Vidyalays.

HAJ INITIATIVES • The Haj Committee of India (HCOI) established under the Haj Committee Act, 2002

makes the arrangements in India. The Consulate General of India (CGI), Jeddah,
coordinates arrangements for HCOI pilgrims in Saudi Arabia.

9. MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT

9.1 AMBEDKAR SOCIAL INNOVATION & INCUBATION MISSION (ASIIM)


• Launched: in 2020 under the Venture Capital fund for Scheduled Caste (VCF-SCs).
- VCF-SCs was set up in 2016 with a Fund size of Rs. 500 Cr.
- Objective - To provide concessional finance to the entities of the SC/Divyang entrepreneurs, to
enable them to become 'job-givers’.
• ASIIM Objective:
- To promote entrepreneurship among the Scheduled Caste (SC) Youth, studying in higher educational
institutions with special preference to Divyangs.
- To support 1,000 innovative ideas till 2024 through a synergetic work with the Technology Business
Incubators (TBIs) set up by the Department of Science and Technology
• Funding: They will be funded @Rs. 30 lakhs in 3 years as equity funding so that they can translate their
start-up ideas into commercial ventures.
- Successful ventures would further qualify for venture funding of up to Rs. 5 Crore from the Venture
Capital Fund for SCs.
• Eligibility: Following SC/Divyang youths
- Identified by the Technology Business Incubators (TBIs) being promoted by the Department of
Science & Technology.
- Identified for incubation by reputed private TBIs.
- Students who have been awarded under Smart India Hackathon or Smart India Hardware
Hackathon being conducted by the Ministry of Education.
- Innovative ideas focusing on the socio-economic development of the society identified in the TBIs.

9.2 VISVAS (VANCHIT IKAI SAMOOH AUR VARGON KI AARTHIK SAHAYTA) YOJANA
• Launched: in 2020
• Under this scheme, interest subvention is provided to Self Help Groups with 100% OBC members and
OBC individuals who have taken loan for various income generating activities from those Lending
Institutions who have signed MoA with National Backward Classes Finance & Development
Corporation (NBCFDC) and National Scheduled Castes Finance and Development Corporation (NSFDC)
• Eligibility
- Applicant’s annual family income should be less than Rs. 3Lakh.
- SHGs must be registered with National Rural Livelihood Mission (NRLM)/National Urban Livelihood
Mission (NULM)/NABARD with more than two years of credit history.
- SHGs/Individuals must have made all repayments timely to be eligible for Interest Subvention.
- All OBC Antodaya Anna Yojana (AAY) card holders, and OBC individuals facing three or more
Deprivations in terms of SECC-2011 shall be eligible for Interest Subvention.
- All OBC beneficiaries involved in Agricultural activities and getting coverage under the PM Kisan shall
be eligible for coverage under Interest Subvention
• Maximum Loan limit – SHGs: 4 Lakhs & Individuals: 2 Lakhs (Maximum Subvention Amount @5% p.a)

9.3 SUGAMYA BHARAT ABHIYAN (ACCESSIBLE INDIA CAMPAIGN)


• Launched: in 2015 as a nationwide campaign that aims to make barrier free environment for persons
with disabilities to ensure universal access, equal opportunity for development, independent living and
participation in an inclusive society in all aspects of life.
• Verticals of Campaign:
- Built Environment - Enhancing the proportion of accessible government buildings
- Transport - Enhancing proportion of accessible airports, railway stations and Public Transport
- Information & Communication Technology (ICT) ecosystem.
✓ Enhancing proportion of accessible and usable public documents and websites
✓ Enhancing the pool of sign language interpreters
✓ Enhancing the proportion of daily captioning and sign-language interpretation of public
television news programmes
• Implementation: by Department of Empowerment of Persons with Disabilities (DEPwD) and is in line
with the UN Convention on the Rights of Persons with Disabilities (UNCRPD) to which India is a signatory.
• Key Strategies of the campaign - Create Mass Awareness, Capacity Building, Interventions (Technology
solutions, Legal framework, Resource generation), Leverage CSR resources, Leadership endorsements.
• ‘Sugamya Pustakalaya’- Launched an online library for Persons with Print Disabilities centred on
achieving ‘Universal Accessibility’.
Sugamya Bharat App:
• It is a crowd-sourcing mobile application, to enable people with disabilities & elderly to register accessibility-
related problems in buildings, in modes of transport or any infrastructure by uploading pictures on it.
‘Divyang Sarathi’ mobile application: integral part of ICT component of Sugamya Bharat Abhiyan.
• Aim - to empower the ‘Divyangjans’ by providing easier and convenient access of information pertaining to
the schemes, scholarships, employment opportunities, statutes, institutional support systems.

9.4 SAFAI KARAMCHARIS: SWACHHTA UDYAMI YOJANA


• Launched: in 2014 as Swachhta Udyami Yojana-‘Swachhta Se Sampannta Ki Aur’

9.5 PRADHAN MANTRI ADARSH GRAM YOJANA


• Objective: Integrated development of selected villages having more than 50% Scheduled Caste (SC)
population.
• Strategy – Objective will be realised through implementation of existing schemes of Central and State
Governments in convergent manner & by utilization of gap filling funds provided as Central Assistance.
• Funding - For every new village selected, the Scheme provides for a total of Rs. 21 lakh of which Rs.20
lakh is for the ‘Gap-filling’ component and Rs.1 lakh is meant for ‘administrative expenses’ in the ratio
of 1:1:1:2 at the Centre, State, District and Village level, respectively.
• Monitoring - 50 discrete monitorable indicators covering 10 domains for intervention.

