LEAVE

SECTION-17
"A Civil Servant shall be allowed leave in accordance with the Leave Rules applicable to him; Provided that the grant
of leave shall depend on the EXIGENCIES OF SERVICE and shall be at the DISCRETION of the COMPETENT
AUTHORITY".

GENERAL PRINCIPLE
Leave cannot be claimed as a matter of right, however, it cannot be refused as a matter of routine.

THE REVISED LEAVE RULES, 1981 GOVT. OF THE PUNJAB

Earning and Accumulation of Leaves


a. A civil servant in vacation department earns leave on full pay at the rate of one day per calendar month of duty
rendered. Where as vacation department is one that avails summer and winter holidays e.g.; teachers and JLAS

b. A civil servant in non-vacation department earns leave on pull pay at the rate of 4 days per calendar month of
duty rendered, where as non-vacation department is one that does not avail summer and winter vacations e.g.;
Principals, Headmasters, Staff (clerks, attendants etc.)

Casual Leave Rules


a. Casual leaves (CL) does not exceed 25 days during any one calendar year.
b. It should not ordinary exceed 10 days at a time.
c. The sanctioning authority may, however, grant CL up to 15 days in special circumstances.
d. Government servants are not entitled to CL as a matter of right.
Maternity Leave

a. Maternity leave may be granted to female civil servant for 90 days on full pay immediately before or after
the birth of the child.
b. It is granted outside the leave account.
c. It is granted to civil servant in vacation department on times as required during service.
d. It is granted to civil servant in non-vacation department not more than 3 times during the entire service.

Paternity Leave
a. A male civil servant may be granted 7 days as paternity leave on or immediately before the birth of child.
b. It is not debited from leave account.
c. It may be granted two times during entire service.

Study Leave
a. Study leave is granted for higher study of scientific, technical and professional relevant field.
b. It is granted for a maximum period of four years for Ph.D in entire service.
c. It cannot be granted to those civil servants having less than 5 years of service.
d. It is granted at full pay for Ph.D.
e. It is not granted to civil servants within 3 years of the date on which he can opt to entire.
Leave Preparatory to retirement (LPR)

a. LPR may be granted for a maximum period of 365 days.

b. It is granted on retirements on superannuation or voluntary retirement on completion of 26 years qualifying


service.

Disability Leave
a. Disability leave may be granted to CS for a maximum period of 730 days disabled by injury, ailment or
disease contracted during duty.
b. It is granted outside leave account.
c. It is granted for 180 days on full pay and half pay for the remaining period. (550 days)

Special Leave (Iddit Period)

a. Special leave is granted to a female civil servant on the death of her husband.
b. It is granted on full pay for a period of 130 days It is not debited to her leave account.
c. It commences from the date of death of her husband.
d. Death certificate is required for grant of this leave.

Leave on Full Pay

a. Leave on full pay is granted on full pay for a maximum period of 120 days at one time without a medical
certificate.
b. It is granted on full pay for a maximum period of 180 days at one times with medical certificate.
c. It is granted on full pay for 365 days in entire service on medical certificate from leave account.
d. Leave on full pay may be converted into leave on half pay. medical certificate from

Extraordinary Leave EOL (Leave without pay)


a. EOL is granted to a maximum period of five years at a time to a civil servant with continuous service of ten
years.
b. It may be granted to a maximum period of 2 days if service is less than 10 years.

Leave not due


a. Leave not due may be granted on full pay.
b. It is granted for 90 days for first 5 years of service.
c. It is granted to a maximum of 365 days in entire service.
d. It may be converted into leave on half pay.
e. It is not granted to temporary employees.

Ex-Pakistan Leave
Ex-Pakistan leave may be granted on full pay if due. It is granted to those who proceed abroad.

Recreation Leave
a. Recreation leave is granted to a civil servant in non-vacation department.
b. It is granted for 15 days in any one year.
c. It is debited from leave account.
d. It may be granted for 10 days on full pay.
Medical Leave
a. Reasons need not to be specified.
b. Leave applied for on medical grounds shall not be refused.
c. The competent authority has however, right to secure second medical opinion.
d. leave commence from the day followings the day on which charge has been handed over & end when he
resumes duties.

In Service Death
a. Lump-sum payment up to (365) days pay, subject to leave balance, to the family of the deseased.
b. Also admissible in case a civil servant is declared permanently incapacitated for further service

Quarantine Leave
a. It is in the nature of extra casual leave.
b. Granted outside the leave account to the extent of recommendation of authorised medical attendant.
c. Period of leave is treated as duty with full pay and allowances.

Hospital Leave

a. Granted for treatment/ injury or illness / directly due to risks incurred in the course of their official duties.
b. Limited to six months at a time in three years.
c. (3) Months FULL & (3) Months Half Pay.
d. Not debitable to leave account.
e. Combined with other leave up to (28) months.
f. Admissible to
Assistant Medical Officer, Compounders, Dressers, DAIS, Head Attendants, Matrons of Punjab Mental Hospital
and All Menial Servants of Provincial Hospitals. Govt. Servants of G.P.P, Laboratories, Peons, Guards, Syees, Linemen,
Oilers, Cleaners of C&W/Electricity Branch. European Warders, Head Attendants.

Encashment of Refused L.P.R


a. Maximum encashment for L.P.R is for (365) days.
b. Subject to the condition that the retirement is after attaining the age of (6) years or on completion of at least
(26) years qualifying service for pension.
c. If L.P.R is partly refused then the encashment is restricted to the extent of leave actually refused.
d. In case civil servant on L.P.R dies before completing (365) days his family shall be entitled for Lum-sum payment
equal to the period falling short of (365) days.
e. For civil servant serving in:
BS-17 & above...............Chief Secretary.
Up to BS-16..................Administrative Secretary

Recall from Leave


Over Stayal after sanctioned leave:
a. Not entitled for any remuneration for the days of absence.
b. Double the period of absence will be deducted from his leave account.
c. Disciplinary action will also be taken.
