Changes from previous issue


Together with the release of this STD3868 issue 30, a new Commercial Vehicle Standard CVS10
has been released. The CVS10 describes the quality requirements for the brands MAN Truck & Bus
SE, Scania CV AB and Volkswagen Caminhões & Ônibus operating under the TRATON Group. The
truck quality requirements from Scania have been removed from STD3868 and integrated in the
new CVS10.
When comparing STD3868 issue 30 with the previous issue, for the chapters remaining in
STD3868, there are some textual changes, deleted sections and a new chapter 9 Export Control.
Due to many changes, the changes are NOT shaded or marked in another way and suppliers are
expected to read the entire STD.

1 Scope
This Scania standard STD3868 and other standards referred to herein, e.g. the TRATON Customer
requirements standard CVS10 and Logistic Manual STD4172, states Scania’s Customer
Requirements and is valid globally.
Organisations delivering only, or also, to Special Applications and Low Volume Parts are referred
(for the products concerned) to STD4248 “Scania customer requirements for Suppliers delivering to
Special Applications and Low Volume Parts” for deviating requirements compared with
STD3868/CVS10.
Organisations only delivering to Truck Bodies and Trailers are referred to STD3901 “Scania
Requirements for Suppliers of Bodywork and Mounting Services“ or STD4321 “Scania
Requirements for Suppliers of Bodywork”.

2 Terms and Definition


Following IATF16949 terminology the suppliers delivering to the OEM (Customer) are called
Organisations and tier 2 – n are defined as Suppliers.

3 General Requirements
Organisations are obliged to fulfil all requirements defined in this document, STD3868. Any
deviation from this standard needs a written approval from the Authorised Customer
Representative.
Organisations delivering automotive parts to Scania shall subscribe to Scania Standards to receive
information on all standard updates automatically. This is done in the Technical Information Library
(TIL), which can be accessed via the Scania Supplier Portal (SSP).
Organisations shall always comply with the latest versions of Scania Standards.
Updates of standards leading to Product and/or Process changes shall be handled for Scania
contracted parts and components, via the Supplier Change Request (SCR) routine by submitting
the issue in the eSCR module of the eQ2 application.
Organisations are obliged to fulfil all legal and technical requirements and specifications of the
product they are to supply.
When an Organisation does not have access to the standards mentioned in STD3868 or other
documentation required for Request For Quotation (RFQ) or in regular business, the Organisation
shall request the relevant standards/documents from the Authorised Customer Representative.
In case of doubt, the Organisation shall seek clarification. The Authorised Customer Representative
is the designated Purchaser within Scania Purchasing.

3.1 Scania Supplier Portal


SSP is an important tool for communication and information sharing. It allows access to Scania’s
standards and manuals and is the portal from which Scania’s WEB-based applications like eQ2 can
be reached.
SSP shall be checked by appointed staff on monthly basis for updates of applicable manuals.
The designated Purchaser at Scania orders the access for the assigned SSP administrator and eQ2
administrator at the supplier. Log-in details and instructions are provided by

Europe and the rest of the world. The administrator at the Organisation is responsible for managing
the access to SSP and eQ2 for other users at the Organisation.
To assure the actuality of information and contact persons and their access in SSP and eQ2, a
documented validation routine has to be carried out by the Organisation after relevant staff changes
but at least two times per year. A documented carryover routine for the administrators functions
(SSP and eQ2) is mandatory.
SSP can be reached via the web page https://supplier.scania.com.

3.2 Sustainability
Conducting a responsible business is a key priority for Scania. Sustainability is firmly rooted in our
core values and our way of working with continuous improvement. Scania strives to ensure that its
business is sustainable in all aspects and that Scania complies with the highest social, ethical and
environmental standards at every stage.
Accepting and complying with Scania’s Supplier Code of Conduct is a prerequisite for doing
business with Scania, and Organisations are responsible for ensuring compliance with the Scania
Supplier Code of Conduct in its supply chain.
Scania may at any time review and/or request Supplier self-assessments and/or perform on-site
audits at the Organisation's locations, normally preannounced.
See “Scania Supplier Code of Conduct”, published on SSP, for more information.

3.3 Environmental certification requirements


All Organisations developing or supplying automotive parts (for production, spare, service and/or
remanufactured), shall be third party certified with ISO14001. The certifications shall apply for all
Organisations manufacturing sites supplying direct or indirect to the Customer.
Other equivalent or more comprehensive environmental management system certificates, like
EMAS in Europe, can be accepted.
The Organisations should furthermore ensure that the manufacturing (sub) Suppliers are certified
with ISO14001 by an accredited third-party certification body.