10. MINISTRY OF PANCHAYATI RAJ

10.1 SVAMITVA SCHEME


• SVAMITVA - Survey of Villages and Mapping with Improvised Technology In Village Areas.
• Launched: as a Central Sector Scheme on National Panchayat Day i.e. 24th April 2020.
• Aim - Providing a ‘record of rights’ to household owners possessing houses in inhabited rural areas
(abadi or residential areas) in villages, and issuance of property cards to the property owners.
• Target - To provide property cards to each household, in every village (6.62 lakh villages) across the
country by the end of the financial year 2023-24.
• It is a collaborative effort of the Ministry of Panchayati Raj (MoPR), State Panchayati Raj Department,
State Revenue Department and Survey of India (Technology partner).
• The plan is to survey all rural properties using drones and prepare GIS-based maps for each village.
• Once the GIS database is prepared encompassing the 6.62 lakh villages, state governments will be
responsible for conducting future surveys and updating the GIS database.
• Intended Benefit of issuing an SVAMITVA property card
- Enabling rural households to use their property as a financial asset for taking loans and other financial
benefits from Bank.
- Creation of accurate land records for rural planning.
- Determination of property tax, thereby, enhancing Gram Panchayat’s revenues
- Preparation of better-quality Gram Panchayat Development Plan.
- Reduce property-related disputes and legal cases.

10.2 RASHTRIYA GRAM SWARAJ ABHIYAN (RGSA)


• Launched: Union Budget 2016-17 as a Centrally sponsored scheme.
• It is a revamped version of erstwhile Rajiv Gandhi Panchayat Sashaktikaran Abhiyan.
• Objective:
- Develop governance capabilities of Panchayati Raj Institutions (PRIs) to deliver on the SDGs.
- Promote devolution of powers and responsibilities to Panchayats according to the spirit of the

- Institutional Strengthening and Capacity Building Component - aimed at strengthening the ground
water governance mechanism in the participating States.

ensuring the long-term sustainability of ground water resources.
• Strategy
- Revival of surface water bodies so that ground water level can be increased, especially in the rural

11.3 DAM REHABILITATION AND IMPROVEMENT PROJECT (DRIP)


• Launched: 2012 with World Bank assistance.
• Key Objectives
- To improve the safety and performance of selected existing dams and mitigate risks to ensure
safety of downstream population and property.
- To strengthen the dam safety institutional setup in participating states as well as at central level,
through capacity building of staff and officials.
• Intended beneficiary - Both urban and rural communities dependent on the reservoir and downstream
communities, who are prone to risk associated with dam failure or operational failure.
• It was initially taken up for the repair and rehabilitation of dam projects across the 7 states of India,
namely Jharkhand, Karnataka, Kerala, Madhya Pradesh, Odisha, Tamil Nadu and Uttarakhand.
• Implemented period: 10 years duration in two Phases.
• Overall supervision and coordination: Central Water Commission (CWC), a premier Technical
Organisation in the field of water resources.
• Recent Updates: The Cabinet Committee on Economic Affairs approved the DRIP Phase II & Phase III
with the financial assistance of the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB).
- It envisages comprehensive rehabilitation of 736 existing dams located across the country and
complements the Dam Safety Bill, 2019.

11.4 DAM HEALTH AND REHABILITATION MONITORING APPLICATION (DHARMA)


• DHARMA is a web-based software package to support the effective collection and management of Dam
Safety data in respect of all large dams under the DRIP Project.
• It will digitize all dam related data & document authentic asset and health information pertaining to the
large dams, thus, enabling appropriate actions to ensure need-based rehabilitation.
• Developed and operated by Central Water Commission (CWC).

- SVEP is aimed at creating an ecosystem for rural population, including women, to be able start their own
local enterprises for sustainable livelihood.
- It provides entrepreneurs with business skills, exposure to new ideas, financial linkages and other necessary
business support.
- Loans will be made available through Banks/SHGs for starting the enterprise.
• Mahila Kisan Sahshaktikaran Pariyojana (MKSP)
- Objective – To promote agriculture based livelihoods of rural women by strengthening community
institutions of poor women farmers to promote sustainable agriculture.
- MKSP focuses on agriculture, non-timber forest produce and livestock interventions.
- It provides three kind of services to the farmers, namely: (1) Extension services, (2) Training capacity
building and handholding services and, (3) Facilitation for convergence with other line department to
access the benefit from other schemes/ programmes.

PAISA – Portal
• PAiSA – “Portal for Affordable Credit and Interest Subvention Access”
• It is a centralized electronic platform (web portal) for processing interest subvention on bank loans to
beneficiaries under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM).
• Designed & developed by - Allahabad Bank (Nodal Bank)
Personalized After-training Rapid Assessment (PARAS) system - To get direct feedback from skill trained candidates
regarding quality of skill training under DAY-NULM.
City Livelihood Centres (CLCs) - DAY-NULM, in collaboration with Government e-Marketplace (GeM) is facilitating
CLCs in standardization of products and their specifications, identification of products to be launched on e-
marketplace and registration on GeM portal as ‘seller’.

13.2 JAL JEEVAN MISSION (URBAN)


• Announced in: Union Budget 2020-21
• Aim: to provide universal coverage of water supply to all households through functional taps in all 4,378
statutory towns in accordance with SDG Goal- 6.
• Objectives:
- Rejuvenation of water bodies to augment sustainable fresh water supply.
- Creating green spaces and sponge cities to reduce floods and enhance amenity value through an
Urban Aquifer Management plan
- Promote circular economy of water through development of city water balance plan for each city
focusing on recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation.
• Key features:
- Recycle of treated used water to meet at least 20% of total city water demand and 40% for
industrial water demand at State level.
- Focus on strengthening of urban local bodies and water security of the cities by reducing non-
revenue water to below 20%.
- A Technology Sub-Mission for water: to leverage latest global technologies in the field of water.
- Information, Education and Communication (IEC) campaign: to spread awareness among masses.
- Pey Jal Survekshan will be conducted in cities to ascertain equitable distribution of water, reuse of
wastewater and mapping of water bodies with respect to quantity and quality of water through a
challenge process.

