Project Title: INTEGRATED SOLID WASTE MANAGEMENT –


ECO-BRICKS MAKING BY DIFFERENT DEPARTMENT OF THE
MUNICIPALITY IN THE OBSERVANCE OF 120TH PHILIPPINE
CIVIL SERVICE ANNIVERSARY

Activity Period: 01 September – 30 September 2020

RATIONALE:

Climate change are events associated with the increase in global temperature, changes in
precipitation pattern, occurrence of extreme events, and increase in sea level. Agriculture and
natural resources are one of the main sectors of the economy that could be severely affected by
climate change. Adaptation is the principal way to deal with the impacts of changing climate.
This involves taking measures to manage risk from climate impacts, protects the various sector
of the environment particularly the communities and strengthen the resilience of the economy.

The local government is initiating moves to provide alternative livelihood opportunities to


farmers and other members of the community affected by changes in climate. Extreme weather
conditions could pose heavy losses from damaged crops and livelihood which can affect the
current food supply and aggravate food security for families and malnutrition among children
living in vulnerable areas.

It is also the goal of the local government to abide by the provisions of the RA 9003
wherein some of the activities are in line with the 10 year solid waste management plan. This
will help to reduce the large scale of biodegradable wastes and can help to protect the
environment as well.

This is a development approach to welfare wherein the disadvantaged individuals are


directly involved in uplifting the community’s condition and their skills are maximized.
Moreover, this kind of approach aims to restore human dignity and to do away with negative
effects of the natural and human induced disasters.

In view of the above, we identified eco-brick making as our program that helped reduce
and manage the large scale residual wastes such as plastics in our municipality. Output will be
used in central MRF for fencing and making of garden steps and planting. Some will be
distributed to our vermicomposting facilities spearheaded by the Human Resource Management
Office with the able support of the Office of the Municipal Mayor, the Honorable Sangguniang
Bayan Members and all employees of the municipal government in line with the celebration of
120th Philippine Civil Service Anniversary of the Civil Service Commission with the theme
“Philippine Civil Service @ 120: Public Sector in the Age of Digital Transformation, hitting two
birds in one stone; to wit:
1. Employees who participated became aware of the effects of climate change in
our environment. They came to realize that people need to have discipline in
managing their garbage. Recycling should be strictly enforced. Moreover they
were able to recognize that change should come from within themselves.

2. The collected eco-bricks will be used in our Materials Recovery Facility for
fencing and construction of elevated planter and we will systematically integrate
the concept of climate change in various phases of policy formulation,
development plans, poverty reduction strategies and other development tools
and techniques.
