ARREST REPORT Date: June 14, 1969 Reporting Officer: Detective John Smith At approximately 7:00 PM, I received a call about a disturbance on the corner of Hyde Park and S. Victoria. Upon arriving at the location, I Saw a group of approximately 30 individuals, including David Costello, who had blockaded the street with their bodies and vehicles. I approached the group and identified myself as a police officer. I requested that they disperse and clear the road. However, the group refused to comply with my order, stating that they were protecting Mabel Grammer, a dissident who was to be questioned by the police. After repeated attempts to reason with the group, I informed them that they were obstructing justice and that their actions would have legal consequences. The group continued to chant and shout, and David Costello was seen leading them in their protests. After a few more minutes of back and forth, I ordered my fellow officers to arrest David Costello and the other individuals who were blocking the street. They complied without any resistance. David Costello was taken into custody without incident and charged with obstruction of justice. He was transported to the local police station and booked accordingly. End of report. Date: March 12th, 1967 Location: Los Angeles Van Ness Subject: After Action Report - Apprehension of Black Panther Criminal On the night of March 12th, 1967, I, Officer Finn Connelly of the Los Angeles Police Department, was on routine patrol in Van Ness when I received a report of a rioting mob incited by the Black Panthers criminal organization operating in the area. I responded to the call and encountered the suspect, Davide Costello, who was attempting to Flee the scene after discharging a firearm. I chased CosteTlo through several alleys off Arlington Avenue near West 59” until I was able to corner him in an abandoned house. After a brief struggle, I was able to apprehend him and prevent him from returning to his gang and causing further property damage. During the altercation, Costello's leg was broken, but he was taken into custody and charged with multiple crimes related to his involvement with the Black Panthers. It is my belief that the quick and decisive action taken by myself and other officers involved in this operation prevented a potentially catastrophic event from occurring. The safety of the citizens of Los Angeles is my top priority, and I will continue to take whatever action is necessary to protect them from harm. Respectfully, Officer Finn Connelly Los Angeles Police Department