• Objectives of the Scheme - To facilitate working capital loan subsidized rate of interest; incentivize
regular repayment of the loan; and reward digital transactions.
• Salient features of the Scheme
- Initial working capital of up to Rs. 10,000/-.
- Interest subsidy on timely/ early repayment @ 7%.
- Monthly cash-back incentive on digital transactions.
- Higher loan eligibility on timely repayment of the first loan.
• Target beneficiary: Street vendors/ hawkers vending in urban areas, as on or before March 24, 2020,
including the vendors of surrounding peri-urban and rural areas.
• Tenure of the Scheme: up to March, 2022.
• Implementation agency: Small Industries Development Bank of India (SIDBI)
• Mobile Application - Will enable field functionaries of Lending Institutions (LIs) like Banking

YUVA SAHAKAR-COOPERATIVE ENTERPRISE SUPPORT AND INNOVATION SCHEME


• Objectives - To cater to the needs and aspirations of the youth for attracting them to cooperative business
ventures and to encourage cooperatives to venture into new and innovative areas.
• Dedicated Fund - The scheme will be linked to Rs 1000 crore Cooperative Start-up and Innovation Fund (CSIF)
created by the NCDC.
• Inclusive approach - It would have more incentives for cooperatives of North Eastern region, Aspirational
Districts and cooperatives with women or SC or ST or PwD members.
• Funding - Funding for the project will be up to 80% of the project cost for special categories & 70% for others.
• Eligibility - All types of cooperatives in operation for 3 month and having positive net-worth are eligible.

14.2 INNOVATION AND AGRI-ENTREPRENEURSHIP DEVELOPMENT PROGRAMME


• Objective: To promote innovation and agripreneurship by providing financial support and nurturing the
incubation ecosystem.
• Identified start-ups: These start-ups are in various categories such as agro-processing, artificial
intelligence, digital agriculture, farm mechanisation, waste to wealth, dairy, fisheries etc.
• Selection of five Knowledge Partners (KPs) as Centres of Excellence:
- National Institute of Agricultural Extension Management (MANAGE), Hyderabad,
- National Institute of Agricultural Marketing (NIAM) Jaipur,
- Indian Agricultural Research Institute (IARI) Pusa, New Delhi

• Appointment of 24 RKVY-RAFTAAR Agribusiness Incubators (R-ABIs) from across the country.
• Components of the scheme:
- Agripreneurship Orientation: 2 months duration with a monthly stipend of Rs. 10,000/- per
month. Mentorship is provided on financial, technical, IP issues etc.
- Seed Stage Funding of R-ABI Incubatees: Funding upto Rs. 25 lakhs (85% grant & 15% contribution
from the incubatee).
- Idea/Pre-Seed Stage Funding of Agripreneurs: Funding up to Rs. 5 lakhs (90% grant and 10%
contribution from the incubatee)
• Training on technical, finance, intellectual property, statutory compliance issues etc. would be provided.
• Mentoring of start-ups through monitoring of milestones and timelines.
• Significance –
- These start-ups will lead to employment to youth.
- They, directly and indirectly, will contribute to enhancing the income of farmers by providing
opportunities to them.
AGRIBUSINESS INCUBATORS (R-ABIs)
They invite applications from agripreneurs in different stages of business life cycle (ideation/expansion) and
provide them an opportunity to generate innovations in the agriculture and allied sector.

14.3 PARAMPARAGAT KRISHI VIKAS YOJNA & PGS- INDIA


• PKVY is a sub-component of Soil Health Management (SHM) scheme under National Mission of
Sustainable Agriculture (NMSA).
• Aim – to promote organic farming and reduce reliance on chemical fertilizers.
• Approach - Cluster based ➔ organising farmers in groups of 50 or more, having total holdings of 50
acres to take up organic farming. Organic products will be linked with the market.
• Financial Assistance - Every farmer will be provided Rs. 50,000 per hectare in three years for cluster
formation, capacity building, incentive for inputs, value addition and marketing.

• Participatory Gurantee System under PGS-India programme will be the key approach for quality
assurances under the PKVY.

PARTICIPATORY GUARANTEE SYSTEMS FOR INDIA (PGS - India)


• It is a quality assurance initiative that is locally relevant, emphasize the participation of stakeholders, including
producers and consumers and operate outside the frame of third-party certification.
• Purpose – To promote domestic organic market growth and enable small and marginal farmer to have easy
access to organic certification.
• Exclusion - Individual farmers or group of farmers having less than 5 members are not covered under PGS.
• Secretariat of the PGS India programme - National Centre of Organic Farming (NCOF) which is the monitoring
body for PGS certification programme.
Large Area Certification (LAC) Scheme
• The News: About 14,500-hectare area of Car Nicobar and Nancowry group of islands in UT of Andaman
and Nicobar Islands became the first large contiguous territory to be conferred with organic certification
under ‘Large Area Certification’ scheme.
• LAC scheme is a quick certification programme launched under Paramparagat Krishi Vikas Yojana.
• It is a part of PGS-India (Participatory Guarantee System) certification programme.
• Under the scheme, organic certification can be availed by both traditional organic areas and areas having
chemical input usage history.
• It has eliminated the transition period of minimum 2-3 years for the areas having chemical input usage
history to qualify as organic. (Previously, the areas having chemical input usage history were required to
undergo a transition period of minimum 2-3 years to qualify as organic.)

