Preamble
Awami National Party (ANP) draws its inspiration from the philosophy of non-violence
postulated and practiced by Khan Abdul Ghaffar Khan lovingly called Bacha Khan. The life and
struggle of Bacha Khan and Khudai Khidmatgaars remain a beacon of light for the struggle of
ANP. Service to humanity is the politics of ANP.
The party as a successor to National Awami Party and National Democratic is fully cognizant
of the multitude of current problems in the form of socio-political, instability, unemployment,
price hike, energy crisis, food shortage, health care, free education, provision of security,
justice system, climate erosion, water shortage and freedom of choices.
Considering politics and public service as complementary and interconnected, ANP strives for
federal parliamentary democracy, democratic values, fundamental rights, interfaith harmony,
a society free of hate, safeguarding provincial autonomy, ensuring enforcement of the 18th
amendment, promotion of indigenous languages & cultures, alleviation of poverty and
fulfillment of genuine and legitimates aspirations of all strata of the society, in particular, the
working class, peasants, the marginalized, youth and women. ANP also aspires to be a beacon
of hope for traders, professionals, the urban middle class, overseas workers and senior
citizens.
ANP envisages peace and prosperity for humanity, especially the oppressed and less
advanced sections of society. ANP believes in social justice and resists all types of exploitation.
With a narrative of peace, democracy and development, ANP struggles for the
implementation and safeguarding of fundamental human rights, federal parliamentary
democracy, social justice, respect and representation of all races, faiths, genders and
languages, autonomy and devolution of power to federating units, districts, tehsils and
villages, equality of all nationalities, genders and classes.
ANP believes in bilateralism and friendly trade and cultural relations with the neighboring
countries and the international community. ANP believes in the supremacy of parliament.
ANP considers that all policies, including foreign policy, must be approved by the elected
parliament. ANP also suggests that both houses of parliament, the National Assembly and the
Senate of Pakistan, should have the same authority and hence should be directly elected.
ANP supports the reconstitution of federating units on socio-political, socio-cultural,
administrative and economic bases. The party supports the establishment of a separate
province of Seraiki Waseb (South Punjab) and aspires for the Pashtun Wahdat (Pashtun Unit)
within the ambit of Pakistan by integrating the Pashtuns of South Pakhtunkwa and Khyber
Pakhtunkhwa in a Single Administrative Unit gradually. ANP also believes that the Gilgit-
Baltistan unit should be granted representative constitutional status according to the
aspirations of the people of Gilgit-Baltistan.
ANP was proudly instrumental in merging the ex-Fata in Khyber Pakhtunkhwa to eliminate
the British drawn lines between the Tribal and Settled Pashtuns which had disrupted their
socio-political and socio-cultural development. ANP promises to integrate Khyber
Pakhtunkhwa, Newly Merged Districts (NMD) and Southern Pakhtunkhwa together in One
Unit within the ambit of the constitution of Pakistan. In the same vein, ANP promises to
provide maximum autonomy, freedom to promote their cultures and languages and devolved
authority to all diverse ethnic, linguistic, religious, racial and sectarian population groups knit
together in the integrated Pakhtunkhwa through shared history and economic interests.
ANP aspires to an egalitarian society free of all types of exploitation. ANP aims to create a
balance between social development and individual civic liberties with freedom of choice for
all under the law.

This manifesto is an endeavor to find workable solutions for critical issues of shortage of
water, erosion of climate, population bulge, worsening security situation, energy crisis and
economic crisis. Doing away with socio-political, socio-economic and socio-cultural rural-
urban, men-women-transgender, lower class-upper class and center-periphery inequalities
that cut across all sectors and areas presented in this manifesto. This manifesto should be
considered as just a blueprint and not a detailed program of action.

I. Economy and Political Economy


ANP envisages an economic system that marginalizes none and benefits all. The
concrete proposals presented by ANP for the economy will usher in an era of
sustainable, inclusive and equitable economy that will multiply productive capacities
through environment friendly indigenous industrialization, enhance revenue through
ever-increasing exports and balanced imports, increase opportunities for human capital
development, open new vistas for trade and commerce through bilateralism and
friendly relations with neighboring countries, the Middle East, Central Asia, European
Union and North America and drastically reduce unemployment. The economic policy
adopted by the ANP government will substantially alleviate poverty with a focus on
human security.

a. Energy, Electricity, Hydro-power, Oil & Gas generation


• ANP realizes that the electricity shortfall is a pressing issue for the country and the
province which has significantly affected the living conditions of the people and
hampered business sustainability and growth.
• If able to form a government, ANP would address the electricity issue on an
emergency basis. To resolve the issue effectively, ANP would focus on
infrastructure development and enhancing electricity production. Alternatives,
such as on-grid solar farms, wind farms, run of river small dams would be the
priority. To ensure that the development is done per the needs, ANP may involve
the private sector through public-private partnership (PPP) and BOOT basis. This
would not only assist in swiftly handling the problem but would enhance
efficiency. ANP expects that the electricity demand of the province can be
addressed within 2 years, if not before, post forming the government.
• ANP will construct 200 new Mini and Micro Hydropower Stations (MMHS) in
remote hilly areas for providing power to the local populations at a low cost. All
environmental and population requirements will be kept in mind while building
the small dams.
• ANP will carry out a constitutional struggle to bring WAPDA to provincial access
for exercising transmission, distribution and wheeling rights of the provinces.
• ANP intends to increase the capacity of Khyber Pakhtunkhwa Energy Organization
(PEDO) to generate maximum production of hydro-electric power generation.
• PPP and Direct Foreign Investment (DFI) will be sought to utilize the potential of
7000MW cheap hydro-power generation on the rivers of Pakhtunkhwa.
• ANP will have a consistent and regular implementation of the installments of Net
Hydel Profit owed by the federal government to Khyber Pakhtunkhwa under
Article 161.2 of the constitution.

• ANP will carry out intensive Lobbying for removing the upper limit/cap on the Net
Hydel Profit owed by Fed Govt to Pakhtunkhwa.
• ANP will exercise the constitutional right of hydro-electric production, distribution
and determining of price per unit immediately after forming the government.
• Pakistan is ranked among the top 29 countries with gas reserves; however, most
of it is still untapped. Structuring of the gas sector and regulations has inhibited
the exploration and production of natural gas. In addition, Pakistan has been
importing over 10 million dollars of oil annually, apart from LNG imports.
• Over 500 million barrels of oil and over 12 trillion cubic foot gas have been
identified in Khyber Pakhtunkhwa. However, only a fraction of the oil is being
produced.
• ANP, in coordination with the relevant stakeholders, intends to mitigate the issue
by restructuring the sector and engaging corporations and the private sector for
exploration and production to meet the needs.
• ANP will go for off-grid Renewable Energy Projects like solar and Mini Micro Hydel
Power (MMHP) stations at suitable sites.
• ANP prioritizes solar solution of Energy and will solarize 3000 schools, 100 BHUs,
50 RHC and Tehsil Headquarters Hospitals, 500 km of streetlights, 5000 Masjids
and 500 privately owned tube wells at a subsidized rate in the province.
• ANP will use every forum to make sure implementation of the constitutional
provision of Article 158 for first use of natural gas, Excise Duty under Article 161-1
on Crude Oil, and equal and joint ownership of Oil and Gas by federation and
provinces.
• ANP will immediately implement the Pakhtunkhwa Oil Refinery Act after coming
to power. Khyber Pakhtunkhwa Oil and Gas Company will be made more robust
and functional.
• ANP will prioritize the use of renewable energy means and resources.
• ANP intends to minimize the use of fossil fuels.

