BACKGROUND AND In line with the implementation of smooth transition of in-person
RATIONALE classes and RA 10533, or the Enhanced Basic Education issued
the policy on The Learning Action Cell (LAC) as a K to 12 Basic
Education Program School-Based Continuing Professional
Development Strategy for the Improvement of Teaching and
Learning.

The Department of Education (DepEd) recognizes that teachers


play a crucial role in upgrading the quality of teaching and
learning process. It is in this regard that improving their
performance through different parameters is vital in achieving
quality education.

Classroom management is most effective when teachers use a


combination of preventative and responsive strategies proactively.
Preventative strategies create and foster an engaging classroom
environment with minimal disruption. Reactive strategies address
and correct disruptive behaviors to help students re-engage.

Standards for Teachers – Results-Based Performance Management
System (PPST-RPMS) has become more objective and standardized,
and is used for mentoring, coaching, performance review and
evaluation which supports the teachers’ on-going professional
development. It has pre-determined indicators that have been
agreed upon by the teachers themselves and the observers,
ensuring the teachers’ preparedness as they know exactly what to
prepare and what teaching behaviors are expected from them in
the observation.

In DepEd’s Be-LCP in the time of COVID-19, ‘a support mechanism


shall be established for teachers and school leaders to have access
to relevant on-demand technical and administrative advice and
guidance which come in many forms… including professional
learning communities through LAC” states that the school LAC
primary functions as a professional learning community for
teachers that will help improve practice and learner achievement.

OBJECTIVES  To evaluate colleagues the effectiveness of teaching


strategies that promote learner achievement in literacy
and numeracy. (PPST 1.4.3)
 To guide teachers in their preparations on the
Daily/Weekly Lesson Plans
 To work collaboratively with colleagues to analyze and
utilize assessment data to modify practices and
programs to further support learner progress and
achievement. (PPST 5.5.3)
 To guide colleagues to strengthen relationships with
parents/guardians and the wider scgool community to
maximize their involvement in the educative process.

their knowledge, attitudes, and competencies in terms
of curriculum, instruction, and assessment in their
workstations.
LAC a. Time and Venue
IMPLEMENTATION Members are expected to be at the venue 5 minutes before the
NORMS time of the LAC Session.
b. Decision-Making
While the group respects the power of the consensus of the
majority, the final decision will still be the prerogative of the
LAC leader.
c. Participation
Attendance and active participation are required of the
members as part of the continuous professional development of
the teachers.
d. Expectations
Members are expected to share their thoughts during the
session and be openminded and considerate when others give
their opinion. Whatever will be the general consensus; it is
expected from every member to respect it and is kept
confidential if matters require such.