14.4 FORMATION AND PROMOTION OF FARMER PRODUCER ORGANIZATIONS (FPOS)


• It is a Central Sector Scheme to
- Form and promote 10,000 new FPOs, in 5 years period from 2019-20 to 2023-24.
- Handhold each FPO for 5 years from its aggregation and formation (from 2024-25 to 2027-28).
• Target beneficiaries - Small and marginal farmers who do not have economic strength to apply
production technology, services and marketing including value addition.
• Significance – With the formation of FPOs, farmers will have better collective strength for better access
to quality input, technology, credit, markets, and economies of scale for better realization of income.
• Implementing Agencies - initially 3 IAs to form and promote FPOs, namely (1) Small Farmers Agri-
business Consortium (SFAC), (2) National Cooperative Development Corporation (NCDC), (3) National
Bank for Agriculture and Rural Development (NABARD)
- States may also, if so desire, nominate their Implementing Agency in consultation with DAC&FW.
• Implementation strategy: “Cluster Based Approach”
- DAC&FW will allocate Cluster/States to Implementing Agencies which in turn will form the Cluster
Based Business Organization (CBBOs) in the States.
- FPOs will be formed and promoted through these Cluster Based Business Organizations (CBBOs)
• Project Management & Monitoring - National Project Management Agency (NPMA) at SFAC (Small
Farmers’ Agri-Business Consortium) for providing overall project guidance, data compilation and
maintenance through integrated portal and Information management and monitoring.
• FPO Promotion
- FPOs will be promoted under "One District One Product" cluster to promote specialization and
better processing, marketing, branding & export by FPOs.
- Priority will be given for formation of FPOs in aspirational districts.

- Initially the minimum number of members in FPO will be 300 in plain area and 100 in North East
& hilly areas.
- There will be a provision of Equity Grant for strengthening equity base of FPOs.
- Adequate training and handholding will be provided to FPOs.
FARMER PRODUCER COMPANIES (FPC)
• FPC is a hybrid between cooperative societies and private limited companies.
• Objective - to organize farmers into a collective to improve their bargaining strength in the market.
• Owned and governed by - shareholder farmers and administered by professional managers.
• FPC can be formed by any 10 or more primary producers or by two or more producer institutions, or by a
contribution of both. Non-producers cannot invest in FPC shareholding.
• Voting rights - each producer or member has equal voting rights irrespective of the number of shares held.
• Profit - is largely distributed on the basis of “patronage”, which acts as a reward for undertaking risk.

14.5 PRADHAN MANTRI KISAN SAMMAN NIDHI (PM-KISAN)


• It is a Central Sector Scheme (100% funding from GoI), announced in interim Budget 2019-20, launched
in 2019. (retrospectively applicable from December, 2018)
• Objective: To provide assured supplemental income to most vulnerable farmer families, to meet their
emergent needs ie. procuring various inputs to ensure proper crop health and appropriate yields,
commensurate with the anticipated farm income at the end of each crop cycle.
• Eligible beneficiaries:
- Previously - Small and Marginal landholder farmers' (SMF) families with cultivable land holding upto
2 hectare (5 Acres).
- Has now been expanded to all land holding eligible farmer families (subject to exclusion criteria).
• Definition of Families: SMFs landholder farmer family is defined as “a family comprising of husband,
wife and minor children”.
• Financial assistance – Rs. 6,000 pa released in three 4-monthly instalments of Rs. 2000/- each over the
year via Direct Benefit Transfer into bank accounts.
• Identification – The responsibility of identifying the eligible beneficiary farmers and uploading their data
on PM-KISAN portal lies entirely with the state governments, subject to the "existing exclusion factors".
• Exclusion - There will be exclusion of certain categories of beneficiaries of higher economic strata which
will be separately notified by the Government.
- These include - institutional land holders, farmer families holding constitutional posts, serving or
retired officers and employees of state/central government, PSUs and government autonomous
bodies, Professionals like doctors, engineers and lawyers, retired pensioners with a monthly pension
of over Rs 10,000, income tax payers etc.
14.6 PM KISAN MAANDHAN YOJANA (PM-KMY)
• It is a Central Sector Scheme meant for old age protection and social security of all landholding Small
and Marginal Farmers (SMF). It is a voluntary and contribution based pension scheme.
• Eligibility –
- For Small and Marginal Farmers with entry Age between 18 to 40 years.
- Cultivable land up to 2 hectares as per land records of the concerned State/UT.
• Should not be
- SMFs covered under any other statutory social security schemes such as National Pension Scheme
(NPS), Employees’ State Insurance Corporation scheme, Employees’ Fund Organization Scheme etc.
- Farmers who have opted for Pradhan Mantri Shram Yogi Maandhan Yojana and Pradhan Mantri
Vyapari Maandhan administered by the Ministry of Labour & Employment.

- Beneficiaries belonging to higher economic status (as mention under PM Kisan).


• Contribution: (Pension Fund Manager - Life Insurance Corporation of India)
- The applicants between the age group of 18 to 40 years will have to make monthly contributions
ranging between Rs 55 to Rs 200 per month, till they attain the age of 60.
- Central Government will also make an equal contribution of the same amount in the pension fund.
- The spouse is also eligible to get a separate pension of Rs.3000/- upon making separate
contributions to the Fund.
• Benefits
- Assured pension of Rs 3000/- per month after attaining the age of 60 years.
- If the farmer dies after retirement, the spouse of the farmer shall be entitled to receive 50% of the
pension as family pension ie. Rs. 1500.
- If the farmer dies before retirement, the spouse may continue in the scheme by paying the
remaining contributions till the remaining age of the deceased farmer.
- If the farmer dies before retirement, if the spouse does not wish to continue, the total contribution
made by the farmer along with interest will be paid to the spouse.
- If the farmer dies before retirement, if there is no spouse, then total contribution along with interest
will be paid to the nominee.
• Synergy with PM-KISAN - If the farmer is a beneficiary of the PM-KISAN Scheme, he/she may allow the
contribution to be directly paid from the same bank account in which he/she receives PM-Kisan benefit.