3.4 Environmental Legal Requirement – REACH legislation


All Organisations supplying to the Scania shall comply with the EU Registration, Evaluation,
Authorization and Restriction of Chemicals (REACH) (EC) 1907/2006.
Organisations shall include Scania’s usage in the Safety Data Sheet of the substances concerned.
Scania shall receive a Safety Data Sheet for all chemical products used in, or in connection to, any
article when there is a risk that Scania staff can be exposed to these chemical products. Examples
of products are anti-corrosion products, paint, test fluids or lubricants.
Safety Data Sheet shall be reported according to information on the SSP.
Scania shall not be regarded, and will not act as an importer of chemical substances or preparations
under REACH.
Therefore Organisations outside the EU who deliver chemicals to Scania companies within EU,
shall appoint (the) Only Representative within the EU.
Notes:
Import = Outside of EU (incl. Norway, Iceland and Liechtenstein).
Chemical substances = a chemical element and its compounds in the natural state.
Preparation = a mixture or solution composed of two or more substances.

3.5 Material Data Sheet (MDS)


All Organisations shall be signed up for IMDS (International Material Data System) and implement a
process to report MDS (Material Data Sheet).
The Organisations are responsible for collecting MDS declarations from Suppliers even when
Customer assigned parts are involved.
For materials mentioned already on the candidate list and mentioned in the Scania STD4400, an
Exemption From Requirement (EFR) shall be requested from the Purchaser. A SCR is to be
submitted in the eSCR module of the eQ2 system including substitution plan to assure timely
replacement of the substances concerned.

4 Submission of Quotation and Nomination

4.1 Conditions for Submission of Quotation


New and existing Organisations to Scania shall be registered on the site
http://www.vwgroupsupply.com
to be able to submit quotations.
Before preparing a quotation, Organisations shall submit information concerning all their relevant
sites with a production or development function via the VW Group Business Platform
www.vwgroupsupply.com.
The documents to submit with the quotation are stated in the RFQ letter.
When the RFQ seems to be missing information in the enclosed documentation, the Organisation
has to request complementary information from the designated Purchaser within Scania
Purchasing.
By submitting a tender/quotation to Scania, the Organisation acknowledges having read,
understood and agrees to comply with all requirements and demands set forth in STD3868 and
standards referred to.
In the part price offer, all quality assurance activities and measures needed to reach for zero defects
in manufacturing and deliveries (see reference documents) are to be included.
Late conditions and/or objections are not acceptable for this is to ensure fair competition.

4.2 Criteria for Awarding Contracts


The elements of the Organisations evaluation consist of ratings, which are requested by the
Purchaser from the various functional areas like Quality, R&D, Financial, Logistics, After Sales and
Sustainability and are considered at nomination.

5 Exemption from (technical part) Requirement


Material not fulfilling all of Scania requirements shall not be sent to Scania.
In some exceptional situations, an Exemption From Requirement (EFR document) can be
proposed.
The Organisations are referred to CVS10 “4.3.1.3 Sonderfreigabe/Exemption from requirement” for
more information.
The Exemption From Requirement shall be approved in writing (EFR document) by Scania before
deliveries are allowed.

The Customer reserves the right to charge the Organisation with a fee for handling the request to
allow deliveries of parts not fulfilling all requirements.

6 Run at Rate
The purpose of the Run at Rate is to verify that the approved production process can continuously
produce parts/components that meet the Scania quality and technical requirements at the planned
full production rate (see STD4250 “Run at Rate”).
The Run at Rate can be done after PPAP. Scania may require that the Run at Rate is performed in
combination with Significant Production Run.
The Run at Rate shall be performed when requested by Purchasing departments Supplier Quality
and/or Capacity Management.
It must be shown that the processes are implemented to the Customer’s requirements with the
existing production facilities and that the resulting products comply with the Customer’s
specifications.

7 Logistics
The STD4172 “Scania Logistic Manual” defines all requirements and procedures related to the
handling of forecast-, call-off information and delivery of goods to Scania.
The Scania Logistic Manual is accessible on SSP. The STD4172 states all regulations regarding
compliance on logistic operations, besides of packing instructions, transport bookings (Webstars)
and loading instructions.
Organisations are required to maintain a smooth material flow without interruption or aggregation
around periods of non-working days (> 2 weekdays) at Scania and at the Organisation.
Organisations should contact the designated Material Planner for approval to do otherwise.
Scania owned supports and packaging materials shall not be used in any other way than for storing
finished (Scania) goods as well as for the transportation of goods between the Organisation and
Scania. Requests to make an inventory and inform Scania about the number of supports and
packaging materials at Suppliers premises, shall be executed before or latest on the desired date.
Organisations shall secure the compliance on logistic operations, according to STD4172, watching
all valid legislation according to each PRU's country.