b. Minerals and Mining


• ANP is determined to go for efficient Master Planning of Mining Clusters for
adequate infrastructure development, i.e., Mines to Market Roads and industrial
development at source.
• Raw material will be processed in the areas where the raw material exists to
discourage handling and transportation charges and encourage industrialization
at the local outlets to provide jobs, preferably to the local populations.
• Latest mining machinery and techniques will be ensured instead of the presently
used rudimentary and primitive mining methods to reduce wastage and low
recovery of substandard products.

• Private sector will be encouraged and incentivized to invest in infrastructure


development through BOT, BOO and BOOT.
• Law & Order situation, local problems, royalty and Qoumi commission issues will
be resolved on a war footing through district administration to help in unhindered
maximum yields and to lure and secure investors and investments.
• Training Schools for mining will be established to provide skilled manpower to the
industry resulting in creating jobs.
• Competent and dedicated technical and monitoring teams will be appointed to
watch/ check leasing procedures, supervise mining activities and penalize violators
and defaulters.
• Mine Owner’s Associations and other similar Trade bodies will be strengthened for
close mutual liaison and coordination with public sector organs.
• Safety measures for the miners and mining labor force will be enhanced and
environmental protection will be ensured at mining sites. Laborer’s compensation
laws will be strictly put in force in case of injuries and casualties.
• ANP will establish an environmentally friendly processing industry in the areas
where a variety of minerals are found in Khyber Pakhtunkhwa.
• ANP will encourage local contractors to invest in the said environmentally friendly
local mineral processing units in Khyber Pakhtunkhwa.
• ANP will facilitate the export of processed products of the local industry.
• ANP will legally enforce Corporate Social Responsibility on the local industry. The
amount collected will be used for large scale plantations on hills, and the
establishment of dispensaries and primary schools.

c. Agriculture and Irrigation


• To maximize agricultural produce, ANP will provide quality seeds to farmers to
enhance the yield. It will set up preservation, processing and finishing units for
agricultural produce to lower the waste and make the products more competitive
for export purposes.
• ANP would focus on organic produce and certification to get more returns through
agriculture to farmers.
• Non-irrigated land, especially in the southern districts, will be brought under
cultivation to increase yield and provide more livelihood opportunities to the
people.
• Vertical gardening is another area that ANP intends to introduce to allow people
to access their daily food needs. This initiative can be adopted by all the
inhabitants of the province and will specifically serve the food needs of the people
that don’t have land.
• ANP will seek the expert opinion of agriculturists to enhance cultivation of olives
in suitable areas.

• ANP will facilitate olive growers by establishing processing units to produce olive
oil. ANP will also facilitate the export of olive oil to national, regional and
international markets.
• ANP will develop an insurance program for agricultural produce and livestock.
• Building farm-to-market roads in the whole province.
• Building small reservoirs in almost every village council of the province.
• Construction of CRBC first Lift Canal on cost sharing basis with the Federal
government (MoU already signed). This Scheme will irrigate 2 lakh acres of fertile
land in the southern districts of Khyber Pakhtunkhwa to make for the food
deficiency of the province.
• ANP will carry out the Lining of water courses and laser leveling of the command
area to minimize more than 30 percent water loss at field level.
• ANP will carry out the construction of 5 No. Small Dam Reservoirs where water is
scarce.
• ANP will complete the building and uplifting of Tank Zam Dam.
• ANP will uplift Gomal Zam Dam.
• ANP will carry out a scientific exploration of water sources in district Karak.
• ANP will carry out consistent lobbying with the federal government to
acknowledge Tobacco as an agricultural product.
• Swabi, Buner, Mardan and Mansehra districts are the most fertile districts of the
country for FCV (Flued Cured Virginia) tobacco which is the main cash crop of the
area. It yields billions of rupees of revenue to the federal government and
handsome income to the provincial government under the head of Tobacco Cess
but the growers are confronted with tremendous economic problems due to the
monopoly of the multinational tobacco companies and exploitation of the local
dealers. The Benefit- Cost Ratio (BCR) is very little, bringing negligible net value to
the growers against their investment and hard toil.
• ANP plans to reduce input prices by subsidizing the prices of seeds, fertilizer,
pesticides and fixing rational output prices before the sowing season on the
analogy of the government dealing with cotton crops and cotton growers in
Punjab. The bad practices in the procurement by the tobacco companies will be
eliminated under the supervision and monitoring of effective PTB and growers’
committees.
• The illicit trade of tobacco by local dealers which makes up almost 40 percent will
be discontinued to eliminate the middlemen in the procurement.
• The Agriculture Research and Extension Department (ARED) will be given a more
active role to explore more productive varieties.
• ARED will be potently engaged to provide departmental services to the farmers,
particularly the availability of quality inputs, mechanization and disease protection
surveillance to ensure growth and development.

• The farmers will be afforded easy credit, loans and easy access to markets for
inputs (seeds, fertilizers, farm mechanization, credit, water).
• Improved infrastructure including storage and cooling facilities and reducing post-
harvest hazards and losses.
• Providing incentives in the farm business, particularly in dairy farming, poultry
farming and honeybee farming sub-sectors and orchards.

d. Livestock, dairy, poultry and honey growing


• Livestock sector has enormous potential for development at the provincial and
national levels. Pakistan’s meat is considered to be one of the best meats in the
world. ANP plans to develop the sector through training and educating the
stakeholders on meat and milk production.
• ANP will initiate meat certification. Quality processing plants will be set up to
enhance the quality of meat and prices.
• ANP will initiate a program of mall easy to return loans for agriculture graduates
and small landholders for establishing dairy and poultry farms.
• ANP will encourage good quality honey growing through expert guidance in almost
all districts of the province to turn it into a fully-fledged small industry with the
recommendations of Honey Growers Associations.
• ANP will facilitate honey growers in exporting their products to national, regional
and international markets.
• ANP will introduce Microcredit schemes, especially for widows and landless
families, in every district for developing small poultry farms and dairy farms.
Marketing of the products will be facilitated by the government till the loans are
returned and the families become self-sufficient.
• Every family with not less than 10 acres of land in the rural areas will be facilitated
to keep at least 5 cows, or 5 buffaloes, or 10 sheep within their estate.

e. Forestry
• ANP will implement stringent implementation of forest laws to stop deforestation.
• ANP will carry out large scale forestation in collaboration with the local
communities and civil society organizations—five million new trees to be planted
every year. The initiatives will be led by local communities and facilitated by the
provincial government.
• ANP will equip PDMAs and other agencies for extinguishing forest fires on an
urgent basis.
• ANP will introduce and implement laws to secure and protect wildlife.
• ANP will make sure that flora and Fauna are secured through regular reporting by
the forest department.

