ABSTRACT

At this time of the pandemic, education is severely affected that at some point, it is
compromised. Personal or face-to-face classes were suspended resulting in the modular and
online classes that we have today as a solution to the educational crisis that the pandemic had
brought us. These changes impacted not just the students but also the parents, guardians, and
teachers in our country that is trying to adopt the new normal form of education. Unfortunately,
not all are capable to keep up with it. Project: ALAM- Assisting Learners through Adaptive
Methods is a program that aims to address the needs of our chosen community which is the
Salazar St., Butiong Subdivision, Poblacion 2, Calatagan, Batangas, focusing on the child
support section. This project will accommodate children 3 to 12 years old or elementary students
that have a problem understanding and doing their modules alone. The objective of this project is
to assist to deliver instructions, clarify any questions that the students may have in the modules,
help the kids to know what they want to know, and assist children with their class assignments
and homework. The program's goal is to promote independent learning, help overcome academic
challenges, and to help the parents to guide their children in learning. This will be an advantage
to both parents and children to have a productive time. The students will develop and unlock
different skills along the time of doing the self-based learning while the parents or guardians will
worry less about their time being jammed up with all their responsibilities. It will improve their
discipline, learning behavior, and mindset about the current situation and eventually cope with
these changes.

I. CONTEXT

Introduction

The world was shaken when the global Coronavirus hit many countries and continuously
affected the world of work and putting the health of millions of people at risk. Certainly, like
many other aspects of everyday life, COVID-19 has had a serious impact on students,
instructors, and educational organizations around the globe.

In the middle of April 2020, approximately 1.7 billion learners have been affected due to
school closures in response to the pandemic. According to UNESCO monitoring, 191 countries
have implemented nationwide closures and 5 have implemented local closures, impacting about
98.4 percent of the world’s student population.

But because nobody knows when this pandemic will disappear fully, educational
institutions across the globe decided to use the already available technical resources to create
online learning material for students of all academic fields. Higher education institutions in the
world shift to online learning or distance education programs. The advantage is it can allow the
students to learn at their convenience since it is needless to attend training centers and
universities. This large shift to online instruction does not need face-to-face interaction between
teachers and the students together with their classmates so there is prevention and control over
the spread of the virus (Tuquero, 2020).

The Department of Education (DepEd) and its Sulong EduKalidad Program are
committed to ensuring educational continuity amidst the challenges. Education must continue to
give hope and stability, contribute to the normalization of activities in the country, facilitate the
development of learners and bring normalcy to their lives, but the health and safety of learners
and school personnel are of utmost importance and must be protected at all times. Hence, school
opening will not necessarily mean traditional face-to-face learning in the classroom. The
physical opening of schools will depend on the risk severity grading or classification of a
locality, pursuant to guidelines of the Department of Health (DOH), the Inter-Agency Task Force
for the Management of Emerging Infectious Diseases in the Philippines (IATF), or the Office of
the President (OP). Even in areas where schools are allowed to open, physical distancing will
still be required, which will necessitate schools to combine face-to-face learning (DepEd Order
No. 7, s. 2020)

Moreover, DepEd (2020) conducted a survey through an instrument tool for remote
enrolment called LESF which gathered the vital information that provide the department with
evidence in making decisions on what learning modalities will be implemented this school year
2020-2021. The data shows 8.8M parents preferred modular, 3.8M online, 1.4M educational TV
and 900k Radio-based instructions and around half a million preferred other modalities.

As of 2021, the Philippines became the last country in the world to open its classrooms to
children again. For most of the year, the Department of Education (DepEd) continued its remote
learning system from 2020, when the coronavirus pandemic first struck. This, despite criticism
from various stakeholders about how the system was leaving the less privileged students and
teachers behind because of the digital divide.
School closures aggravated the already occurring inequalities. The most affected children
were among those who have been vulnerable to being excluded from a quality education.
Schools especially in disadvantaged and rural areas experienced their challenges due to limited
access to technology to continue carrying out learning and teaching activities online, compared
to schools in more developed areas. The household (HH) economy was impacted by the
pandemic that might become a stressor both for parents and children that lead to violence, child
labor, and school dropouts. Teachers and students encountered a variety of limits and obstacles
in continuing to teach and study while using remote learning, particularly in underprivileged and
rural regions, where restricted access to technology, infrastructures, and facilities was more
severe than in more advanced locations.