14.7 PRADHAN MANTRI ANNADATA AAY SANRAKSHAN ABHIYAN (PM-AASHA)


• Launched: 2018 as an umbrella Central Sector Scheme.
• Aim - To ensure a robust procurement mechanism, in coordination with the State Governments, such
that an increase in Minimum Support Price (MSP) will be translated to higher farmer’s income.
• PM-AASHA scheme has 3 components:
1. Price Support Scheme (PSS)
- Under PSS, physical procurement of pulses, oilseeds and Copra will be done by Central Nodal
Agencies like NAFED and Food Cooperation of India (FCI), at the MSP declared by government.
- Losses, if any, incurred in undertaking MSP operations are reimbursed by Central Government.
Profit, if any, earned in undertaking MSP operations is credited to the Central government.
- This scheme is implemented at the request of the concerned State Government which agrees
to exempt the procured commodities from levy of mandi tax and assist central nodal agencies
in logistic arrangements.
2. Price Deficiency Payment Scheme (PDPS)
- Under this, the Centre proposes to cover all oilseeds and pay the farmer directly into his bank
account the difference between the MSP and his actual selling/modal price.
- Pre-registered farmers who sell their crops in recognised mandis within the notified period can
benefit from it.
- This scheme does not involve any physical procurement of crops.
3. Pilot of Private Procurement & Stockist Scheme (PPSS).
- In the case of oilseeds, States will have the option to roll out PPSSs in select districts where a
private player can procure crops at MSP when market prices drop below MSP.
- The private player will then be compensated through a service charge that will be up to a
maximum of 15% of the MSP of the crop.
- It involves physical procurement of the notified commodity.
• It will be complementing the existing schemes of the Department of Food and Public Distribution for
procurement of paddy, wheat & other cereals and coarse grains where procurement takes place at MSP.

- To enhance resilience of Indian agriculture to climate change and climate variability.
- To make farmers self-reliant by use of climate-resilient agricultural technologies and management
of natural and manmade resources.

✓ Detailed assessment on vulnerability of different agro-climatic zones of the country

15. MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING

15.1 PRADHAN MANTRI MATSYA SAMPADA YOJANA (PMMSY)


• Launched in 2020 as a Centrally Sponsored Scheme.
• It is the flagship scheme to bring about Blue Revolution through sustainable and responsible
development of fisheries sector in India.
• Key Targets –
- Enhancing fish production by an additional 70 lakh tonne by 2024-25 to 220 lakh metric tons at an
average annual growth rate of about 9%.
- Increasing fisheries export earnings to Rs. 1 lakh crore by 2024-25.
- Doubling of incomes of fishers and fish farmers.
- Reducing post-harvest losses from 20-25% to about 10%.
- Generation of additional employment - 55 lakhs direct and indirect gainful employment
• Investment - Rs. 20,050 crores. It is the highest ever in the fisheries sector with focus on:
- Beneficiary-oriented activities in Marine, Inland fisheries and Aquaculture
- Fisheries Infrastructure – 42% of investment
• Implementation period - 5 years from FY 2020-21 to FY 2024- 25 in all States/Union Territories.
• Implementation strategy
- Adopting ‘Cluster or Area based approaches’ and creation of Fisheries clusters through backward
and forward linkages.
- Special focus on employment generation activities such as seaweed & ornamental fish cultivation.
- Consolidating gains of Blue Revolution & New interventions (Swath Sagar plan) such as fishing
vessel insurance, support for new/up-gradation of fishing vessels/boats, Bio-toilets, Sagar Mitras,

15.2 RASHTRIYA GOKUL MISSION

• Objective:
- Development, preservation and conservation of indigenous Bovine breeds “in a focused and
scientific manner”

National Data Base (INAPH).
✓ E-PashuHaat portal - To connect farmers and breeder (State, Central, Co-operative, Milk Federations,
and private agencies) of indigenous breeds regarding availability of bovine germplasm. It provides real
time authentic certified information on availability of germplasm.
✓ Establishment of National Bovine Genomic Centre (NBGC-IB) - for enhancing milk production and
productivity through genomic selection among indigenous breeds.

15.3 ANIMAL HUSBANDRY INFRASTRUCTURE DEVELOPMENT FUND (AHIDF)


• Announced under AtmaNirbhar Bharat Abhiyan (ANBA) worth Rs. 15000 crore.
• Objective
- To support private investment in dairy processing, value addition, and cattle feed infrastructure.
- To provide incentives for establishing plants for the export of niche dairy products.
• Eligible beneficiaries - Farmer Producer Organizations (FPOs), MSMEs, Section 8 Companies, Private
Companies and individual entrepreneurs.
• Financial Assistance
- Minimum 10% margin money to be contributed by the beneficiaries. The balance 90% would be the
loan component to be made available by scheduled banks.
- GoI will provide 3% interest subvention to eligible beneficiaries.
- There will be 2 years moratorium period for principal loan amount and 6 years repayment period.
• Setting up of Credit Guarantee Fund of Rs. 750 crore, to be managed by NABARD.

16. MINISTRY OF FOOD PROCESSING INDUSTRIES

16.1 PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES (PMFME) SCHEME


• Launched: in 2020 under the Aatmanirbhar Bharat Abhiyan as a Centrally Sponsored Scheme.
• Promotes vision of Hon. PM: ‘Vocal for Local with Global outreach’.
• Aim: to enhance the competitiveness of existing individual micro-enterprises in the unorganized
segment of the food processing industry and promote formalization of the sector.

• Expected outcomes: Improved health and safety standards, integration with retail markets, improved
incomes, reaching untapped export markets etc.
• The PMFME scheme supports in terms of:
- Credit-linked capital subsidy @35% of the eligible project cost with a maximum ceiling of Rs.10 lakh
per unit.
- Seed capital @ Rs. 40,000/- per SHG member for working capital and purchase of small tools.
- Credit linked grant of 35% for capital investment to FPOs/ SHGs/ producer cooperatives.
- Support for marketing & branding to micro-units.
- Support for common infrastructure & handholding support to SHGs, FPOs & Producer Cooperatives.
- Providing Capacity building and training support to increase the capabilities of the enterprises and
upgradation of skills of workers.