• ANP will make sure that timber mafia and other illicit traders are curtailed to
secure forests.
• ANP will restructure, equip with modern technology and activate the forest
department for securing forests, wildlife and flora and fauna.

f. Tourism
• Environmentally friendly tourism has immense opportunities for development and
job creation in Pakhtunkhwa. At least one million people can get self-employment
within two years if existing facilities are upgraded and more facilities are created
through PPP. The Department of Tourism needs to be restructured to
accommodate new trends.
• ANP will develop and turn the whole route between Wana and Miran Shah into
environment-friendly tourism spots including Makeen, Shawal and Razmak in the
NMDs (Newly Merged Districts).
• ANP will facilitate tourists and develop environment-friendly tourism zones in and
around Para Chinar and Thari Mangal areas of district Kurram.
• ANP will be transforming the whole of Swat Valley into an environment-friendly
Tourism zone facilitated through roads, accommodation and healthy food.
• ANP will transform the Qalail mountains of district Buner into an environment-
friendly tourism zone to be facilitated through roads, dispensaries and
accommodation facilities.
• ANP will transform the whole of Upper Dir and Chitral into environment-friendly
tourism zones.
• District Orakzai and Tirah Valley is another potential tourism destination just closer
to Peshawar city. ANP will develop district Orakzai and Tirah Valley as
environment-friendly tourism spots.
• ANP will focus on religious tourism through the marketing of Buddhist and other
archeological sites in the length and breadth of Pakhtunkhwa. Tourists from Japan,
China, Korea and other Far East countries can be easily lured to visit these sites
situated in Khyber Pakhtunkhwa.

g. Small & Medium Size and Cottage Industrialization


• ANP plans to establish at least one large industrial zone through PPP (Public Private
Partnership) and Direct Foreign Investment (DFI) consisting of small and medium
industries in every Division of the province with the capacity of at least 100,000
jobs. This will create opportunities for the creation of at least 600,000 jobs in the
province within just a few years.
• ANP plans to establish Economic Opportunity Zones for the less advanced districts,
especially southern districts and the Newly Merged Districts (NMDs).
• ANP plans to boost industrial production and processing from the available natural
resources like forests, fruits, medicinal plants and gemstones through PPP and

Direct Foreign Investment (DFI). The furniture and sports industry will be
established in the areas where large swathes of forests are situated.
• ANP will provide specified Megawatts of electricity on subsidized rates to investors
in order to encourage local Small & Medium size industrialization. The Megawatts
will be provided from the energy generated through the increased capacity of the
Khyber Pakhtunkhwa Energy Development Organization (PEDO).
• ANP will prioritize the indigenous cottage industry. Women will be specifically
encouraged with small loans on minimal markup from Khyber Bank to set up small
factories of cloth tailoring, stitching, and sewing.
• ANP will encourage small factories of show making and woodwork to promote
indigenous skills/production from indigenous resources.
• ANP intends to encourage and promote medium size enterprises of furniture
factories through subsidized electricity, small loans and export facilities.
• ANP will legally enforce Corporate Social Responsibility on the local industry. The
amount collected will be used for large scale plantations on hills, establishment of
dispensaries, the ‘Rehbar Card for youth’, the establishment of skills centers for
youth & women and the establishment of primary schools.

h. Trade and Commerce


• ANP will establish E-commerce zones in every village council. Some 3000
community centers will be established in Pakhtunkhwa which will provide space,
high-speed internet facility, electricity, gas, a small library and niches for free-
lancing IT skilled youth for sale and purchase of local products from vegetables to
wood products. Even if only 20 youth in each village council is provided small loans
with low-cost facilities, 60000 youth will get jobs instantly.
• ANP will facilitate Pakhtunkhwa Chambers of Commerce and Industry through
mutual dialogue.
• ANP will create one window operations for facilitating investment in local
businesses.
• ANP will establish InfoTech markets (Silicon Valley) in every district headquarters.
Export of InfoTech products will be facilitated through PPP, SMEs and DFI. Even if
only 3000 youth InfoTech experts start working in every district headquarters
initially, some 105000 youth will be self-employed instantly within a year.
• ANP will ensure the permanent opening of 16 crossings with Afghanistan for trade.
According to research, some 80,000 families will instantly have their own
businesses from transport to hoteling if the crossings are permanently open.
• 10,000 skilled landless and unemployed women designers will be provided small
loans in every district to establish their boutiques. The products will be marketed
through SMEs. 175000 women will be able to sustain their families through this
initiative.

• ANP will fund, facilitate and promote the indigenous cottage industry through FDI,
PPP and SMEs.

i. InfoTech Production Market and IT


• ANP will establish large InfoTech markets in every district headquarter including
southern districts and NMDs.
• ANP will establish E-commerce zones in every village council.
• ANP will connect at least 5000 youth of every district every year with the youth of
the advanced countries for InfoTech markets and software development.
• ANP will prioritize the education of software development in the existing technical
and engineering institutes and establish at least one new college specified for
InfoTech and Software Development in every Divisional Headquarters.

j. Overseas and Foreign Remittances


• ANP will facilitate the existing overseas labour force through the foreign ministry
regarding visas and other hiccups.
• ANP will establish at least one new vocational and technical institute in every
division/or will use the existing colleges of technology in the province to be geared
for imparting demand-based skills in the Middle East, Central Asia and Europe.
• ANP will provide all types of facilitation to overseas workers for sending their
remittances back home.
• ANP will provide Security to investments of our overseas residents in the local
market.

k. Revenue and Tax System


• ANP is committed to increasing tax to GDP ratio significantly through economic
policy reforms.
• ANP will widen the direct tax base to reduce heavy dependence on regressive
indirect taxes.
• ANP will rationalize State and Government expenditures to levels that do not
jeopardize the economic and social welfare and development of the people of
Pakistan.
• ANP will do away with the complex tax system right in the first year of the
government making it simple and functional.
• ANP intends to digitize all sectors of revenue including Putwar for comprehensive
documentation of the economy.
• ANP will bring the InfoTech and Software Development market under the direct
tax net.
• ANP will levy minimum direct taxes on profitable service sectors like estate,
litigation, private clinics, elite private schools and elite coaching centers.
• ANP will bring more than 100 acres of landholding under the direct tax net.

