Education is a fundamental right for all individuals, regardless of their abilities

or disabilities. Providing inclusive and quality education is crucial for learners with
disabilities to help them reach their full potential and lead fulfilling lives. Inclusive
education is a concept that promotes the integration of students with disabilities into
mainstream educational settings, ensuring equal opportunities, participation, and
access to quality education. It embraces the idea that every student, irrespective of
their abilities, should receive an education that meets their individual needs within a
supportive and inclusive learning environment.

DepEd, embracing a rights-based approach to education, ensures a more

inclusive education system. To achieve the national and international commitments in
favor of a more equitable education system, DepEd ensures that the right to education
is guaranteed for all school-age Filipinos. In particular, it emphasizes the protection
and fulfillment of the rights of those in circumstances of disadvantage.

Manicani National High School currently has two (2) disadvantaged learners-
one with physical disability and another showing signs of learning disability. The
former is unable to attend the in-person classes due to inability to walk to school
thus, resorted to a modular distance learning modality. The latter, although attending
face-to-face classes, but shows struggles in the basics of reading, writing, arithmetic,
and even understanding therefore must not be combined with other students in the
regular class.

In the previous years, the school has no specific program or project to address
the needs of disadvantaged learners. However, advisers and subject teachers design
their learning activities to provide equitable and inclusive instruction to these
learners. In the current school year, those activities were streamlined in the three
major projects of the School Improvement Plan.

Manicani National High School envisions of ensuring that all learners, including
those in disadvantaged situations, are provided with meaningful learning experiences
and appropriate educational services and that no learner is left behind.

It is in this context that the Project ANDAS (Addressing the Needs of Differently
Abled Students) emanates.