16.2 OPERATION GREENS


• Launched: Union Budget 2018-19 on the lines of “Operation Flood”, as a vertical of Pradhan Mantri
Krishi SAMPADA Yojana (PMKSY).
• Objectives:
- Enhancing value realisation of Tomato, Onion and Potato (TOP) farmers by targeted interventions
to strengthen TOP production clusters & their FPOs, and linking/connecting them with the market.
- Price stabilisation for producers and consumers by proper production planning in the TOP clusters
- Reduction in post-harvest losses by creation of farm gate infrastructure, development of suitable
agro-logistics, creation of appropriate storage capacity linking consumption centres.
• Nodal Agency to implement price stabilisation measures: National Agricultural Cooperative Marketing
Federation of India Ltd. (NAFED).
• Recent Update
- MoFPI had recently extended the scheme from Tomato, Onion and Potato (TOP) to all fruits &
vegetables (TOTAL) for a period of 6 months on pilot basis as part of Aatmanirbhar Bharat Abhiyan.
- Objective: to protect the growers of fruits and vegetables from making distress sale due to
lockdown and reduce the post-harvest losses.
- Pattern of Assistance: Ministry will provide subsidy @ 50% of the transportation and storage cost
of the following.

17.1 ONE NATION ONE RATION CARD (ONORC)

- Universal Ration card - Existing ration cards will be turned as one nation one ration card. It will be
a universal ration card allotted to each beneficiary registered under NFSA.
- Incentive states for adoption - On adoption of the scheme, States become eligible for additional
borrowing limit of 0.25% of the Gross State Domestic Product (GSDP).
- Technology driven - Integrated Management of Public Distribution System (IM-PDS) portal and
Annavitran portals provide the technological platform for implementation of the ONORC scheme.
- Benefits - Enables the States in better targeting of beneficiaries, elimination of bogus/
duplicate/ineligible card holders resulting in enhanced welfare and reduced leakage.
- Achievement – So far it is enabled in 33 states and UTs covering almost 86% of the NFSA population.

18. MINISTRY OF SHIPPING

18.1 JAL MARG VIKAS PROJECT


• It is a National Waterways development project on river
Ganga, between Haldia-Varanasi (phase 1) stretch of NW 1: Ganga-Bhagirathi-Hooghly river
National Waterway-1 (NW-1). system (Allahabad-Haldia)
• Objective: to develop a fairway (navigable waterway) with

18.2 NATIONAL AUTHORITY FOR RECYCLING OF SHIPS


• Union Government recently notified the Directorate General of Shipping as National Authority for
Recycling of Ships.
• National Authority for Recycling of Ships - It is established under the Recycling of Ships Act, 2019.
- The office of the authority will be set up in Gandhinagar, Gujarat. The location of the office will
benefit the ship recycling yard owners situated in Alang, Gujarat.
- Alang is the home of Asia's largest ship-breaking and ship recycling industry in the world.
• Role of Directorate General (DG) of Shipping: As an apex body, DG Shipping is authorized to administer,
supervise and monitor all activities relating to Ship Recycling. DG Shipping will look after:
- Sustainable development of the Ship Recycling industry
- Monitoring the compliance to environment-friendly norms
- Safety and health measures for the stakeholders
• It will be the final authority for the various approvals required by the Ship-Recycling yard owners and

RECYCLING OF SHIPS ACT, 2019


• The Act provides for the regulation of recycling of ships by setting certain international standards and laying
down the statutory mechanism for enforcement of such standards.

management of hazardous wastes from ships.
HONG KONG CONVENTION FOR SAFE AND ENVIRONMENTALLY SOUND RECYCLING OF SHIPS
• Under Ship Recycling Act, 2019 India has acceded to Hong Kong Convention for Ship Recycling.
• International Maritime Organization (IMO), a UN specialised agency for regulating shipping, adopted Hong
Kong Convention for Ship Recycling in 2009 for the Safe and Environmentally Sound Recycling of Ships.
• It intends to address all issues around ship recycling such as environmental hazard and working conditions.

19.1 KRISHI UDAN SCHEME


• Launched: Budget 2020-21
• Aim: to assist farmers in transporting agricultural products so that it improves their “value realisation”.
• Under the scheme, the first domestic dedicated freighter carried perishable agricultural produce from
Lengpui airport (Mizoram) to Kolkata airport.

21.2 SURYA MITRA SCHEME
• It is a skill development program to provide entrepreneurship and employability opportunities to rural
and urban youth & women. Special emphasis is given to skill youth from SC/ST/OBC categories.
• Aim: create skilled manpower in commissioning, installation, Operation & Management of solar power
plants & equipment.
• Total duration - 600 hrs or 90 days.
• The qualification required to participate in the program is ITI (Electrical & Wireman) / Diploma in
Engineering (Electrical, Electronics & Mechanical).
• Higher qualified participants such as B.Tech etc are not eligible for this programme.
• The programme is 100% funded by GOI and implemented by National Institute for Solar Energy (NISE),

under the scheme, to bridge the gaps between public awareness & reach of postal products and services.

• Policy origins: DoT’s National Digital Communications Policy, 2018 - Mentions the development of
public Wi-Fi hotspots in rural and urban areas as a goal.
• PM-WANI eco-system will be operated by different players
- Public Data Office (PDO): It will establish, maintain, and operate only WANI compliant Wi-Fi Access
Points and deliver broadband services to subscribers.

in the nearby area and display the same within the App for accessing the internet service.

• Implemented by: Directorate General of Foreign Trade (DGFT), Department of Commerce, Department
for Promotion of Industry and Internal Trade (DPIIT).
• The initiative is operationally merged with ‘Districts as Export Hub’.
• Objective
- To convert each District of the country into an Export Hub by identifying products with export
potential in the District.
- To address bottlenecks for exporting these products, supporting local exporters/manufacturers
- To scale up manufacturing, and find potential buyers outside India with the aim of promoting
exports, promoting manufacturing & services industry in the District.
• Engagement with state and district agencies: State Export Promotion Committee (SPEC) and District
Export Promotion Committee (DEPC) have been constituted.
• Coverage: Under the initial phase of the ODOP programme, 106 Products have been identified from 103
districts across 27 States.
- Example: In Rajasthan two products namely Blue Pottery (Jaipur) and Markhana Marbels (Nagaur)
are among the identified 106 Products.