• ANP will ensure the holding of constitutional NFC every 5th year.

l. Labour Security (protection of the working class and peasants)


• All labour laws will be made pro-working class and pro-peasants.
• Minimum wage law will be strictly enforced for daily wagers.
• Facility of social security will be established for daily wagers and landless peasants.
• ANP intends to introduce conditional and selective shareholding of workers after
the consent of the labour unions and Chambers of Commerce & Industry for the
benefit of rapid and sustainable industrial growth.
• Job security for teachers of private schools and other enterprises will be ensured.
• ANP will provide space for labour unions and labour federations to function as per
law.
• ANP will ensure the security of investments made by the overseas working class in
the local businesses and trades.
• ANP will plan for free health care and free education for the families of daily
wagers, peasants and other working classes.

II. Social Services, Governance, Rights, and Environmental Protection

a. Education
• ANP will allocate at least 4% of GDP to education.
• Through rigorous training, integration of the private sector and improving the
relevant infrastructure, ANP plans to bring forth education reforms that would
focus on fulfilling the demands of the 21st century.
• The ANP flagship project of One District-One University will be completed urgently
which will enhance skills, contribute to the knowledge economy, create jobs and
stop migration to the cities.
• ANP will implement Article 25-A for free, compulsory, equal and quality education
for all from age 5 to age 16.
• ANP will carry out substantial curricular reforms for doing away with hate material
and distortion of history and for developing critical thinking, modern and
indigenous skills and inclusion of authentic indigenous heroes of peace. ANP will
also include authentic indigenous history along with international civilizational
history in the social science curricula of secondary education.
• ANP will make Arts and Crafts education compulsory in primary and secondary
education.
• ANP will introduce compulsory use of modern technology for the modern skills of
students.
• ANP will introduce only a performance-based up-gradation policy for teachers.

• ANP will develop an on-job training system for teachers of all grades to modernize
pedagogy and develop creative, imaginative and critical learning environments.
Learning through doing and activity-based learning will be mandatory.
• ANP will upgrade and expand the existing departmental Education Monitoring
System.
• ANP will carry out substantial reforms in Examination and Assessment System
besides restructuring Educational Boards.
• ANP will specifically focus on drastically reducing the drop-out ratio and out-of-
school children.
• ANP will make sure that there is a 10% increase in the enrollment of girls every
year till it reaches 100% enrollment of girls and boys.
• 50 Degree colleges, 25 higher secondary and 45 High school’s halves for female
students will be launched in the 5-year tenure, on the previous analogy if ANP is
given a chance.
• Only women teachers will be appointed from nursery to grade 5 in primary
schools.
• Three-language (English, Urdu and a foreign language) policy with mother
language education to be made compulsory at primary level.
• ANP will make mother languages a medium of instruction at the primary level.
• Translation of the Quran will be made compulsory in primary and secondary
education for Muslim students to reduce dependence on misguided extremist
clergy.
• Article 22.1 will be strictly implemented for minority students to secure their
fundamental right of getting an education of their faith.
• ANP will do away with rural-urban, lower-upper class, girls-boys and center-
periphery inequalities at all levels of the education system.
• ANP will ensure the autonomy of universities through Amendment in the
University Act 2012.
• ANP will establish Khyber Pakhtunkhwa Provincial Higher Education Commission
immediately after forming the government.
• ANP will focus on the development of modern market skills and the creation of
new knowledge for contributing to the knowledge economy at the higher seats of
learning.
• ANP will ensure that higher education is connected with markets through
pragmatic research projects.
• ANP will establish connectivity of local universities with foreign universities
through exchange programs and scholarships.
• ANP will make sure that Student Unions will be restored in all seats of higher
learning as per the verdict of the supreme court of Pakistan and the resolution of
the parliament.

b. Transforming Healthcare in Khyber Pakhtunkhwa for a Healthier Future


The Awami National Party (ANP) is committed to transforming the healthcare
landscape in Khyber Pakhtunkhwa, envisioning a future where every citizen has access
to affordable, high-quality healthcare services. We place the well-being of our people
at the forefront of our policies and seek to establish a comprehensive healthcare
system that leaves no one behind. With a focus on prevention, innovation, inclusivity,
and sustainable goals, we are determined to build a healthier future for our province,
ensuring that the health of our citizens remains a fundamental priority.
• Universal Health Coverage (UHC): We firmly believe that healthcare is a basic
human right, and as such, we will ensure that essential healthcare services are
accessible to all citizens, regardless of their income or social status. ANP will
implement Universal Health Coverage (UHC) through the implementation of the
Essential Package of Health Services (EPHS). By doing so, we aim to prevent
financial hardship caused by healthcare expenses and promote equitable access
to health services for everyone in Khyber Pakhtunkhwa.
• Sustainable Public Health Insurance: To provide comprehensive coverage, ANP
will develop a robust and sustainable public health insurance system that
encompasses primary healthcare and outpatient services. We will prioritize
efficiency by implementing strong accountability mechanisms for the
management of the health insurance program. To ensure long-term sustainability,
we will focus on dedicated revenue raising, pooling resources, and strategic
purchasing, with particular attention to earmarking, co-payments, and risk-
sharing.
• Non-Communicable Diseases (NCDs) & Mental Health: Addressing the rising
burden of non-communicable diseases is of paramount importance to ANP. We
will develop comprehensive strategies to combat diseases such as diabetes, heart
disease, and cancer. Emphasizing the value of preventive measures, we will launch
awareness campaigns, lifestyle interventions, and early detection programs to
reduce the prevalence of NCDs in our society. Additionally, ANP acknowledges the
crucial role of mental health in overall well-being. To this end, we will improve and
implement the Khyber Pakhtunkhwa Mental Health Act, establishing Psychological
Trauma Centers at Tehsil/town levels to address the mental health challenges
arising from the impact of terrorism. We are committed to providing accessible
and affordable mental health services, destigmatizing mental health issues, and
integrating mental health services into the broader healthcare system.
• Strengthening and Reforming Primary Health Care (PHC): As the foundation of
healthcare services, PHC will receive special attention from ANP. We will invest in
improving infrastructure and staffing at primary health centers, emphasizing
preventive care, early diagnosis, referral systems, and disease management.
Ensuring the availability of family medicine and general practitioner services in
both the public and private sectors, we will adopt a capitation model with specified
catchment areas, drawing inspiration from NHS England. Moreover, we will