There was a huge of evidence on the effects of the COVID-19 epidemic on children's
schooling in rural and underprivileged communities around the Philippines, which was also
linked to other concerns including poverty. Mental health, economics, health and nutrition,
parenting, violence, and child labor are all issues that need to be addressed. In conclusion, our
group will be conducting a community project to address the specific problem.

Background

The outbreak of the pandemic COVID-19 all over the world has disturbed the political,
social, economic, religious, and financial structures of the whole world. The world’s topmost
economies such as the US, China, UK, Germany, France, Italy, Japan, and many others are on
the verge of collapse. This also brought a challenge to educational institutions and has become a
reason for school closure to prevent the spread of the virus.

However, education should not be disrupted though it is very tough and challenging for
teachers and learners. The Department of Education (DepEd) is also keen on continuing Sulong
EduKalidad, the Department’s move to innovate Philippine education in response to a world
drastically changing and to address the challenges of quality in basic education amidst the
situation. Since face-to-face interaction is not currently possible due to the cancellation of on-
campus classes, most parents preferred modular learning rather than online or other modalities of
instruction.

The pandemic-related disturbance on education has already and will continue to


substantially impact beyond education. Closures of schools during the pandemic impede
consequential social, educational, and economic disruptions that touch children across
communities, but their impacts were especially serious for those who were already (UNESCO,
2020). As a consequence, many of the children who struggle the hardest to learn effectively and
thrive in school under normal circumstances are now finding it difficult, even impossible in some

cases, to receive effective instruction, and they are experiencing interruptions in their learning
that will need to be made up for.

The pandemic forces the schools to close which led to learning loss. The World Bank
listed three conceivable scenarios for the loss of learning: a decrease in all students’ average
levels of learning, and enlarging distribution of learning performances due to profoundly unequal
effects of the pandemic on different communities, or a significant rise of students with
exceptionally low achievement, partially attributed to massive dropouts.

Thus, this community project proposal is designed to help with children’s issues on the
utilization of modular distance learning in this time of the pandemic. Our group decided to
conduct a community project, a Tutoring Program that may help children and their parents
regarding this issue.

Description of the Project

The COVID-19 pandemic is overwhelming the functioning and outcomes of education


systems, some of which were already stressed in many respects. Many primary and secondary
education systems throughout the world are facing unprecedented problems in addressing
students' academic demands as the school year begins. Financial strains and uncertainty brought
on by the pandemic, along with the requirement for social distance, have weakened the function
of traditional schools in student learning and put more pressure on parents and caregivers at
home. The complexity of these difficulties has increased the urgency of identifying and scaling
cost-effective solutions to assist pupils to avoid learning deficits that might last a lifetime.

When it comes to interventions that can help children get back on track, tutoring defined
here as one-on-one or small-group instructional programs readily comes to mind. As educators
will attest, tutoring ranks among the most widespread, versatile, and potentially transformative
instruments within today’s educational toolkit.

We found that tutoring is remarkably effective at helping students learn, with over 80%
of the 96 included studies reporting statistically significant effects. Averaging results across the
studies included in this analysis, we found a pooled effect size of 0.37 standard deviations. In
other words, with the help of tutoring, a student at the 50th percentile would improve to the 66th
percentile. In the field of K-12 education research where there is little agreement on what works,
these findings are remarkable not only for their magnitude but also for their consistency. The
evidence is clear that tutoring can reliably help students catch up (Brown Center Chalkboard,
2013).

As a result, this community project proposal is to assist the children in addressing the
problems. The Tutoring Program is designed to assist children in learning, to inspire them to
continue studying and to assist their parents and guardians. Salazar St., Butiong subdivision,
Barangay 2, Calatagan, Batangas would be the location of this project. There are many children
in the area that rely on our project to keep studying and answering their modules. We begin by
surveying the designated location. While performing the survey, parents expressed satisfaction

with the child support program of their selection. They also proposed that our group should
choose a tutoring program because the parent is unable to focus on her child due to her work
obligations.

Our review points to the proven capability of well-targeted tutoring programs to reduce
long-standing educational disparities that have been aggravated by the COVID-19 pandemic. In
making strides toward educational equity, education should expand the use of tutoring as a
reliable, workhorse tool in ongoing efforts to cultivate a more equitable society (Brown Center
Chalkboard, 2013).