25.2 START UP INDIA SEED FUND SCHEME (SISFS)


• Aim: to provide financial assistance to startups for proof of concept, prototype development, product
trials, market entry, and commercialization.
• Execution and Monitoring of the scheme: by an Experts Advisory Committee (EAC) created by DPIIT.
• Process of the SISFS: The seed fund will be distributed to eligible startups through eligible incubators
across India.
- The EAC will select eligible incubators who will be provided grants of upto Rs 5 Crores each.
- The selected incubators will provide startups with up to Rs 20 lakhs for validation of Proof of
Concept, prototype development, product trials to startups.
- Up to Rs 50 lakhs shall be provided to the startups for market entry, commercialization, or scaling
up through convertible debentures or debt-linked instruments.
25.3 NIRVIK (NIRYAT RIN VIKAS YOJANA) SCHEME
• Launched: 2020 and is also called Export Credit Insurance Scheme (ECIS).
• Aim: to provide enhanced insurance cover and reduce premium for small exporters to achieve higher
export credit disbursement.

• Exclusion criteria
- Should not be engaged in Organized sector (ie. should not be a member of Employees’ Provident
Fund (EPFO), Employees’ State Insurance Scheme (ESIC), and the National Pension Scheme (NPS)).
- Should not be a tax payer.
• Contribution - The subscriber is required to pay the prescribed age-specific monthly contribution
amount (ranging between Rs 55 to Rs 200 per month) and the Central Government provides the equal
matching contribution.
• Benefits
- Assured monthly pension of Rs. 3000/- to the beneficiaries after attaining the age of 60 years.
- Family Pension - If the subscriber dies, the spouse of the beneficiary shall be entitled to receive
50% of the pension as family pension. Family pension is applicable only to spouse.
- If a beneficiary has given regular contribution and died due to any cause (before age of 60 years),
his/her spouse will be entitled to join and continue the scheme subsequently.

Maan-dhan Yojana) is a pension scheme for shopkeepers/ retail traders & self-employed persons.
• Launched in 2019, it is a voluntary and contribution based central sector scheme.
• Eligibility –
- Laghu Vyapari who are self-employed and working as shop owners, retail traders, rice mill owners,
oil mill owners, workshop owners, commission agents, brokers of real estate, owners of small hotels,
restaurants etc.
- Entry Age between 18 to 40 years.
- Annual turnover not exceeding Rs 1.5 crore.
- Should not be covered under any other statutory social security schemes such as National Pension
Scheme (NPS), Employees’ State Insurance Corporation scheme, Employees’ Fund Organization
Scheme etc. or an income-tax assessee.

• Launched: As part of the Aatmanirbhar Bharat 3.0 package. A Central Sector scheme.
• Aim: to incentivize creation of new employment opportunities during the COVID-19 recovery phase by
providing assistance to the employers of establishments registered with EPFO, to recruit unemployed
persons, including re-employment of those who were rendered unemployed during the Pandemic.
• Implemented by: Employees Provident Fund Organization (EPFO).
• Benefits
- For establishments employing upto 1000 employees: Government will pay both employees' and
employers' contribution of wages towards Employees' Provident Fund (EPF) in respect of new
employees for two years.
- For establishments employing more than 1000 employee: Government will pay only employees'
EPF contribution in respect of new employees for two years.
• Eligibility - benefits are provided to every establishment registered with EPFO and their new employees,
earning wage less that Rs. 15,000/- per month.
- New employees – Those who were not working in any establishment registered with Employees'
Provident Fund Organisation (EPFO) before October 1, 2020.

• The focus of the Mission is for developing on usage of technical textiles in various flagship missions and

• Launched: in 2020. It is known as the “Scheme for Capacity Building in Textile Sector” (SCBTS).

chain of textiles (excluding Spinning & Weaving in the organized Sector).
• Objectives:
- To provide demand-driven, placement-oriented National Skills Qualifications Framework (NSQF)

providing state of art testing facilities to the defence design and production industry in India.
• It envisages to setup six to eight new test facilities in partnership with private industry.
• Funding:
- The projects under the Scheme will be provided with up to 75% government funding in the form
of ‘Grant-in-Aid’.
- The remaining 25% of the project cost will have to be borne by the Special Purpose Vehicle (SPV)
whose constituents will be Indian private entities and State Governments.

- Integrate and develop Science & Technology in the education ecosystem with short-term courses,

• Vigyan Jyoti programme: It aims at creating a level-playing field for meritorious girls from grade 9 to 12

- Under it, Vigyan Prasar, an autonomous organization of DST, will build and run ‘Engage with

31.3 NATIONAL SUPERCOMPUTING MISSION


• Launch approved in 2015, and initiated for a period of 7 years.
• The Mission is being jointly steered by: Department of Science and Technology (DST) & Ministry of
Electronics and Information Technology (MeitY)
• Implemented by: Centre for Development of Advanced Computing (C-DAC), Pune, and the Indian
Institute of Science (IISc), Bengaluru.
• Aim:
- The Mission envisages empowering the national academic and R&D institutions spread over the
country by installing a vast supercomputing grid comprising of more than 70 high-performance
computing facilities (HPCs).
- These supercomputers will also be networked on the National Supercomputing grid over the
National Knowledge Network (NKN).
✓ The NKN is a GoI initiative under Digital India programme which connects academic institutions
and R&D labs over a high speed network.
• 3 Phases implementation
- Phase I - PARAM Shivay, the first supercomputer assembled indigenously, was installed in IIT (BHU),
followed by PARAM Shakti (in IIT-Kharagpur), PARAM Brahma (in IISER, Pune), PARAM Yukti (in
JNCASR, Bengaluru), PARAM Sanganak (in IIT Kanpur).
✓ PARAM Siddhi - AI, the High-Performance Computing-Artificial Intelligence (HPC-AI)
supercomputer, recently achieved global ranking of 62 in TOP 500 most powerful
supercomputer systems in the world.
- Phase II: the speed of supercomputers in the country will reach around 16 Petaflops (PF)
- Phase III: initiated in January 2021 will take the computing speed to around 45 PF.
• The Mission also includes development of highly professional High Performance Computing
(HPC) aware human resource for meeting challenges of development of these applications.
- PARAM Shavak is one such machine that has been deployed to provide training.
• India has developed an Indigenous server (Rudra), which can meet the HPC requirements of all
governments and PSUs. This is the first time that a server system was made in India, along with the full
software stack developed by C-DAC.