establish and upgrade primary healthcare centers in every district, tehsil, and rural
area to bring essential medical services closer to people's homes. A well-trained
workforce, including doctors, nurses, and midwives, will be made available at
these centers to deliver comprehensive care. Public awareness campaigns will play
a crucial role in educating the populace about preventive measures, with a
particular focus on proper nutrition, vaccination, and embracing healthy lifestyles.
• Sustainable Goals: Aligned with international sustainability objectives such as the
United Nations Sustainable Development Goals (SDGs), ANP will set specific and
measurable health-related goals. Regular monitoring and reporting of our
progress will be integral to our commitment to achieving these targets and
fostering sustainable development in the healthcare sector.
• Upgrading Hospitals and Medical Facilities: ANP recognizes the significance of
modernizing existing government hospitals and healthcare facilities to elevate the
standard of care in the province. We will invest in state-of-the-art medical
equipment and technology, enhancing diagnostics and treatment capabilities. To
effectively manage resources and expand healthcare services, we will actively
encourage public-private partnerships.
• Health Education and Research: A skilled workforce is the backbone of an efficient
healthcare system. ANP will prioritize strengthening medical education
institutions and research centers, producing a highly capable workforce that drives
medical innovations. We will actively foster collaboration between academic
institutions, healthcare providers, and the government, promoting evidence-
based healthcare policies grounded in scientific research.
• Maternal and Child Health: Protecting the health of mothers and children is a top
priority for ANP. Specialized programs will be launched to reduce maternal and
infant mortality rates, emphasizing comprehensive prenatal care and skilled birth
attendance. Expanding vaccination coverage will ensure that no child misses out
on life-saving immunizations. Furthermore, we are dedicated to establishing
neonatal intensive care units (NICUs) and pediatric care centers to provide
specialized care for sick and premature infants.
• Empowering Public Hospitals: Striking a Balance between Autonomy and
Accountability: Recognizing the importance of autonomy in public hospitals, ANP
will revisit the MTI act to empower these institutions in providing quality
healthcare services efficiently. Simultaneously, we understand the significance of
implementing robust accountability measures to ensure transparency and
performance-based evaluations. To achieve this, we will introduce performance-
based metrics, demand transparent reporting, involve community representatives
in oversight, and conduct regular internal and external audits. Prioritizing training
and capacity-building for hospital staff, emphasizing ethical conduct and patient-
centered care, will be fundamental to our approach. Additionally, we are
committed to encouraging public engagement through citizen feedback

mechanisms and a robust grievance redressal system, fostering greater


accountability, responsiveness, and trust in public hospitals.
• Other Plans: In addition to the core focus areas, ANP aims to establish Drug
Rehabilitation Centers at all public District Headquarters Hospitals to combat drug
addiction, while also setting up child psychological centers in all districts to address
mental health challenges at an early age. Modern forensic labs in all divisions will
enhance the criminal justice system and ensure timely and accurate investigations.
Furthermore, we will strengthen the disease surveillance system on the guidelines
of international health regulations.

c. Water and Sanitation


• ANP will introduce a scientific sanitation plan for all urban centers of Pakhtunkhwa
in the first two years of the government with the help of private/public urban
planners.
• ANP will make sure that water pumps and water filtration plants are established
in all village councils and all wards with a rational approach with the support of
PPP and FDI.
• ANP will make the existing Water and Sanitation departments efficient instead of
outsourcing services.

d. Local Government & District Autonomy


• ANP will implement Article 140-A of the Constitution of Pakistan in letter and spirit
which says, “Each Province shall, by law, establish a local government system and
devolve political, administrative and financial responsibility and authority to the
elected representatives of the local governments”.
• ANP will establish Provincial Finance Commission for the just and fair distribution
of provincial revenue and to ensure district autonomy.
• ANP resolves to devolve all financial, administrative and political powers to
district/tehsil councils and in return to Union/village/neighborhood councils.
• ANP will make sure that all social service delivery like health and education and all
municipal services like water and sanitation are devolved to the Local
Government.
• ANP will ensure that all laws related to housing/commercial areas will be strictly
implemented through the LG.

e. Communication (Road & Bridges) & Transportation


• A sage has rightly said that prosperity runs along the roads. Roads not only
facilitate commutation and transportation but ease service delivery at the
doorstep. ANP, therefore, gives vital importance to this sector. Its previous tenure
distinctively manifests the unprecedented portfolio in this sector.

• The present Swat Motorway is the extension and updating of the Project initiated
by ANP in 2012. ANP will implement a Plan for the construction of Peshawar —D.I
Khan Motorway (320 km) in phases through Public Private Partnership (PPP).
• Another ANP flagship Project namely “Construction of Buner Expressway” will be
taken in hand with investment from the private sector.
• The “Missing Link of First Peshawar Ring Road” will be completed to reduce traffic
hazards on the Khyber Road and University Road. Besides the Southern segment
of the 2nd Ring Road around Peshawar (Chamkani – Badaber Section) will be
initiated on PPP mode. Northern Bypass is being constructed by NHA.
• 300 Kilometers of Farm to Market Roads will be constructed for easy
transportation of agricultural products to the markets. These will also connect
villages to urban centers.
• The Newly Merged Districts will be mutually connected from Bajaur to South
Waziristan through the “construction of Periphery Highway in the Newly Merged
Districts”.
• Work on a comprehensive scientific plan for bypasses, underpasses and over
bridges will be developed immediately after forming the government.
• Modern traffic control system will be set up.
• Easy licensing will be developed for public transport buses. Public transportation
will be encouraged while private transportation and vehicles will be discouraged.
• Construction of ‘Spider Web Road Network’ from Peshawar Epicenter to the
periphery of Khyber Pakhtunkhwa.

f. Law Enforcement and Police System


• Police essentially perform three basic duties; prevention, detection of crime and
maintenance of public order. ANP will ensure to bring these areas of policing at
par with international standards.
• ANP believes that fully independent police are a prerequisite for a transparent and
efficient justice system; therefore, it will overhaul the police department keeping
in view the modern challenges.
• ANP will reduce security check posts and replace them with enhanced intelligence
and state-of-the-art surveillance with back up from a quick response force. All
check posts will be under the charge of a civilian Police force. Check posts will be
closely monitored to ensure there is no violation of citizens’ rights and dignity
under the law, rules and procedures.
• Objectives of establishing peace and security can be achieved if the state promotes
a culture rooted in constitutionalism, human rights, democracy and the rule of law.
The police are tasked to protect such notions.
• ANP will do away with the system of initial recruitment at the level of CSS. There
will be recruitment at the level of constable and ASI.

• ANP will confer all administrative, financial and operational powers to the
Inspectors General, Additional Inspectors General, Regional Police officers, the
Capital Police Officer, City Police Officer and District Police Officer to ensure
efficiency and effectiveness.
• ANP will allocate enough funds to improve working conditions and the physical
environment of the personnel in Police Lines, police stations and other such units.
• ANP will invest in professional and international standards of police training
academies in the Centre and the Provinces.
• ANP will raise investigation capacity by investing in improved technical skills and
setting up forensic science laboratories operated by highly educated and trained
staff.
• ANP will take measures to improve coordination between Police and Judiciary to
end unnecessary delays in investigations, trials and appeals.
• ANP believes that Civil Armed Forces have a central role in Counter Terrorism and
should be well equipped for effective performance of responsibilities. Counter
Insurgency is the primary responsibility of the Armed Forces.
• ANP will invest in improving civilian intelligence and security coordination amongst
agencies in the Centre and Federating Units.
• ANP will upgrade Police salaries, benefits, residential facilities and transportation
for all cadres.
• ANP will ensure free registration of FIR and early completion of the investigation
improving the quality of investigation.
• ANP will set up a school of intelligence and investigation; launch de-radicalization
programs; ensure robust and upgraded bomb disposal; and install GSM
Monitoring System both active and passive, and close circuit security cameras with
command-and-control systems (Secure City).
• The police would be doing their job efficiently and conscientiously if they do not
arrest someone till sufficient evidence is gathered in support of any FIR.
• Since arrest, detention and prosecution are directly linked with the liberties of
people and are a part of fundamental rights, the independence of prosecution
services assumes the highest degree of importance.
• ANP will reform the concept of Prison Management to Correction Services and
Management.
• Administrative and Financial autonomy will be granted to the inspectorate of
Prison on the pattern of the Inspector General of Police.
• Functional specialization will be ensured and the Inspector General will be
appointed from the hierarchy of Correction Services and Management.
• Correctional Centers will provide educational, sports, library, recreational and
medical facilities.