II. JUSTIFICATION

Problem Statement

New normal education has led to mixed reactions of the students, parents, as well as the
teachers in its different sides. Knowing its advantages and disadvantages, everyone is still in a
daze and still coping with this sudden education system change that the pandemic has given to
us. This causes struggles, especially for the students who are not privileged enough to keep up
and to join with a different educational approach.

Lack of educational programs that can help children that are having a problem learning
on their own is one of the things we see as a problem. School closures have impacted our
educational systems that now were made to adapt to the situation that we have, not allowing the
learners to be compromised. But every new thing is a challenge. At this time of the pandemic, we
still need to ensure and prioritize that our children are receiving quality education even not
higher than the pre-pandemic situation but should at least level like it. We all know that everyone
has different ways of acquiring knowledge, different strategies to learn. Some don’t find self-
study appealing and effective so they seek guidance that not every family can give for different
reasons. Some are full-time workers, given the fact that the pandemic has made living harder
than usual, we can’t blame the parents because of the need to provide for their families. Some are
also having a hard time understanding the lessons because not all parents or guardians are
fortunate enough to be able to study. These were the cases in different families across the
country.

These different valid reasons of struggles that we are facing until today made us think
that it would be a great help for the students and parents to have a tutoring program within the
area. Through this, we can help and teach the children to study on their own at their own pace so
that we can also lessen the worries of the parents in terms of the education of their children.

In conclusion, one of the issues we see is a lack of educational programs that can assist
children who are having difficulty learning on their own. School closures have had an impact on

our educational systems, which have now been designed to adapt to the situation at hand while
not risking the learners' safety. However, every new thing is a challenge. Even in the amid of the
pandemic, we must continue to ensure and prioritize that our children receive a high-quality
education. A tutoring program in the area would be extremely beneficial to both students and
parents.
Needs Assessment

In the new normal education brought by the COVID-19 pandemic, child support is the
most important need of every student. Learning support is particularly important in DE because
many DLs, perhaps for the first time, are now “faced with a new learning environment and the
expectation that they will have independent learning skills and the capacity to engage in
activities that require self-direction and self-management of learning (McLoughlin and
Marshall,2000).

Parent participation in the education of the students, especially the kindergarten and
elementary school is very important, but most of the parents don't have enough ability and time
to take care of and educate their children. Some parents are unable to guide the education of their
children because of their jobs which they cannot leave because it is the source of their daily
expenditures. As such, parents don't know how long they will need to care for and educate their
children while simultaneously attending to employment obligations (Scher, 2020).

In addition, some parents claimed that they could not understand some topics in the
module so they could not help their children in answering the learning activities (Olivo, 2021).
Aside from work, lack of ability and knowledge is also one of the reasons why parents are not
able to help and guide their children with their school work because they finish their studies and
they are unable to attend school. Lack of parental participation and support in the learning
process of children at home is generally the result of a lack of time parents’ inability to become
teachers for their kids at home.

Project Strategy
Given the problem, we decided to do a community program called Project: ALAM which
stands for Assisting Learners through Adaptive Methods which is a tutoring program for the
children of our chosen community which is the Salazar St. Butiong Subdivision, Poblacion 2,
Calatagan, Batangas. Project: ALAM is planned to be held in the designated residence which we
think will be convenient for the interested children for it is just within their reach.

We set our goals and objectives that will serve as a road map to promote independent
learning, help students overcome academic challenges and help the parents to guide their
children in learning as our goals. Assist to deliver instructions, clarify any questions that students
have in their modules, help the kids to know what they want, and to assist children with class
assignments and homework as our objectives, we can force that we are heading. These would
make the project well organized and clear for everyone.

We planned to implement this by gathering information about the students who will be
under this program first. We need to know them so we can prepare the things that will fit their

way of learning. Through this, we would be able to help them effectively. Then, define the
schedule of every session depending on the suitable time for all. Prepare the location where the
program will be held and lastly, is to plan what activities and other things would make the
session joyful and enticing for them. We will provide games and surprises along with a positive
approach so that they will not have the time to get bored and guarantee that they will wait and
come back excitedly on our next session. Connecting with the children is our priority when this
project starts. Having to connect with them will allow them to trust and believe in us. This will
help both parties like a give and take situation and this project will be easy to accomplish,
assuring that the students will apply the learning techniques that we teach them or the methods
that they discover that are more suitable for their way of learning.
This is advantageous also to kids who are trying to keep up as well as those that find it
uninteresting to take seriously. Our group is positive in achieving all of our goals and objectives
and making these changes in the hope that they will have a long-term impact on the children who
will participate in our program.