8 Country of Origin
Organisations within the EU shall, free of charge, provide proof of the preferential and non-
preferential origin of all goods to be delivered to Scania and its Affiliates in the form of a long-term
supplier declaration. Such declaration shall be filled in electronically on the SSP (“Supplying to
Scania/ CoO”) at the latest in conjunction with the first delivery, unless explicitly agreed otherwise.
The Organisation shall notify Scania promptly of any changes to an issued declaration (and is
responsible for renewing the declaration before it expires, in accordance with the relevant legal
regulations). The Organisation warrants that the information in the declaration provided is correct
and takes the complete responsibility for every declaration issued to Scania.

9 Export Control
The Organisation shall provide Scania with Export Control relevant information together with the
quotation in the Compliance Statement (9.1, 9.2, 9.3). The purpose is to identify which parts are
relevant to monitor for Export Control compliance. If the Organisation delivers parts that are
controlled by Export Control legislations according to 9.1, the Organisation shall inform Scania in
written form. The Organisation shall on request provide a more detailed Export Control information
according to Scania template (i.e. Export Control Form).

9.1 Part is not Export Controlled


The Organisation shall state if the part is not controlled by national, EU or US export control
legislation. Relevant are US Commerce Control List, Supplement No. 1 to Part 774 of the EAR, EU
Dual Use legislation Annex 1 to (EC) No 428/2009, equivalent military lists or applicable national or
international legislation.

9.2 De minimis value


Scania needs to know the US content to do a de minimis calculation. Only the Organisations tier 1
(Scania’s tier 2) supplier is considered for this calculation. De minimis calculation per part:
(sum of Organisation part price for US ingoing components)
x%=
(Scania part price)
In the compliance statement Scania expects one of the following four estimations to be chosen:
0%, ≤10%, ≤25% or >25%.

9.3 Organisation is not under US Export Control jurisdiction


The Organisation shall state if they do not consider themselves to be under US Export Control
jurisdiction. Most commonly, the Organisation is not considered to be under US Export Control
jurisdiction if none of the criteria below apply:
• Organisation is owned by a US Person (company or person)
• The sum of US ownership ≥ 50%
• The Organisation Ultimate Parent is a US Person (company or person)
Additionally some Organisations may consider themselves under US Export Control jurisdiction on
the basis of other criteria.

10 Communication
All communication shall be submitted in English. Contact persons at the Organisation should be
able to communicate with Scania in English both verbally and in writing.
Electronic data transfer of part specifications shall be according to STD4132 “CAD/PDM
Collaboration Methods and Formats (R&D)”.
Electronic transfer of logistical and delivery data is defined and explained in STD4172.
Information about invoicing Scania is found on the tab Invoicing Scania on SSP.

11 Customer Property Management


An Inventory of Scania owned tooling and equipment shall be carried out annually and reported to
the Purchasing Organisation.

Scania owned tools and equipment shall be permanently marked with a Scania identification plate,
showing the Scania tool number, so that the ownership and identity of each item is visually
apparent. In cases where the tool number includes a set of tools, each tool unit shall be marked with
a unique suffix. The supplier has the responsibility to acquire tool plates according to STD4509
“Scania Tool Plates”.
Scania owned production tools must be stored so that it is protected from potential damage such as
fires or flooding when not in use in the supplier's production process (see also chapter 12 Continuity
Plan).
Scania owned production tools should have a documentation package (kept on site) such as:
• Tool assembly drawings,
• tool concept,
• operation instruction,
• safety instruction,
• machinery-FMEA
• the applicable machine industry standard for paring the machine.
The Organisation is responsible for maintaining the tools and equipment so that full functionality is
retained. The maintenance history and planning shall be documented and can be asked for by
Scania. Organisation’s proposals to solve future expected problems regarding tooling, shall be
announced well in advance using the SCR routine. This to make a timely assessment of the tooling
by Scania experts possible.
Tools are owned by, and the sole property of Scania. Scania is entitled to retrieve any tool from the
Organisation at any time without a statement of grounds.
The Organisation shall inform their insurers as to the fact of Scania’s ownership.

12 Continuity Plan
In addition to the preparation of contingency plans, the Organisation shall perform a thorough and
systematic risk analysis of (business) interruption, also called Business Continuity Planning (BCP).
It identifies risk areas, creates solutions, implements improvements, performs acceptance tests and
maintenance of the BCP.
The aim is to map and prevent unexpected delivery stops to Scania.
The outcome of the analysis includes a contingency plan and an emergency plan.
Contingency plan shows specific solutions for different risks e.g. machine or tool break-down, media
supply interruption, fire, flooding, storm, snow, see IATF16949. Emergency plan shows the short-
term actions and planning to take care of accidents and personal injuries.
Both plans are to be presented to the customer when requested.