31.4 ACCELERATE VIGYAN (AV) SCHEME


• Launched by - SERB to strengthen scientific research mechanisms in India.
• Objective: It strives to provide a big push to high-end scientific research and prepare scientific
manpower which can venture into research careers and a knowledge-based economy.
• Implementation: Inter-Ministerial Overseeing Committee (IMOC) involving all the scientific
ministries/departments has been constituted for the implementation of the AV scheme.
• Components: AV has Two components
1. SAMOOHAN (Bring Together): Aims to encourage, aggregate, and consolidate all scientific
interactions in the country under one common roof. It has two parts:
✓ SAYONJIKA: it aims to catalogue capacity-building activities in science & technology supported

• Such S&T infrastructure will be known as Sophisticated Analytical &Technical Help Institute (SATHI).
• Centres - DST has already set up three such centres the first phase SATHI, one each at IIT Kharagpur, IIT
Delhi and BHU. It is planned to set up 4 SATHI Centres every year for the next 4 years.
• SATHI facilities will be used for 80% of their available time by External Users i.e. out-side of the Host
Institutes and rest 20% of available time for Internal Users of the Host Institute.
• Significance:
- Efficient use of Resources: SATHI will address the problems of accessibility, maintenance,
redundancy and duplication of expensive equipment in Institutions, while reaching out to the less
endowed organizations in need, e.g., industry, MSMEs, startups and State Universities.
- Collaborative effort: This will also foster a strong culture of collaboration between institutions
and across disciplines to take advantage of developments, innovations and expertise in diverse
areas.

32. MINISTRY OF EARTH SCIENCES

32.1 DEEP OCEAN MISSION (DOM)


• The mission proposes to explore the deep ocean similar to the space exploration started by ISRO. It is
an effort to tap into the blue ocean economics.
• Broad Objectives of DOM: Development of technologies for exploration and harnessing of living and
non-living resources (deep-sea mining).
• The targeted depth to be reached is 5-6 km into the sea, where the resource availability, living
organisms, environmental conditions, etc. are to be studied and understood.
• The Deep Ocean Mission consists of the following six major components:
1. Development of Technologies for Deep Sea Mining, and Manned Submersible: help the Blue
Economy (BE) priority area of exploring and harnessing of deep sea minerals and energy.
2. Development of Ocean Climate Change Advisory Services: support the BE priority area of coastal
tourism.
3. Technological innovations for exploration and conservation of deep-sea biodiversity: support the
BE priority area of Marine Fisheries and allied services.
4. Deep Ocean Survey and Exploration: support BE priority area of deep sea exploration of ocean
resource.
5. Advanced Marine Station for Ocean Biology: support the BE priority area of Marine Biology, Blue

33.1 NATIONAL CLEAN AIR PROGRAMME (NCAP)


• Launched: 2020
• It is a long-term, time-bound, national level strategy to tackle the air pollution problem across India, in
a comprehensive manner.
• Objectives
- Stringent implementation of mitigation measures to prevent, control, & abatement of air pollution.
- Augmenting and strengthen air quality monitoring networks across the country.
- Strengthening public awareness and capacity-building measures.
• Target - Achieve a national-level target of 20-30% reduction of PM2.5 and PM10 concentration by 2024,
taking 2017 as the base year for comparison.
• Coverage - The plan includes 122 non-attainment cities, across 23 states and Union territories, which
were identified by CPCB on the basis of their ambient air quality data from 2014-2018.
• Duration - The NCAP will be a mid-term, five-year action plan with 2019 as the first year.
• It incorporates measures for urban as well as rural areas, including trans-boundary air pollution.

33.2 NAGAR VAN (URBAN FORESTRY SCHEME)


• Launched: on June 5th 2020 (World Environment Day).
• MoEFCC selected Arunachal Pradesh capital (Itanagar) for implementation of Urban Forestry

35.3 AATMANIRBHAR BHARAT ARISE-ANIC INITIATIVE


• Recently, launched by Atal Innovation Mission (AIM).
• It stands for Atal New India Challenges in Applied Research and Innovation for Medium and Small
Enterprises (ARISE).
• Objective: To spur applied research and innovation in Indian MSMEs and start-ups.
• It will be driven by following to facilitate innovative solutions to sectoral problems.
- Indian Space Research Organization (ISRO)
- Four ministries: Ministry of Defence; Ministry of Food Processing Industries; Ministry of Health and
Family Welfare; and Ministry of Housing and Urban Affairs
- Associated industries.
• Key features:
- Promote and encourage entrepreneurs to develop new products: by advising Ministries to become
first buyers to encourage innovative products.
- Sectoral specific approach: 15 sector-specific challenges will be selected where challenges are kept
for each ministry.
- Incentive based approach: A grant-of-aid of up Rs. 50 lakhs for a period of 9 to 12 months have been
earmarked for start-ups to develop a minimum usable prototype.
- Innovators would also be attracted by using the Mahatma Gandhi Challenge method
✓ The method was launched on the 150th birth Anniversary of Mahatma Gandhi
✓ It provides a platform for every child across India to ideate innovative solutions for a sustainable
India of their dreams, using Gandhi’s principles.
- Broad categories in the challenge: like Art & Innovation and Science, Technology & Innovation.
- Supplement government programs such as Make in India, Start-up India and Aatmanirbhar Bharat.
- ISRO will adopt 100 Atal Tinkering Labs from Atal Innovation Mission.