General Idea of the Project

We are all aware that everyone has a unique method of gaining knowledge, as well as a
unique learning strategy. Some people do not find studying alone effective, so they try to get
help. Lack of parental cooperation and involvement in the process of learning of kids at home is
most often the result of not having enough time and a parent's inability to become educators for
their children at home. One of the concerns we have seen is inadequate academic services
programs that will help children who are experiencing problems understanding on their own.
School closures have such an impact on our educational systems, which are now developed to
adapt to this change at hand while not compromising the safety of the students.

Given the problem and the needs of the community, tutoring is the program that we will
be implementing to support students overcome academic challenges as well as to help the parents
to guide their children in learning

III. PROJECT AIMS

a. Goal

The project ALAM was made with the main purpose of aiding students as well as their
parents focusing on the educational section. This was inspired by the survey conducted on the
community of Butiong Subdivision, Poblacion 2. This shows that child support in terms of
education in the area is quite lacking. So our group wants to enforce a project that will attend to
that need. We want a project that will be useful and effective, especially at this time that we are
still on a pandemic. It would provide quality assistance to the students who are having issues
within the new educational system today.

b. Objectives

To achieve our project goal which is to promote independent learning and to help both
students and parents in the learning process of the children, our organization will assist to deliver
instructions to clarify any questions that students may have in their modules. We will also help
the students to know what they want to know and assist them with their homework. This action
can help the students to be able to understand the lessons and activities that are difficult for them
to figure out and it can also help the parents, especially those who are employed and those who
do not have enough knowledge to educate their children, in guiding the learning process of their
children.

c. Projected Results

The Assisting Learners through Adaptive Methods (ALAM) program is designed to help
children and their parents achieve beneficial and sustainable outcomes. Our community project
seeks to give students the resources they need to improve their skills, confidence, and autonomy.
To ensure that students reach high academic requirements while also being encouraged to grow
in responsibility, involvement, and interdependence. And to grow capable of learning without the
assistance of their parents. The children, as well as their parents, will benefit from our project.

IV. PROJECT IMPLEMENTATION

Target Group
This project will benefit the young students of Salazar St., Butiong Subdivision,
Poblacion 2, Calatagan, Batangas, particularly those aged 7 to 15 years old who are struggling to
keep up with the new normal in education amid the current crisis. The project will involve 15
children, and the project will take place near children's homes in the area of our designated
location. Before the start of the project, the organization will deliver parental consent to the
parents. The students will be invited, and the group will assist them with their academics. Our
goals are to promote independent learning, to help students overcome academic challenges, and
to help the parents to guide their children in learning. While, our objectives are to assist to
deliver instructions, and clarify any questions that students may have in their modules. Also, to
help the kids to know what they want to know, and assist children with class assignments or
homework. The students will provide their modules, while the organizations will provide the rest
of the materials, which will be carried by the stakeholders.

Activity Plan
The researchers' aim is to educate children in Salazar St., Butiong Subdivision, Poblacion
2, Calatagan, Batangas about independent learning and to help them overcome their challenges
in answering their modules. In order to attain this aim, the researchers conducted a survey on the
community's most pressing needs on February 10, 2022. The information gathered from the
survey assisted the researchers in developing a solution and proposing a tutoring program called
Project ALAM - Assisting Learners through Adaptive Methods. The first step in completing this
project is to recruit and draw the attention of youngsters and their parents. We will provide
parental consent, and then we must create various techniques and styles to encourage them to
join and trust our organization to care for their children. We need to prepare everything so that
we can assure both parents and children will be able to provide them with the knowledge that
they will be capable of utilizing even after the sessions are over. Make them feel more
comfortable among us, learn more about them and their lessons. All members must be
knowledgeable to employ more effective strategies that are adapted to the student's learning
preferences. After that, we may begin instructing them in a serious yet light manner. Then
conduct some leisure activities with the children to assist them to acquire the abilities they'll need
to do self-study at home. The researchers will also conduct a discussion or a session with the
youngsters to teach them about independent learning, which will be led by the team's leader.
Every member was assigned a task to assist and support the children in answering their modules
on all topics in each session throughout the long period.

