IV. Project Summary

The project will be conducted at Tayug National High School, Tayug,


Pangasinan by Roderick R. Castillo, SHS Master Teacher II. The project will
run from October 2023 – July 2024. The project aims to enhance the SBM
practices of selected elementary schools in Tayug, Pangasinan, share SBM
best practices and develop a collaborative community among schools in
sharing SBM best practices.

V. Project Background

School-based management (SBM) is concluded as a strategy widely


used by policymakers to decentralize the decision-making power in schools.
Globally, it is adapted as a catalyst for reform and improvement in school
operation. According to Caldwell (2019), SBM in a system of public
education is the systematic and consistent decentralization of the school
level of authority and responsibility to make decisions on significant matters
related to school operations within a centrally determined framework of
goals, policies, curriculum, standards, and accountabilities.

Likewise, DepEd Order No. 83, s. 2012 serves as the primary legal
basis in implementing SBM among public institutions in the basic
education. It strengthens the SBM practice and re-emphasizes the centrality
of the learners and the involvement of community. This is a response to
achieve the vision, mission, goals, and objectives of the Department of
Education (DepEd) specifically in partnership and linkages to give the best
education even among the depressed and underserved areas. This is also
strengthened through the issuance of Regional Memorandum No. 77, s.
2022 on policy guidelines on the enhanced School-Based Management
assessment process, validation, and tool with contextualized means of
verification (MOVs).
Tayug National High School was hailed as one of the SBM Level III in
the region, the only mother high schools in Pangasinan. The school has been
an advocate of the school-based management. It has been the guide of the
school in the formulation of policies of the school. This has been our rule in
the making of decisions. The constant support – be it physical, material and
financial, the LGU, various stakeholders, private organizations, NGOs,
government agencies and others were all provided wholly to sustain the
energy needed to lead our path toward this big success.

In its quest for continuous improvement, the school wants to embark


on new journey by developing a community of collaborative partnership with
the elementary schools in Tayug, Pangasinan.

Part of this Collab Community includes:

a. Series of workshops, forums, and the like on School-based


Management;
b. Learning Action Cell on best practices on SBM;
c. Simulation of SBM validation processes;
d. Monitoring and evaluation framework; and
e. Benchmarking activities.

VI. Objectives
The objectives of the innovative project are as follows:
1. enhance the SBM practices of selected elementary schools in
Tayug, Pangasinan;
2. share SBM best practices; and

3. develop a collaborative community among schools in sharing SBM
best practices

B. Project Deliverables

This project includes conduct of seminars, forum, workshops


and the like. Hence, school supplies which include coupon bonds,
folders, and the like are needed. These will likewise include
transportation expense, meals, and more.
