The school is three (3) kilometers away from the town proper reachable by land tra nsportation. Its name
was once called “Ublag” then later changed to Mambarao. Majority of the folk are farmers where palay, onion,
vegetables, and fruit bearing products are bound during the year.
Since the outbreak of the Corona Virus disease in the country and all over the world, the SDRRM
with the help of the MDRRMO, and the RHU, provided updates and preventive measures in controlling the
spread of the deadly disease. The team has a strong support to distribute information about the different
ways in stopping the spread of the virus. Devout practice of cleanliness and sanitation is strongly observed
as a means of not contracting the illness. As part of the support to the government against covid-19, the
school served as a quarantine facility in order to lessen and contain the spread of the virus.
The MDRRMC with the coordination of the BDRRMC posted warning signals and assigned
evacuation area around the barangay. The SDRRM Team also has its strong advocacy to disseminate
information about the different hazards that could occur and the things that they should do as multi hazard
strikes anytime. The school puts efforts to capacitate every teacher, staff, pupils and its stakeholders for
them to be vigilant and functionally literate citizens during calamities. As the DRRM advocate says: “Iba ang
May Alam! Bida ang Handa!”

It aims to:
1. Instill the level of awareness on the significance of disaster risk reduction management among pupils,
teachers and other school personnel, parents and the community about the hazards posted by different
disasters that can affect the school and the barangay.
2. To make capable other stakeholders regarding the standard operating procedures before, during and
after the occurrence of multi hazards especially communicable diseases.
3. Reduce the school exposure to hazards; minimize the vulnerability of every pupil, personnel and
property specially during face-to-face classes.
4.Support the identification of needed equipment and supplies to reduce the impacts of the spread of
communicable diseases.
5. Mitigate the number of casualties and provide assistance to affected individuals even during face-to-
face classes as it may occur.
6. Set the response and rehabilitation or early recovery roles and functions of the DepEd central office
and the affected and assisting regions for purposes of education continuity.
7. provide knowledge in coping with epidemic/pandemic disaster that will provide safety measures in order
to protect individual’s health and safeguarding of life against deadly diseases.

Violago-Gatdula Elementary School is less susceptible to flood because of its location; it also
faced minimal damages during occurrences of typhoon as to uprooted trees and broken tree branches as
an aftermath of the disaster.
Though some areas near the school are prone to floods, evasive measures are being
implemented for the protection of the pupils in Violago-Gatdula Elementary School.
AS one of the dreaded threats that Violago-Gatdula Elementary School faces is the
epidemic/pandemic catastrophe in which no individual was spared unless preventive measures are taken
seriously to prevent the wide spread of the disease. As part of the preventive measure in the wide spread
of the disease is the school being used as a quarantine facility by the municipality. In the case of face-to
face classes, strict implementation of safety protocols will be adhered as to minimize the spread of the
virus.

Based on the historical data on disasters and its impact to our school occurred as soon as the first
case of an infectious disease was recorded by the Department of Health on January 30, 2020. Due to its
nature of transmission, the municipality of Sto. Domingo was not spared. As means of prevention, the
school was used as a quarantine facility which started on April 13, 2020 after the inspection for safety
protocol of the school led by the RHU. There were recorded cases in the Municipality that was sent to the
school for quarantine procedure. Monitoring and updating of the situation were done by the School DRRM
Coordinator, Mr. Amor M. Ador Dionisio through the use of Facebook Messenger and text messages in
which were sent to the District DRRM Coordinator for documentation.
As of the present, there is no known reported case of Covid-19 in the barangay and in the school.

Violago-Gatdula Elementary School has a resourceful and capacitated School DRRM Team and well-
organized School Watching Team. They crafted schools’ protocol and command system properly disseminated to
every pupil and parent to mitigate the damages and effects of a certain hazard or disaster. The SDRRM
coordinator together with his alternate coordinator made list of pupils and school personnel for easy tracking in
case a disaster emerges, a QR code was provided for quick and accurate contact tracing in the case of an
infection. The school devised a hazard map, risk assessment and contingency plan to reduce Violago-Gatdula
Elementary School’s vulnerabilities and heighten its preparedness to respond and recover from disaster.
Evacuation Plan, Hazard Maps, posters and hotline numbers were displayed in every classroom building in the
school premises.

A. Activation
Violago-Gatdula Elementary School contingency plan for epidemic, pandemic and other infectious diseases
activates when hazards emerges and as per recommendation of the municipal, provincial and National Disaster Risks
Reduction Management Council (M/P/NDRRMC) through advisories and alerts in mobile phones and news.
The activation of DepEd’s Contingency Plan for Disaster is aligned with the activation of the
Harmonized National Contingency Plan. This includes any of the following triggers:
a. Biological Hazards that include viruses, bacteria, insects, etc that may cause adverse health impacts
b. Natural Hazards such as typhoon, earthquake, fire and flood.
c. Chemical Hazards that can cause harm such as respiratory system irritation and explosion.
B. De-Activation
Likewise, this contingency plan for disaster deactivates when the national and local government units uplifts
the emergency status in the province or locality.
C. Non-Activation
Furthermore, non-activation of this contingency plan for disaster is implemented if the assessment is minimal
or none threatening and upon the directive and recommendation of the municipal, provincial and National Disaster

The schools DRRM Team plays a very vital part in the implementation of the contingency plan and
carrying out the response actions needed before, during and after the disaster. This capacitated SDRRM
Team will do their assigned functions for a systematic response and rescue operation.
The Violago-Gatdula Elementary School Disaster Risks Reduction Team has different clusters with
respective leader and members that carry out specific objectives and responsibilities in times of disaster/
hazard.

This contingency plan for COVID-19 shall be effective and upon publication. The plan shall be
considered a “working document “and be subjected to continuous review and enhancement by the
DepEd Technical Working Group based on latest scientific studies about geological hazards, risk
assessment findings and innovations in DRRM policies and standards.