• Police Laws are to be amended for making the force more and more congenial and
pro-people.
• ANP will work to facilitate the police force for busting drug traffickers and drug
users. Drug abuse has become a menace in the whole country, especially in Khyber
Pakhtunkhwa.

g. Civil Service Reforms


• ANP will revamp recruitment, training and promotion criteria of civil servants to
transform them into responsive public servants; making civil service more
responsive to the requirements of policy formulation with an assurance to adopt
best international and regional practices in the realm of public administration.
• ANP will focus on functional specialization of all ranks and cadres including,
ministerial staff.
• Promotion to Pakistan Administrative Services and Provincial Services seats of
technical nature in grades 18-22 in the schedules of promotions will be marked to
technical experts such as Chairman CDA, Inspector General of Prisons, Director
General of Prosecution, Chairman Textbook Boards, etc.
• Tax Collection, Revenue and Law & Order, ANP will do away with the present
system of recruitment through the Central Services Examination. Instead, ANP will
place direct induction of inspectors or equivalents with better qualifications and
tough examination standards.
• Patwar and Police stations will be made service oriented and people centric.
Service structure will be changed enabling the Inspector and Patwari to reach the
top.
• ANP will amend Appointment and Promotion rules, schedules and rules of
businesses to create space for experts and professionals.

h. Judicial Reforms
• The dictum ‘Justice delayed is justice denied’ is the core principle of the justice
system.
• ANP proposes to remodel the whole structure of the present civil and criminal
justice system with an object to ensure access to cheap and expeditious justice
according to the legitimate expectations of the people.
• ANP considers that under the Constitution of Pakistan, the Supreme Court is not
only the Appellate Court but also the guardian of the Constitution.
• ANP believes that the powers of SUO MOTTO should sparingly be used without
creating an impression of assuming the authority of the legislative or executive.
• ANP will strive to strengthen and reform the judicial system in accordance with
their workload. The party will especially focus on building a physical and
intellectual infrastructure of the lower judiciary to adjudicate cases in a fair, just,

and transparent manner at a low cost. ANP will set up judicial complexes at the
district levels.
• The workload of the existing courts such as Accountability Courts, Anti-Terrorism
Courts, Special Courts and Consumers Courts will be assessed and rationalized. The
jurisdiction of the Consumers Court will further be streamlined to make them
more effective and meaningful.
• ANP will make efforts to do away with parallel legal systems in the country.
• ANP proposes to legislate for establishing constitutional courts, or in another case,
to legislate for the Supreme Court to be a constitutional court while High Courts
work as litigation courts. This will necessitate that verdicts of the high courts are
not challenged in the Supreme Court which should work solely as a constitutional
court.
• ANP will strengthen the Alternative Dispute Resolution System, also known as a
referral, as well as Arbitration, for quick and cheap dispensation of justice.

i. Governance, Transparency and Digitization


• ANP firmly believes in the principles of Good Governance. These principles revolve
around efficiency, effectiveness, transparency, accountability and the rule of law.
• The Awami National Party (ANP) is committed to establishing robust policies and
frameworks to ensure effective data governance, recognising the critical role of
data governance in the modern era. We believe that data is a valuable asset that
should be managed responsibly, ethically and securely. To achieve this, we will
develop comprehensive data governance policies and frameworks that prioritise
data quality, integrity, privacy and security. Our government will establish clear
guidelines and standards for the collection, storage, sharing and use of data across
all government agencies. We will promote transparency and accountability
through the establishment of mechanisms for the monitoring and auditing of data
management practices. In addition, we will prioritise stakeholder engagement and
collaboration by involving citizens, civil society organisations and businesses in the
decision-making processes related to data management.
• With federal parliamentary democracy and provincial autonomy as its core
objective, ANP considers the trichotomy of powers as one of the essentials of the
Constitution of Pakistan 1973. Therefore, the party strives for civilian and
constitutional supremacy.
• ANP opposes any extra-constitutional role of any institution including the civil and
military bureaucracy. ANP upholds the basic principle that all institutions shall
work within the orbit of the Constitution.
• Good Governance is not possible without improving the service structure which is
the bedrock of any political system. This necessitates meaningful changes at the
operational and service delivery level, in particular, municipal, police station and

revenue (patwar). Therefore, ANP will strive to bring about substantial reforms in
all these areas.
• ANP believes in the politics of pluralism and inclusiveness of all in the affairs of the
state. The party, therefore, strives for equality before the law and provision of
equality of opportunity regardless of caste, creed, gender or color. ANP believes
in the right of every citizen to hold any public office, be it the office of the President
or Prime Minister.
• ANP is committed to the protection of the rights and identities of the peoples and
nationalities of Pakistan ensuring unrestricted freedom for the development of
their cultures and languages.
• ANP will introduce a standard policy for compensation, including a comprehensive
public insurance policy, for victims of sectarianism, terrorism and violence keeping
in view their needs, with a special focus on the newly merged districts of
Pakhtunkhwa (Ex- FATA) where the people have been hardest hit by terrorism and
extremism.
• ANP will establish a Martyrs’ Cell in the Provinces to ensure the well-being of the
families of the Martyrs of terrorism and extremism.
• ANP will work on digitization of revenue, trade & commerce, education,
information, arts & culture and health sectors to reduce the cost of governance
and make governance transparent.
• Three-pronged scrutiny—Assembly’s Public Accounts Committee, Auditor
General’s Report and Departmental Scrutiny—will be ensured for more and more
transparency of governance.
• Substantial reforms will be carried out in the provincial services to make them pro-
people and performance oriented.
• Performance based up gradation of all provincial civil servants.

j. Newly Merged Districts (NMDs)


• ANP will work on the development of judicial, administrative and law enforcement
infrastructure immediately in the NMDs after assuming power.
• ANP will make sure that recommendations and pledges made by Sartaj Aziz
Commission with NMDs are implemented.
• A Medical College and Engineering College will be opened in the Newly Merged
Districts. Adequate scholarships will be given to deserving and meritorious
students in general and professional education.
• ANP will carry out demining of the NMDs on a priority basis.
• ANP will establish Land Regulation and Settlement Commission immediately after
assuming power. This Commission will work for deciding land entitlements and
resolution of the inter-tribal and inter-familial disputes on ownership of land,
water, pathways and mountains.

