MEMORANDUM OF UNDERSTANDING

KNOW ALL MEN BY THESE PRESENTS:

This memorandum of Understanding is made and executed by and between:
The BARANGAY UNIT OF LOCAL GOVERNMENT San Roque, represented by HON. AQUILINA L. CANONIGO
in his capacity as the Barangay Chairman, with principal address at Barangay San Roque Tolosa, Leyte,
hereinafter as the FIRST PARTY.
SAN ROQUE ELEMENTARY SCHOOL, represented by JENNY LYNN M. PUNDAVELA with the principal
address at Principal Office, San Roque Elementary School, Barangay San Roque Tolosa, Leyte, hereafter as
the SECOND PARTY
WHEREAS, the first party is a Barangay Local Government Unit whose functions are mandated by the Local
Government Code of 1991 and other existing laws including the Republic Act No. 10121 and the Republic
Act No. 10821 which primarily strengthen the Philippine Disaster Risk Reduction & Management System
and Emergency Relief and Rehabilitation of Children.
WHEREAS, pursuant to the Republic Act No.10211 Section 12.8, the BDRRMO shall conduct continuous
disaster monitoring and mobilize instrumentalities and entities of the BLGU, CSOs, private groups and
organized volunteers, to utilize their facilities and resources for the protection and preservation of life and
properties during emergencies in accordance with the existing policies and procedures;
WHEREAS, pursuant to the Republic Act 10811 Section 5, it stipulates that only in case where there is no
other available place or structure which can be used as a general evacuation center may a school or child
development center be used as an evacuation center, gymnasiums, learning and activity centers,
auditoriums and other open space shall be utilized first. Classrooms shall only be used is predicted to
exceed fifteen (15) days, the affected BLGU shall provide written documentation to the Department of
Interior and Local Government:
WHEREAS, in order for the Barangay Local Government Unit San Roque, Tolosa, Leyte through its
Barangay Disaster and Risk Reduction Management Council to promptly respond to and manage the
adverse effects and carry out recovery activities in the affected areas, the BLGU San Roque, Tolosa, Leyte
spearheads to establish a linkage with the schools operating within the Barangay in providing safe
evacuation centers for affected population.
WHEREFOR, herein parties shall set a covenant as follows:
1. That in times of calamities and disasters, the FIRST PARTY is authorized to utilize safer and resilient
non- classroom buildings such as OPONG ELEMENTARY SCHOOL designated by the SECOND PARTY
for evacuation center for affected population.
2. That in times of calamities and disasters, the SECOND PARTY shall accommodate the internally
displaced persons and take charge of the camp coordination and the camp management
committee at the barangay level.
3. That in the case of lost and damage properties such us furniture, fixture or utensils, instructional
materials and textbooks during the time of evacuation of internally displaced persons in that
particular room, the issue shall be settled accordingly at the barangay level based on damage
assessment report submitted by SECOND PARTY.
4. That in the case of coordination at the barangay level, a Special Committee compost of BDRRM
Officer, Barangay Council shall be primarily responsible in implementing the evacuation procedures,
obtain list of internally displaced persons and their specific designated evacuation centers.

5. That this Memorandum of Understanding shall cover for a period of three (3) years commencing
from the evacuation of this document.
All of the herein parties hereby promise to uphold this covenant and they testify that they freely
entered into this Memorandum of Understanding by their own volition and will.
IN WTNESS WHEREOF, the parties have hereunto set their hands, this 7th day of December 2023 at
Barangay San Roque, Tolosa, Leyte, Philippines.
