SYSTEM, PROVIDING FOR THE
NATIONAL DISASTER RISK REDUCTION
AND MANAGEMENT FRAMEWORK AND
INSTITUTIONALIZING THE NATIONAL
DISASTER RISK REDUCTION AND
MANAGEMENT PLAN, APPROPRIATING
FUNDS THEREFOR AND FOR OTHER
PURPOSES.

THE SCOPE
This Act calls for the development
of policies and plans, as well as
the implementation of actions and
measures pertaining to all aspects
of disaster risk reduction and
management, such as good
governance, risk assessment and
early warning, knowledge
building and awareness raising,
reducing underlying risk factors,
and preparedness for effective
response and early recovery.
IMPORTANCE
Through the formulation of the
National Disaster Risk
Management Framework, RA
10121 provides a
comprehensive, all-hazards,
multi-sectoral, inter-agency, and
community-based approach to
disaster risk management. It
prevents Local Government Units
(LGUs) and communities from
fully participating in governance.