• ANP will establish one Economic and Commerce Zone in every district headquarter
of the NMDs.
• ANP will prioritize the engagement of local contractors in the mining and
processing of minerals in the NMDs.
• ANP will ensure that 3% of GDP pledged with the NMDs by the federal government
is granted.
• ANP will allocate special funds with an oversight of the elected representatives for
infrastructure development.
• ANP will restore all modern facilities like Internet and Cable network in NMDs.
• ANP will start work on the feasibility of small dams in NMDs immediately for local
power generation and irrigation.
• ANP will make sure that targeted killings, enforced disappearances and extortion
are brought to an end in the NMDs.
• ANP will ensure that political parties and civil society organizations are facilitated
to open their offices and intensify their work in the NMDs.
• ANP vows to hand over administrative authority to the civilian administration in
NMDs.

k. Environmental Protection
• For stopping further climate erosion, ANP will make sure that all laws made for
environmental protection shall be implemented in letter and spirit.
• ANP will make sure that deforestation is stopped immediately. Civil society
organizations will be facilitated to help stop climate erosion and raise
consciousness for environmental protection.
• Laws will be enacted to control the population bulge.
• All governmental and nongovernmental projects will be strictly monitored for
implementation of environmental laws.
• Laws for urban planning will be made and will be strictly implemented on all
residential and commercial buildings to stop the erosion of mountains, depletions
of fountains and contamination of water channels & rivers.
• Proportionate plantation will be made compulsory for all newly constructed
housing societies in municipal and non-municipal areas.
• Proportionate areas for green belts, parks and open spaces will be made
compulsory for all newly established housing societies and commercial areas.

l. Arts and Culture


• ANP will establish a state-of-the-art institute for performing and creative arts in
the provincial capital.
• ANP will establish an Arts Council in every tehsil/town headquarters.
• The Culture Directorate will be tasked to develop an annual schedule for
exhibitions/festivals in every tehsil with the support of the Local Government.

• A comprehensive database of performing and creative artists will be developed


for the whole province.
• Artists will be facilitated through small loans to utilize immense opportunities
created by InfoTech.
• Annual exchange programs with various regions of the world will be initiated for
selected artists every year on a governmental level.
• Work on digitization of classical literature, folklore and music will be started
immediately.
• Literature and arts of all the 30 diverse languages of Pakhtunkhwa will be
facilitated. Diverse communities will be encouraged to promote their arts and
culture.
• Annual festivals for the exhibition of indigenous crafts will be organized in all the
Divisional headquarters every year with the support of Civil Society Organizations,
PPP and DFI.
• Indigenous sports of all areas will be promoted at all levels.
• All festivals of the minorities will be facilitated by the government.
• Both traditional and modern music will be promoted through culture directorate
and Civil Society Organizations.

m. Information
• ANP will make sure that the fundamental right of Freedom of Speech and
Expression is implemented at all costs.
• ANP will implement its long–standing dream of establishing the Pashto language
“Abaseen TV” in Khyber Pakhtunkhwa with the newest digital technology for the
Pashtun viewers in Pakistan, Afghanistan and overseas diaspora. Programs in
other prominent indigenous languages will also be telecast.
• Licensing for print media, social media, digital media and electronic media will be
simplified and accessible.
• Stringent laws will be made for curtailing fake news.
• Press and Information Department will be reformed substantially through
digitization and amendment in retrogressive laws.
• Substantial amendments will be carried out in PECA laws to do away with the
suppression of freedom of expression and information.

n. Youth Development
• Free Education will be provided to all students of public sector universities under
‘ANP Youth Program’
• Additionally, the female students of public sector universities will receive an
amount of PKR 5000/month as stipends.
• Research grants up to 1.5 million would be provided to university teachers for PhD
research.

• ANP will introduce a youth emergency friend card by the name of “Muhafiz”,
which will have 35000 rupees annually as a backup for youth between 16-26 years
of age. The ‘Muhafiz Card’ may be used in utility stores and at fuel stations.
• Youth policy incorporating the development of modern and traditional sports,
InfoTech Markets, E-Commerce, vocational skills and all other aspects of modern
technology will be prepared and implemented in the first year of the government.
• Free lancing zones for software developers, E-commerce and InfoTech will be
established in every village council over the duration of three years.
• Small and easy to return loans will be granted to 10,000 selected youth of every
district for self-employment innovative initiatives. Some 350,000 youth will get
self-employment in the first three years of the government.
• Free laptop scheme will be resumed with an increased scope to be distributed
among the deserving and meritorious students undergoing graduation.
• Establish community centers run by youth volunteers with a view to update and
upgrade the Hujra institution at the union council level.
• Besides increasing employment opportunities in the public sector, it will be made
mandatory for the private sector, particularly consultants and contractors in the
construction industry to provide job opportunities to the professional youth.
• ANP will provide multipurpose sports grounds at each tehsil and Sports Stadium
at each district headquarters like Abdul Wali Khan Sports Complex Charsadda and
Mardan Sports Complex provided in the last tenure of the ANP government.
• Sports Academies will be established for nurturing and training the youth (males
and females) for different games.
• Civil society will be involved in organizing sports gala, events, sports festivals, arts
and literary events regularly in urban centers.
• ANP will ensure adequate participation and involvement of youth in the Party
organizations and parliament.
• A Trust for the erstwhile Khudai Khidmatgar families will be established which will
extend every needed help to the deserving offspring of the poor Khudai
Khidmatgar households.
• It will be made compulsory for every university, professional institution and
college to provide scholarships for at least 3% of selected youth for completing
their higher and professional education.
• Mentor programs will be introduced with friendly countries and students of
Khyber Pakhtunkhwa to promote harmony and to learn from different cultures.
• Silicon Valleys will be introduced in at least 4 districts to promote digital talent and
employment.
• ANP, through relevant stakeholders, and the private sector will focus on
developing the ICT (Information and Computer Technology) sector for our youth.
National and international roadshows and seminars will be held to showcase the

talent. For advanced learning, multinational corporations and experts will be


engaged to make the sector more competitive. Also, to support the industry,
inexpensive and modern infrastructure will be provided.
• ANP will establish Free Testing System (FTS) for hiring. The candidates will not be
charged for any examination or testing in the course of seeking employment.
• High achieving students will be provided scooters to make their travel easier.
• Socially marginalized youth who are vulnerable to stray into negative pursuits is a
priority for ANP. The menace of drug abuse will be countered. Rehabilitation
centers and de-addiction nuclei will be established for the youth struggling with
addiction.