The tutoring program will require around ₱2,600 to begin and implement the project.
Materials for tutoring, prices/gifts for children, printed parental consent, and other printed
materials, as well as snacks/merienda for group members, are all included in the expenses. Three
months' worth of expenses will be covered by our budget plan. The team will create a financial
strategy that outlines the many choices for increasing our resource line. To sustain a consistent

flow of funds, we will use both external and internal resources. This will also assist us in better
understanding our potential sponsors' priorities. And first, we will diversify our donor base.
Looking at several possibilities for additional financing, along with the Sangguniang Kabataan
(SK) and Local Government Unit (LGU) to assist us in maintaining this project for the next 5-10
years. We will also make an effort to engage with Bukas Palad Foundation Inc. and Enrique
Zobel Foundation Inc. to get their support as essential stakeholders. Our group will also use
internal resources and contribute a small amount of money toward additional expenses. During
each tutoring session, we will buy snacks, printed materials, and the materials we will use. The
project will be effective with the aid of our strategy, and many children will be able to
participate. Members of the organization will fund the materials, snacks/merienda, and printed
outputs. While the prices/gifts for children will be given by our partnership with the
Sangguniang Kabataan (SK).

V. SUSTAINABILITY PLAN
The sustainability plan outlines the many ways in which our project will be supported to
continue to function in the long run. It ensures that the project's resources are not wasted. It also
provides donors confidence that their money is effectively spent and will have a long-term
benefit, even after the funding is over. Financial sustainability, organizational sustainability, and
community sustainability are three potential challenges for our project. These are the things we
must consider in order to accomplish our project in ten years.

Financial Sustainability is very important in the implementation of our project. Many


children in Salazar St., Butiong Subdivision Poblacion 2, Calatagan, Batangas, will benefit from
the Tutoring Program. The project will aid them in providing instructions and answering any
questions students may have about their modules. In addition, in this time of crisis, to foster
independent learning and assist pupils in overcoming academic challenges. However, this project
has a long-term goal. Not just in this pandemic, but also in the next 5-10 years. To make
everything relevant and the project function, we devised a strategy for making it last. Financial
sustainability is one of the factors to consider. The team will create a financial strategy that
outlines the many choices for increasing our resource line. To sustain a consistent flow of funds,
we will use both external and internal resources. This will also assist us in better understanding
our potential sponsors' priorities. And first, we will diversify our donor base. Looking at several

In Community Sustainability, the Tutorial program will be a success because of the


community. That's why community sustainability should be addressed until the project's
duration. There is a transformation in the community as the process progresses forward. It is
possible that children will learn anything, but it is also possible that they will not. Our group
decides how to deal with young students. We will make certain that we treat the children well,
particularly the parents, so they do not reject their children from participating in our project.

Also, we'll make certain that their card results are satisfactory. We will also consult with all of
our project's stakeholders on a regular basis, ensuring our project's finances so the project will
be properly implemented and that we don't disappoint the community. To ensure this, we would
engage beneficiaries in the planning and implementation process from the start. Participatory
approaches can be quite beneficial in this situation. The group shall make a way when we run out
of children to instruct in our project. We would seek students in the nearby communities that
require study assistance. We might produce posters or start a social media page and publish
them there. We will also provide proof that our project is legitimate and not a scam. The parents
will be the ones who will join their kids. Involving the community is the key to having long-term
impacts on our project. We will make sure that our project involves the children and also their
parents in the community at various stages, this will give them ownership of the project and there
are high chances that they may continue the project.

And lastly, Organizational sustainability is the most essential type of sustainability. This
is the aspect that will determine our organization's capacity to endure throughout the last ten
years. If the stakeholders agree to be project donors, the organization's stability will serve as a
foundation for collaboration. To sustain it and continue to give contributions, each member must
remain consistent for a period of ten years. To prevent becoming complacent and losing interest
in the project, we will search for new opportunities, such as maintaining a flexible approach
while looking for new opportunities, and we may need to adjust our priorities to accommodate
changes. We will also form new relationships in order to build a long-term organization. These
connections will ensure the project's stability while also assisting the group in moving on with
the mission. Existing relationships will also be strengthened by the organization. Along with
devoting time and effort to forming new partnerships, it's critical that we properly manage our
current relationships with funders, stakeholders, and beneficiaries. Another option is to use
communication and outreach. Having a solid communication plan in place that allows us to