o. Women and Transgender Development


• ANP vows to give its conspicuous share in the global combat for Gender Equality.
ANP opposes all kinds of discrimination against women and treats them as equal
citizens and identical partners in all walks of life.
• ANP pledges to bring about tough legislation to curb the menace of
highhandedness against women. Similarly, women’s rights will be safeguarded
with iron hands through parliament.
• Severe and exemplary punitive laws will be enacted for acid burn crimes to declare
them as acts of terrorism.
• Swara Rasm (girls given in ransom), Ghag Rasm, early marriages, selling/ buying of
girls, walwaar (marriages against money) and coercion against will in matrimony
will be banned and will be punishable crimes for the persons deciding, conducting,
allowing and facilitating the deeds.
• Women’s lack of empowerment stems from their denial of resources such as
education and property in a regressive society like ours. ANP promises to impart
general, technical, technological and professional education specifying a 2%
allocation of the whole chunk for education by opening up educational and
training institutions. Institutes and outlets for women’s capacity building will be
established to prepare them for an overwhelming role in society. Close liaison and
working will be built up with the women’s organizations in the private sector.
• Women’s representation will be made compulsory in all cabinets, committees,
panels etc.
• Forces such as police, rescue forces, etc. will have a fixed minimum of women
representation by law.
• A separate women’s employment center will be formed in big cities to help
educated women with placements and CVs.
• The pay gap in the private sector between male and female employees will be
bridged.

• An LHV program will be launched for nursing mothers where their blood work and
deficiencies be checked during house-to-house visits and will be given the
appropriate vitamins and medical help.
• A domestic violence helpline will be introduced so that women facing physical or
emotional violence can make a free call for help.
• The laws of inheritance will be amended to enable women to get their share in
their inheritance and forgoing the share will be made punishable by law.
• Handicrafts and Skill Centers will be opened for women at the union council level.
• Healthcare facilities for gynae, neonatal care and Mother and Child Support Plan
will be augmented to reduce the mortality rate.
• Alif Jana Khattaka Fund for the poor and deserving daughters and granddaughters
of the prominent Khudai Khidmatgar will be established for their support.
• ANP will sponsor women’s organizations in society for social, financial, and literary
pursuits. Women delegations will be sent abroad covering different fields on a
reciprocal basis to harness cooperation for bigger opportunities. The international
community working in these fields will be facilitated to carry out joint ventures.
• Setting up special courts for swift justice in harassment and domestic violence
against women to be presided over by women judges with in-camera proceedings.
• Women entrepreneurship and self-employment schemes on soft loans will be
introduced and outdoor business, trade and economic activities will be sponsored
for working women.
• ANP promises to provide adequate sports avenues to girls and women to
contribute to a healthy environment. Exclusive sports grounds will be constructed
on a priority basis and sports academies for imparting coaching and training will
be established on tehsil and district levels.
• Commissions for the Status of Women will be made functional, proactive and
productive through more allocations and proactive administration.
• Anti-harassment laws will be made compulsory in all public and private
institutions, departments and organizations to make a congenial environment for
women and transgender.
• Besides the elimination of all forms of discrimination against women, ANP stands
against the prevailing oppression, prosecution and harassment of the transgender
community. ANP will combat such despicable crimes against humanity with strict
legislation.
• ANP will endeavor to give the transgender community respectable subsistence,
specified quota in employment in public organizations and self-employment
avenues on soft and easy to return loans.
• Laws will be made for doing away with retrogressive traditions that hinder the
social, cultural, economic and political role of women and transgender.

• Law for an agreed upon quota for special people, women and transgender will be
enacted in public and private jobs. The law will be strictly implemented.

p. Minorities’ Rights
• Minority Rights and religious integration are an important part of ANP’s agenda.
No society can be free unless people/citizens belonging to all sects and religions
are free to visit their places of worship.
• A national level dialogue will be arranged on inter-faith harmony to negotiate the
pressing issues related to religious conflicts and to bring about sustained harmony
in society.
• Financial aid packages will be announced for minorities and their quotas will be
strictly implemented proportionate to their population. The quota will be enforced
strictly by law.
• All fundamental rights enshrined in the constitution of Pakistan from Articles 20
to 28, especially those related to minorities, will be implemented in letter and
spirit.
• ANP shall make serious efforts to implement the SC verdict issued by the erstwhile
Chief Justice of Pakistan, Justice Tassaduq Hussain Jillani, on 19 June 2014 on the
rights of minorities in Pakistan.
• A special police unit would be established for the protection of worship places of
the minorities and for ensuring the filling of the job vacancies on minority quota,
as has been decided by Dr. Shoaib Suddle Commission.
• ANP will make serious efforts to look into the issues of forced conversion, forced
marriages and status of encroachment of minority properties, development of
appropriate curricula free of any hate material, action on hate speech on social
media and other violations of minority rights.

q. IT Governance
• Recognising the transformative power of technology, the Awami National Party
(ANP) is committed to establishing comprehensive policies and frameworks for
effective IT governance. We understand that fostering innovation and
collaboration with the private sector is critical to harnessing the full potential of
technology. Our government will create an environment that encourages the
integration of innovative ideas from the private sector into public services. We will
establish partnerships and platforms to facilitate collaboration between
government and industry to promote knowledge sharing, research and
development. We also recognise the importance of developing IT talent and
expertise. To this end, we will establish a dedicated university for IT studies, with
state-of-the-art facilities and a robust curriculum that meets the evolving needs of
the industry.

r. Waste Management initiatives

• Recognizing the pressing need for effective waste management, the Awami
National Party (ANP) is committed to implementing comprehensive strategies that
address the challenges posed by waste. We understand the potential of waste as
a valuable resource, and we will prioritize the adoption of innovative waste-to-
energy technologies. By converting waste into energy sources, we can not only
reduce the volume of waste sent to landfills but also generate clean and
sustainable energy for our communities. Additionally, we will focus on promoting
recycling, resource recovery, and circular economy practices to maximize the
utilization of waste materials. Our government will support the development of
recycling infrastructure, educate citizens about responsible waste disposal, and
foster partnerships with private entities to drive investment and innovation in the
waste management sector. Through these efforts, we aim to create a cleaner
environment, promote sustainable development, and unlock the economic and
environmental benefits that can be derived from effective waste management.

• In our manifesto, the Awami National Party (ANP) recognizes the significance of
the Sustainable Development Goals (SDGs) in shaping a better future for our
nation. We have already outlined our commitment to several SDGs in our
manifesto, understanding the importance of eradicating poverty, ensuring quality
education, fostering gender equality, and promoting sustainable development.
We firmly believe that achieving the SDGs requires a comprehensive and
coordinated approach. Therefore, we pledge that if entrusted with the
responsibility to govern, our party will address all the remaining SDGs with utmost
priority and dedication. We will develop robust policies, implement targeted
initiatives, and collaborate with relevant stakeholders to tackle the complex
challenges hindering the progress toward sustainable development. By working
